Executive Engineer of the panchayat S.L. Sathyanarayana said here on Monday that 35 mini-drinking water supply projects completed by the engineering division of the Dakshina Kannada Zilla Panchayat during 2011-12 were awaiting electricity connections.

Stating this at the monthly meeting of the Karnataka Development Programme Review Committee, Mr. Sathyanarayana said that 18 mini-drinking water supply projects in the district were in various stages of completion. They also needed power connections. Hence, 53 mini-drinking water supply projects needed power supply, he said.

Mangalore Electricity Supply Company Ltd. wanted the panchayat to deposit the actual estimated cost of energising each project. But a recent circular issued by the Rural Development and Panchayat Raj Department prevented the panchayat from depositing the money. Hence, there was a problem in getting power connections, he said.

Mr. Sathyanarayana said that according to the earlier order of the government, the panchayat should deposit Rs. 1 lakh with Mescom for power connection to each mini-drinking water supply project. If it was a piped water supply project, the amount to be deposited would be Rs. 2 lakh for each project. But later the government issued a circular which enabled the panchayat to pay the actual cost to get power connection to each project. In a recent circular on April 2, 2012, the RDPR Department had asked the panchayat to stick to its earlier order. According to this circular, the panchayat could not pay the actual estimated cost to Mescom.

Mr. Sathyanarayana said that the actual estimated cost of energising 53 projects according to Mescom was Rs. 128.61 lakh. According to the earlier order of the government, the panchayat would have to pay only Rs. 53 lakh for energising them. The panchayat could pay the difference amount of Rs. 74.61 to Mescom. But the recent circular prevented it from doing so.

Replying to this, an official of the Mescom said that Mescom had not received the recent circular issued by the RDPR Department.

The Chief Executive Officer of the panchayat K.N. Vijay Prakash said that the panchayat would write to the RDPR Department over this issue. He directed the executive engineers and the zilla panchayat to find out a mutual solution to the problem.

The Dakshina Kannada Zilla Panchayat is all set to harvest rainwater at its main building at Kottara this season.

The panchayat has almost completed work on the facilities to store 1.20 lakh litres of rainwater from the 2,465-sq metre roof of the building.

Executive engineer of the panchayat S.L. Sathyanarayana told The Hindu that pipelines and filters to harvest rainwater from the roof had been fixed.

Work on two underground tanks to store rainwater was nearing completion, Mr. Sathyanarayana said.

Once they were ready, the panchayat would be ready to harvest rainwater.

While one tank could store water up to one lakh litres, the other could harvest up to 20,000 litres, he said.

Mr. Sathyanarayana said that the employees at the panchayat building used 10,000 litres of water daily. At this rate, the panchayat needed three lakh litres of water a month.

In reality, three lakh litres of water was not required as there would be at least four Sundays in a month.

Sources in the administrative section of the panchayat said that there were 10 departments (with sub-offices) with around 400 employees. In addition, there would be 200 visitors daily.

Hence, the harvested rainwater would come in handy during summer.

Mr. Sathyanarayana said that 1.20 lakh litres of rainwater was enough for 12 days. Water stored during this monsoon would be judiciously utilised next summer. It would supplement the water supplied by the Mangalore City Corporation.

The panchayat would construct two more underground storage tanks, each having a capacity to store up to 75,000 litres during 2012-13.

There would be four storage tanks which could hold rainwater up to three lakh litres, he said.

Three lakh litres of water was enough to meet the demand in April and May, he added.

Mr. Sathyanarayana said that the total cost of the project had been estimated at Rs. 20 lakh.

Rainwater harvesting was one of the components under the National Rural Drinking Water Project.

During 2012-13, the panchayat would build roof water harvesting facilities in government buildings if the authorities came forward. But the facilities should be maintained by the departments concerned.

Authorities in charge of primary health centre buildings, government schools, gram panchayats, and other government buildings could come forward to make use of this benefit, he said.

Chief Minister slams officials for tardy progress on roads, Thumbe Dam

Chief Minister D.V. Sadananda Gowda on Sunday said the problems of drinking water in summer in the districts of Dakshina Kannada, Udupi, and Uttara Kannada would be tackled by building check dams across the rivers.

The Chief Minister said he was ready to allocate funds for this project. “Don't worry about funds,” he said.

Mr. Gowda wanted a master plan for the construction of check dams over the west-flowing rivers ready by January so that it could be implemented next financial year. The project would lead to improvement of water table besides providing drinking water. He hoped that the shortage of water faced by the region during summer would be a thing of the past.

Mr. Sadananda Gowda said he would hold a special meeting in this regard during the forthcoming session of the legislature and the deputy commissioners of the three districts would be asked to attend it.

He wanted officials to ensure that all major roads were improved in the district by December-January. He asked the legislators to hold a meeting in this regard every month. The district was getting about Rs. 200 crore for the development of roads under various schemes. He wanted officials to remember that they were working for the improvement of the “Chief Minister's district”.

He said he would give more funds to take up urgent work on solving drinking water problems if the task forces headed by legislators demanded.

Slow progress

Mr. Gowda expressed his displeasure over the tardy progress of construction of the larger vented dam at Thumbe. “I am not satisfied,” he said. He pointed out that only eight of 16 vents had been completed and asked Deputy Commissioner N.S. Channappa Gowda and Commissioner of Mangalore City Corporation Harish Kumar K. to inspect the progress every week. If necessary, the contract could be terminated and fresh agency fixed to complete it, he said. He was unhappy with the work of the local officer in charge of the project.

Mr. Kumar urged the Chief Minister to grant two-thirds of the estimated cost of the project (Rs. 75 crore) as the corporation could not bear more than one-third of the cost.

The Chief Minister asked the legislators and zilla panchayat members to hold special meetings regarding progress of road work between Mani and Mysore. He threatened to terminate the contractor if work did not progress at the required pace.

He asked the Public Works Department to complete the works such as Tulu Bhavan, Mini Vidhana Soudhas in the district and Rangamandira in Mangalore in time.

MANGALORE: Coastal districts of Dakshina Kannada, Udupi and Uttara Kannada have no major irrigation projects unlike Krishna and Cauvery basin regions. This is despite the fact that nature has blessed the coastal districts with 13 west-flowing rivers, which at the height of monsoons discharge 2,000 TMC water to Arabian Sea.

On the other hand, rivers in Krishna basin discharge 1,200 TMC and Cauvery basin 800 TMC to Bay of Bengal.Striving to tap this quantum of water through 'Paschimavahini' project is none other CM DV Sadananda Gowda. According to a back of the envelope calculation made by deputy speaker N Yogish Bhat, only 2.5% of the 2,000 TMC of water is being used at present. "This presents us with an opportunity to construct series of check dams along the west-flowing rivers and tap their potential," Bhat told TOI.The chief minister at an official review meeting here on Sunday instructed officials of minor irrigation department to undertake comprehensive survey of places where the check dams can be constructed. "This has to be completed before the end of forthcoming monsoon so that work on thedams can be taken up shortly thereafter.

Such check dams will recharge underground water level," he said.Assuring the officials that funds will not become a hindrance for executing the project, CM said, "We have allocated Rs 10,500 crore for major irrigation projects in this year's budget and not all the money is likely to be spent due to land acquisition and other process. A portion of this allocation can be used for check dams." "The check dams will recharge wells and borewells in the region and this will mean lesser dependence on rivers during peak of summer when coastal districts face acute drinking water shortage," Bhat said.

ಮಂಗಳೂರು : ದಕ್ಷಿಣ ಕನ್ನಡ ಮತ್ತು ಉಡುಪಿ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ನದಿಗಳ ನೀರಿನ ಪರಿಣಾಮಕಾರಿ ಬಳಕೆಯ ಕುರಿತಾದ ಮಹಾ ಯೋಜನೆಯೊಂದು (ಮಾಸ್ಟರ್* ಪ್ಲಾನ್*) ಕ್ಷಿಪ್ರಗತಿಯಲ್ಲಿ ನಡೆಯುತ್ತಿದೆ.

