yes. and actually is dark blue not black
pre 1951 registrations are not valid since 1956,
1951-1976 are valid
1976-1978 plates had to be remade either in dark blue or euroband yellow
1978-2000 remade with euroband

the remade was made between 2000 and 2003 and when the car had to go for technican inspection.

since 2000 all new registrations are with euroband. *except for cars over 25 years old that can be with white on blue plates*

Now that's really one of the strangest licence plates I have ever seen, and is also a bit distant - PL. Spotted today in Sofia, if you click on the picture, you will go to the driving video I was shooting when I saw it:

Strange because customized? It may be interesting if just because it's from Poland, as there are quite a lot of Bulgarian plates here

Well, customized plates are rare here, and moreover not many would dare to put alcohol names on their licence plates, as this will cause suspicions in policemen and will make them more often object to routine checks including alcohol tests... More over (you can see in the video) the way this one was driving - not indicating when taking a turn, stopping unexpectedly, putting the rear gear instead of the first one when he was entering a parking, driving with not closed fuel cap. All of this it gives you the impression he is under the influence of what is written on the plate.
And yes, Bulgarian licence plates may be common in Poland (especially truck ones), but Polish plates here are rare, except some trucks travelling transit to Thessaloniki port.

Maybe Bulgarian police cares about what's written on plate, but I'm sure that in Poland no policeman takes it into his account during the control. There are so many people who writes there strange things and it doesn't suprise anybody.

Bulgarian trucks are not very popular here - vehicles from your country which are the most likely to spot in Poland are vans (Transits, Transporters etc.), which owners sell everything on our markets.

Spotted perhaps an hour ago in Prescott Ontario (Canada), was my first Volkswagen T5. It had German plates starting with the letters KE on them, meaning it was from Kempten (Allgäu) in Bavaria.

What was interesting about this particular T5, was that this Euro visitor was not the more typical 'camper' van, but rather a windowless utility van (white, no graphics, black bumpers). The lone occupant was driving along, with a number of binders on the dash, so definitely someone here on business. I'll have to poke around Kempten for clues...though there's plenty of wind turbine projects going up in my area, so I've got something to start with...

Last Wednesday I spotted a lorry from Kyrgyzstan here in Hamburg, Germany! This is the second time that I spot a vehicle from this country, at least for this year.

Today I spotted a car from Istanbul/Turkey here in Hamburg. Even though roughly 5% of the German population is of Turkish origin, cars from Turkey are very hard to spot, maybe I see them only once within two years.
