MBARARA residents have applauded Government’s plan to reconstruct Kakyeka stadium to international standards, saying it will not only boost sports in the region, but also development in general.

The Government is in talks with a Chinese firm, Anhui Foreign Economic Construction Group Company (AFECC), to draw model plans of the new-look facility. The firm is also a front runner to win the contract if the plans are approved.

The reconstruction which could start in June this year will be jointly funded by Chinese and Uganda Governments.

On completion the stadium will be equipped with international level facilities, including an indoor stadium, swimming pool, cricket ground, training centre and hostel.

Mbarara residents and sports lovers shared their views and expectations with New Vision during and after the reconstruction.

Stadium after completion

Farouk Aswe, a soccer fan and video hall operator, said he expects the stadium to boost people’s business during competitions hosted in Mbarara. He also said it will also help in developing talent among the youth in the region once there are good facilities in place.

Akim Bamuhena, a taxi driver and a soccer lover, said the construction of modern stadiums will improve sports in the country. He also hopes to benefit on the business front once competitions like the East African Secondary Schools games are hosted in Mbarara.

Dan Mugisha said: It will generate revenue for the Mbarara Municipal Council and business in the district and improve sports talent in the region.

Nicholas Muhingo, a boda boda cyclist, who also played at Kakyeka stadium during his time with Tigers FC and Mbiringi Garage FC, said playing on a poor pitch was hard, players would get injured on a soggy pitch during the rainy season. Since the government has come up with a plan to refurbish the ground, it will lift the morale for the players and fans to support local sports in the region, he added.

Rodgers Twijukye, a businessman, said: “With good sports facilities in place, supporters and fans will flock back to Kakyeka which they abandoned years ago due to its poor condition. It will also generate revenue for the council and have new sports on board and also develop the area.

Joseph Kakama, a farmer, said the new sports facility will improve on the development of the Municipality as they prepare to acquire city status, set up soccer academies in the region and can also bring in international coaches and sport scouts to attend competitions hosted in Mbarara.

yes basically ive found new for the renovation of nakivubo stadium and threes two new sports parks as shown in the renders .

he thing is these aren't just football stadium there all rounders because these two sports parks are expected to be the hub of major sports in the two cities (Mbarara and lira). If it was for league teams I would see where you guys are coming from . The stadiums are expected to host city wide athletics competition and EAC competitions etc .

The Uganda government has started its promise of developing the different sports facilities.This includes the re-devopment of Kakyeka stadium (Mbarara), reconstruction of Akii Bua stadium and building the High Altitude training centre in Kapchorwa.

Project 1 :National High altitude centre, Kapchorwa

The government has already released sh300m to help in resettling the communities and build for them Taryet Primary school, whose rood was blown off two weeks ago.

The money was part of the education ministry financial budget for the year 2012. Also Uganda National Road Authority is working on the road that connects Taryet to Kapchorwa while the rural electrification programme is due to complete a-11km power line to the venue.

Project 2: Akii Bua Memorial stadium, Lira
With the old stadium being in the town centre where expansion is a problem, and the hospital also needing the same land, Lira district officials have already identified some land for the new project.

The biggest problem is that the officials have not yet handed over the official documentation to the ministry to initiate the process of the construction of a $125m facility which will have an international aquatic centre, indoor gymnasium, stadium, training field and hotel.

Every time the ministry officials travel to Lira, the authorities say that they are ready to hand over the land but nothing is done.Assistant commissioner for sports Omara Apitta says that the land handover will be the start block for the development of the facilities, which has already been approved by the President.

Project 3 :Kakyeka stadium, Mbarara

The stadium in Mbarara has been dilapidated and the authorities are ready to start a new chapter of reconstructing a new and modern stadium.
It will be more like the Akii Bua stadium, which will be 25,000 seater, but unlike Lira, they still have to battle the relocation of most of the residents who have built in the municipal land, where the stadium is expected to be relocated.

Projects 4 :Nakivubo stadium, Kampala
Information available says that there are plans to turn Nakivubo into a modern stadium in town. A proposal of having a new Nakivubo at 30,000 seats with underground parking and malls has already been approved and what is remaining is for the ministry to have final discussions with the developer, expected to be coming from the Arab countries.

3 stadium are being done 2 new ones and a complete renovation in addition to this a high altitude sports training facility is to be built .

Negotiations are underway between Uganda government officials and the Chinese government over the reconstruction of the Akii-Bua stadium in Lira Town in northern Uganda.This follows President Yoweri Museveni’s pledge in 2010 to refurbish the Akii-Bua stadium, where he directed the Prime Minister’s office to initiate talks with the Chinese government.