ಕರಾವಳಿಯ ಈ ಉಭಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಭೌಗೋಳಿಕವಾಗಿ 8.44 ಲಕ್ಷ ಹೆಕ್ಟೇರ್* ಭೂಪ್ರದೇಶವಿದ್ದು ಪ್ರಸ್ತುತ ಕೃಷಿಕಾರ್ಯದ ಸಾಗುವಳಿ ನಡೆಯುತ್ತಿರುವ ಪ್ರದೇಶದ ಪ್ರಮಾಣ 2.68 ಲಕ್ಷ ಹೆಕ್ಟೇರ್*. ಈ ಮಹಾ ಯೋಜನೆಯನ್ನು 'ಪಶ್ಚಿಮದ ಕಡೆಗೆ ಹರಿಯುತ್ತಿರುವ ನದಿಗಳು ಮತ್ತು ತೊರೆಗಳ ಉಪ್ಪು ನೀರು ಪ್ರತ್ಯೇಕಿಸಲು ಅಣೆಕಟ್ಟು/ ವೆಂಟೆಡ್* ಡ್ಯಾಂಗಳ ನಿರ್ಮಾಣ ಮತ್ತು ನದೀ ದಂಡೆ (ದಡ) ರಕ್ಷಣಾ ಕಾಮಗಾರಿ' ಎಂದು ಸರಕಾರಿ ದಾಖಲೆಗಳಲ್ಲಿ ಉಲ್ಲೇಖೀಸಲಾಗಿದೆ.

ಈ ಬಾರಿಯ ಮುಂಗಡಪತ್ರದಲ್ಲಿಯೂ ಈ ಯೋಜನೆಗೆ ಅನುದಾನವನ್ನು ಮುಖ್ಯಮಂತ್ರಿ ಪ್ರಸ್ತಾವಿಸಿದ್ದಾರೆ. ಹೀಗೆ ಯೋಜನೆ ಯಾವುದೇ ಆರ್ಥಿಕ ಸಮಸ್ಯೆಗಳಿಲ್ಲದೆ ಪೂರ್ಣಗೊಳ್ಳುವುದೆಂದು ನಿರೀಕ್ಷಿಸಬಹುದಾಗಿದೆ.

ದಕ್ಷಿಣ ಕನ್ನಡದ ಗಡಿಗಳು: ಪೂರ್ವದಲ್ಲಿ ಪಶ್ಚಿಮಘಟ್ಟ, ಪಶ್ಚಿಮದಲ್ಲಿ ಅರಬೀ ಸಮುದ್ರ, ದಕ್ಷಿಣದಲ್ಲಿ ಕೇರಳ ರಾಜ್ಯ ಮತ್ತು ಉತ್ತರದಲ್ಲಿ ಉಡುಪಿ ಜಿಲ್ಲೆ.

ಉಪನದಿಗಳ ಸಹಿತ ಜಿಲ್ಲೆಯ ಪ್ರಮುಖ ನದಿಗಳು: ನೇತ್ರಾವತಿ, ಕುಮಾರಧಾರಾ, ಶಾಂಭವಿ, ನಂದಿನಿ, ಗೌರಿಹೊಳೆ, ಫಲ್ಗುಣಿ (ಗುರುಪುರ). ಈ ನದಿಗಳೆಲ್ಲ ಅರಬೀ ಸಮುದ್ರವನ್ನು ಸೇರುತ್ತವೆ.

ಕೃಷಿಗೆ ಬಳಕೆ

ದಕ್ಷಿಣ ಕನ್ನಡದಲ್ಲಿ ಜೂನ್*ನಿಂದ ಸೆಪ್ಟಂಬರ್* ವರೆಗಿನ ಮುಂಗಾರು ಮಳೆ ನಿರ್ಣಾಯಕವಾದ ಸಂದರ್ಭ. ಆದರೆ, ಇಲ್ಲಿನ ಭೌಗೋಳಿಕ ಸ್ವರೂಪದಿಂದಾಗಿ ಈ ನೀರು ಸಂಪೂರ್ಣವಾಗಿ ಬಳಕೆಯಾಗಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ಆದ್ದರಿಂದ ಈ ನೀರನ್ನು ಗರಿಷ್ಠ ಪ್ರಮಾಣದಲ್ಲಿ ಬಳಸಲು ಮಹಾಯೋಜನೆ ಸಿದ್ಧವಾಗಿದೆ, ಕಾರ್ಯಾರಂಭಗೊಂಡಿದೆ. ರಾಜ್ಯ ಸರಕಾರ, ವಿಶೇಷವಾಗಿ ಮುಖ್ಯಮಂತ್ರಿ ಈ ಯೋಜನೆ ಬಗ್ಗೆ ಹೆಚ್ಚು ಉತ್ಸುಕರಾಗಿದ್ದಾರೆ. ಜಿಲ್ಲೆಗೆ ಅವರ ಕಳೆದ ಬಾರಿಯ ಭೇಟಿಯ ಸಂದರ್ಭದಲ್ಲೂ ಅವರು ತಮ್ಮ ಕಳಕಳಿಯನ್ನು ತೋರ್ಪಡಿಸಿದ್ದಾರೆ.

ದ.ಕ.ದಲ್ಲಿ ನದಿಗಳಲ್ಲಿನ ಗರಿಷ್ಠ ನೀರಿನ ಪ್ರಮಾಣ ಹೀಗಿದೆ- ನೇತ್ರಾವತಿ: 457.46 ಟಿಎಂಸಿ, ಗುರುಪುರ: 121.89, ಶಾಂಭವಿ: 43.84, ಪಾವಂಜೆ: 29.07, ನೇತ್ರಾವತಿಯ ಪೂರಕ ಪ್ರದೇಶ: 4.95. ಒಟ್ಟು: 1239.69 ಟಿಎಂಸಿ. ಆದರೆ, ಬಹುಪಾಲು ನೀರು ಕೃಷಿಗೆ ಬಳಕೆಯಾಗಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ; ಅರಬೀ ಸಮುದ್ರದ ಪಾಲಾಗುತ್ತಿದೆ.

ಈ ನೀರನ್ನು ಕೃಷಿಗೆ-ಅಂದರೆ ನೀರಾವರಿಗೆ ಬೃಹತ್* ಅಣೆಕಟ್ಟುಗಳ ನಿರ್ಮಾಣ ಮತ್ತು ಬೃಹತ್* ಸಂಗ್ರಹಾಗಾರಗಳ ಮೂಲಕ ಹಿಡಿದಿಡುವ ಬಗ್ಗೆ ಅಧ್ಯಯನ ನಡೆದಿತ್ತು. ಆದರೆ, ಇಲ್ಲಿನ ಇಂಗುವಿಕೆಯ ಪ್ರಮಾಣ ಅಥವಾ ಮಣ್ಣಿನ ಗುಣಲಕ್ಷಣಗಳು ಈ ಚಿಂತನೆಗೆ ಪೂರಕವಾಗಿಲ್ಲ. ಆದ್ದರಿಂದ, ಈ ಯೋಜನೆಯಲ್ಲಿ ಮಧ್ಯಮ ಮತ್ತು ಸಣ್ಣ ಗಾತ್ರದ ಕಿಂಡಿ ಅಣೆಕಟ್ಟುಗಳ ಬಗ್ಗೆ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳಲಾಯಿತು. ಭಾರೀ ನೆರೆಯ ಸಂದರ್ಭದಲ್ಲಿ ಈ ಕಿರು ಅಣೆಕಟ್ಟುಗಳು ಮುಳುಗುತ್ತವೆ. ಆದರೆ, ಕಿಂಡಿಗಳ ಮೂಲಕ ಮಳೆಗಾಲದಲ್ಲಿ ನೆರೆನೀರು ಹೊರ ಹೋಗುತ್ತದೆ.

