the new stadium of Espanyol, Cornella El Prat is quite close. Also the new stadium from Nice will be not far away from mthe airport (maybe 3 km)

What is this discussion about location? As it turns out the stadium will not be near the airport, but opposite the Armeets Arena in central Sofia - 6km from the airport and app. 4km from the current Vassil Levski stadium. As of March it is scheduled to be completed by 2015, but knowing how things happen in Bulgaria, I would rather think of 2016-2017 as a completion date.

Has there been any change to the design along with location switch?

33-40,000 seems to small even for Bulgaria. Most modern European capital cities need something in the region of 55,000+

If they can actually fill it. This stadium is dead in the water, it's not getting built at all. Instead a 25-30,000 private stadium is being built in Ovcha Kupel, at the site of current Slavija stadium. It's going to become the new national one and home of Slavija, while Levski are also building their own stadium (stuck currently).

You might thing Sofia needs something bigger, but they don't really. National teams play only a handful of games every year and you'd need a strong club to play host to a large stadium. None of the Sofia-based ones is in this position currently.
