MANILA, Philippines (UPDATED) - At least three foreign airlines are moving their operations to the Ninoy Aquino International Airport Terminal 3 (NAIA-3) by next year, decongesting NAIA-1.

Tourism Secretary Ramon Jimenez said Delta Airways, Cathay Pacific and Emirates will be joining the local carriers currently operating at NAIA-3.

Currently, NAIA-3 is home to Gokongwei-led budget carrier Cebu Pacific, as well as Philippine Airlines’ budget airline Air Philippines.

"That will significantly reduce congestion at the terminals," Jimenez said. "Pag bukas na yung NAIA-3, makakalipat na yung ibang airlines so luluwag na yung NAIA-1."

Jimenez said the government is sprucing up NAIA-3 faster than it is doing with NAIA-1 to facilitate the transfer. But he pointed out that both airports should be running at optimum capacity by next year.

NAIA-3 was mothballed for six years because of legal woes, before it finally opened in 2008.
ang daming dates na nilalabas... iba daw kasi siguro ung optimum capacity sa fully operational...

The Ninoy Aquino International Airport Terminal 3 (NAIA-3) in Pasay City, which has been partially opened, will be fully operational before 2014, President Aquino said here yesterday.

Aquino said the government has a memorandum of understanding (MOU) with the Takenaka group, the sub-contractor of NAIA-3 builder Philippine International Air Terminals Co. Inc. (PIATCO), to complete the project.

“There’s an MOU already with the Takenaka group to finish the portion of the work that has been left aside, some structural corrections with regard to NAIA-3,” he said in an open forum at the Shangri-La Hotel here.

The President was the special guest in yesterday’s 108th General Membership Meeting of the 17th World Electronics Forum (WEF) and Semiconductors Electronics Industries of the Philippines Inc. (SEIPI) which was attended by more than 200 top executives.

Aquino was asked when the NAIA-3 would be fully operational so that tourists and investors would be more enticed to come to the country.

Transportation Secretary Manuel Roxas II earlier said the government had allocated around P1 billion for the completion of the unfinished portions of the NAIA Terminal 3 after the project had been delayed by alleged irregularities.

He told fund managers during the Deutsche-REGIS Partners Investors’ conference held last November that the government would exercise “extraordinary diligence” in implementing all planned infrastructure projects, including the rehabilitation of NAIA-3.

The Department of Transportation and Communications forged an agreement with Takenaka for the repair of the airport.

That's too slow. By 2014, NAIA 3 could have reached its full capacity if this has been opened 14 years earlier.

That's how bad red tape politics can be in the Philippines.

The latest news was supposed to be fully operational 2013 so yes, that's before 2014

I'd be happy to see atleast one or two other foreign full service carriers to transfer in T3, They would probably just need atleast one business lounge for that which is not too hard to do, I'm pretty sure with Delta and Cathy alone in T3 would ease up the congestions in T1.

@Askal, if it's just about the passenger volume, with T1 and T3 together, not to mention T2, that would probably maximize the fullest capacity of NAIA. As far as aircraft traffic on the taxiways and runways, with more rapid exits and improvement of secondary runway, (length and width), I don't foresee it reaching the fullest limit in 10 to 15 years.

as long as the NAIA1 renovation ended NANG mas maaga and some airlines lumipat sa naia 3 that's fine .... basta ba magamit na ..... it's not that the 3 airports reached their daily limits it's how they organized people coming in and out and the facilities maximized

I tihnk it will happen, they are aiming end of this year for NAIA T1 to atleast 90% completed atleast in time for Christmas holiday and It should not be too hard to get Delta and Cathy to move to T3, that alone would make a big difference in T1 Cathy and Delta signed up for transfer already, I am not sure about Emirates, that along with ANA in T3 would get T3 in full swing just to get T1 less congested.

no, they said Delta, Cathy and lately they added emirates who signed up for transfer. The other airline companies aren't convinced yet. This is probably why they gave a time line of end of 2013 and before 2014 more if not all international full service carriers would be operating in T3. Atleast thats the impression I am getting now.

Given that the next presidential election is by 2016, I believe the NAIA III will be fully operational by 2014 at the latest. With the way how politics is played here in the PH, all major infra projects are rushed into completion before any major election. Then a politician will use the said completed infra project as an accomplishment during his campaign. Since the campaign period starts on 2015, more than likely this aiport will be in full use by then.

Masabi lang na best airport in the world kahit hindi scientific ang methodology. Sabi nga ng signature ng isang SSC-er dito dati, "kung 'di kayang daanin sa performance, daanin sa survey".

sana nga para makita progress pero mukhang tinatago naka wall .. sana simulan muna yung outside renovation like the parking area (badly needed) na kasi yung space and the ramp going-in and out of arrival/departure

Mas importante ang loob ang unahin dahil sa congestion at kitang kita na ang kalumaan nito hindi nga naman magandang impression ito sa mga dumadating at umaalis ng bansa.

tama.. mas important na ayusin muna yung loob since yun ang nakikita ng foreign guests... yung parking lot it's mostly for locals picking up arriving relatives... and again the priority of this renovation it to give a good impression to foreign tourists and not locals na mas-maarte pa paminsan...

The exterior can wait, interior improvements should be a priority. But of course we also like to see some major changes outside the terminal.