ನೀರಿನ ಸಂಗ್ರಹ

ಕಿಂಡಿ ಅಣೆಕಟ್ಟುಗಳಲ್ಲಿ ಮರದ ಶಟರ್*ಗಳನ್ನು ಅಳವಡಿಸಿ ನೀರಿನ ಸಂಗ್ರಹ ಮಾಡಲಾಗುತ್ತದೆ. ಈ ಮೂಲಕ ಸಂಗ್ರಹವಾದ, ಹೆಚ್ಚುವರಿ ಮಳೆ ನೀರು ಮುಂದೆ ಕೃಷಿಕಾರ್ಯಕ್ಕೆ ಬಳಕೆಯಾಗುತ್ತದೆ.

ಉಭಯ ಜಿಲ್ಲೆಗಳಲ್ಲೂ ಇದೇ ಪರಿಕಲ್ಪನೆ. ಈ ಮೂಲಕ ಅಂತರ್ಜಲದ ಮಟ್ಟ ಏರಿಕೆಯಾಗುತ್ತದೆ. ಕುಡಿಯುವ ನೀರಿನ ನಿರಂತರ ಪೂರೈಕೆ ಸಾಧ್ಯವಾಗುತ್ತದೆ. ಉಪ್ಪು ನೀರನ್ನು ಪ್ರತ್ಯೇಕಿಸುವ ಅಣೆಕಟ್ಟುಗಳು ಸಮುದ್ರದ ಉಪ್ಪು ಹಿನ್ನೀರು ನದಿಗಳಿಗೆ ನುಗ್ಗುವುದನ್ನು ತಡೆಯುತ್ತದೆ ಮತ್ತು ಕೃಷಿಭೂಮಿಯನ್ನು ಉಪ್ಪು ನೀರಿನಿಂದ ರಕ್ಷಿಸುತ್ತದೆ ಎಂಬ ಆಶಯವೂ ಈ ಯೋಜನೆಯಲ್ಲಿದೆ.

ಸಮಗ್ರ ಮಹಾಯೋಜನೆಯ ಅಂದಾಜು ವೆಚ್ಚ 374.56 ಕೋಟಿ ರೂ. ನದೀ ದಂಡೆ ರಕ್ಷಣೆಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 134.26 ಕಿ.ಮೀ. ಪ್ರದೇಶವಿದೆ. ಮೊದಲ ಹಂತದಲ್ಲಿ ಉಭಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ 118 ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿದೆ. ಈ ಪೈಕಿ 110 ಕಿಂಡಿ ಅಣೆಕಟ್ಟು, 8 ಉಪ್ಪುನೀರು ತಡೆಯೋಜನೆ. 50.82 ಕೋಟಿ ರೂ. ಮಂಜೂರಾಗಿದೆ. ದ.ಕನ್ನಡದಲ್ಲಿ 32, ಉಡುಪಿಯಲ್ಲಿ 48 ಯೋಜನೆ ಪ್ರಗತಿಯಲ್ಲಿದೆ.

ಒಟ್ಟು 1239.69 ಟಿಎಂಸಿ ನೀರಿನ ಪೈಕಿ ಬಹುಪಾಲು ಉಭಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಬಳಕೆಯಾಗಬೇಕೆಂಬ ಮಹತ್ವಾಕಾಂಕ್ಷೆಯ ಯೋಜನೆ ಇದಾಗಿದೆ. ಪ್ರಾಸ್ತಾವಿತ ಕಾಮಗಾರಿಗಳಲ್ಲಿ 202 ವೆಂಟೆಡ್* ಡ್ಯಾಂ/ ಉಪ್ಪು ನೀರು ತಡೆ ಯೋಜನೆ ಈ ನದಿಗಳಲ್ಲಿ ನಡೆದಿದೆ. 28 ಯೋಜನೆ ಪ್ರಗತಿಯಲ್ಲಿದೆ. ಹೊಸ 19 ಯೋಜನೆ ಪ್ರಸ್ತಾವನೆಯಲ್ಲಿದೆ. ಹೆಚ್ಚುವರಿಯಾಗಿ 463 ವೆಂಟೆಡ್* ಡ್ಯಾಂ ಮತ್ತು 15 ಉಪ್ಪು ನೀರು ತಡೆ ಯೋಜನೆಗಳ ಮೂಲಕ 12.4 ಸಾವಿರ ಹೆಕ್ಟೇರ್*ಗೆ ನೀರುಣಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ.

ಅಂದಹಾಗೆ..

ಪಶ್ಚಿಮಕ್ಕೆ ಹರಿಯುವ ನದಿಗಳ ಕುರಿತಾದ ಈ ಯೋಜನೆಗೆ ಯಾವುದೇ ಅಧಿಕೃತ ಹೆಸರು ದಾಖಲೆಗಳಲ್ಲಿಲ್ಲ. ಆದರೆ, ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆ- ಪತ್ರಿಕಾ ವರದಿಗಳಲ್ಲಿದು ಪಶ್ಚಿಮವಾಹಿನಿ ಎಂದೇ ಉಲ್ಲೇಖವಾಗುತ್ತಾ ಈಗ 'ಪಶ್ಚಿಮವಾಹಿನಿ' ಎಂದಾಗಿದೆ !

ಮಂಗಳೂರು : ದಕ್ಷಿಣ ಕನ್ನಡ ಮತ್ತು ಉಡುಪಿ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಪಶ್ಚಿಮಾಭಿಮುಖವಾಗಿ ಹರಿಯುವ ನದಿಗಳು, ತೊರೆಗಳ ಗರಿಷ್ಠ ನೀರನ್ನು ಕೃಷಿಗೆ ಬಳಸುವ ಮಹತ್ವಾಕಾಂಕ್ಷಿ ಯೋಜನೆ 'ಪಶ್ಚಿಮ ವಾಹಿನಿ'. ಈಗಾಗಲೇ ಕಾರ್ಯಾರಂಭಗೊಂಡ ಈ ಯೋಜನೆಯಲ್ಲಿ ನದಿಗಳಿಗೆ ವೆಂಟೆಡ್*ಡ್ಯಾಂ ನಿರ್ಮಾಣ ಮತ್ತು ಉಪ್ಪುನೀರು ತಡೆ ಅಂತರ್ಗತಗೊಂಡಿದೆ.

ಉಡುಪಿ ಜಿಲ್ಲೆಯ ಮೂರು ತಾಲೂಕುಗಳ ಭೌಗೋಳಿಕ ಪ್ರದೇಶ 3,57,500 ಹೆಕ್ಟೇರ್*. ಈ ಪೈಕಿ 94489 ಹೆಕ್ಟೇರ್* ಕೃಷಿಭೂಮಿ. ಇಲ್ಲಿನ ಪ್ರಮುಖ ನದಿಗಳ ನೀರಿನ ಗರಿಷ್ಠ ಪ್ರಮಾಣ: ವಾರಾಹಿ- 119.79 ಟಿಎಂಸಿ, ಸೀತಾನದಿ- 103.94, ಸ್ವರ್ಣಾ-96.11, ಉದ್ಯಾವರ (ಸೂಡ, ಶಿರ್ವ)- 67.88, ಕೊಲ್ಲೂರು (ಸೌಪರ್ಣಿಕಾ)- 58.12, ಚಕ್ರಾ- 51.58, ಮಡಿಸಾಲು-34.42, ಎಡಮಾವು-15.35, ಉಪ್ಪುಂದ-13.37, ಸಂಕದಗುಂಡಿ- 8.11, ಕುಂಬಾರಹೊಳೆ-6.05, ಬೈಂದೂರು-2.15, ಸ್ವರ್ಣಾ-ಮೂಲ್ಕಿ ಉಪಪ್ರದೇಶ- 5.61 ಟಿಎಂಸಿ.

ಸದ್ಯ ವಾರಾಹಿ ನೀರಾವರಿ ಯೋಜನೆಯಲ್ಲಿ 13.65 ಟಿಎಂಸಿ ನೀರು ಬಳಕೆಯಾಗುತ್ತಿದೆ. ಈ ಯೋಜನೆಯಲ್ಲಿ 4.61 ಟಿಎಂಸಿ ಹೆಚ್ಚುವರಿಯಾಗಿ ಬಳಕೆಯಾಗಲಿದೆ.