The Prime Minister’s office, the Ministries of Education, Sports, Foreign Affairs, and Lands are in negotiations with the Chinese Embassy.

“We are still finalising details on possible funding from the Chinese government,” a source close to the talks that asked for anonymity told The EastAfrican.

The Ugandan government has requested Chinese firm Anhui Foreign Economic Construction Group Company to draw up model plans of a refurbished Akii-Bua stadium.The proposed renovations are estimated to cost $124 million. The firm is a favourite to win the contract if the plans are approved.
Upon completion, the Akii-Bua stadium will have an aquatic centre, indoor stadium, training ground and a modern hotel.

“The advantage of the Akii-Bua stadium is that it has a lot of space compared with Nakivubo Stadium. This means that with the Akii-Bua stadium we can have facilities for different sports,” State Minister for sports Charles Bakkabulindi said.

Lira District provided the land, which has been handed over to the Ministry of Sports, for the reconstruction of the stadium.The Akii-Bua stadium was constructed in the early 1970s in memory of Uganda’s great athlete John Charles Akii-Bua, for his historic 1972 Munich Olympic gold medal triumph in the 400 metres hurdles.He won and set a new world record of 47.82 seconds — three-tenths of a second under the record set by Britain’s David Hemery in the 1968 Mexico Olympics.Akii-Bua’s victory gave Uganda its first Olympic gold medal since its maiden appearance in the Melbourne Games in 1956.

To honour Akii-Bua, President Idi Amin named an avenue in Kampala and a stadium in the athlete’s home town of Lira after him. He also gave him a house in the capital.

“We have plans to construct a stadium in each region before going to the district level. We shall add value to the existing stadiums by way of renovation.

"Our major purpose is to tap young talent from different regions in the country. The identification and development of talent will involve the large number of instructors currently being trained in physical education and sports.

"We also intend to use sports as a tool of mobilisation and sensitisation,” Mr Bakkabulindi said.

“We have initiated a programme to rehabilitate existing regional stadiums including Kakyeka stadium in Mbarara, Masaka Municipal Stadium in Masaka, Bugembe Stadium in Jinja, Mbale Municipal Stadium in Mbale and Pece Stadium in Gulu,” added Mr Bakkabulindi.

“We shall run this rehabilitation programme in phases depending on the availability of resources. So far, we have procured a contract for a consultant, who will do the designs and supervise the rehabilitation.

"We shall learn the total cost after the consultant has come up with the designs. Each stadium will have its own budget depending on the level of repairs,” said Mr Bakkabulindi.

Jasper Aligawesa, secretary general of National Council of Sports said: “We, as the National Council of Sports, have been clamouring for sports facilities because the existing ones have been sold off by district officials, maybe because they have not realised the importance of sports.”

“We can attribute this new development to President Museveni’s renewed support for sports. Even our annual budget has increased from Ush400 million ($165,558) in 2009 to Ush2.5 billion ($1 million) in 2011. All we need now are the sports facilities,” added Mr Aligawesa.

Mr Aligawesa is confident that with more sports facilities Uganda’s chances of attaining glory at the international stage will improve.According to Namayo Mawerere, Uganda Athletics Federation publicity secretary: “It is a good idea for the government to build and renovate the proposed stadiums because we lack modern facilities to carry out sports competitions. Currently, we have very few facilities to carry out our activities.”

Uganda has only two multi-purpose stadiums, Mandela National Stadium (Namboole) and Nakivubo Stadium both in Kampala.Mandela stadium with a capacity for 50,000 people was built with a $36 million Chinese grant and opened in 1997. Nakivubo stadium has a capacity for 20,000 people.

The national rugby governing body-URU has started construction work on the multimillion rugby stadium in Mbale that will host the international friendly against the England counties in June.

URU started work after the Mbale authorities acknowledged ownership of the land that has been surrounded by ownership controversies with the private developers.

"We started work and I'm confident by June the pitch will be ready for the games. There was joy among the residents and rugby fans as the tractors started work on Tuesday morning," Paul Makanye the project supervisor confirmed the development.

Wanale Division senior assistant town clerk, Robert Wambede last month February 28 wrote a letter to the District land board and the physical planning authorities stopping any further development on the rugby land by any other party.

"While we are processing the documents for Uganda rugby Union , the sitting Tenants on plot 82-100 Bungokho Road ,we there inform all past and current tenants to stop any development on the said land," part of the letter read.

He quoted the 2007 IGG land probe committee investigation report that pronounced the irregularities and the illegal acquiring of land in the area that affected the rugby land too.

