Entre Coquimbo y Valparaiso. Me quedo con Valparaiso.
en ese caso si eligen a la ciudad de la cuarta region prefiero la serena, pero Coquimbo visualmente no quiero que lo muestren a America :c

Los tres niveles dicen relación, supongo, con el edificio adherido al recinto.

Bien raro eso de los tres niveles... porque con tres bandejas superamos los 40.000 y siempre se ha hablado de alrededor de 30.000, por lo tanto con este proyecto se cierran los codos y se ponen butacas quedando en 30.000 aprox.

De quedar así, como en la foto, el estadio de Concepción sería el más moderno, grande y bonito de Chile (sin contar con el estadio nacional de Santiago)

El render de la remodelación del estadio debe corresponder a una imagen objetivo, no creo que ya tengan el proyecto definitivo a menos que lo hayan adjudicado sin concurso previo. De todos modos lo que hagan será bueno, porque 23 millones de dólares alcanza para construir un estadio FIFA para unas 20.000 personas desde cero.