4 ಹೆಕ್ಟೇರ್* ಪ್ರದೇಶ

ನೂತನವಾಗಿ ನಿರ್ಮಾಣಗೊಳ್ಳಲಿರುವ ವೆಂಟೆಡ್* ಡ್ಯಾಂಗಳು ಮಳೆಯ ನೀರನ್ನು ಸಂಗ್ರಹಿಸಲಿವೆ. ಉಪ್ಪು ನೀರು ತಡೆಗೋಡೆ ಯೋಜನೆಗಳು ಹೆಸರೇ ಸೂಚಿಸುವಂತೆ ಸಮುದ್ರದ ಉಪ್ಪು ಹಿನ್ನೀರು ನದಿ ಅಥವಾ ಕೃಷಿಭೂಮಿಗೆ ನುಗ್ಗುವುದನ್ನು ತಡೆಗಟ್ಟುತ್ತದೆ.

ಈ ನಿರ್ಮಾಣ ಕಾರ್ಯವು ಕನಿಷ್ಠ 4 ಹೆಕ್ಟೇರ್* ಅಚ್ಚುಕಟ್ಟು ಪ್ರದೇಶವನ್ನು ಹೊಂದಿರುತ್ತದೆ. ವೆಂಟೆಡ್* ಡ್ಯಾಂಗಳ ಎತ್ತರ: 1.5 ಮೀ. ನಿಂದ 3.5 ಮೀ. ಉಭಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಪಶ್ಚಿಮವಾಹಿನಿ ಪೂರ್ಣಗೊಂಡಾಗ 17909 ಲಕ್ಷ ರೂ. ವೆಚ್ಚದಲ್ಲಿ 11374 ಹೆಕ್ಟೇರ್* ಅಚ್ಚುಕಟ್ಟು ಪ್ರದೇಶ ನೀರಾವರಿಯ ವ್ಯಾಪ್ತಿಗೆ ಬರಲಿದೆ.

ನದೀ ದಂಡೆಗಳ (ದಡ) ರಕ್ಷಣೆ ಈ ಯೋಜನೆಯ ಪೂರಕ ಭಾಗವಾಗಿರುತ್ತದೆ. ಪ್ರತೀ ವರ್ಷ ಭಾರೀ ನೆರೆಯಿಂದಾಗಿ ನದೀ ತೀರಗಳಲ್ಲಿ ಕೊರೆತದ ಸಮಸ್ಯೆ ಉಂಟಾಗುತ್ತಿದೆ. ತನ್ಮೂಲಕ ಫಲವತ್ತಾದ ಜಮೀನು, ಸಂಪರ್ಕಜಾಲ, ಐತಿಹಾಸಿಕ ತಾಣಗಳಿಗೆ ಹಾನಿ ಉಂಟಾಗುತ್ತಿದೆ. ಅದಕ್ಕಾಗಿ, ಈ ಯೋಜನೆಯಲ್ಲಿ ಜನನಿಬಿಡ ಹಳ್ಳಿಗಳ ನದೀ ತೀರ ರಕ್ಷಣೆಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತಿದೆ.

ಅರಣ್ಯನಾಶ, ಗಣಿಗಾರಿಕೆ ಇತ್ಯಾದಿಗಳಿಂದ ಹೂಳಿನ ಸಮಸ್ಯೆ ಹೆಚ್ಚುತ್ತಿದ್ದು ನದೀ ಪಾತ್ರಗಳೇ ಬದಲಾಗುತ್ತಾ ನೈಸರ್ಗಿಕ ಪ್ರಕೋಪಗಳಿಗೆ ಕಾರಣವಾಗುತ್ತಿದೆ. ಈ ಸಮಸ್ಯೆಗೂ ಪರಿಹಾರ ಕಂಡು ಹಿಡಿಯಲು ಪಶ್ಚಿಮವಾಹಿನಿ ಗಮನಹರಿಸಿದೆ.

ಕೃಷಿಕರ ಹಿತಾಸಕ್ತಿ

ಮಳೆಗಾಲದಲ್ಲಿ ನೆರೆ ಇತ್ಯಾದಿಗಳಿಂದ ರೈತರಿಗೆ ಉಂಟಾಗುವ ಸಮಸ್ಯೆಗಳ ಪರಿಹಾರವೇ ಈ ಯೋಜನೆಯ ಮೂಲ ಉದ್ದೇಶವೆಂದು ಕಿರು ನೀರಾವರಿ ಸಹಿತ ಸಂಬಂಧಿತ ಇಲಾಖೆಗಳು ತಮ್ಮ ಯೋಜನಾ ವರದಿಯಲ್ಲಿ ಉಲ್ಲೇಖೀಸಿವೆ. ನದೀ ತೀರದ ರಕ್ಷಣೆಗೆ ಶಿಲಾಮಯ ರಚನೆಗಳ ತಾಂತ್ರಿಕ ವಿವರಗಳನ್ನು ನೀಡಿವೆ.

ಆದರೆ, ದ.ಕನ್ನಡ ಮತ್ತು ಉಡುಪಿಗಳಲ್ಲಿ ಈಗಾಗಲೇ ಅನುಷ್ಠಾನಗೊಂಡಿರುವ ಕಿಂಡಿ ಅಣೆಕಟ್ಟು, ಉಪ್ಪು ನೀರು ತಡೆಗೋಡೆ ಇತ್ಯಾದಿಗಳ ಬಗ್ಗೆ ರೈತರಿಂದ ಸಾಕಷ್ಟು ದೂರುಗಳು ಕೇಳಿ ಬರುತ್ತಿವೆ. ಸಮರ್ಪಕವಾದ ನಿರ್ವಹಣಾ ಕಾರ್ಯ ನಡೆಯುತ್ತಿಲ್ಲ ಅನ್ನುವುದೇ ಈ ದೂರುಗಳ ಸಾರಾಂಶ. ದುರಸ್ತಿ ಕಾರ್ಯವೂ ಸರಿಯಾಗಿ ನಡೆಯದೇ ರೈತರಿಗೆ ಸಾಕಷ್ಟು ತೊಂದರೆಗಳಾಗಿವೆ. ಕೃತಕ ನೆರೆ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಒಂದು ನಿದರ್ಶನ.

ಈ ಯೋಜನೆಗೆ ಕರಾವಳಿಯ ಮೂರು ಜಿಲ್ಲೆಗಳಿಗೆ ಈ ಬಾರಿಯ ಮುಂಗಡಪತ್ರದಲ್ಲಿ ಆದ್ಯತೆಯಲ್ಲಿ ತಲಾ 10 ಕೋಟಿ ರೂ. ನೀಡಲಾಗಿದೆ. ಆದರೆ, ಇದು ಮುಂದುವರಿಯುತ್ತಿರುವ ಯೋಜನೆಯಾದ್ದರಿಂದ ಸಂಪನ್ಮೂಲಕ್ಕೆ ಕೊರತೆ ಇಲ್ಲ. ಈ ಯೋಜನೆ ಸಂಪೂರ್ಣವಾಗಿ ಅನುಷ್ಠಾನವಾದಾಗ ದ.ಕನ್ನಡ-ಉಡುಪಿ-ಉ.ಕನ್ನಡ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಕೃಷಿಭೂಮಿ ವಿಸ್ತಾರವಾಗಲಿದೆ. ಅಂತರ್ಜಲದ ಪ್ರಮಾಣ ಅತ್ಯಧಿಕವಾಗಿ ಹೆಚ್ಚಲಿದೆ, ಕುಡಿಯುವ ನೀರಿನ ಸಮಸ್ಯೆಗೆ ಶಾಶ್ವತ ಪರಿಹಾರ ದೊರೆಯಲಿದೆ ಅನ್ನುತ್ತಾರೆ ಅಧಿಕಾರಿಗಳು. ಸಂಪರ್ಕ ವ್ಯವಸ್ಥೆಯೂ ಕಿರುದಾರಿಗಳ ಮೂಲಕ ಅಭಿವೃದ್ಧಿಯಾಗಲಿದೆ ಅನ್ನುತ್ತಾರೆ.

