Ormoc LGU builds P340-M city hall from LGU savings

ORMOC CITY Leyte, (PIA) – Visit to Ormoc City will never be complete without taking trip to the mammoth New Ormoc City Hall located at Y. Anubing Street, Government Center.

The three-storey building which many people call the “New Ormoc City Mall” has a total floor area of 14,783 square meters.

The entire edifice which is nine years in the making, is said to have cost around P340 million.

The good thing is that the City Government did not borrow money for the construction of the New City Hall. Instead the savings of the local government was used.

In fact, one department head of the City Government disclosed to Philippine Information Agency during the evaluation of the Gawad Pamana ng Lahi semi-finalists, that the City Government does not have any loans but was able to implement big projects by using its own funds.

The Ormoc City Hall has great structural feature and is called the green building for being environment-friendly as it uses energy-saving resources more efficiently.

It has exterior metal cladding, inverter type conditioning units, modular office partition, workstation office furniture, mechanical-type mobile filing system, compact fluorescent lamps and other state of the art facilities.

Mayor Eric Codilla said that aside from being environment-friendly, Ormoc was recently awarded as most business-friendly city by the Philippine Chamber of Commerce and Industry, and the Gawad Pamana ng Lahi by the Department of Interior and Local Government.

He likewise tagged his administration as political-friendly because he invited all his political opponents to attend the inauguration of the New City Hall in April. Indeed, when the Gawad Pamana ng Lahi team visited Ormoc, the OIC mayor was a councilor who belongs to the opposition party in Ormoc.

He said that the New City Hall is his legacy to the people of Ormoc as this is his last term as City Mayor.

The city hall is not my property, but the property of all Ormocanons, Mayor Biboy said. (PIA 8)

ORMOC CITY, Feb. 27 (PNA) — Mayor Eric C. Codilla cites the local government unit for computerizing its day-to-day operations.

Codilla in his State of the City Address last Feb. 23. said Ormoc was in step with other big cities in electronic governance.

According to him, the LGU developed its own 27 software application systems that were already operational. Another innovation was the setting up of a website which drew benefits, including the bilateral partnership the LGU established with Hawai’i.

Codilla said it was Hawai’i that pursued a sisterhood agreement after its officials learned of their county’s similarity with Ormoc on geothermal resource through the city’s website.

Not only does the website (www.ormoc.gov.ph) provide information and developments about Ormoc, it also has two new features: the water billing inquiry and realty tax inquiry systems that update consumers and taxpayers on their payables online. These have been beneficial to Ormocanons, including those living abroad.

According to him, many government and private offices claimed to be computerized just because they used computers. This type of computerization is Level 1. An organization’s attains Level 2 computerization if its computers in one office are connected to each other.

It rises to Level 3 if the computers in the different offices are interlinked through local area network; and Level 4 if the connection of computers extends to those in other buildings via wide local area network and wireless fidelity.

Ormoc’s computerization is Level 4 because not only are the computers connected within City Hall but also to other offices in other departments located in separate buildings including the waterworks, engineering and health offices
.

Level 4 computerization, for instance, allows sharing of files of each others’ patients among the district health centers. “If you go to the health center in Curva, your profile will be recorded so that if you go to Ipil health center, its staff will be able to retrieve your medical records from Curva including the medicines released to you just by getting using your thumbprint,” Codilla said.

Computerization also improved income collection of the city’s five economic enterprises (Superdome, slaughterhouse, market, bus terminal and waterworks) whose daily collections are simultaneously accessible to the City Treasurer’s Office. Some market collectors used to tamper with their official receipts by writing P50 on the duplicate even if the actual payment was P5,000, Codilla said.

The LGU’s computerization extends to the Sangguniang Panlungsod (SP) which installed the Electronic Legislative Engine for Governance and Information Management Utility System. This database system stores all existing records of resolutions and ordinances as well as video and audio files of the SP’s sessions. It also provides backup copy and comprehensive file of the city’s voluminous legislative codes.

City Hall enhanced its telecommunications system by installing an Automatic Branch Exchange which reduced its phone subscription from 80 to 24 lines connected to 300 telephone units. Naturally, its phone bill also went down from P600,000 to P173,000 every year, resulting to an annual savings of P427,000.

