The whole point of UNESCO status is 'protection'. If they can't extend that to the Old quarters today, when its most needed, then there is no point in doing it when its peaceful, because then that status is pretty much irrelevant. 'Country branding' is more than enough to highlight its world-heritage significance and attract tourists.
