Not for me.

I gave this a 7.5/10. Shenyang is in my World Top 100, but Top 20? Do you know how many similar cities there are in China?

Cities in China, like many other cities around Asia, are very population dominated. So you probably won't find a skyline, other than Singapore, where the residentials don't dominate part of the skyline.

Shenyang:
-Very different from the other Chinese cities in the sense that it doesn't have a definite skyline/CBD
-Too many commie blocks = time for a revamp, something I think will happen soon.
- So little Chinese styled buildings compared to other Chinese cities, or maybe i couldn't see it in the pano above.
- One thing I like that Shanghai/Pudong could learn from is that their apartment buildings are built on top of commercial areas, meaning that there is street life in residential areas as well. If all apartment blocks would have followed this trend, then there would be plenty of street life everywhere and the streets will look very lively.

because im chinese and ive been to many chinese cities, compared to most forumers that only know from looking at pictures.

^ Well that's okay, I have not been to China also (so far ).
I know that Shenyang is among the bigger chinese cities, but I am not that impressed by that sea of mid- and lowrises as -for example- by the (significantly smaller but) high quality cluster of Qingdao.

There are many towers U/C visible in your Shenyang pic though.
In a few years I could probably change my opinion.

This monstrosity (the main tower) is not really my cup of tea: Shenyang Lotte World | 275m

There's truly pretty much going on there at the moment
