Hind National Glass plans to invest Rs 2,500 crore to set up new plant in Neemrana

Quote:
New Delhi, Feb 19:

Hindusthan National Glass Industries Ltd (HNGIL) plans to invest about Rs 2,500 crore over 7-8 years on a new manufacturing facility in the Neemrana region of Rajasthan.

The firm that has been scouting for a location in various States, including Haryana and Madhya Pradesh, has zeroed in on a 500-acre site in the Neemrana region, according to a top company official.

“We have located the site in Neemrana region where we plan to invest around Rs 2,500 crore in the next 7-8 years,” said the official, who did not want to be identified.

The new site would have a manufacturing capacity of around 2,000 tonne of float glass and nearly 2,200 tonne of container glass per day, the official added.

The investment is part of the company’s plans to put in Rs 5,000 crore to augment its production capacity.

The company had earlier said that it will fund the investments primarily through internal accruals, and very small portion through debt and equity.

The firm, which had a total production capacity of 9.40 lakh tonne in the last fiscal, expects it to go up to 12 lakh tonne in FY’2012.

HNGIL has plants at Bahadurgarh in Haryana, Nashik in Maharashtra and Neemrana in Rajasthan.

It is also setting up a new unit at Naidupeta in Andhra Pradesh at an investment of Rs 650 crore. The unit with a capacity of 750 tonne per day is expected to be operational by next month.

Govt to build 6,666 houses in 10 slum areas with Central help

Quote:
JAIPUR: In its efforts to make Rajasthan a slum-free state, the government has been able to secure funds from the Centre for construction of 6,666 concrete houses under integrated housing and slum development programme (IHSDP).

In a total project cost of Rs 211 crore, the Central government has agreed to fund Rs 103 cr for the construction of pucca houses for slum dwellers. Rest of the money will be paid by the state government and the beneficiaries. The project will be implemented at 94 slums in the state for which areas have been identified by the local self governance department.

"We are able to convince the Central government to share the cost for making houses for poor families. The assistance given to us is under the IHSDP scheme and we have identified 10 places for it after conducting house to house survey. Once the construction work gets completed, most of the identified areas will become slum-free" said R Venkateswaran, secretary, local self governance department.

Construction cost of each house is estimated at Rs 2.10 to 2.50 lakh. However, to get pucca house under the scheme, the beneficiary will have to bear 15% of cost of the housing component and will have to over see the construction work on his/her own. "It is a beneficiary-led project. The state government will ensure the infrastructure development of the area by constructing roads, street lights etc. For the construction for homes we will give money along with design and technical specifications," added Venkateswaran.

Around two lakh people are expected to get benefited by the scheme. Though only 6,666 house will be constructed, officials say that those who live in concrete houses are not included in the scheme. "We reached to this particular figure after an exhaustive survey. Those not included already live in concrete houses. But they will gain from the development work that will be carried out in the area as houses will be made on the same land where there are slums," said a senior official of UDH department.

Pipar city, Phalodi, Mangrol, Shahpura, Shivganj, Anta, Mangrol, Ramganj Madi, Sardar Sehar, Deshnokh are the places selected for the construction of houses under IHSDP scheme. According to the officials, the construction will start in next two months and will be completed by the end of 2013. "After the completion of this project most of the cities covered under this scheme will become slum free," added the official.

World Bank approves 109 million credit to Rajasthan Agricultural Competitiveness Project

Quote:
New Delhi: The World Bank today approved a US$ 109 million credit to the Rajasthan Agricultural Competitiveness Project to increase agricultural productivity through sustainable and efficient use of water resources.

The Project is expected to increase agricultural productivity and farmer incomes through efficient water management, crop management, improved agricultural technology, farmer organizations and market innovations in some 20 selected areas of around 10,000 ha each, across 10 Agro-Ecological Zones of Rajasthan. In all, about 200,000 ha of agriculture land will be covered benefitting some 155,000 mainly smallholder farmers.

Rajasthan is faced with acute water shortage. Covering 10 percent of India’s land area and about 5 percent of the country’s population, Rajasthan has less than 2 percent of its water resources. Erratic rainfall and recurring droughts have exacerbated the situation. Over the last 100 years, on an average, every district in the state has experienced drought in some form or the other for 50 percent of the time. Over 60 percent of the state’s population depends on (often low productivity) agriculture for their livelihood.

