นับถอยหลังยิงไทยคม6 กสทช.เคาะแล้ววิธีประมูล3จี

ศุภจี คาดไทยคม 6 ได้ข้อสรุปสิ้น พ.ค. พร้อมหนุนเปิดเสรีดาวเทียม กสทช. มีมติเคาะวิธีการประมูลใบอนุญาต 3จี

นางศุภจี สุธรรมพันธุ์ ประธานกรรมการบริหาร และประธานเจ้าหน้าที่บริหาร บมจ. ไทยคม จำกัด เปิดเผยถึงความคืบหน้าโครงการดาวเทียมไทยคม 6 และดาวเทียมไทยคม 7 ว่า ดาวเทียมไทยคม 6 น่าจะได้ข้อสรุปช่วงสิ้นเดือนพ.ค.นี้ ซึ่งขณะนี้อยู่ในการเจรจากับชาติพันธมิตรทั้ง 5 ชาติ ที่มีวงโคจรของดาวเทียมใกล้เคียงกัน คือ จีน รัสเซีย ญี่ปุ่น สหรัฐอาหรับเอมิเรตส์ และตุรกี เพื่อขอใช้คลื่นความถี่ที่เหมาะสมในการทำธุรกิจ และอยู่ระหว่างรออนุมัติจากรัฐบาล หลังจากได้ทำหนังสือแจ้งไปยังไอซีทีแล้ว

“ดาวเทียมไทยคม ตั้งเป้ายอดจองใช้ก่อนยิงดาวเทียม 30% ของจำนวนช่องสัญญาณที่มีอยู่ทั้งหมด ซึ่งในตอนนี้สามารถทำยอดจองได้ 15% แล้ว ดาวเทียมเน้นการให้บริการโทรทัศน์ดาวเทียม และการให้บริการในระบบ HDTV และไทยคม 6 ยังเป็นดาวเทียมดวงสุดท้ายในสัมปทาน กำหนดการที่เรากำหนดไว้ในการยิงขึ้นให้บริการในช่วงไตรมาสที่ 2 ปี 2556” นางศุภจี กล่าว

สำหรับการทำดาวเทียมไทยคม 7 การพัฒนาจะช้ากว่าไทยคม 6 อยู่หนึ่งขั้น การทำงานของไทยคม 7 นั้น จะเป็นการเสริมพื้นที่ให้บริการกับดาวเทียมไทยคม 5 และ 6 เพิ่มเติมช่องสัญญาณในการให้บริการโทรคมนาคม ซึ่งมีช่องสัญญาณที่เป็นส่วนของไทยคมจำนวน 14 C-band ซึ่งไทยคม 7 นั้นยังอยู่ในขั้นตอนขอใบอนุญาตกับ กสทช. และมีกำหนดการจะยิงขึ้นในช่วงต้นปี 2557 ส่วนในอนาคต ไทยคม 8 และ ไทยคม 9 ก็จะพยายามยิงขึ้นให้ตามกำหนดตรงกับ ปี พ.ศ. 2558และ 2559 ตามลำดับ

พร้อมกันนี้ นางศุภจี ยังเผยถึงแผนการลงทุนในธุรกิจใหม่ของกลุ่มอินทัชจะลงทุนใน 2 กลุ่มหลัก คือ กลุ่มดิจิตอลทีวี และการหาพันธมิตรร่วมทุน (Venture Capital) ที่วางงบการลงทุนไว้ 200 ล้านบาทในปีนี้ ทั้งนี้ การหาพันธมิตรร่วมทุน มี 4 ประเภทที่สนใจ คือ โทรคมนาคม คอนเทนต์ ไอที และ มีเดีย โดยแต่ละรายจะต้องมีขนาดธุรกิจไม่ต่ำกว่า 10 ล้านบาท ขณะนี้เริ่มนำเสนอโครงการให้กับบริษัทต่างๆ แล้ว และจะเปิดช่องทางออนไลน์ให้บริษัทที่สนใจนำเสนอเข้ามายังอินทัชด้วย

ด้าน นางสาวเสาวรัจ รัตนคำฟู นักวิชาการ สถาบันวิจัยเพื่อการพัฒนาประเทศไทย “ทีดีอาร์ไอ” กล่าวถึงการเปิดเสรีกิจการดาวเทียมสื่อสาร ว่า ทีดีอาร์ไอสนับสนุนการเปิดเสรีดาวเทียม ซึ่งเห็นว่าภาครัฐควรใช้นโยบายเปิดน่านฟ้า

