CDA approves construction of Eleventh Avenue
Islamabad—The Capital Development Authority (CDA) Board has approved construction of new highway in the federal capital under the name of Eleventh Avenue. The CDA Board has approved construction of 11th Avenue from Kashmir Highway to Margalla Road. It was decided in the meeting that the contractor would construct the road on BOT basis and CDA would not have to bear expenses on the road project. The 11th Avenue would facilitate the inhabitants of sectors G-10, G-11, F-10 and F-11 and likely to be completed within one-and-a-half years. The meeting also approved expansion of Islamabad Expressway from Koral Chowk to GT Road Rawat. The meeting chaired by CDA Chairman Farkhand Iqbal was attended by board members and senior officials.—INP |

Cultural complex begets complexities for CDA
![]() The cash-strapped Capital Development Authority is facing catch-22 situation to decide the fate of Rs 1.1 billion cultural complex project that had been lying unaccomplished since last three years. The Authority had launched the project in 2007 and was to be completed last year but the financial crunch impeded the construction activity leaving the CDA between hard and a rock place. No construction activity could take place since 2009. Recently, the project faced another blow as the contractor moved to the court for seeking nullification of the contract as the CDA could not resume construction activity. The Islamabad High Court had sought from the CDA complete report as why work on the project could not be restored. According to a CDA official, the Authority has already submitted reply in the court defending its position as why they cannot relieve the contractor. He said though the contractor had been awaiting restoration of the construction activity; however as per law he cannot retract the agreement. He observed the contractor seemed to be on winning position as he owed Rs 120 million mobilization advance to the CDA that was paid to him before launch of the construction activity. On the other hand, the contractor has around Rs 40 million payable by the CDA against the construction work. The project was designed by M/s Associated Consulting Engineers and the CDA had hired M/s Builders Associates to execute the project within four-year stipulated time. As per design, the Complex is spread over an area of over 25 acres of land located in Shakarparian. He said the contractor is resistant to nullify the agreement, but the official was hopeful that the contractor would get no relief in this regard because under contract law, he is bound to continue working with the CDA till completion of the project. “We too are on fault but two wrongs don’t make a right,” the CDA official commented. He said the CDA has already spent Rs 400 million on the project. The civic body was mulling to restore the construction activity but any improvement in organization’s financial health is awaited. He said some identical projects have also been developed in the vicinity like Pak-China Friendship Centre, Art and Craft Village, Open Air Theatre and Convention Centre having features similar to the under-construction Complex. The official said as the CDA was in process to make Pak-China friendship Centre and Art and Craft Village as self-reliant, the Complex may lose its scope. It is because all of these projects feature conference hall, exhibition area, and ample space for events like musical concert or public gathering. The CDA is now undecided as whether to spend more amount on the project or make already completed structures functional. As per layout plan, the Complex would have a 3,500-seated auditorium, an amphitheatre, piazza, conference hall and mosque. Besides, two modern cinemas have also been designed in the cinema-less federal capital, restaurants and a gazebo. The official said the only solution is to engage the private sector to complete the project. He said the structures of cinemas and open air theatre are almost complete, and the CDA can earn huge revenue by running them through private sector.

CDA launches City Tour service
The Capital Development Authority has launched a City Tour service to facilitate tourists as well as residents of the capital to enjoy a ride across all picnic spots of the federal capital and other cities. A senior CDA official said, “The City Tour service is meant to provide tourists a well-managed travelling and tour guiding service.” He said the service had been launched by the CDA’s Environment Wing under the auspices of the newly formed Tourism Division. The division has initiated two tours a day across the federal capital. In the morning tour, the tourists will be taken to Faisal Mosque, National Monument and Shakarparian. In the afternoon trip, the visitors will be taken to Saidpur Village, Daman-e-Koh, Lok Virsa and Lakeview Park, Marghazar Zoo, Children Park and Jinnah Super Market. The official said the service received encouraging response from individuals as well as many organisations. He said the cost of the tour package varied in accordance with the tourists’ demands as well as the location. He said the division was in the process of improving City Tour service and a website containing all relevant information about the tourist attractions and tourist packages will soon be launched. A handbook on Islamabad is also being published to give visitors a pictorial overview of the capital that is rich in various natural, cultural as well as archaeological sites. The official said the CDA was bracing itself to introduce tours at large scale for families as well as educational institutes during upcoming summer vacations. He said initially, the division will focus to arrange trips for families and later for students. “Contrary to families, students desire visiting more adventurous locations. The travelling as well as accommodation requirements are also different,” he observed, adding the students liked to stay in camping sites or youth hostels, instead of hotels. Questioned about the security of foreign visitors, the official said their security will be managed by the CDA. The official said CDA officials were giving presentations at various educational institutes and organisations about the tour service that has so far been receiving applause. He said the service will also be promoted through social media sites, video messaging thorough electronic screens and other modes of outdoor advertising. As another attraction, he said, a project of double-decker bus service was also on the cards. For the project, he said the CDA was looking for some private partners to make the project financially viable and profitable.

ISLAMABAD – The development of Sector G-14/3 will start soon as the Housing Ministry has finalised a list of affected persons for payment of the award.
According to a ministry’s spokesman, a list of 788 built-up-properties (BUPs) covering an area of 1,815,485 square feet has been prepared. All the BUPs scrutinised by the scrutiny committees involve payment of Rs 1095.914 million payable to the affected persons. However, the spokesman said a covered area measuring 1,705.567 square foot of illegal sheds and structures was excluded by the scrutiny committees. Earlier, the ministry had formed a committee to scrutinize old and genuine built-up properties in Sector G-14/3. The scrutiny committee was directed to finalise the list of genuine affected persons of Thalla Syedan village after due diligence. The list was forwarded to the Monitoring Committee for review and finalisation that followed the finalisation of the list for announcement of award of Sector G-14/3. The list has been forwarded to the land acquisition collector for announcement of award. The Minister for Housing and Works has directed to ensure effective implementation of the award and timely completion of development work by all quarters concerned. He said Pakistan Rangers were being deployed in Sector G-14 for implementation of the award. The Housing Foundation has already short-listed the development companies for award of contract to execute the project. “Thus, the development work will take off simultaneously,” the spokesman said. The development of the said sector has been pending for several years but no serious notice was ever taken. He said following directives of Housing Minister, Faisal Saleh Hayat, it is hoped that the long-awaited award will be implemented in accordance with the best interest of the public. |
