I could be wrong but I think Medibank's official address will be 740 Bourke.

Yes, I'd also noticed references to "740", but the "docklandsnews" quote (courtesy of melbournee12) on 28.03.12 uses "720" as the address.

I learnt the other day that I will be moving to 700 Bourke St in the second half of next year when it is completed (MLC will be vacating 509 St Kilda Road completely to move in). Will be an awesome location!

Interesting. Will leave significant space in 509 St Kilda Rd, with level 3 just now receiving a new tenant with Transfield.

Looking forward to this building being completed though. Great gateway to the area.

^ I have a feeling they're still finalising the design, but have proceeded with ground works. Hope its something tallish either way.
On another note, is the area where the stairs are for Etihad on Bourke Street part of a development site or?

Yes, I believe the stairs will be demolished as part of the overall development - it's mentioned in the permit application for Stage 2 works. Medibank will be occupying 30,000sqm out of 47,000sqm supposedly replacing the hotel building (suggesting a 3rd building is likely). Not sure of the extent of the footprint and subsequently the height though. Maybe someone like AgentX might know.

As silvermb said, 720 is underway, and how: the whole area was absolutely buzzing, with NAB steaming ahead (despite being after 4pm).

NAB is powering ahead, with lots more glass.

Boring

I remember this complex was supposed to be 35 storeys when first proposed back in 2008.

It was never 35 storeys. The tallest tower which was to house Suncorp ( replaced by NAB) was 27-storeys. The other office tower was 21-storeys (might still happen) and the Saville hotel was about 15-storeys - replaced by Medibank.

I'm not sure how it can be described as boring when there has been no release of renders. NAB isn't tall either but I'd argue it's anything but boring.

That would be earlier than 2000 though? Docklands Stadium opened in 2000, so it be at least 1996-97?

But regardless, your pic is amazing as it illustrates the immense change that has occurred. I think its easy to forget the days prior to the stadium, new station, Wurundjeri Way, Harbour Esplanade,etc...