ให้สิทธิผู้ประกอบการต่างชาติในการใช้สิทธิวงโคจรดาวเทียมที่ประเทศครอบครอง และอนุญาตให้ผู้ประกอบการต่างประเทศสามารถให้บริการแก่ผู้ใช้บริการในประเทศได้ และนโยบายการเปิดเสรีธุรกิจสถานีภาคพื้นดิน คือ อนุญาตให้ผู้ประกอบการต่างชาติในการจัดตั้งหรือเช่าใช้สถานีภาคพื้นดิน

ขณะเดียวกัน พ.อ.เศรษฐพงค์ มะลิสุวรรณ กรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) ในฐานะประธานกรรมการกิจการโทรคมนาคม (กทค.) กล่าวว่า ที่ประชุมคณะอนุกรรมการเตรียมความพร้อมบริหารคลื่นความถี่ 2.1 กิกะเฮิรตซ์ ของ กทค. ได้ลงมติเลือกรูปแบบการประมูลแบบ Simultaneous ascending bid auction หรือ การประมูลด้วยวิธีเพิ่มราคาการประมูลทุกสล็อตในเวลาเดียว โดยแบ่งเป็น 9 ชุด ชุดละ 5 เมกะเฮิรตซ์ กำหนดเอาไว้ว่า สูงสุดคือ 20 เมกะเฮิรตซ์ ซึ่งในระบบการประมูลนี้จะถูกนำใช้เป็นรูปแบบประมูลคลื่นความถี่ 2.1 กิกะเฮิรตซ์ สำหรับให้บริการ 3จี ในเดือน ต.ค.นี้ และจะไม่ใช้รูปแบบ การประมูลแบบลดจำนวนใบอนุญาตให้น้อยกว่าผู้ประกอบการที่เข้าประมูล 1 ใบ เพื่อเก็บไว้จัดสรรภายหลังใน 3-6 เดือน หรือที่เรียกว่า การประมูลแบบ N-1 แต่จะให้ผู้เข้าประมูลประมูลแข่งกันในทุกชุด.

InTouch set for Bt500m investment

InTouch, formerly known as Shin Corp, plans to spend at least Bt500 million this year on developing its terrestrial digital-television business and creating a venture-capital arm to invest in promising media, telecoms, IT and content businesses, in a move aimed at broadening and strengthening its portfolio.

InTouch's chairman of media and new business, Suphajee Suthumpun, said this week that it was essential for the company to create new businesses.

The telecom holding giant has set aside at least Bt300 million, which could be expanded to Bt1 billion in the future, for development of its terrestrial digital-TV broadcasting business, she said.

The company will apply for three types of licences to run this business once they become available from the National Broadcasting and Telecommunications Commission (NBTC).

It might also seek partners to help develop the business, she added.

Last month, the NBTC approved the draft rules defining four types of radio and TV broadcasting businesses, and the required licences for running them.

The first licence class is for providers of networks, such as transmission systems, while the second is for providers of facilities such as broadcasting towers.

The third class is for providers of services such as radio and TV broadcasts, and the fourth is for providers of application services such as content and pay-per-view.

The rules will be finalised and put into effect this year to allow the watchdog to grant licences for operations ranging from conventional broadcasting and digital TV to satellite TV and pay-TV.

InTouch has also set aside a budget of between Bt220 million and Bt250 million to create a venture-capital arm to invest in potential telecom, IT, media and content businesses this year.Shin Corp had established a venture-capital business many years ago, but it did not prove successful and faded away.

Currently, almost all of InTouch's revenue is contributed by its cellular flagship company, Advanced Info Service (AIS).

Suphajee said InTouch had also considered incorporating Thaicom's overseas telecom businesses, Lao Telecommunications (LTC), and Cambodia-based telecom operator Mfone, into the AIS group. However, this is a matter for the far future as AIS is now focused on its planned bid for a 3G spectrum licence from the NBTC, she added.

The Lao government owns 51-per-cent of LTC, while Shenington Investments holds 49 per cent. Thaicom owns 51 per cent in Shenington.

