".........CenterPoint built the BNSF intermodal on former arsenal land in Elwood, and more recently the intermodal operated by Union Pacific opened on the south side of Joliet. CenterPoint, which operates adjacent business parks around both intermodals, invested $1.5 billion in the projects and plans to invest another $1.5 billion, Mullen said.

The two intermodals have combined to become the largest inland port in North America.

And when the Joliet intermodal revs up to full steam, the site will be the fourth largest port of any kind in the U.S., Mullen said.

Now officials from all over the country and other parts of the world visit Will County to see how locating warehouses adjacent to intermodals and major rail lines saves on transportation costs, Mullen said.

Will County has two main things going for it that will be hard for other sites to duplicate, however, Mullen added. The BNSF rail line is the fastest route from Los Angeles to the Chicago. And the intersection of Interstates 55 and 80 is “Main and Main” for the trucking industry......"

Ford Motor Co. would hire 1,100 workers at its Chicago assembly plant under a tentative four-year labor contract announced Tuesday between the automaker and the United Auto Workers, according to Mayor Rahm Emanuel's office.

The new workers would be part of the company's pledge to add 12,000 hourly jobs at its U.S. manufacturing facilities by 2015, including 7,000 positions by the end of 2012.

"This is a victory for Ford, a victory for workers and a victory for Chicago," Emanuel said in a statement.

The new hires would likely work the third shift at the South Side assembly plant on Torrence Avenue, making entry-level wages of $19.28 an hour over the term of the contract. The company is investing $117 million at the assembly plant and $86 million at the Chicago stamping plant in Chicago Heights, according to a contract summary provided by the UAW.

Emanuel unveils 10-point economic plan for region

Mayor Rahm Emanuel Wednesday morning unveiled his first formal blueprint for revitalizing the region's economy. The preliminary planning document aims for the sky and hints at how the city will try to get there, but stops short of proposing specific initiatives.

"A Plan for Economic Growth and Jobs" was developed by World Business Chicago, the city's non-profit economic development agency and is viewed as the first step in a continuing process to tune up the region's hefty but sluggish economic engine, its authors said.

"The goal is that these strategies will serve as north stars to guide investment decisions and to foster new initiatives to drive growth," said Michael Sacks, vice chairman of World Business Chicago. Emanuel is its chairman.

What's clear from the 60-page report is that the city is aiming to shake up the status quo. Too many agencies have been making uncoordinated efforts to boost economic development, the report finds, and greater collaboration is needed. Job training programs have not been well-aligned with employers' needs and should be tailored to specific job demand. And new funding models are needed for infrastructure and transportation projects, given the economic times.........

The study offers up 10 strategic goals:

-- Accelerate growth in advanced manufacturing. The report points to Germany's Fraunhofer Institutes, a system of 60 research centers that provide research, incubation, consulting and networking services to speed up innovation, as an example of possibilities.

-- Increase attractiveness as a center for business services and headquarters. The study suggests augmenting the city's strength in such business services as insurance, scientific research, law and finance with service firms that focus on technologies such as cloud computing or energy-efficient building management.

-- Become more competitive as a transportation and logistics hub. Insufficient funding and lack of coordination between agencies has left vital projects undone. New funding models could include so-called infrastructure banks, which fund projects by borrowing against future expected cash flows or by leasing assets, said banking executive and former United Airlines Chief Executive Glenn Tilton, a member of the World Business Chicago steering committee that drew up the plan. Leasing assets has been a touchy subject since the city privatized its parking meter system during Mayor Richard M. Daley's tenure.

-- Make Chicago a premier destination for travelers. Study suggests unifying fragmented promotion efforts and increasing the investment in marketing. Emanuel recently took a step in this direction by combining the Chicago Convention & Tourism Bureau and the city's Office of Tourism and Culture.

-- Make Chicago a leading exporter. Chicago ranks third nationally, but lags many peer cities in the proportion of goods exported. The study suggests assisting smaller businesses, given their meager presence in the export market.

-- Create demand-driven job training. The study recommends setting up a better framework for employers to make their needs known and to use the information to guide curricula development. Emanuel recently announced plans aimed at moving the City Colleges in this direction, with Malcolm X College to serve as a health-care pipeline and Olive-Harvey to focus on transportation-related training.

-- Foster innovation and entrepreneurship. The study cites San Diego as a city that has succeeded in attracting investment by setting up strong networks among entrepreneurs, research institutions and academia.

-- Invest in next-generation infrastructure, including transit, water, energy and virtual connections. Again, the study suggests trying new funding models for such projects.

-- Nurture neighborhood development. Efforts should focus on supporting businesses owned by minorities, women and disabled individuals. The proposed redevelopment of the 470-acre former U.S. Steel plant site on the south lakefront was cited as a key initiative.

-- Create a civic environment in which business can flourish. More must be done to streamline permitting and licensing and to reduce the uncertainty about taxation triggered by fiscal crises in government, the report stated.

Asked about when specific initiatives will be proposed, Sacks said, "Stay tuned. This is an aggressive plan and an aggressive administration.".......

It is one of two major regional planning endeavors that has been under way for months. Next week, the Chicagoland Chamber of Commerce will unveil the results of a study conducted by the Paris-based Organization for Economic Cooperation and Development (OECD), of how the region can better compete in the global economy...........

I don't mean to burst your bubbly but, "all is not well in Whoville". Please read the following article and give me your thoughts. I hope that this article initiates a discussion on this forum and throughout this city. I also hope that "TUP" comment on the article and on the "Urbanophile" website. I value his ability to challenge Aaron and to accept reality. I am a big fan of this great city. I love it but, over the past 7 years or more I've felt like the leadership was not focusing on the right issues (mainly transit, infrastructure, economic development strategies, and marketing itself). Daley's long tenure may have actually hurt the city. The new administration seem promising and also seem to understand what's at stake here. I hope to hear from all of you.