Codilla said his computerization program achieved a wider range of office connectivity, better linkages and more lines for communication and information dissemination between the LGU and the community in general. He also considers it as the most viable and effective means in streamlining the work flow, improve operations and services, and produce a more efficient and productive workforce.

I have to agree with Mayor Codilla on this. Many organizations (not only LGUs but private companies also) fall into the delusion they are computerized just because they use computers with Internet access (even nursery kids have their own wi-fi enabled laptops) even if the programs they use are limited only to Microsoft Office, not realizing they are merely Level 1.

PPA eyes P200-M Ormoc pier rehab and expansion

ORMOC CITY—The Philippine Ports Authority (PPA) will implement a P200-million rehabilitation of the Ormoc pier by installing efficient and modern facilities to meet the needs of increasing number of passengers, cargo, container and roll-on/roll-off.

Port Management Office Manager Lawyer Glenn G. Cabańez presented the plan to Mayor Eric C. Codilla and the City Council.

The project entails the expansion of the existing port facing the public market sideward by reclaiming almost 31 hectares of the sea where a transit shed, two roll-on and roll-off (Roro) ramps and wharf for motorized boats will be built.

The wharf, which currently sits in front of the market’s Building A, will be relocated near the fish/wet section while the fast craft pier will have to be lengthened because of the reclamation.

A three-story PPA operation building will rise and a weight bridge will be installed at the existing port.

Meanwhile, the separate terminals of Supercat and Weesam Express will be merged into a P36-million mega terminal that can accommodate 650 people. It will be equipped with x-ray scanners and walk-through detector while an information-technology room, mother and child center, and playroom will be added to existing amenities like comfort rooms, souvenir shop and canteen.

Cabańez said the project will start as soon as funds are available and will be finished six months to one year.

Mayor Codilla ordered the councilors to pass a resolution interposing no objection to the project as soon as the PPA improves its proposed port zone delineation. The PPA will have authority to manage and operate the area to be delineated.

Cabańez assured that they will incorporate in their proposal that there will be no expansion at the coast of the plaza so as not to disrupt the bay and sunset views.

Ormoc LGU to build P80M city hospital

ORMOC CITY—Bidding for the city hospital project here will start immediately following the grant of a permit to construct by the Department of Health (DOH) last week, according to Mayor Eric C. Codilla who wants to begin actual construction in March.

The project’s first phase will cost P46 million.

The proposed hospital will occupy 2,000 square meters in a one-hectare plot in Barangay Simangan, 4 kms. from downtown, where the Department of Agrarian Reform (DAR) holds office. The DAR will be relocated to the public market. The two-story building will house 10 private rooms, 16 wards, three operating rooms, an X-ray room and a diagnostic laboratory.

Its basement will accommodate the laundry room, morgue and service area. Although a government facility, Codilla wants the structure to be comparable to private-run medical institutions with full air conditioning and granite flooring, similar to what he did to the new City Hall building.

Phase I will take 240 calendar days to construct but Codilla wants the succeeding phases bid out early so as not to stop the work progress and ensure its year-end opening. Other facilities for bidding are the building’s exterior aluminum cladding finish, elevator and furniture and fixtures.

Codilla said the full cost of the project may run up to P80 million including the basic equipment. Eventually, he wants the city hospital to be equipped with high-end equipment like magnetic resonance imaging and computerized axial tomography.

The mayor allayed concerns the facility will entertain only Ormocanon constituents, saying implementing rules and regulations being prepared on the hospital’s operation will ensure it will receive patients from all over the country.

Operating cost of the hospital could reach P50-80 million annually, he said. To recover the amount, the hospital will charge minimal fees to poor clients and will fully charge patients who can afford the services. Patients who could not pay the services will be required to secure a certificate of indigence from the City Social Welfare and Development Office.

Codilla said the hospital is required to operate for three consecutive years prior to its accreditation with the Philippine Health Insurance Corp. (PhilHealth) so it can immediately avail itself of PhilHealth payments.

Wow! Grabe na talaga ka progressive ang Ormoc. Premier port city talag sa Western Leyte. Nindot kaayo na nga plano na i merge ug expand nalang port terminal. I hope ma resume pud direct Manila air services soon specially nag himo pud sila ug modern airport terminal diha sa ato. Complete na gyud ang Ormoc, modern hospitals, busy commercial districts, quality university and colleges/schools, modern medical facilities etc. I hope maka catch up pud uban cities diha sa eyte like Baybay and Maasin.