The Controversies had hampered efforts by a UK based Tag Rugby Trust to construct the stadium till the URU petitioned the state minister for sports Charles Bakkabulindi.

Bakkabulindi intervened and found out that the ministry of land, natural resources and physical planning had not changed the use of the said land and thus remained a sports gazetted land.


my earlier sources on this stadium indicate that it will be a 20,000 seater and will also be used for football and regional competition.

The government has finalized plans to pay off the over 400 families to be affected by the Karuma power dam construction, in order to pave way for the beginning of the project.

The Commissioner for Energy in the Ministry of Energy and Mineral Development, James Banaabe Isingoma says the government has already got money and all residents whose claims were verified and valued will be paid in May 2012.

He was speaking during a public hearing for the proposed Karuma hydro- power project that is expected to generate between 500-800 Mega watts of electricity to boost power supply in Uganda.

Banaabe said the government is ready to start the construction of the dam after carrying out the Resettlement Action Plan which involves paying off the people to be affected by the dam and relocating them elsewhere.

The government is planning to construction a 1.5km runoff the river tunnel on the east of the Kyoga Nile, which will see some residents in Kiryandongo and Oyam residents relocated.

During the public hearing organized by the Ministry of Energy together with the National Environmental Management Authority and the Directorate of Water Development at Karuma Primary School on Frdiay, residents expressed concern at the delay in compensating them for the land so that the project can take off.

Benjamin Mugeneyi who spoke on behalf of the Local leaders and Elders Association said residents had long been waiting on the government to compensate them so they can relocate. He said the residents were told not to plant crops like cassava, bananas that take long time to mature because of the impending relocation but years had gone by and the government had not paid them to relocate.

Residents also expressed concern that up to now they don’t know how much they will be compensated as per the government valuer’s recommendations, while others were concerned at the high inflation currently standing at 29% compared to 8% in 2009 when the land valuations were made.

The Executive Director of NEMA, Tom Okurut promised the residents that their queries and concerns will be answered in writing by May 15th 2012. He said residents were welcome to continue forwarding their views up to 30th May 2012 in time for NEMA to issue the final decision on the impact assessment of the project.

Tinto Onywegeredde is in the agroprocessing business and boasts of five maize mills.He shelved plans to start a milk processing plant five years ago when there was acute power supply shortage.

“I have now started seeing stability in power supply and I plan to execute my idea in the second half of this year,” he said while negotiating with his bankers for a dairy project loan.

The long awaited Bujagali hydropower project has started generating electricity onto the national grid. It is expected that with full launch in June, there will be no more load-shedding for at least two years.

But what is clear is that all investment projects that were shelved will be revamped and this will increase demand for power, raising fear that if nothing is done to build another big power station, Uganda will slide back to 48-hour load shedding like it was five years ago.

“Electricity is necessary if you want economic and social transformation,” Thorbjorn Gaustadsaether, the Norwegian ambassador asserted.

“The industry needs power. With jobs and electrification comes social development.”

And in the next financial year (2012/2013), Uganda has focused on the construction of the 600MW Karuma hydropower project.

According to the National Budget Framework Paper, over sh215b has been set aside to kick-start the project.

“The hydropower plant and associated transmission line will be constructed using resources from the energy fund as a public project,” stated the paper.

Already, a detailed project feasibility study and engineering designs have been concluded.The procurement process to acquire a contractor to undertake the construction has started.

Eng. Irene Muloni, the energy minister, said the Government will continue to implement key priority projects in the energy sector, specifically increasing the generation capacity and transmission infrastructure. She added that the Government will also increase access to modern energy services through rural electrification and renewable energy development.

One of the National Development Plan objectives is to increase power generation between 780MW and 820MW from the current 330MW, as well as increase rural electrification to 10% and promote efficiency programmes and renewable energy sources countrywide.

At the moment, the installed capacity stands at 603MW, including thermal and hydropower plants.

Uganda’s electricity demand is expected to triple in the next decade assuming economic growth trends continue, paving way for increased investments in the sector.

Based on the current economic growth (7%), domestic power demand will increase from 370MW to 1,130MW in 2023, a new study indicated.

Power demand in neighbouring countries like Kenya will also rise, which will result in an increase in demand of imports of electricity from neighbouring countries by transmission interconnections.

The study, a draft Hydropower Master Plan, found out that watergenerated electricity is one of the best options for Uganda. It identified seven potential hydropower sites.

But three prospective sites of Karuma, Isimba and Ayago were selected for immediate development.