ಈ ಎಲ್ಲ ಆಶಯಗಳೂ ಈಡೇರುವುದೇ ? ಕಾದು ನೋಡಬೇಕು.

ಕರಾವಳಿಯಲ್ಲಿ ಮಳೆ ನೀರು 'ವ್ಯರ್ಥವಾಗಿ' ಸಮುದ್ರ ಪಾಲಾಗುವುದನ್ನು ತಡೆಗಟ್ಟಲು ಪಶ್ಚಿಮವಾಹಿನಿಯೊಂದೇ ಪರಿಹಾರ ಅನ್ನುತ್ತಾರೆ ನೀರಾವರಿ ಇಲಾಖೆಯವರು. ಇಲ್ಲಿ ಎಷ್ಟು ಮಳೆ ಸುರಿದರೂ, ನೀರು ಕೂಡಲೇ ಇಂಗಿ ಬಿಡುತ್ತದೆ. ಇಲ್ಲಿನ ವಾತಾವರಣ, ಮಣ್ಣಿನ ಗುಣ ಇದಕ್ಕೆ ಕಾರಣ. ಆದ್ದರಿಂದ ವೆಂಟೆಡ್*ಡ್ಯಾಂಗಳು ಸೂಕ್ತ ಅನ್ನುತ್ತಾರೆ. ದ.ಕನ್ನಡದಲ್ಲಿ 289, ಉಡುಪಿಯಲ್ಲಿ 174 ವೆಂಟೆಡ್* ಡ್ಯಾಂ ನಿರ್ಮಾಣವಾಗಲಿದೆ.

After seven months of taking charge as the Mangalore City Corporation Commissioner, Dr Harish Kumar in an interview with City Herald speaks about the challenges ahead, plans and programmes for the development of the MCC and the solutions to be drawn for the burning issues.

* It has been two years since the talks are on regarding the implementation of Solid Waste Management project in the city. Will the project be realised sooner?

We had submitted the proposal of the SWM project to the Urban Development Department four months ago, but have not yet received any response. According to the sources, the government most likely will not accept the proposal, though we have a hope that it will approve at least the single bidder’s third package. With the chances of the project implementation turning bleak, we have decided to wait till this month end and take further steps.

* In case if the proposal is not accepted, then what would be the next plan of action by the MCC?

If the government does not approve the proposal, then we shall look for other alternative ways for solid waste management. The current proposal consists of various factors including house to house waste collection, avoid the use of bins in public places, segregation of waste, mechanical lifting of waste etc. However, in the alternative method, we should give emphasis on cost cutting which means we will have to a avoid a few aspects including the mechanised lifting of wastes.

The term of present contractors will end on May 30 following which we will decide on the next course of action.

We will insist the government either to approve or reject the sent proposal so that the MCC can implement alternative plans.

* Despite the MCC initiating door-to-door waste collection with a bang, the initiative seems to be not going well in the city. What are the blockades for this system?

At present, we are collecting door-to-door waste from 35 wards in the city. With the term of the present contractors ending, they are not showing interest in door-to-door waste collection.

Hence, we have decided to make things clear in the next tender so that door-to door waste is collected appropriately. There are plans to pair two wards each and allocate each pair of ward to different contractors after June.

* What is the progress of the pipeline laying work for UGD in the city?

The pipeline work should have completed by March 2012. But we could not meet the deadline due to the problem in land encroachment in a few areas including the places where the NH construction work and railway tracks have been laid.

As far as the private land acquisition is concerned, there has been opposition from a few land owners to give small pieces of land for the purpose. However, I have already begun to talk to the owners in person and convince them which seems to be working out in a few areas.

We will sort out the problems and ensure that the work will be completed by this year end.

*Any plans to solve water distribution problem in the city which seems to be worsening every passing year?

Though there is no considerable water source shortage in the city, the problem is with the distribution. In order to solve the problem, the MCC is thinking to change the water networks as the old networks are haphazardly laid in many places.

The government’s plan to implement 24X7 water supply to the city in partnership with the private players too is facing opposition.

However, the project could be implemented with a few amendments where the ultimate decision making and controlling power is laid in the hands of the MCC.

* The women’s park in the city which was opened at Hathill with much fan fair, seems to have not been taken well by the women. Has the MCC come up with any plans to revive the park?

A sum of Rs 21 lakh has been reserved for the development and maintenance of Vanitha Vana. Though the money is nowhere enough for taking up the developmental work, the MCC is planning to open a swimming pool adjacent to the park so that the area would have the crowd. As the area where the park exists is isolated, the women’s safety is a matter of concern.

We have received suggestions that a woman security guard should be deployed in the park, but then the question of her safety arises.

* What alternative methods have been taken up to meet the staff shortage in MCC?

At present, the MCC has 48 per cent of vacant posts. As the government has not yet called for filling the posts, we have called for the retired government employees to fill the vacancies.

With it, a few posts will be filled in a near future.

* Have you taken any initiatives to tackle corruption and bring transparency in the system?

On the first hand, the City Corporation has fixed CCTV cameras on two water supply tankers and a JCB to monitor their work. We would also introduce e-attendance system using bio-metric card, which is currently undergoing trial phase.

All the information and the live videos will be uploaded in the MCC website so that citizens can keep a watch on the activities taking place in the MCC.

ಈ ಹಿಂದೆ ಡಂಪಿಂಗ್* ಯಾರ್ಡ್* ಮಂಜೂರುಗೊಂಡಿದ್ದರೂ, ಹಿರೆಬಂಡಾಡಿ ಗ್ರಾ.ಪಂ. ನಿಂದ ಆಕ್ಷೇಪ ವ್ಯಕ್ತವಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಈ ಪ್ರದೇಶವನ್ನು ಕೈ ಬಿಡಲಾಯಿತು. ಈಗ ಉಪ್ಪಿನಂಗಡಿಯಲ್ಲಿ ಸಂಗ್ರಹವಾದ ತ್ಯಾಜ್ಯವನ್ನು ಕುಮಾರಧಾರಾ ಸೇತುವೆಯ ಬಳಿಯ ಅಡ್ಕದಲ್ಲಿ ರಾಶಿ ಹಾಕಲಾಗುತ್ತಿದೆ. ರಾಶಿಹಾಕಲಾದ ಕಸಕಡ್ಡಿಗಳನ್ನು ಬೆಂಕಿ ಕೊಟ್ಟು ಸುಡುತ್ತಿರುವುದರಿಂದ ಪರಿಸರದಲ್ಲಿ ವಾಯು ಮಾಲಿನ್ಯ ಉಂಟಾಗುತ್ತಿದೆ.

ಉಪ್ಪಿನಂಗಡಿ ಗ್ರಾಮದಲ್ಲಿಯೇ ಡಂಪಿಂಗ್* ಯಾರ್ಡ್* ಮಾಡಲು ಗ್ರಾ.ಪಂ. ವತಿಯಿಂದ ಸ್ಥಳ ಗುರುತಿಸಲಾಗಿದ್ದು, ಕಂದಾಯ ಇಲಾಖೆಯಿಂದ ಪೂರಕ ಸಹಕಾರ ದೊರಕದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ತ್ಯಾಜ್ಯ ವಸ್ತುಗಳನ್ನು ವಿಲೇವಾರಿ ಮಾಡುವುದೇ ಗ್ರಾ.ಪಂ.ಗೆ ದೊಡ್ಡ ಸಮಸ್ಯೆಯಾಗಿದೆ. ಪ್ರತಿ ದಿನ ಸಂಗ್ರಹವಾಗುವ ತ್ಯಾಜ್ಯವನ್ನು ಈಗ ಹಾಕುತ್ತಿರುವ ಪರಿಸರ ಕೂಡಾ ಸೂಕ್ತವಲ್ಲ. ಆದರೂ ಇದನ್ನು ಬಳಕೆ ಮಾಡದೆ ಅನ್ಯ ಮಾರ್ಗವಿಲ್ಲ.