Apart from harsh and erratic agro-climatic conditions, agricultural production in Rajasthan is constrained by farmers having limited access to inputs like land, water, seeds and fertilizers as well as lack of technology, markets and farm credit. This has led to low productivity and subsistence-oriented farming systems in order to either cope with drought or to produce marketable surplus in years of good monsoon.

“Rajasthan has limited water resources and is facing an increasing constraint on water availability, in particular for agriculture. Improving productivity per unit of water use in irrigated agriculture (both surface and groundwater) and achieving productivity gains in rain-fed agriculture are one of the great untapped opportunities of the agriculture sector in the state,” said Mr. Venu Rajamony, Joint Secretary in the Department of Economic Affairs, Ministry of Finance, Government of India. “A more water-efficient agriculture, as envisaged under this Project, is expected to help farmers move from low value, often water-guzzling crops to high value farming, as envisaged by the Government of Rajasthan in its Water Sector Policy adopted in 2010.

Consequently, a primary focus of the Project is to reduce the agriculture water footprint by supporting measures that improve harvest, capture, collection, delivery and distribution of water for crops and livestock dependent on either irrigated, ground water or rainfed water sources; improve water use efficiency in farms; increase moisture and fertility in soil; and promote market-oriented production.

“The agricultural sector needs an end-to-end approach ranging from water management to better agricultural practices and marketing,” said Mr. Roberto Zagha, World Bank Country Director for India. “While various individual building blocks of an end-to-end approach like water user associations, agriculture technology transfer, farmer producer groups, and marketing development have been tested across different projects in India, the Rajasthan Agricultural Competitiveness Project, is for the first time, attempting to integrate all these elements across three water sources – canal water, ground water and rainfed agriculture – through a holistic approach.”

As part of this approach the Project will not only enable farmers to engage in profitable market-oriented production that is sustainable, but also promote partnerships and market linkages with other value chain crops and agribusinesses.

While challenges in making the semi-arid dessert bloom are many, there are also significant opportunities associated with agriculture in Rajasthan. “The state holds several promising potentials. For example, it can diversify into higher value, less water consuming horticulture, floriculture, spice and medicinal plant production; it has a range of tested on-farm water management technologies; and experience in managing public-private partnerships in agriculture,” said Severin Kodderitzsch, the Project’s Task Team Leader and the Bank’s Country Sector Coordinator for Agriculture and Rural Development in India. “Achieving sustainable water resources management practices within agriculture is at the core of the Rajasthan Agricultural Competitiveness Project.”

The Project will be financed by a credit from the International Development Association (IDA) – the World Bank’s concessionary lending arm – which provides interest-free loans with 25 years to maturity and a grace period of five years.

Rajasthan's single window law facilitates investment: Minister

Quote:
Jaipur, March 28 (IANS) Rajasthan Industries Minister Rajendra Pareek Wednesday said the state government's single window act had facilitated investment in the state, which had emerged as one of the most preferred destinations for industrial investment.

At the Rajasthan State Industrial Development and Investment Corporation Limited (RIICO) foundation day here at the Birla Auditorium, Pareek said the industrial policies of the state government too had benefited the people and the sector.

Though the knowledge of the general public on the single widow system was low earlier, its popularity had grown in the the recent times, resulting in the increase of investment inflow into the state, he said.

RIICO chairman and principal secretary Sunil Arora, who presided over the function, said the state had come a long way in industrial development, but there was a lot of ground still to be covered.

He said investment was continuing in the auto sector and it is expected that by 2013, there would be a full auto assembly line unit set up at Tapukada in Alwar district.

RIICO managing director Rajendra Bhanawat said the organisation had contributed immensely to the infrastructure development in the state. This has helped the state to continue developing even during an economic downturn, he added.

Bhanawat said RIICO had made record recoveries worth Rs.700 crore ($200 million).

He said the organisation had implemented several schemes for welfare of employees which includes medical benefits for retired employees and raising the compensation in case of unfortunate death on duty from Rs.2 lakh to Rs.4 lakh.

Pareek gave away awards to industrialists instituted by RIICO for the first time in four categories.

