if Barcelona Airport had a capacity of 70 million passengers per annum, would it be served by two runways or three? (Can't deactivate the current diagonal NNE/SSW runway and build a new runway because of constraints.)

Only the 2 parallel runways are being used nowadays.
The "diagonal runway" is only used in case of emergency, different winds or bad weather conditions.
This year BCN El Prat airport will reach and maybe surpass 35 milion passegers! It can be the 29th in the world and the 7th in Europe!