3G auction to offer nine 5MHz slots Total bandwidth capped at 20MHZ

The National Broadcasting and Telecommunications Commission (NBTC)'s 2.1-gigahertz spectrum management subcommittee yesterday finalised the 3G spectrum licence auction method, dividing the spectrum into nine slots, each containing 5 megahertz of bandwidth.

Settapong Malisuwan, chairman of the NBTC telecom committee, said yesterday the subcommittee has decided to cap the total bandwidth available to each bidder at 20MHz. The NBTC owns a total of 45MHz of bandwidth on the 2.1GHz spectrum.

The NBTC will auction the spectrum using the simultaneous ascending bid method, which allows participants to bid for all spectrum lots at the same time. Bidders can continue to place higher bids until the auction ends. Many countries use this simple method.

Cash-rich bidders are expected to be able to afford to grab the maximum 20MHz bandwidth.

An NBTC source said the subcommittee was concerned that if it set the maximum bandwidth at 15MHz - which would have meant making three licences available - the three incumbent telecom operators might have colluded to grab equal bandwidths of 15MHz each. However, the maximum bandwidth cap of 20MHz can be changed after a public hearing to ensure fair market competition, the source said.

Advanced Info Service chief executive officer Wichian Mektrakarn said yesterday that AIS would go for the maximum bandwidth. Earlier, TrueMove urged the NBTC to cap the total bandwidth available to each bidder at 15MHz.

Settapong said the subcommittee is still considering whether winners will pay the auction licence payment on a one-off basis or in instalments.

He said the subcommittee would finalise the details of the auction soon and submit them for the NBTC telecom committee's approval at the end of this month. They would then be submitted to the NBTC's board, before a public hearing is held. The auction is expected to take place around October.

There will be no N-1 condition applied in the auction. Such a condition would have seen the NBTC auction three licences if there were at least four bidders, two licences if three bidders, one licence if two bidders and drop the auction if there was one bidder.

The NBTC's telecom committee is also working out the licence reserve price, which is expected to be decided at the end of this month. The reserve price is the price level the NBTC thinks is appropriate.

In a related matter, the telecom committee yesterday gave approval to TrueMove and Total Access Communication to test-provide 4G service on Long-term Evolution (LTE) technology, using 1,800MHz blocks.

The committee also approved the request of a subcommittee probing the legality of the 3G service partnership deals between CAT Telecom and True Corp to extend its deadline by another 15 days, as it failed to finish the probe in the scheduled 45 days. The subcommittee can request a second 15-day extension of the deadline.

นายเมธี ครองแก้ว ประธานคณะอนุกรรมการไต่สวนสอบข้อเท็จจริง กรณีการทำสัญญาโครงการ 3จีเอชเอสพีเอ ระหว่างเอชเอสพีเอ ระหว่าง บมจ.กสท โทรคมนาคม และบมจ.ทรูคอร์ปอเรชั่น ในกำกับของสำนักงานคณะกรรมการป้องปันและปราบปรามการทุจริตแห่งชาติ (ป.ป.ช.) กล่าวว่า วานนี้ (17 พ.ค.) คณะอนุกรรมการไต่สวนฯได้เชิญ นายกิตติศักดิ์ ศรีประเสริฐ กรรมการผู้จัดการใหญ่ กสทคนปัจจุบัน มาสอบสวน และขอข้อมูลใหม่ในการทำสัญญาโครงการดังกล่าวเพิ่มเติม โดยประเด็นในาสอบสวน ส่วนใหญ่จะเป็นการให้ข้อมูลเกี่ยวกับการดำเนินงานของคณะกรรมการ (บอร์ด) และผู้บริหารระดับสูงของกสท ในชุดปัจจุบัน ว่าในการบริหารสัญญาที่เกิดขึ้นแล้วจากบอร์ดชุดก่อนเป็นอย่างไรบ้าง มีปัญหา และข้อขัดข้องอะไรหรือไม่ ซึ่งนายกิตติศักดิ์อยู่ในฐานะผู้ให้ปากคำไม่ใช่จำเลย

ส่วนกรณีที่เคยระบุว่า การประชุมคณะอนุกรรมการฯในวันดังกล่าว อาจมีการแจ้งรายชื่อเจ้าหน้าที่รัฐเพิ่มเติมนั้น ที่ประชุมไม่ได้มีการพิจารณาประเด็นดังกล่าว โดยจะยกไปพิจารณาเป็นการประชุมครั้งต่อไปวันที่ 21 พ.ค.นี้ แทนเนื่องจากการประชุมครั้งนี้เน้นการไตร่สวนมากกว่าในประเด็นอื่นๆ อีกทั้ง การหารือเป็นเพียงการหารายละเอียด และข้อมูลใหม่เพิ่มเติมมากกว่า