The study was funded by the Japanese government through its development arm, Japan International Cooperation Agency.
The energy ministry requested a thorough investigation and prioritization of potential hydropower sites and preparation of the plan up to 2030 under its energy sector development strategy.

Lack of new generation plants to match the demand for electricity, coupled with prolonged drought between 2003 and 2006, has led to irregular and expensive power supply.

The acute electricity shortage forced the Government to resort to load-shedding, which slowed down economic growth.
The Government devised the short, medium and long term plan to put up a new strategy of anticipating electricity demand ahead instead of the old approach of chasing demand forecasts.

This is through attracting local, foreign, public and private investors, aiming at ensuring that electricity ultimately reaches every part of the country as directed by the President.

And the energy ministry aims at diversifying sources of power to increase supply and have it delivered at affordable tariffs. With the new investments, electricity supply has increased.

The Government has encouraged the use of renewable sources of energy, including biogas for lighting and cooking, as well as energy saving stoves.

The Uganda Electricity Transmission Company is spearheading the formation of an East African power pool to enable the sharing of surplus electricity in the region.

Another objective is to improve the interconnection system in the DR Congo and Rwanda

“We are glad the energy sector financing problems are resolved, so the investors will remain in Uganda. They need predictability and stability,” Gaustadsaether advised.

President Yoweri Museveni has said Uganda will spend over one billion United States dollars on the construction of Karuma power station, adding that part of this money would have been spread to boost development in health and education if the power plans had not been jeopardized.

Museveni was meeting the EU ambassador to Uganda H.E Roberto Ridolfi over infrastructure financing. The meeting took place at the President’s country home in Kisozi, Gomba District.

The President said Uganda had budgted for 13 billion shillings as part of its 5 year development plan that includes infrastructure development.

Ambassador Ridolfi said the EU shares in Uganda’s vision on how to develop the country with specific emphasis to infrastructure such as roads, energy, tourism etc, adding that infrastructure in East Africa is not only roads and railways but also ICT to promote interconnectivity.

“There is a big financial need to accomplish this and oil revenue can be used to pay loans. Infrastructure development must start today,” he said.
Ambassador Ridolfi said infrastructure development in Uganda and the East African region will promote the spirit of federation and help integrate countries like Rwanda and Burundi to balance economic disparity and growth in the region.

President Museveni has emphasized that the money accruing from taxes paid by oil exploration companies will finance infrastructure development including the construction of the proposed multimillion dollar power generation plant at Karuma falls. Construction of a new John Akii-Bua Memorial Stadium is expected to commence next year after Lira District secured a land title for the plot where the facility will sit.

Currently, Akii-Bua Stadium is located on Lira Hospital land and authorities recommended that it is relocated to create room for expansion of the health centre.

The stadium will now be constructed in Erute following Lira District Local Government’s acquisition of the title for the land measuring about 18.6 acres. “The land title was secured last month but it reached us late,” Lira District vice-chairman Andrew Ogwang said. “We have already submitted a copy of the title to the Ministry of Education and Sports who will implement the project.”

The government of Uganda has secured a $124m loan from China to fund the project. According to Lira LC5 chairman Alex Oremo Alot, government is in talks with Chinese firm AFECC to do the construction.

AFECC constructed the Mozambique National Stadium and Aquatic Centre that hosted last year’s All Africa Games. The company has an international record in constructing stadiums, roads, and airports among other facilities.

The Uganda government is in the final stages of rehabilitating six regional stadiums with a minimum capacity of 15,000.The sports department in the education ministry is in charge of the stadium rehabilitation exercise.

The first phase, which included the inspection of the facilities, has already been concluded by ID Forum and Habitant —two international consultant and construction firms, who are in charge of the projects.

“We believe that these proposals will be passed. What we want is to have good regional stadia to improve on sports across the country,” said the commissioner for sports Omara Apitta.

ID Forum is in charge of rehabilitating Kabale, Mbarara and Masaka stadiums, while Habitant will take care of Jinja, Mbale and Gulu stadiums.

“Both companies had a field visit last year where they analysed the problems on the ground. This is how they came up with the report and the costs. We are still discussing with them but this is our proposal which we think will benefit all the concerned parties,” said Apitta.

He explained that this is part of the capacity development programme, which includes seeing that each region has at least a good stadium.

President Yoweri Kaguta Museveni promised in his campaign manifesto that each region across the country would have at least a standard stadium as a way of boosting sports development in the country.

“We will have a meeting with the different stakeholders before coming out with the costs. At least most of it (costs) had been budgeted for in this financial year,” Apitta added.

A majority of the upcountry stadiums around the country are in pathetic states with no toilets, broken perimeter fences and pavilions.
