Ascendas to Develop 250 acre IT park in Devanahalli

Govt hardsells state in Japan,Spore

Tries To Evoke Interest Among Investors In A Bullet Train Project

TIMES NEWS NETWORK

Bangalore: The Karnataka government has done some hard-selling to investors in Japan and Singapore in the run up to the Global Investors Meet (GIM) in June.

During a road show for the event in Japan, the government made a case for Toyota and Honda to expand its presence in the state. The government sought assistance from the Japan External Trade Organization (JETRO) and Japan International Construction Company (JICC) to prepare a detailed plan for a bullet train project in Karnataka. The state delegation headed by industry minister Murugesh Nirani met Japan's leading train designer Diazo Nozawa, who was associated with the first bullet train in 1964.
The government is keen on a bullet train project that would link Bangalore,Mysore and Chennai in the first phase. In subsequent phases,Bangalore would be connected to Belgaum via Tumkur and Chitradurga along NH4,and with Bidar via Gulbarga. The cost of developing a 1-km stretch for the project is estimated to be Rs 200 crore.
Nirani said Japanese investors made a representation to the state government for setting up a Japanese village spread over 500-1,000 acres in Karnataka. The area would accommodate a number of Japanese companies. We have proposed three sites -- in Narsapura,Vemgal and Tumkur -- for the project, Nirani said.He noted there were only 80 Chinese companies in Karnataka three years ago,but today there are 196.
The government has also asked JICC to prepare a detailed project report to provide better connectivity between Bangalore and Mangalore.

In Singapore, the government talked to business space provider Ascendas for a 250 acre IT park in Devanahalli.Ascendas promoted one of the first IT parks in Bangalore, the ITPB (formerly ITPL).A theme park in Mangalore on the lines of Singapores Sentosa Island,at an investment of Rs 250 crore,is also being considered.Nirani said over 300 investors participated in the road shows in Japan and Singapore.

How much of Niranis ambitions will fructify remains to be seen. The maiden edition of the Global Investors Meet in 2010 witnessed the signing of nearly 400 MoUs with promises of an investment of close to Rs 4 lakh crore. But in the two years since then, only Rs 10,000 crore has been invested, though the government says many more are in the works.

No facilities at IT SEZ, projects delayed

Quote:
BANGALORE: The Karnataka government has time and again assured that it would cater to the needs of the Information Technology (IT) sector to attract more investors to the state. But the government’s delay in providing the necessary infrastructure has led IT bigwigs to shoot off letters raising concerns over delays in major projects. IT bellwether Infosys confirmed that it has written a letter to the authorities expressing concern over the slow pace of work at the Special Economic Zone (SEZ) for IT on the outskirts of the city. This comes at a time when the state is trying to woo investors from across the globe to get investments to the tune of Rs 5 lakh crore during this year’s Global Investors Meet. Infosys signed up for a 40-acre campus which, it claims, would generate 15,000 jobs. The company had paid Rs 1.36 crore as deposit for the project.

“There is no water and roads there,” Ramdas Kamat, senior vice-president and head of infrastructure, Infosys, said, pointing to the pathetic environment to start construction activities.

Though it was earlier said that Infosys and another IT bigwig had sought a refund, Kamat confirmed that Infosys had raised concerns, but had not yet sought a refund. “We have spoken to the government and it has assured us that things would be in place by 2013,” he added.

Asserting that it was the responsibility of the government to provide water, road and power, Kamat, however, expressed hope that it would facilitate their demands sooner than later. When contacted by Express, Industries Minister Murugesh Nirani said he was unaware of any such communication as he had been out of the country for a while.

Karnataka clears Infosys' Rs 600-cr SEZ project

Quote:
IT major Infosys will set up its second biggest facility worth nearly Rs 600 crore in Bangalore after it received necessary clearances from the Karnataka Government.

The new facility will be set up in north Bangalore and can seat 8,000 employees.

The Karnataka Government early this week cleared Infosys' proposal to set up an ‘IT/ITES Special Economic Zone' (SEZ) near the Bangalore International Airport.

According to Industries Department officials, the company had sought an additional 60 acres of land adjacent to the 40 acres of land already allotted to it.

The company is yet to get an official communiqué from the State Government. In May, Infosys received clearance for 7.23 acres of land near its existing IT SEZ campus in South Kanara. At that time, Infosys had said that it plans to open a software development centre of 2 million built up sq ft area with an investment of Rs 700 crore.

