TPLEx earns plaudit abroad

DON’T look now but the ongoing TPLEx project has been cited by a London-based trade magazine as the Asia-Pacific Transport Deal of the Year 2011.

TPLEx means Tarlac-Pangasinan-La Union Expressway.

The citation came from Project Finance Magazine, published in London for more than 25 years now by Euromoney Publications, according to Secretary Rogelio Singson of the Department of Public Works and Highways.

The 88.58-km expressway project from La Paz, Tarlac, to Rosario, La Union, has been in full blast. La Paz is the end of the SCTEx or the Subic-Clark-Tarlac Expressway. Phase One of TPLEx from Tarlac City to Carmen, Pangasinan, is 67-percent complete.

“The P19-billion financing for the TPLEx is the first [Public-Private-Partnership] project in the Philippines to feature an all-domestic cast of sponsors and lenders,” according to the London magazine.

The debt financing of P11.5 billion was described by the magazine as a “benchmark for the Philippines’s ambitious slate of PPP financings.”

Financing by the project was through domestic banks BDO Unibank, Development Bank of the Philippines and Land Bank of the Philippines.

Phase One will consist of a two-lane expressway, 23 viaducts, eight interchanges, two central toll plazas, one toll operations center, 12 bridges and 63 underpasses. Phase Two becomes a four-lane project when traffic volume reaches 25,000 vehicles.

The TPLEx will connect Central Luzon to Northern Luzon, effectively gunning up socio-economic growth between both regions while cutting by one-and-a-half hours travel time from Manila to Baguio and vice versa.

I'll give kudos to The One if traffic count reaches 25k/day and TPLEx expands to four lanes before June 30, 2016. (at the rate of construction of P1, malabo)

Phase I - Tarlac City to Carmen, Pangasinan, approx 49.07 km, not bad na din.

construction of pavement (magmula sa subgrade, sub-base rebar layout): 2 months

siguro habang may nagawa nang rebar-lay out ay bubuhusan na ng concrete kaya Concrete filling - 1 month

Tapos kailangan ng 28 days para ma-reach ang maximum strength ng concrete pavement

Pagkatapos nun clearing, say 2 weeks

papatungan na ng aspalto, say 2 weeks

tapos finishing touches na gaya ng pagpipintura ng mga markings, paglalagay ng signages, clearing operations din - 1 month

kung ang Talac-Carmen section ay 49 kms, so siguro ay may more or less na 20 na grupo ng mga builders all in all


so 7 months pa, talagang by late 2012 matatapos ito

Tarlac mabigat ang trapiko, tapos sa may Rosales hanggang Urdaneta

Sana lang bago buksan ang Tarlac- Carmen section ay umpisahan narin ang Carmen - urdaneta Station para tuloy tuloy ang usad ng project

Based dun sa Google Map, mukhang malayo pa ata ung Main Toll Plaza sa dulo ng SCTEX (Tarlac Exit)... Mukhang hindi ata ito ipagdudugtungan?

so pag hindi magkokonekta, 22 kms pa ang i-ttravel (11 kms mula La Paz - Tarlac then Tarlac to La Paz) edi parang useless lang ang expressway. mapipilitang dumaan parin sa Mc Arthur hgwy ang mga Northbound motorists
