Urban planning for Metro Manila has been done for more than a hundred years now, it already has numerous masterplans. It's not about time they did some urban planning, the question, imho, would preferably be about when they will strongfully implement a plan.

We have a lot of bright minds and good plans in PH, but we have a very ineffective and inefficient government system.

MMDA, mayors must get act together under WB-backed ‘Greenprint 2030’

When he started working as World Bank country director for the Philippines last month, Motoo Konishi saw the sullied state of the Pasig River—and remembered how a major waterway in his native Tokyo, similarly silted and polluted in the 1960s, was eventually rescued.
“It is possible,” Konishi told his audience that included top Metro Manila officials on Tuesday at the launch of a 20-year bid to put the vibrancy back not just on the Pasig River but on the entire capital of 12 million people.
For now, the task would take much more than cleaning rivers, with Metro Manila consistently ranking for years as one of the worst cities in Southeast Asia and the world in terms of living standards, business-friendliness, infrastructure, pollution, traffic congestion, etc.
Not to mention the fact that the capital has long splintered into 16 cities and one municipality, where “unification” efforts like having a common ticket for traffic violations took almost two decades to negotiate.
Konichi spoke at the launch of “Metro Manila Greenprint 2030,” an ambitious program that will have the Metropolitan Manila Development Authority and the 17 local government units mapping out ways to transform the mostly chaotic, poorly planned capital into a world-class charmer and competitor.
Greenprint will be fueled by a seed fund and technical assistance from the World Bank and the Australian Government, and the international group Cities Alliance, according to MMDA Chair Francis Tolentino.
Speaking to reporters after the program, Tolentino was short on specifics as to what exactly needs to be done, apart from saying that all the LGUs must be involved in the planning and that their future ordinances must be in line with the goals of Greenprint.
He cited Seoul and Tokyo as among the Asian “success stories” worth emulating.
Among the concerns raised in Tuesday’s talks were Metro Manila’s age-old problems—traffic and transportation, flood control, water security, the environmental tragedy that is Manila Bay, and informal settlers.
Among the mayors in attendance were Herbert Bautista of Quezon City and Sherwin Gatchalian of Valenzuela. Also present was Gov. Casimiro Ynares Jr. of Rizal province.
Gatchalian conceded that Metro Manila has become a “borderless organism” and that its residents were no longer aware of territories between cities.
It has become imperative to “manage Metro Manila as a whole (in order) to improve the quality of life here,” the mayor said.
Tolentino spoke of a “physical framework plan” that was made for Metro Manila in 1999, which he said may now need revising due to social, economic and environmental changes in the last 13 years.
The World Bank said the formulation of Greenprint 2030 will be done in two phases:
Phase 1, to be completed in May 2012, will involve “a workshop to raise awareness among key stakeholders in regard to global best practices and approaches to enhance metropolitan competitiveness, livability and sustainability. The vision for the Metro Manila’s future will be forged at this stage.”
‘’Phase 2 will involve the preparation of a strategic spatial strategy for approval by June 2013. The second phase will also require further financial support from the government or other development partners.” With a report from Riza Olchondra

MANILA, Philippines – The Metropolitan Manila Development Authority (MMDA) on Wednesday expressed plans to develop EDSA into a world-class highway.

During a round-table discussion between the MMDA and ABS-CBN News and Current Affairs, MMDA chair Francis Tolentino revealed plans to make EDSA environment-friendly by August.

“My second pledge before the start of the school year: 900 tree lampposts from Heritage to Balintawak,” Tolentino said.

To ease traffic at the thoroughfare, MMDA plans to build a “skybridge” from E. Rodriguez Ave. in Quezon City to the Sta. Ana racetrack in Makati.

However, Tolentino admitted that a lot of work has to be done before changes can be implemented.

Based on MMDA figures, around 350,000 vehicles pass through EDSA daily, carrying more than 2 million commuters.

The high volume of vehicles was cited as the reason for the frequent accidents along EDSA.

Just last week, a total of 247 vehicular accidents were recorded in Metro Manila by the MMDA.

Curbing accidents

MMDA will also propose that bus companies with a clean accident record be exempted from the number coding scheme as an incentive.

The agency also plans to install light posts along dark stretches of EDSA and modern traffic lights to prevent accidents.

However, MMDA noted that to reduce the number of accidents, drivers must always practice discipline.

“We all know that at the end of the day, safety is really within our control. If you go out, malaki ang responsibilidad mo sa sarili mong buhay at lalo ng malaki ang responsibilidad ng ating mga drivers,” said MMDA spokesperson Tina Velasco.

If they'll put up the needed lampposts, who will maintain these?

The no-accident, no-coding incentive for bus companies seems at this point, a good idea.

Too many people too many cars, too much traffic. If they don't do something to abate the population explosion it will only get worst. And I see little towns, " emulating Manila in their development to cityhood
that said nothing is hopeless, if they're serious enough they can do it.

Kailangan naman talaga pagandahin ang EDSA. It has been looking so drab and dreary. We pass there everyday. Umiinit ang ulo natin sa heavy traffic (among other things), so it would be nice to see a lot of greenery and lights (hopefully not technicolor lights) along EDSA para naman medyo kumonti ang stress.

I'm sorry, pero diba yung jeepneys nakikita ko nalang sa south/north end of EDSA. Pero along the main highway, I don't see any jeepneys na.

I think that needs great help and cooperation not just with MMDA but with other transpo agencies like LTO, LTFRB, PNP and all the LGUs which territories are along EDSA. MMDA has limited power when it comes to challenging those buses and jeepneys.

...Unfortunately, other agencies have their own minds about EDSA.

We need to properly enforce the law governing EDSA and a lot of discipline on the part of the motorists, commuters and pedestrians.

ok rin si tolentino...at least yung mga projects ni BF ay tinuloy nya...yang single ticketing...yung mga elevated walkways......greening of the metro....at yung north and south bus terminals.....at least yung mga magagandang idea ni BF hindi nawala.....ganyan dapat ang isang lider.....pinupulot ang maganda iniiwan ang hindi....sana tuloy tuloy na ito.....o diba kahit walang PPP umaandar pag marunong ang nakaupo....pero pag palpak....kahit anong PPP sabihin mo...palpak na palpak na palpak pa rin....

My suggestion to EDSA. Ipasara lahat ng establishments along EDSA like mga car distributors, bars, restaurants, unless may parking area sila for their customers like Megamall and Galleria.

And sana ituloy na ng ALI ang pagkakaroon ng bus company, i-monopolize na nila ang mga BRT sa buong Metro Manila.

My suggestion for EDSA is that they should have built the MRT at ground level and have all the highways running across EDSA have a flyover where they can also have entry/exit points. Since that can't happen now, I think that they should not have PUVs along EDSA anymore since there is an MRT.

IMO, it would have been much better if it was built underground or elevated na lang lahat. Anyway, anjan na yan, lessons learned.

Well for one he turned mmda into a very professional organization but im sure you didnt notice the difference because you're mind is so blinded by your hatred on anything connected with the previous admin.