SHLCC (State High Level Clearance Committee) which cleared the Infosys proposal has asked its promoters to provide local employment in the project as per the Dr Sarojini Mahishi report on reservation of jobs for the locals.

The land will be allotted by the Karnataka Industrial Areas Development Board and also provide water of 13 lakh litres a day.

Another IT giant, Wipro earlier this month received formal approval, both from the State Government and the SEZ Board of Approval to build and operate an SEZ in Bangalore.

Karnataka govt notifies land to set up IT park

Quote:
The first phase of the IT investment region will come up 13-15km north of the Bangalore airport

Taking advantage of the location of Bangalore’s international airport, the Karnataka government has initiated a process to set up an information technology (IT) park on 50 sq. km of land north of the city.

As part of the Union government’s special investment region scheme, the state government in early May issued a preliminary notification to build an IT investment region (ITIR) on 2,082 acres of land at Devanahalli.

The first phase of the ITIR will come up 13-15km north of the Bangalore airport, said Hari Kumar Jha, managing director of Karnataka State Electronics Development Corp. Ltd, the nodal agency to implement the project.

A Union cabinet committee accorded approval for the ITIR in April.

The government will seek investments from companies to establish units at the ITIR during the Global Investors Meet next week, Karnataka chief minister D.V. Sadananda Gowda said in an earlier interview.

IT parks have played an important role in Bangalore’s status as an IT hub. Electronic City, where Bangalore’s most prominent firms such as Infosys Ltd are located, was mooted in the late 1970s by then chief minister Devaraj Urs.

The special investment region scheme was floated by the Union government in 2008 and several states have already announced plans to establish such regions, including Gujarat at Dholera, and Kerala at Thiruvananthapuram.

Under the scheme, the Union government will provide grants for developing infrastructure such as electricity, roads, sewerage and water supply in the special investment regions. While these regions themselves cannot avail tax benefits, special economic zones within them can.

In 2010, the state government passed the Karnataka IT Investment Regions Act to enable the setting up of the investment region. Jha said nearly 60% of the region will be used for production, and the remaining 40% will be used as residential areas including housing units, parks, schools and hospitals. The state government has prepared a draft master plan for the ITIR specifying parameters such as covered area, height restrictions and floor area ratio (FAR) that defines the extent of permissible development. “The master plan will be finalized in a few weeks,” said M. Maheshwar Rao, commissioner of the state’s industrial development department.

Once the master plan is prepared, the state government will choose a developer through an international competitive bidding process to build and manage the region.

Before that, the Karnataka government will have to deal with the land acquisition hurdles that have arisen. A part of the area notified for the ITIR is fertile agricultural land irrigated by the Arkavathy river. The state’s ITIR Act specifies that land acquired for the project should preferably be non-agricultural land. Two officials of the Karnataka Industries Areas Development Board (KIADB), which is undertaking the land acquisition process, independently confirmed that the board has received several objections to the proposed acquisition of irrigated land. Both declined to be identified.

“Moreover, the state government had promised to release Rs. 500 crore as compensation to KIADB for the land acquisition. We are yet to receive that,” one of the officials said.

The IT industry has largely welcomed the state’s plan for an ITIR, and some companies have already expressed their interest to set up shop. Ramadas Kamath, senior vice-president, head of infrastructure, Infosys, said there was definitely a need for more IT infrastructure near Bangalore. “Talent is not an issue in Bangalore. IT companies will definitely come if infrastructure is available,” he said.

Kamath said the government will have to ensure proper connectivity to the ITIR. While the state government has tackled air connectivity by locating it near the airport, road connectivity is also good as the proposed region lies 2-3km from the national highway to Hyderabad.

The state government has also proposed a high-speed rail link project from Bangalore’s centre to the airport, which can be extended to the ITIR.

Bangalore Rural district headquarters to be shifted

Regional Commissioner's report awaited

Quote:
Chief Minister D.V. Sadananda Gowda on Thursday informed the Legislative Council that one among Hoskote, Doddaballapur and Devanahalli would be made Bangalore Rural District headquarters after getting a report from the Regional Commissioner. Bangalore is now the headquarters.

Replying to V.R. Sudarshan of Congress during question hour, he said that considering the problems being faced by the people in Bangalore Rural district in getting their work done, the government sought a report from the Regional Commissioner and Deputy Commissioner.

