Work on the second phase of seaport-airport road is expected to start soon as decks have been cleared for land acquisition, according to sources.

With the state giving a green signal to acquire 13.7 hectares in Thrikkakara North village, inspection of total land required for the project is set to begin, it is learnt.

The state had last month allotted `46.7 crore to the Roads and Bridges Development Corporation in the state, which has undertaken the project.

The second phase of the project would connect Kalamassery HMT junction and Airport VIP Road with a 14.4-km stretch, expected to reduce traffic snarl on NH-47 and other roads around the city.

After the government gave its nod for acquisition of 2.65 acres last month, mainly for the construction of two bridges, the authorities are now acquiring 0.44 hectare in Chengamanad village, 0.4 hectare in Chovvara and 0.73 hectare in Aluva East.

The project needs land from five villages: Thrikkakara North, Thottamukha Thuruth, Chovvara, Chengamanad and Aluva East for phase II.

In the wake of accidents and complaints about unscientific construction of the road, RBDC has decided to acquire land to straighten the road.

The corporation is acquiring 0.35 hectare to straighten the accident-prone Poojarivalavu area on the Kalamassery-Kakkanad stretch.

The phase II work was hit by fund shortage and land acquisition problems.

Land acquisition for service road underway

Land acquisition process to kick-start the construction of the service road beneath the North ROB, began on Monday. ROB project manager S Sriram confirmed the start of the work. “Similar to the old service road, the new one will also facilitate the vehicles to enter the bridge and join traffic smoothly,” Sriram said.
According to the officials, the land needed for the construction of the service road has been acquired. They said that the land acquisition was done without causing any trouble to the people. “Within the area, only 13 residential properties will be affected by the construction of the service road. We have also decided to acquire some land from the front of the Town Hall for the same,” said District Collector Sheik Pareeth. The people will be provided a compensation of `23 lakh per cent for their land which will be acquired for the project. The administration agreed on the amount after holding discussions with the people concerned. The officials said that 80 per cent of the land has been acquired and the remaining would be completed soon.

This one is the U/C bldg opposite Francis Alukkas in KPCC Jn. This office cum commercial tower was started since mid 90s and struck due to a legal ligitation between its partners. For past 15 years, its remaining as a ghost bldg... Sometimes KPCC uses the lower portion bldg for their meetings and conferences.

If I am right, there is an end to the tunnel of disputes. They have errected up fresh barricades. If things are true, perhaps they may finish it and open. Its an ideal office tower, being in heart of city with dedicated parking facility and high rise with Metro connectivity soon........

Now, jump red signal and get caught on cameras

Before you jump a red light or step on the accelerator next time, think twice as you could be caught live on any of the new cameras installed on NH 47. In an effort to improve the traffic systems, the Kerala Road Safety Authority (KSRA) has completed the first phase of installation of high-tech automatic traffic enforcement systems on the Cherthala-Mannuthy stretch of NH 47.

As part of the Rs 8.5 crore project, 65 automatic traffic enforcement systems will be installed at 23 points along the 98-km stretch from Cherthala to Mannuthy. Deputy transport commissioner P A Sainudeen said the department had completed installation of 15 surveillance systems on the Cherthala-Vyttila stretch and the systems would start functioning from Wednesday. He also said the second phase, from Vyttila to Mannuthy, would be completed within a month.

The project is being implemented by KSRA and the Motor Vehicles Department with the technical support of Keltron as part of the decision to observe 2011-2020 as the 'decade of action for road safety'.

"Our aim is to convert the 98km stretch into a zero-accident zone. Offenders will be traced based on visuals of vehicles and registration plates and they will be issued notice," said Sainudeen. The monitoring technology involves a mixture of virtual sensors, motion detectors, inductive sensors, logo sensors and high resolution cameras.

S P Gopakumar, project manager, Keltron said, pictures of number plates would be captured using 10 megapixel cameras. "The main server that will be linked to all cameras will be set up at the deputy transport commissioner's office. The magnetic sensors installed on roads will trigger the cameras in case of violations and send a message to the main server," he said. "We may install this system on other stretches along national and state highways," said Sainudeen.

Medians to get a scientific makeover

With the road accident involving actor Jagathy Sreekumar throwing light on the increasing number of accidents occurring because of unscientifically constructed medians, Public Works Department (PWD) has decided to renovate severely damaged medians on the city roads.

As a beginning, the medians on the road from the Goshree bridge, along Shanmugham Road and Boat Jetty, till BTH will be reconstructed as part of the Bitumen Macadam Bitumen Concrete (BMBC) tarring process
, which is set to begin within a fortnight. The work will be completed at a cost more than Rs3.5 crore. “There are no standardised dimensions for medians. The direction and nature of traffic on a road decides the dimensions and structure of the median constructed there.

The decision regarding the same is taken by PWD for normal roads and National Transportation Planning and Research Centre (NATPAC) designs the medians to be constructed at major junctions. The number of in-vehicles and out-vehicles as well as the movement of the traffic are the criteria considered by NATPAC while designing the medians,” said Jose T I, Executive Engineer, PWD. Jose added that the other damaged medians in the city will be repaired as and when the roads will be put on repair works.

Some of the medians posing severe threat to the onroad vehicles are the ones present near Deshabhimani Junction, Kaloor junction and along Shanmugham Road (near CSI church). These structures have not only worn-off due to frequent hits from the vehicles, but also lack reflectors to warn the drivers of a possible collision.

DESHABHIMANI JUNCTION:
A major chunk of the median on the stretch of road between Jawaharlal Nehru International stadium and Deshabhimani Junction is damaged as it is common for the vehicles to run into these structures.
Since only a part of the median (which can damage the underside of vehicle) remains on the road where the original median once stood, careless drivers seldom take note of it.