อย่างไรก็ดี เมื่อวันที่ 8พ.ค. ที่ผ่านมาคณะอนุฯได้ลงมติเป็นเอกฉันท์ สรุปว่า เจ้าหน้าที่รัฐมีการกระทำความผิดในการทำสัญญาฉบับดังกล่าวจริง โดยขัดต่อกฎหมาย และระเบียบ 3 ประเด็นสำคัญ ได้แก่ 1.พ.ร.บ.ว่าด้วยการให้เอกชนเข้าร่วมงานหรือดำเนินงานในกิจการของรัฐ พ.ศ.2535 (พ.ร.บ.ร่วมทุน) 2.พ.ร.บ.องค์กรจัดสรรคลื่นความถี่กำกับกิจการวิทยุกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคม พ.ศ.2553 (พ.ร.บ.กสทช.) และ 3.กระทำผิดตามระเบียบวินัยของเจ้าหน้าที่รัฐวิสาหกิจ ตามประมวลกฎหมายอาญา มาตรา 157 ว่าด้วยการละเว้น หรือปฎิบัติหน้าที่โดยมิชอบ

"คาดว่าระหว่างนี้อาจจะยังไม่มีการแจ้งข้อกล่าวหาบุคคลหรือเจ้าหน้าที่รัฐเพิ่มเติม เพราะคณะอนุฯยังไม่สรุปได้ในเรื่องนี้ และหากการสอบสวนเพิ่มจากซีอีโอของกสทวันนี้แล้ว และไม่พบพิรุธหรือมีการเชื่อได้ว่า การทำสัญญามีการพาดพิงไปยังบุคคลที่ 3 ก็มีความเป็นไปได้ที่จะไม่แจ้งข้อกล่าวหาใครเพิ่ม"

ผู้สื่อข่าวรายงานเพิ่มเติม ว่า สัญญา 3จี ระหว่างกสท กับกลุ่มทรูนั้น ได้มีการลงนามในสัญญา 6 ฉบับ เมื่อวันที่ 27 ม.ค. 2554 โดยเป็นการลงนามภายหลังจากที่สำนักงานอัยการสูงสุด ได้ส่งร่างสัญญากลับมายังกสทเมื่อเวลา 18.00 น.ของวันที่ 26 ม.ค.2554 ซึ่งการลงนามสัญญาดังกล่าวนั้น กระทำในสมัยที่นายวิสุทธิ์ ศรีสุพรรณ เป็นประธาน ส่วนกรรมการประกอบด้วย นายศุภชัย จงศิริ นายบรรณสาร จันทร์สมศักดิ์ นายปราชญ์ บุณยวงศ์วิโรจน์ นายอาคม เติมพิทยาไฟสิฐ,นายกฤษดา กวีญาณ พล.ต.ท.ไถง ปราศจากศัตรู พ.อ.เจียรนัย วงศ์สะอาด น.ส.วลัยรัตน ศรีอรุณ นายอำนวย ปรีมนวงศ์ นายวีระชัย คล้ายทอง ม.ร.ว.ศศิพฤนท์ จันทรคติ และนายจิรายุทธ รุ่งศรีทอง กรรมการผู้จัดการใหญ่

สำหรับขั้นตอนต่อไปจากนี้ทางป.ป.ช.จะส่งหนังสือแจ้งข้อกล่าวหาแก่เจ้าหน้าที่รัฐที่ถูกกล่าวหามารับทราบข้อกล่าวหา และชี้แจงในวันที่ 28 พ.ค.นี้ โดยผู้ที่ถูกกล่าวหาจะมาด้วยตัวเอง หรือจะส่งทนายมาแทนก็ได้ และจากนั้นจะให้เวลาภายใน 15 วันในการให้ผู้ที่ถูกแจ้งข้อกล่าวหา กลับไปทำสำนวนแก้ต่างความผิดแต่หากใครมีปัญหา ก็สามารถแจ้งเหตุความจำเป็น ซึ่งคณะอนุฯกรรมการสามารถขยายเพิ่มให้ได้อีก 15 วัน ซึ่งหากไม่มีปัญหาอะไรอีก คณะอนุกรรมการฯ จะเสนอเข้าสู่ที่ประชุมบอร์ดป.ป.ช.ตัดสินได้ในเดือนมิ.ย.นี้