He admitted that the advertisement revenue of Bruhat Bangalore Mahanagara Palike (BBMP) was dipping by the day, and said that the government was planning to streamline revenue resources of BBMP, and a new transparent policy on comprehensive development of Bangalore would be in place by April 15.

On the controversy surrounding leasing out properties for a meagre amount by the BBMP, he said there was no question of mortgaging BBMP properties. Meanwhile Janata Dal (Secular) floor leader M.C. Nanaiah demanded a detailed reply from the Chief Minister on the BBMP multi-crore scandal and loss of advertisement revenue.

Minister for Urban Development S. Suresh Kumar disclosed that the work on the second phase of Cauvery 4th Stage was fast progressing. Over 78 per cent of work had been completed and people in some parts of Bangalore East would get drinking water by June. “The work will be completed by September 2012,” he said.

The total demand of water for Bangalore city was 1,350 million litres a day (mld) and the availability was only 950 mld. Efforts were on to supplement the shortage through tankers.

As the private water suppliers were charging exorbitant rates, it had been decided to form a special task force to contain the exploitation and a special legislation will be brought to regulate the exploitation of groundwater,” he said.

Dont know if its already posted.....

Bangalore to get India's first IT investment region

Bangalore will have the country's first Information Technology Investment Region (ITIR) for knowledge-based industries, including software and hardware firms with entire supply chain, an official said Monday.

"The ITIR is projected to attract global investments to the tune of Rs.2 trillion and create a million direct jobs over the next 10 years," an official said.

The high-powered committee of the ministry of communications and information technology has approved the ITIR proposal from Karnataka and forwarded it to the union cabinet for clearance, which is expected soon.

"The integrated region will be built under the PPP ( public-private partnership) model with joint investment by the central and state governments near the international airport," Industry Secretary M.N. Vidyashankar told reporters here.

The state government plans to float a global tender to select a developer to build the ITIR in about 10,200 acres in two phases.

Land measuring 2,080 acres has been identified for the first phase and preliminary notification issued to farmers for acquisition at the prevalent market rate.

"The knowledge park will be a self-sustainable integrated investment region for setting up software firms, back offices and an hardware park for electronics cluster, including chip designing and manufacturing units, with world class infrastructure facilities," Vidyashankar said.

The region will also have a residential township, an airstrip, high-speed rail network, shopping plaza, hospitals, schools and recreational facilities for the communities living there.

"We have appointed international consultancy firm Deloitte to prepare an RFP (request for proposal) documents and terms and conditions for the global tender to select project developers," the official said.

Indian IT bellwethers TCS, Infosys and Wipro have shown interest in setting up their software development centres in the region.

"Companies in the region will be entitled to tax and other incentives similar to those being provided under the SEZ (special economic zone) policy by the central government," Vidyashankar added.

Andhra Pradesh and Tamil Nadu are the other two states which have proposed similar investment regions in their respective states.

Thumbs up

Asia's largest aerospace hub near Bangalore soon

Quote:
BANGALORE: Leading infrastructure developer Sun Forest City Ventures Ltd. will build one of Asia's largest hubs for the aerospace industry near Bangalore with an upfront investment of Rs.10,000 crore ($1.8 billion), a senior official said Monday.

"The state government has approved the Rs.10,000-crore investment proposal of Sun Forest City to set up the mega project with a complete eco-system for aerospace industries in three phases near the Bangalore international airport," state Industry Secretary M.N. Vidyashankar told reporters here.

To be built in about 1,000 acres - around 14 km from the airport and 44 km from the city - cluster project 'Vayu' is expected to provide direct jobs to 242,000 people and house domestic and overseas aerospace firms in an integrated space with world-class infrastructure facilities.

"We have identified the land and issued preliminary notification to farmers for acquisition of their lands at the prevalent market rate. The aerospace hub will complement the aerospace special economic zone (SEZ) being set up near the airport for the private sector," Vidyashankar said.

"The centre will take advantage of the defence offset policy to manufacture and supply components and sub-assemblies," he added.

The company will sign an agreement with the state government at the two-day Global Investors' Meet (GIM 20-12) June 7-8 for formally launching the project.

Sun Forest City is a joint venture between the entrepreneurial venture capital and industrial group (Sun) and Forest City, a leading real estate enterprise in the US.

The joint venture partners with governments, corporations and institutions to plan, build and operate mega infrastructure facilities for industrial development and employment creation.
