Ring road project gets Pawar’s push

At a meeting with the Deputy Chief Minister Ajit Pawar, the Maharashtra State Road Development Corporation (MSRDC) officials made a presentation on implementing the long pending ring road project. The 161-km ring road is aimed at reducing congestion in Pune and Pimpri-Chinchwad considerably. The project is estimated to cost over Rs 10,000 crore.

Pune Mayor Vaishali Bankar, PMC commissioner Mahesh Pathak, MLAs and corporators were present at the meeting at the Council Hall on Saturday.

“A lot of time has been spent on planning the ring road. Now it needs to be implemented immediately. According to the MSRDC proposal, the ring road will cover Pune, Pimpri-Chinchwad and other areas in Pune region,” Pawar said.

Pawar added that he would take the elevated Metro rail’s Ramwadi-Vanaz corridor proposal to the chief minister on Monday.

Pawar assured the public representatives that the proposal is likely to be cleared by the Cabinet by the end of next week.

“The state government has already given in-principle nod to the project. Once the proposal gets the final nod from the state government, it will be sent to the central government,” Pawar added.

Pune International Exhibition and Convention Centre (PIECC)

The much-beleaguered Pune International Exhibition and Convention Centre (PIECC) might at last see the light of the day, as the Pimpri Chinchwad New Town Development Authority (PCNTDA) has decided to finance the project on its own.

The ambitious Rs600-crore project would come up over its 240 acres in Moshi off the Pune-Nashik Highway. The special purpose vehicle (SPV) made for the project was also cancelled by the state authority.

The PCNTDA monthly meeting to be held on Tuesday will rework on the project again. A PCNTDA official informed DNA that after the cancellation of the SPV, the authority will run the project as per the state government guideline. The monthly meeting will discussion the next step of the proposed ambitious project in the meeting.

The industrial fraternity of Pune had expressed dissatisfaction over the slow development of the project earlier. Though on November 18, 2010, the PCNTDA officials tabled the proposal in front of media and claimed that the first phase of PIECC will start in 2012, no development work has taken place yet.

The SPV has been formed for the project under the chairmanship of urban development secretary for PIECC. According to an earlier plan, the PCNTDA owns the land meant for the project. It would hand over Rs100 crore for the SPV. Also, the central government would provide Rs50 crore later. Thus, the initial Rs150 crore will be raised to start work. Funds would be raised for the project by auctioning plots of land for hotels, offices and residential purpose.

Once the project is completed a private operator with expertise in marketing the exhibition centre at international level would be involved on public-private partnership (PPP) basis. But, the state authority scrapped the SPV and also denied Rs 100 crore to SPC so the project was in limbo.

The Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA) were playing the role of a catalyst in PIECC. The MCCIA executive director, Anant Sardeshmukh told DNA earlier that such delay for such ambitious project can be competitive loss for the state itself.