ด้านนายกิตติศักดิ์ ยอมรับว่า การที่โครงการ 3จีดังกล่าวถูกตรวจสอบจากหน่วยงานก็มีปัญหาด้านการขยายโครงข่าย 3จีแบรนด์ "มาย"ของกสท เพราะขณะนี้ ยังไม่ได้รับการพิจารณางบประมาณในการสร้างสถานีฐานเพิ่มเติมจากกระทรวงเทคโนโลยีสารสนเทศ และการสื่อสาร (ไอซีที) แต่ในส่วนตัวก็เข้าใจการทำงานของทุกฝ่าย ที่อยากให้เกิดความชัดเจนเสียก่อน

กสทช.รื้อเกณฑ์เอื้อAIS-DTACลุย3จี

กสทช. ประกาศ ยกเลิกกฎห้าม “ต่างด้าว” บริหารโทรคมนาคม เปิดทาง เอไอเอส ดีแทค เข้าร่วมประมูล 3จี ได้ด้วย

นายสุทธิพล ทวีชัยการ กรรมการ กิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ “กสทช.” กล่าวว่า เมื่อวันที่ 16 พ.ค.ที่ผ่านมา คณะกรรมการ กสทช. มีมติในที่ประชุมที่จะให้ยกเลิก การกำหนดข้อห้ามการกระทำที่มีลักษณะเป็นการครอบงำกิจการโดยคนต่างด้าว ซึ่งประกาศใช้ตั้งแต่ พ.ศ.2554 แต่ทั้งนี้ การแก้ไขปรับปรุงดังกล่าวยังคงหลักการเดิมของการกำกับการใช้อำนาจควบคุมของคนต่างด้าวในนิติบุคคลไทย พร้อมกันนี้ กสทช. เตรียมเปิดรับฟังความคิดเห็นสาธารณะ หรือ ประชาพิจารณ์ ก่อนที่จะประกาศในราชกิจจานุเบกษา ซึ่งจะดำเนินการแล้วเสร็จก่อนการเปิดประมูลใบอนุญาตให้บริการ 3จี ในปลายปี

ทั้งนี้ ในประกาศได้มีการตัดประเด็นขอความเห็นจากหน่วยงานด้านความมั่นคงออก และกำหนดให้ กสทช. ใช้อำนาจในการกำกับดูแลการประกอบกิจการโทรคมนาคมเป็นสิทธิ์ขาด ทั้งนี้ เพื่อป้องกันมิให้มีการก้าวล่วงในการปฏิบัติหน้าที่ของ กสทช.

โดยมติในครั้งนี้ ส่งผลให้ชาวต่างชาติสามารถดำรงตำแหน่งกรรมการและผู้บริหารระดับสูง ในกิจการที่เกี่ยวข้องกับโทรคมนาคมได้ รวมถึงมีสิทธิ์ออกเสียงตั้งแต่กึ่งหนึ่ง มีอำนาจควบคุมคะแนนเสียงส่วนใหญ่ในที่ประชุมผู้ถือหุ้น หรือสามารถแต่งตั้ง หรือถอดถอนกรรมการตั้งแต่กึ่งหนึ่งของกรรมการทั้งหมด โดยยกเลิกนิยามคำว่า “อำนาจควบคุม"

ทั้งนี้ การยกเลิกประกาศฉบับดังกล่าว เชื่อว่าส่งผลดีต่อค่ายโทรคมนาคมที่มีชาวต่างชาติเป็นผู้บริหาร หรือ กรรมการ เช่น บริษัทดีแทค และเอไอเอส ทำให้มีสิทธิ์เต็มที่ในการเข้าร่วมประมูลคลื่นความถี่ 3จี ปลายปีนี้ได้อย่างไร้ปัญหา เนื่องจากปีที่ผ่านมา ค่ายดีแทคยื่นฟ้อง กสทช.และศาลปกครอง ว่าการออกประกาศฉบับดังกล่าวขัดต่อรัฐธรรมนูญ และปิดกั้นการแข่งขันโทรคมนาคมอย่างเสรีและเป็นธรรม