ಮಂಗಳೂರು: ಬಂಟ್ವಾಳ ನಗರಸಭೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಜೂ. 15ರ ಒಳಗಾಗಿ ತ್ಯಾಜ್ಯ ವಿಲೇಯನ್ನು ವೈಜ್ಞಾನಿಕವಾಗಿ ನಿಗದಿಪಡಿಸಿದ ಸ್ಥಳದಲ್ಲಿ ಆರಂಭಿಸದಿದ್ದರೆ ಮುಖ್ಯಾಧಿಕಾರಿಯನ್ನು ಅಮಾನತುಗೊಳಿಸುವುದಾಗಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ| ಎನ್*. ಎಸ್*. ಚನ್ನಪ್ಪ ಗೌಡ ಎಚ್ಚರಿಸಿದ್ದಾರೆ.

ಜಿಲ್ಲಾಧಿಕಾರಿಯವರ ಕಚೇರಿಯಲ್ಲಿ ನಡೆದ ನಗರ-ಸ್ಥಳೀಯಾಡಳಿತ ಸಂಸ್ಥೆಗಳ ಮುಖ್ಯಾಧಿಕಾರಿಗಳ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ ಅವರು ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿದ್ದರು.

ಎಲ್ಲ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ತ್ಯಾಜ್ಯ ವಿಲೇಗೆ ಆದ್ಯತೆ ನೀಡಬೇಕು. ಬಂಟ್ವಾಳದ ತ್ಯಾಜ್ಯ ವಿಲೇ ಕಾರ್ಯ ಪ್ರಗತಿಯನ್ನು ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯ ಅಧಿಕಾರಿಗಳು ಖುದ್ದಾಗಿ ಪರಿಶೀಲಿಸಿ ವರದಿ ನೀಡಬೇಕು ಹಾಗೂ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಅವರು ಸೂಚಿಸಿದರು. ಬಂಟ್ವಾಳದ ಒಟ್ಟು23 ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಕೇವಲ 18 ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಮಾತ್ರ ಮನೆಮನೆಯಿಂದ ಕಸ ಸಂಗ್ರಹವಾಗುತ್ತಿದೆ. ಎಲ್ಲಾ ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಮುಂದಿನ 20 ದಿನಗಳೊಳಗಾಗಿ ಕಸ ಸಂಗ್ರಹಕ್ಕೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದಾಗಿ ಮುಖ್ಯಾಧಿಕಾರಿಯವರು ಭರವಸೆ ನೀಡಿದರು.

ಮೂಡಬಿದಿರೆಯಲ್ಲಿ 23 ವಾರ್ಡ್*ಗಳಲ್ಲಿ 20 ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಕಸ ಸಂಗ್ರಹಿಸಲಾಗತ್ತಿದೆ. ಉಳಿದ 3 ವಾರ್ಡ್*ಗಳಿಂದ ಜೂ. 1ರಿಂದ ಕಸ ಸಂಗ್ರಹ ಮಾಡಲಾಗುವುದು ಎಂದರು. ಲ್ಯಾಂಡ್* ಫಿಲ್ಲಿಂಗ್* ಸೈಟ್* ಆಗಸ್ಟ್* ವೇಳೆಗೆ ಸಂಪೂರ್ಣಗೊಳಿಸಬೇಕೆಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ಸೂಚಿಸಿದರು. ಪುತ್ತೂರಿನಲ್ಲಿ 18 ವಾರ್ಡ್*ಗಳಲ್ಲಿ ಕಸ ಸಂಗ್ರಹವಾಗುತ್ತಿದ್ದು, 9 ವಾರ್ಡ್*ಗಳು ಬಾಕಿ ಇವೆ. ಸುಳ್ಯದಲ್ಲೂ ಸಮಸ್ಯೆ ಇದೆ. ಗ್ರಾಮೀಣ ಪ್ರದೇಶ ವ್ಯಾಪ್ತಿ ಜಾಸ್ತಿ ಇರುವುದರಿಂದ ಎಲ್ಲ ಮನೆಯ ಕಸ ಸಂಗ್ರಹ ಅಸಾಧ್ಯ ಎಂದು ಮುಖ್ಯಾಧಿಕಾರಿಯವರು ತಿಳಿಸಿದಾಗ ಅದಕ್ಕೆ ಪೂರಕವಾದ ದಾಖಲೆ ಸಲ್ಲಿಸಿ ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ಹೇಳಿದರು.

ತೊಕ್ಕೊಟ್ಟು ಸರ್ಕಲ್*ನಲ್ಲಿ ಕಸ ತೆಗೆಯದೆ ಕಸದ ರಾಶಿ ಬಿದ್ದಿರುವ ಬಗ್ಗೆ ಕಾರಣ ಕೇಳಿದ ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯಲ್ಲೂ ಕಸ ಎತ್ತುವ ಕೆಲಸ ಸಮರ್ಪಕವಾಗಿ ನಡೆಯುತ್ತಿಲ್ಲ ಎಂದು ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಎಲ್ಲಾ ನಗರ ಸ್ಥಳೀಯಾಡಳಿತ ಸಂಸ್ಥೆಗಳಿಗೆ ಶೌಚಗುಂಡಿ ಶುಚಿ ಮಾಡುವ ಯಂತ್ರಗಳನ್ನು ಒದಗಿಸಲಾಗಿದೆ. ಎಲ್ಲಾ ಗ್ರಾಂ.ಪಂ.ಗಳಿಗೆ ಈ ಸಂಬಂಧ ಪತ್ರ ಬರೆದು ಶೌಚ ಗುಂಡಿಗಳ ಶುಚಿತ್ವಕ್ಕೆ ಮಾನವರನ್ನು ಬಳಸಬಾರದು ಎಂದು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ತಿಳಿಸಬೇಕು ಮತ್ತು ಯಂತ್ರಗಳನ್ನು ಬಳಸಲು ಸೂಚನೆ ನೀಡಬೇಕೆಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರ ಮುಖ್ಯಾಧಿಕಾರಿಯವರಿಗೆ ಸೂಚಿಸಿದರು.

ವಾಜಪೇಯಿ ನಗರವಸತಿ ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕೆ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯ ಅಧಿಕಾರಿಗಳು ಮತ್ತಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಬೇಕು. ಅವರನ್ನು ಘನತ್ಯಾಜ್ಯ ವಿಲೇ ಅನುಷ್ಠಾನ ಹಾಗೂ ಪಾಲಿಕೆಯ ಆರೋಗ್ಯ ವಿಭಾಗದಲ್ಲೂ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಿ ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ತಿಳಿಸಿದರು. ವಾಜಪೇಯಿ ವಸತಿ ಯೋಜನೆಯಲ್ಲಿ ಪ್ರಗತಿ ದಾಖಲಿಸದಿದ್ದರೆ ಸಂಬಂಧಿತ ಅಧಿಕಾರಿಗಳನ್ನು ಜವಾಬ್ದಾರಿಯುತರನ್ನಾಗಿ ಮಾಡಲಾಗುವುದು ಎಂದ ಜಿಲ್ಲಾಧಿಕಾರಿಯವರು ಈ ಸಂಬಂಧ ಸಮಸ್ಯೆಗಳ ಪರಿಹಾರಕ್ಕೆ ಲೀಡ್* ಬ್ಯಾಂಕ್* ಮ್ಯಾನೇಜರ್* ಜೊತೆ ಚರ್ಚಿಸಿ ಪರಿಹಾರ ಕಂಡುಕೊಳ್ಳಿ ಎಂದರು.

ಜಿಲ್ಲಾ ನಗರಾಭಿವೃದ್ಧಿ ಯೋಜನಾ ನಿರ್ದೇಶಕ ತಾಕತ್* ರಾವ್* ಉಪಸ್ಥಿತರಿದ್ದರು.

Gracy Machado, president of Udyavara Gram Panchayat, said here on Friday that the people of Udayavara village were facing a lot of hardship because of the pollution from three fishmeal companies located there.

