That's exactly what they did. The decision to stop the tower was made over a year ago when the hotel client backed out

In your mind maybe. Looked at the display at cityscape today and it has clear the 3rd tower stub has been clad to hide it as the 3rd tower wasn't on the model just a small block of nothingness covered up.