Among the winners were Mitsui Prime Advance Composites from the Japanese Zone, Neemrana (for industrial unit with most efficient use, recycling and recharging of water), BOSCH Limited from Sitapura (for corporate social responsibility), Climate Systems India Limited from Bhiwadi (for the most environment friendly green unit), Gupta Fabtex (for innovative practices), and Hindustan National Glass and Industries from Neemrana (for commendable performance in efficient water use, green unit and innovative practices).

BOSCH Ltd and Hindustan National Glass picked up two awards each.

Boranada Unit of RIICO, situated in Jodhpur district, was awarded for best all-round performance and the Alwar unit was awarded for best recovery. A total of 26 employees of RIICO were also given awards for exemplary service.

Quote:

Cairn India's Rajasthan block has record 7.3 billion-barrel oil reserve

Quote:
NEW DELHI: Cairn India's Rajasthan block is now estimated to hold a record 7.3 billion barrels of oil reserves that can produce 15 million tonnes of oil, the highest by any field in India, the company said.

The crown-jewel Rajasthan block is now estimated to hold discovered and yet to be discovered reserves of 7.3 billion barrels of oil equivalent, an increase of 12 per cent over previous estimate, the company said in its fourth quarter earnings announcement.

Of these, 3.1 billion barrels of reserves are yet to be discovered. Considering risk prospectivity, 530 million barrels have potential to be recovered.

Cairn India Managing Director and CEO Rahul Dhir said: "The ONGC-Cairn Joint Venture has reached a major milestone of achieving 175,000 barrels of oil per day production from Rajasthan" on April 20.

This production comprises of 150,000 bpd (7.5 million tonnes a year) from Mangala and 25,000 bpd from Bhagyam, the second biggest of 25 oil and gas finds in the Rajasthan block.

Production from Mangala, the largest onland oil field in India, was hiked by 20 per cent within a day of approval.

Cairn had on April 19 secured government approval for hiking Mangala output from 125,000 bpd to 150,000 bpd.

"Positive results of the enhanced oil recovery (EOR) pilot, re-evaluation of the exploration potential in Rajasthan along with the discovered resource support a basin production potential of 300,000 bpd," Cairn said.

Cairn is the operator of Rajasthan block with 70 per cent interest while state-owned Oil and Natural Gas Corp (ONGC) holds the remaining 30 per cent.

"We continue to add value and to contribute to our nation's energy security. Last year, we have reduced oil imports by $ 6 billion and have contributed $ 2.4 billion to the national exchequer," Dhir said.

Mangala field, the largest discovery in Rajasthan commenced production in August, 2009, following a period of five years from discovery to production. The field has consistently produced at its previously approved rate of 125,000 bpd for over one and a half years. Post higher offtake approval, production has been ramped up to 150,000 bpd.

Oil production from Bhagyam commenced on January 19, 2012 and is currently producing 25,000 bpd. Marginal oil field Raageshwari also commenced production on March 8, 2012 and is currently producing in excess of 250 bpd. The Saraswati field commenced production on May 27, 2011 and has produced over 75,000 barrels of oil till date.

Row over land for Kishangarh airport ends

Quote:
Jaipur: The much-awaited airport at Kishangarh town in Ajmer district is no more a distant dream. With Supreme Court lifting the ban, all legal hurdles in the project have been cleared. Speaking at a public function, Union state minister of information and technology Sachin Pilot said that construction of airport at the airstrip of Kishangarh will be the priority of the Centre.

After several meetings, a decision has been taken to clear all the hiccups and pave way for the construction at the site. The entire proposal faced several hurdles in the past few years.

Firstly, it was shifting of high-tension wire to some other place or making it underground while the power grid will be transferred at a site four km away from the airport. The matter was solved after series of meeting between officials of Rajasthan government and ministry of civil aviation in New Delhi.

The long-pending row over acquisition of land for construction of an airport at Kishangarh, involving members of Kishangarh royal family and the state government, was the major hurdle in the construction of the airport.

The state government earlier moved an application in the Rajasthan high court against an earlier order by which a division bench had granted a stay on the acquisition of land by the Airport Authority of India (AAI) for the proposed airport at Kishangarh in Ajmer district.

Challenging the order, the government has contended that the directive granting stay had no legal justification and has led to a delay in a project of national importance.