Ms. Machado told presspersons that air and water pollution because of fishmeal plants had affected the health of people including children. The gram panchayat had repeatedly urged these fishmeal companies to install anti-pollution devices such as effluent treatment plants and smell treatment equipments.

Though the fishmeal companies had installed these devices, their capacity was low. Hence these devices had failed to control pollution. “Proper devices should be installed so that pollution was fully controlled,” she said.

Ms. Machado said that though the gram panchayat had cancelled licences, the higher authorities always sided with the fishmeal plants and allowed them to function superseding the decision of the panchayat.

The Executive Officer of Udupi Taluk Panchayat was always supporting the fishmeal plants without bothering about the plight of the people in Udyavara. The Panchayat Development Officers (PDOs) merely carried out the orders given by the higher officials.

She said that though the Deputy Commissioner M.T. Reju had given stern warning to fishmeal plants and directed them to take all measures to control pollution, there had been no change in the situation on the ground. The local Kaup MLA Lalaji Mendon too was least bothered about the plight of the people.

The gram panchayat had given numerous representations to politicians, the zilla panchayat, taluk panchayat and other officials, but no action had been forthcoming. Besides violating the laws relating to air and water pollution, one fishmeal plant had even violated the Coastal Regulation Zone (CRZ) norms, she said.

“We are not against the fishmeal plants, but they should take pollution-control measures. They should ensure that air and water were not polluted. The health of people should not be affected,” Ms. Machado said.

Gram panchayat members Bhaskar Kotian and Vijaykumar Udyavara, members of Gram Samrakshana Samiti Pratap Kumar and Mohan Salian were present.

Three-package solid waste management proposal in limbo

The more than two-and-a-half-year-old three-package solid waste management proposal of the Mangalore City Corporation (MCC) is in limbo. The State Government has neither rejected nor approved it, according to sources.

The sources told The Hindu that after the proposal was mooted in January 2010, it had seen many ups and downs because of the changes suggested to it by the Government. Finally, on February 15, 2012, the civic body sent a list of two bidders selected for handling solid waste in the city in three packages, to the Directorate of Municipal Administration (DMA) for approval. Even three-and-half months after its submission, the directorate was yet to approve it.

The validity of rates quoted by the bidders for handling solid waste ended on May 31, 2012, the sources said.

The corporation started collecting solid waste management cess along with property tax for 2011-12 though the proposal was not implemented. The corporation had selected Anthony Waste Handling Cell Pvt. Ltd. of Mumbai to collect solid waste from 60 wards divided as north and south zones in two packages and transport it to the dumping yard Pachchanady. It had chosen IL and FS Environmental Infrastructure and Services Ltd. of Delhi to operate and maintain the sanitary landfill site and compost plant at Pachchanady as a package, the sources said.

The Mumbai-based company had quoted Rs. 3,201 for collecting and transporting a tonne of solid waste from north zone comprising 29 wards. Originally, the corporation estimated the cost at Rs. 1,711 per tonne. The company had quoted Rs. 2,051 for handling a tonne of solid waste in south zone comprising 31 wards, while the cost estimated by the corporation was Rs. 1,160 a tonne. In these cases, the company quoted 87 per cent above the original estimation, the sources said.

The Delhi-based company had quoted Rs. 238 a tonne for operation and maintenance at Panchchanady. The cost estimated by the corporation was Rs. 248 a tonne. In this case, the company quoted about four per cent below the original estimation, the sources said.

The sources said that eight contractors were handling solid waste in the city in eight packages. Their contract term would end in August 2012. Through the three-package scheme, the corporation hoped for proper implementation of door-to-door collection of solid waste in a professional manner.

The sources said that under the proposed scheme, it was mandatory to install global positioning system equipment in vehicles transporting solid waste from wards to the dumping yard at Pachchanady. The company selected would have to sweep streets, remove weeds and clean road dividers. Other features of the scheme were elimination of multiple handling of solid waste and compulsory cleaning of beaches at Surathkal, Mukka, Tannirbavi, and Kasba Bengre.

ಕಲ್ಲುಗುಂಡಿಯಾಗಿ ಕುದ್ರೆಪಾಯಕ್ಕೆ ಹೋಗುವವರಿಗೆ 10 ಕಿ.ಮಿ. ಕ್ರಮಿಸಬೇಕಾಗುತ್ತದೆ. ಇದೀಗ ವೆಂಟೆಡ್* ಡ್ಯಾಂ ನಿರ್ಮಾಣವಾಗುವುದರಿಂದ ಕುದ್ರೆಪಾಯಕ್ಕೆ 3 ಕಿ.ಮಿ. ದಾರಿ, 8 ಅಡಿ ಅಗಲವಿರುವ ಈ ವೆಂಟೆಡ್* ಡ್ಯಾಮ್*ನಲ್ಲಿ ಲಘು ವಾಹನಗಳಿಗೂ ಸಂಚರಿಸಲು ಅವಕಾಶವಿದೆ.

ಬಂಟ್ವಾಳ : ಪುರಸಭೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಮುಂದಿನ ಇಪ್ಪತ್ತೈದು ವರ್ಷಗಳ ಅವಧಿಗೆ ಪೂರಕ ಸಮಗ್ರ ಕುಡಿಯುವ ನೀರು ಸರಬರಾಜು 96 ಕೋಟಿ ರೂ. ವೆಚ್ಚದ ಅಂದಾಜು ಪಟ್ಟಿಗೆ ಪುರಸಭೆಯ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ ಒಪ್ಪಿಗೆ ಸೂಚಿಸಲಾಯಿತು.

ಪುರಸಭಾ ಅಧ್ಯಕ್ಷ ದಿನೇಶ ಭಂಡಾರಿ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಜೂ. 21ರಂದು ನಡೆದ ಸಭೆಯಲ್ಲಿ ಕೆಯುಡಬುÉಎಸ್* ಎಂಜಿನಿಯರ್* ಶೋಭಲಕ್ಷಿ$¾à ಅವರು ಕುಡಿಯುವ ನೀರಿನ ಸಮಗ್ರ ಯೋಜನೆ ಅಂದಾಜು ಪಟ್ಟಿಯನ್ನು ಸಭೆಗೆ ಮಂಡಿಸಿದರು.

ಯೋಜನೆಯಲ್ಲಿ ಮಾಡಬೇಕಾದ ತಿದ್ದುಪಡಿ, ವಿಸ್ತರಣೆ, ಅನುಷ್ಠಾನದ ಬಗ್ಗೆ ವಿವರಣೆ ನೀಡಿದರು. ಇದರಲ್ಲಿ ರಾಜ್ಯ ಸರಕಾರ ಶೇ.75 ಮತ್ತು ಪುರಸಭೆ ಶೇ.25 ಪಾಲು ಅನುದಾನ ನೀಡುವುದಾಗಿ ಪ್ರಸ್ತಾವಿಸಿದರು.

ಕುಡಿಯುವ ನೀರು, ಮನೆ ರಿಪೇರಿ, ಗ್ಯಾಸ್* ಸಂಪರ್ಕ, ಶೌಚಾಲಯ ನಿರ್ಮಾಣ ಇತ್ಯಾದಿ ಉದ್ದೇಶಕ್ಕೆ ಶೇ.22.75 ನಿಧಿ, ಶೇ.7.25 ನಿಧಿ, ಶೇ.3 ನಿಧಿ ಬಳಕೆಯ ಫಲಾನುಭವಿ ಆಯ್ಕೆಯ ವಿಚಾರವನ್ನು ಸಭೆಯಲ್ಲಿ ನೀಡಲಾಯಿತು.

ಅತಿಕ್ರಮಣ

ಬಂಟ್ವಾಳ ಪೇಟೆಯಲ್ಲಿ ಸ್ವರ್ಣೋದ್ಯಮಿ ಒಬ್ಬರು ಪಾರ್ಕಿಂಗ್* ಸ್ಥಳದಲ್ಲಿ ಇತರ ವಾಹನಗಳನ್ನು ನಿಲುಗಡೆ ಮಾಡದಂತೆ ನೋ ಪಾರ್ಕಿಂಗ್* ಬೋರ್ಡ್* ಹಾಕಿ ಅತಿಕ್ರಮಿಸಿದ್ದಾರೆ. ಇದನ್ನು ತೆಗೆಸಬೇಕು ಎಂದು ಸಭೆಯಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಲಾಯಿತು.