KALOOR JUNCTION:
In the race to avoid being ‘caught’ at the signal at Kaloor Junction, speeding vehicles along the Edappally-High Court Road fail to notice the median near the junction.
As a result, frequent collisions of vehicles with the median have left the structure severely damaged.

SHANMUGHAM ROAD:
At the junction where the Shanmugham Road converges with the Park Avenue Road and Broadway, the median lacks a major component - a reflector.
Hence, it is common for unwary drivers to bump into it.
This median too will be repaired as part of the upcoming project of PWD.

RoB first phase to be completed in August

The first phase of the reconstruction of the Ernakulam North Rail Overbridge (RoB) will be completed by August this year. With the Central government allocating `60 crore in the annual Budget presented on Friday, the authorities of the Delhi Metro Rail Corporation (DMRC) which undertook the reconstruction of the RoB said that they are hopeful of completing the work within the stipulated time.

“In the first phase, the existing motor bays will be dismantled and two single lane RoB will be constructed in their place. A total of 78 piles and 26 piers are required in the first phase. Out of the 78, piling works for 66 piles and six piers have been completed already. A total of 40 RCC girders are required for the reconstruction out of which 36 have already been cast in Manapattiparambu Casting Depot,” according to a statement issued by DMRC here on Friday.

The RCC girders from Manapattiparambu were transported to the work site using tractor trailers during night time and eight RCC girders were launched on Thursday night. The girders were placed over the spans with the help of a 100 ton crane. There are a total of four spans on both sides of the RoB. The road was blocked and the girders were successfully placed. “DMRC will take all efforts for speedy progress of the works so as to complete the first phase of the work, including the construction of foot over bridge before August,” the statement added.

Apart form this, a total of four steel girders are required over the railway span for the RoB and another two steel girders for the foot over bridge. This will be launched soon, it added.

The new bridge is coming up atleast 2 metre above the existing one, from what i can read from the pics available.

How tall will the Metro viaduct pass then. It will be a beautiful view of the city from train there

Just came back from a function at Fine Arts Hall.

Saw 4 girders installed, two on either side, of the new north ROB lanes. Those are indeed at a considerable height from the existing lanes. They are installed at the west extreme of the bridge. I also note that the rebars for the approach ramp are being installed to the west of these girders. The gradient seems to be very gentle (which is to be expected, given the gradient of the current bridge is too sharp).

But, that made me thinking. With this design, the ramp will be landing well beyond the town hall. Can't really visuallize the final bridge that way.

Seaport-Airport Road in Kochi to be concretized

The budgetary allocation for concreting a stretch of the Seaport-Airport Road in Kochi will be a new experiment to maintain quality of roads. The Roads and Bridges Development Corporation of Kerala (RBDCK) has already submitted a proposal for concreting the 11-km stretch of this road from HMT Junction to Tripunithura . If found to be a success, concreting will replace the bituminized concreting method now being used for laying roads in the state. Though short-distance stretches have already been concreted, it will be for the first time that such a long stretch is concreted.

"We have already sent a proposal to concrete 11-km stretch of the road. Once we get funds, we will be able to start the procedures for concreting," said APM Mohammed Hanish, managing director, RBDCK.

The total length of the proposed Seaport-Airport Road is about 30 km. According to the present plan, the project is to be completed in three phases . Though the first phase has been completed, the second and third phases are in cold storage, land acquisition being the major hurdle. Though the finance minister has declared a budgetary allocation of Rs 55 crore for the coastal roads in the state, the amount is too meagre as Kerala has around 600 km of coastal stretch.

Unlit road medians turning fatal

Civic agencies and the PWD have not taken steps to install reflectors at the ends of road medians in Ernakulam district, despite an average of about two dozen people getting killed and many more suffering injuries each year after their vehicles rammed into them.

The traffic police say that most of the accidents could have been averted if the medians were properly lit, making them visible from a distance. Serious injuries suffered by actor Jagathy Sreekumar a week ago after his car rammed into an unlit median at Kozhikode has not stirred government agencies into action. Neither has steps been taken to seal frequent median cuttings and those that cause accidents frequently.

The NH 47, NH 47-C (Kalamassery-Container Terminal Road), NH 17, and also arterial roads in the city like Banerjee Road and MG Road have dozens of medians and bridge embankments sans reflectors. The reflectors at medians on SA Road and at some places along the NH, are too small to be noticed by speeding vehicles. Vehicle drivers are caught off guard by the medians. Most medians in the city do not have street lights at either end.

“Agencies that maintain roads are duty-bound to ensure the safety of road users – both motorists and pedestrians. If they are unable to do so, sponsors would pool in with their resources. But the agencies often raise trivial objections to others installing reflectors and other safety signages,” a traffic police officer said.

FUNDS APLENTY

Interestingly, 50 per cent of the fines collected from motorists and the vehicle cess collected when registering a vehicle are lying unused with the District Road Safety Council. A small portion of the funds would be enough to install reflectors over the medians. The delay in delegating the powers of the State Road Safety Authority, inadequate manpower and lack of follow up action at the district level are cited as reasons for the district-level councils becoming ineffective.

As a result, the Rs.15.50 crore allotted to the Motor Vehicles' Department in the last financial year is all set to lapse. Funds were also allotted to the PWD and other stakeholders concerned, a good share of which is unutilized.

The RSA identified 269 black spots (highly accident-prone areas) across the State. Steps are yet to be initiated to remedy the erroneous road infrastructure that causes accidents in these places.

Isn't the funds for SPAP allocated in last year's budget and affirmed in Administrative order made 3 days before the budget.... Perhaps for LA, it might be used from funds allocated to Revenue Department.....