The steering committee on urbanization was constituted by the planning commission to make recommendations for the formulation of the 12th five-year plan.Its recommendations along with those of other expert bodies will be the inputs.
The committee has recommended that additional FSI be charged and the revenue be used for funding infrastructure projects to sustain higher FSI.
Thesteering committeeconcludedthat additional FSI will allow efficient use of urban land,a precious resource.FSI may also generate additional resources for civic bodies for better city management and infrastructure development.Civic bodies largely depend on octroi and property tax for revenue generation, astate Urban Development Department official,said.
Once the recommendations are approved by the Union government,Pune and other cities that face a severe land crunch may go the Hyderabad way which has 6 to 7 FSI.High rises can meet the growing need for houses and commercial spaces in cities,and Pune is no exception.The demand,fuelled by land crunch,will sustain,said real estate experts.
The FSI is the ratio between the plot area and constructed area.A higher FSI enables the developer to construct more on a given plot of land that has more living or working space in the same given area.Representatives from Maharashtra,Andhra Pradesh,Gujarat,West Bengal and cities of Delhi,Chennai and Bangalore were members of the committee.
As of now,the Pune Municipal Corporation allows 1 FSI in old city areas including Peth areas which is stretched to 1.5 or even 2 by purchasing transfer of development rights (TDR).
Real estate watchers said that Pune is growing at an unprecedented rate.People have flocked to the city from other parts of the country increasing the need for homes and commercial properties,they said.
To make most of the limited space,high-rises seem to be the logical solution as they can accommodate maximum space.Home buyers too want the topmost floors of apartments which command a premium over other floors and builders levy a floor-rise charge.City engineer Prashant Waghmare said the recommendation to raise the FSI was necessary as Pune must grow vertically.
"W e have no other option.Cities allover theworld are growing vertically.Building high-rises has helped cities manage public transport efficiently by concentrating on a locality instead of spreading across the city.The steering committee's decision if implemented would help Pune tackle housing and public transport problem,"he told TOI on Friday.The association of builders and developers has repeatedly demanded vertical growth as apartments in tall buildings have an economic advantage in areas with high population density.
High-rises also find favour among architects like Hafeez Contractor.In Pune a few years ago,he had made a fervent pitch for high-riseconstructionsin growing cities where the country's planners can modify rules governing FSI in such a manner that the urban poor will get free houses and there will be space available for development of infrastructure.
He had insisted on 10 FSI in cities like Mumbai and other Indian cities."If a city sprawls,the local infrastructure will suffer.Mild doses of additional FSI will not be enough to fund infrastructural needs,"Contractor had said.
Expansion of cities will eat into farm lands like in Pune and many other cities and eventually upsettheecologicalbalance,Contractor said.
City-based urban planner Anita Gokhale Benninger said the recommendation of steering committee will have to be studied."It must have checks and balances.Cities like Manhattan have grown vertically and still maintain excellent quality of life.In Pune,we cannot build and protect good footpaths,so the sustainability,affordability andsafety of verticalbuildings is far away."
Vertical growth will mean electricity for lifts,fire-fighting equipment and a mechanism to check quality of construction,she added."I n the absence of electricity,water andfirefighting equipment,thehighrises would become vertical slums.If the city goes vertical,33% should be construction,33% greenery and 33% amenity spaces.FSI is one thing,but we also have to think of livability conditions,"she said.

NO FSI HIKE IN



CANTONMENT


Though the steering committee recommends additional FSI for vertical growth of the city the Southern Command is firm on keeping the existing FSI in Pune Cantonment as it would lead to congestion in the area.Station Commander,Pune Brig M S Jaswal said,"The FSI will remain as it is.If increased,the cantonment would lose its ambience and there would be no difference between military and civilian areas.Also,it will result in choking the area.There is political and business pressure,to pave the way for malls,but the FSI will not be increased."The present FSI rules (1 in civil areas and 0.5 in bungalow areas) was imposed in 1984.There have been recent demands that the FSI be increased to 2 in civil areas and to 1 in bungalow areas.

FLOOR SPACE INDEX


The FSI is the ratio of total floor area of a building to the size of the plot which indicates the maximum construction allowed on a plot.If the FSI is one and the plot size is 1,000 sq ft,the maximum construction allowed on that plot will be 1,000 sq ft.

URBANISATION



THE DEFINITION OF AN URBAN AREA IN CENSUS OF INDIA 2011 IS:


All places within a municipal corporation,municipality,cantonment board or notified town area committee,. The state government is responsible for notifying an area as urban.

ALL OTHER PLACES THAT SATISFY THE FOLLOWING CRITERIA:

* A minimum population of 5000 * At least 75% of male working population engaged in nonagricultural pursuits and * A density of population of at least 400 per sq km (1,000 per sq m)

Pimpri Chinchwad Municipal Corporation prepares Rs 497-crore Pavana river development plan

The Pimpri Chinchwad Municipal Corporation (PCMC) has prepared a Rs 497-crore Pavana river development plan which will be carried out in two phases. The civic body has submitted the feasibility report for the project to the National River Conservation Directorate.

Cleaning the riverbed of silt, debris and garbage; constructing cycle tracks and roads; developing an entertainment centre and preventing flow of sewage into the river are some of the activities that are a part of the plan. Additional commissioner Prakash Kadam said the civic body has prepared a report estimating an expenditure of Rs 497 crore for developing the riverbed, preventing encroachments, providing roads for increasing connectivity and providing entertainment facilities for people visiting the riverbed.