ಬಿ.ಸಿ.ರೋಡು ಕೈಕಂಬದಲ್ಲಿ ಬಹುಮಹಡಿ ಕಟ್ಟಡ ಮಾಲಕರು ಹೆದ್ದಾರಿ ಸ್ಥಳವನ್ನು ಅತಿಕ್ರಮಿಸಿ ತಡೆ ನಿರ್ಮಿಸಿ ಸಂಕೋಲೆ ಹಾಕಿ ಅವರಿಗೆ ಬೇಕಾದಂತೆ ಪಾರ್ಕಿಂಗ್* ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ. ಇದನ್ನು ತೆರವು ಮಾಡಬೇಕು ಎಂದು ಸಭೆಯಲ್ಲಿ ಸದಸ್ಯರು ಆಗ್ರಹಿಸಿದರು. ಸಾರ್ವಜನಿಕ ಉಪಯೋಗದ ಅತಿಕ್ರಮಗಳನ್ನು ತೆರವಿಗೆ ಕ್ರಮಕೈಗೊಳ್ಳುವುದಾಗಿ ಸಭೆಯಲ್ಲಿ ನಿರ್ಣಯಿಸಲಾಯಿತು.

ಪ್ರಮುಖ ವಿಚಾರದಲ್ಲಿ ಬುಡಾ ಅಧ್ಯಕ್ಷ ಎ. ಗೋವಿಂದ ಪ್ರಭು ನಿರ್ಣಯಗಳನ್ನು ಮಂಡಿಸಿದರು.

ಉಪಾಧ್ಯಕ್ಷೆ ಜಾನಕಿ ಗೋಪಾಲ್*, ಸ್ಥಾಯಿ ಸಮಿತಿ ಅಧ್ಯಕ್ಷೆ ವಸಂತಿ ಗಂಗಾಧರ್* ಉಪಸ್ಥಿತರಿದ್ದರು.

ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಬಿ.ಸಿ. ರೋಡಿನ ಪರ್ಯಾಯ ರಸ್ತೆ, ಹೆದ್ದಾರಿ ಚರಂಡಿ ನಿರ್ಮಾಣ ವಿಳಂಬದ ಬಗ್ಗೆ ಒಂದು ವಾರದಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಪರಿಶೀಲಿಸಿ ಸೂಕ್ತ ಪರಿಹಾರ ಸೂಚಿಸದಿದ್ದರೆ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಯಲ್ಲಿ ಸರಣಿ ಧರಣಿ ಪ್ರತಿಭಟನೆ ಮಾಡಲು ಸಭೆಯಲ್ಲಿ ಸರ್ವಾನುಮತದಿಂದ ತೀರ್ಮಾನಿಸಲಾಯಿತು.

Studies had pointed out that coloured carry bags were more dangerous and carrying food items in them was not advisable.

Mangalore City Corporation (MCC) may involve self-help groups (SHGs) in the city to promote production and use of biodegradable bags to bring down the use of polythene carry bags.

Joint Commissioner K. Srikanth Rao told The Hindu that there were 348 SHGs in the city some of which could be asked to produce biodegradable bags using cloth, paper and other material so that they were sold to retail traders in and around the city.

Successful in Madikeri

He said that a similar exercise had succeeded in Madikeri where he was Commissioner earlier, and the ban on carry bags had been implemented effectively.

Mr. Rao said grocers in Madikeri would purchase biodegradable bags at a cost of Rs. 6.50. They charged Rs. 10 per bag but would refund the money if the customers returned it.

He said that he would discuss this with Commissioner Harish Kumar K. and attempt to implement the project after obtaining approval from the MCC Council. An attempt would be made to place the subject on the agenda at the regular meeting of the council in July. Mr. Rao said SHGs would be identified and asked to produce carry bags post-Council approval. Once the bags were ready, shops would be asked to sell only biodegradable bags.

“If this could be done in Madikeri, why not in Mangalore?” he said.

He said that the ban was successfully implemented in Madikeri except in fish markets where black carry bags were used.

Studies had pointed out that coloured carry bags were more dangerous and carrying food items in them was not advisable, he said.

Environment Engineer of MCC Madhu S. Manohar said that bylaws were being prepared to give more structured framework to the fight against use of plastic products. Use of plastic carry bags was banned under the Plastic Waste Management and Handling Rules 2011.

Raids

He said its use had continued despite several raids conducted by MCC officials. A committee headed by the Commissioner had held two meetings to consider proposals to implement the ban. One of the proposals was to fix rates for various sizes of carry bags. It was also working on the bylaws.

Dakshina Kannada Zilla Panchayat has sent 36 more multi-village water supply scheme proposals for the approval of the State Government, according to K.N. Vijay Prakash, Chief Executive Officer of the panchayat.

Of the 36 proposals sent, five were in Mangalore taluk, three in Bantwal taluk, eight in Puttur taluk, 13 in Sullia taluk, and seven in Belthangady taluk.

He told The Hindu that this was in addition to six multi-village water supply schemes sent earlier and approved by the Government early this year, he said.

The six schemes approved would cover villages under the jurisdiction of Sajeepamunnur, Karopady, Narikombu, Mani, Sangabettu, and Sarapady Gram Panchayat in Bantwal taluk.

Mr. Prakash said the cost of 42 (six plus 36) multi-village water supply schemes had been estimated at Rs. 575 crore.

They would cover 216 villages and 2,182 habitations. The district had 3,592 habitations.

S.L. Sathyanarayana, Executive Engineer of the panchayat, said that water from the Netravathi, the Kumaradhara, the Phalguni, the Payaswini, and the Shambhavi and other local rivers would be lifted for supplying water under the schemes.

Mr. Sathyanarayana said that five schemes proposed in Mangalore taluk would cover Konaje and nearby 10 villages; Puchamogaru and seven villages; Ulaibettu and three villages; Kolnadu and four villages and Shirthady and nine villages.

Three more proposals in Bantwal taluk (in addition to six schemes sanctioned early this year) would cover Alike and nearby two villages; Naringana and nine villages and Kariyangala and three villages.

The eight projects proposed in Puttur taluk would cover 34 Nekkilady and four more nearby villages; Kadaba and 12 other villages; Kaniyoor and four more villages; Kedambady and Keyur village; Koila and five more villages; Narimograu and four more villages; Savanur and four more villages; Uppinangady and nine more villages.

The seven projects proposed in Belthangady taluk would cover Neriya, Shishila, Charmadi, Laila, Ilanthila, Aladangady, Barya and villages close them.

The 13 schemes proposed in Sullia taluk would cover Jalsoor, Bellare, Ajjavara, Sampaje, Mandekolu, Panja, Balpa, Guthigar, Kollamogru, Aivernad, Amaramudnur, Edamangala and Ubaradkka-Mittur villages.

Vented dams

The Executive Engineer said the scheme had proposed building vented dams across the rivers wherever necessary and supplying water from them to villages.

In case there were any vented dams built by Minor Irrigation Department close to the villages identified for supplying surface water, water from it would be utilised.

Multi-village scheme Dakshina Kannada Zilla Panchayat has framed an action plan for Rs 525 crore for multi-village drinking water scheme. Gujjarakere, Morgan Gate and Yemmekere, Mangaladevi lake works are not yet complete. Only wall construction work is over for Gujjarakere and half done for Yemmekere.

Bairadykere, Padil has also got wall on two sides. The other two sides will remain as such without wall I think as the lake is fringed by coconut/arecanut orchard on those sides.

Only Bairadykere is filled with water now. Both Gujjarakere and Yemmekere are full of weeds.

Nothing is going on for Kavoorkere. I don't think they will touch Jeppupatna-kere now itself as NH-66 widening works are going on.

No idea on other lake rejuvenation activities.
