Back in the peak of the "Massachusetts Miracle" in the 1980s, Boston's Route 128 rivaled the Silicon Valley as a hi-tech incubator. However we've not heard as much in recent years about the Mass Miracle.

San Diego is not even on that list, considered the largest biotech clusters in North America :S and perhaps the world.

If I got it right what they call "tech start ups" are actually IT or rather software related start ups. The title is therefore misleading.

The ranking bases as it seems a lot on the number and success (measured by a lot of different factors like revenue, work force increase ...) of the IT start ups in the different locations.