Sanjay Kulkarni, executive engineer, environment cell, said, "The civic body has prepared the plan to develop the 20-km-long stretch of Pavana river from Mamurdi to Dapodi that lies within the municipal limits." He said that untreated sewage that flows into the river is polluting the Pavana and will be dealt with as part of the plan. "The civic body has constructed sewage treatment plants to treat the sewage within its jurisdiction, but there are no treatment plants in the areas of the Maharashtra Industrial Development Corporation, due to which the untreated sewage flows through the nullahs."

Kulkarni said, "The PCMC plans to block the nullahs about a metre before they join the river and carry the sewage through pipelines to the nearest treatment plant. Wherever this is not possible, we will use mobile treatment plants to treat the sewage."

The civic body proposes to create cycle tracks and pathways along both sides close to the river. The plan will depend on the width of the riverbed which varies between 80 and 100 metre, depending on the slope of the area along the river.

"We also propose to create two to four-lane roads on both sides of the river at a higher level depending upon the availability of land," he added. The PCMC also proposes to landscape the remaining area as it lies in the green zone.

"There are bunds on the Pavana river at five places - Ravet, Thergaon, Chinchwadgaon, Kasarwadi (Pimpri) and Sangvi - due to which the water level in the river is not uniform and water transport cannot be started in the river," Kulkarni said.

Due to the stagnation of the river water at the bund at Pimpri Military Dairy Farm, there have been complaints from residents of Pimpale Saudagar, Kasarwadi and nearby areas about the mosquito menace.

Kulkarni said, "The civic body will conduct a survey of the five bunds within the municipal limits and determine whether they are really needed. We will demolish them if they are found to be of no use. Large scale silting has occurred in the river due to the bunds as no desilting was conducted for at least 20 to 30 years. The civic body proposes to install gates at the bunds to regulate the flow of water as well as control silting. This will also reduce the mosquito menace."

He said that desilting of the river will be done and a gabian wall will be built along the river to train the flow of the river. Meanwhile, the civic body proposes to create entertainment facilities in the second phase to generate revenue which can be used for recurring expenditure on operation and maintenance of the areas developed in the riverbed.

"Cable car ropeway, children's play park and 'Nana-Nani' park will be created. We also plan to build an underwater aquarium near one of the bunds. A monkey bridge will come up on the river to provide a long scenic view of the vicinity," Kulkarni added.

The civic body also intends to develop the Moraya Gosavi temple in Chinchwadgaon and Jhulelal temple in Pimpri located along the Pavana river as heritage structures. However, Vikas Patil, president, Pavana Sudhar Manch and Paryavaran Sanvardhan Samiti, said, "The civic body should first remove debris dumped in the riverbed. There should not be any man-made structures in the riverbed like roads. The natural surroundings of the river should be protected. The civic body must take care that no untreated sewage enters the river so that the river remains clean. Bare minimum concrete should be used to beautify the river."

MSRDC seeks.190 cr from Centre to develop Pune-Mumbai highway

The seven-km stretch of the highway from Nigdi in Pimpri-Chinchwad to Dehu Road is accident-prone because of its narrow width of less than 15 metres.The entire stretch passes through the Dehu Road cantonment limits.A number of government residential colonies,defence establishments,the central school and dense residential and commercial areas are located along the highway.The highway stretch from Nigdi to Dehu Road has avery sharp turn near the Dehu Road octroi post where a number of trucks are parked,making the spot accidentprone.A number of fatal accidents have taken place on this stretch as there is no divider along the highway.MSRDC officials said that only a fourlane highway has a divider for smooth and safe movement of traffic.
Meanwhile,from Dehu Road onwards,the highway has been widened to four lanes.Just as the expressway,the highway too is a toll road.The MSRDC has already proposed to augment the capacity of the expressway to meet the requirements of increase in vehicular traffic in the future.It has also proposed to have a separate bypass in the ghat section for the expressway.