ด้าน นายดามพ์ สุคนธทรัพย์ รองประธานเจ้าหน้าที่บริหาร บมจ.โทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น (DTAC) เปิดเผยว่า แม้ว่า กสทช. จะปรับปรุงแก้ไขประกาศ เรื่อง การกำหนดข้อห้ามการกระทำที่มีลักษณะเป็นการครอบงำกิจการโดยคนต่างด้าว พ.ศ.2554 แต่ ดีแทค เห็นว่าไม่มีความจำเป็นในประกาศฉบับนี้ เนื่องจากปัจจุบันการประกอบกิจการของคนต่างด้าวมี พ.ร.บ.การประกอบธุรกิจของคนต่างด้าว พ.ศ.2542 ของกระทรวงพาณิชย์ กำหนดสัดส่วนการถือหุ้นของต่างชาติอยู่แล้ว ดังนั้น จึงไม่ควรมีประกาศใดๆ ที่บังคับใช้แล้วมีผลกระทบต่อการลงทุนจากต่างประเทศ.

บอร์ด กสทฯ สั่งยุติโครงข่ายทรูมูฟเอช-มาย

รายงานข่าวจากคณะกรรมการ หรือ บอร์ด บริษัท กสท โทรคมนาคม หรือ CAT ระบุมติบอร์ดว่า มีนโยบายให้ กสทฯ ยุติการดำเนินการเกี่ยวกับการขยายโครงข่ายของทรูมูฟเอช-มาย ที่เกิดขึ้นภายใต้สัญญา 3จี ระหว่างบริษัท ทรู คอร์ปอเรชั่น จำกัด(มหาชน) และ กสทฯ เพื่อให้ได้ข้อสรุปที่ชัดเจน ถึงปัญหาสัญญา 3จี หลังจากหลายหน่วยงานเห็นว่าไม่ถูกต้องตามกฎหมาย

กสทฯ ในฐานะผู้ได้รับใบอนุญาตจากคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ หรือ กสทช. ไม่ดำเนินการขออนุญาตนำเข้าอุปกรณ์เพื่อติดตั้งโครงข่ายให้กับทรูมูฟเอช ส่งผลให้ทรูมูฟเอชไม่สามารถขยายโครงข่ายต่อไปได้ ส่วนการให้หยุดดำเนินการทำตลาดของมาย หรือ ระบบซีดีเอ็มเอ เพื่อไม่ให้เกิดปัญหาตามมา หลังจากที่ไอซีที และคณะอนุกรรมการสอบสวนข้อเท็จจริงกรณี 3จี ของ ป.ป.ช.สรุปว่า สัญญาไม่ถูกต้อง

ด้านนายเมธี ครองแก้ว กรรมการ ป.ป.ช.ในฐานะคณะอนุกรรมการ 3จี จะสรุปการแจ้งข้อกล่าวหาเพิ่มเติมกับบริษัทเอกชน ในวันนี้ หลังจากเมื่อวันที่ 8 พฤษภาคม มีมติเป็นเอกฉันท์ แจ้งข้อกล่าวหาเจ้าหน้าที่ต่อบอร์ด และผู้บริหารสูงสุดของ กสทฯ ที่มีส่วนทำให้สัญญาทรู 3จี เกิดขึ้นไปแล้ว ซึ่งเมื่อวานนี้ บอร์ด กสทช.ขยายเวลาอีก 15 วัน เพื่อให้คณะอนุกรรมการ กสทช. ตรวจสอบอย่างละเอียด

NBTC okays draft regulations on players

New rules will support planned auction of 3G-2.1GHz spectrum licences

The National Broadcasting and Telecommunications Commission (NBTC) on Wednesday approved the draft of new regulations to prevent foreign dominance of local telecom operators, which will be put for public hearing soon.

The new regulations will be enacted under the 2010 Frequency Allocation Law and 2001 Telecom Business Act. The regulations will be used to support the NBTC's planned auction of the 3G-2.1GHz spectrum licences around October.

The term "dominance" in the draft means the direct or indirect control or influence on local telecom operators by foreigners in determining their business policies, management, operation, and appointments of directors to top executives, which can affect their operation.

The dominance is done via share ownership with at least half of the total voting rights, the control of majority voting rights of shareholders, and the power to appoint or remove at least half of total board directors.

Unlike the existing regulations, the draft of the new regulations does not contain the clause requiring the watchdog to consult national security agencies about the suspected foreign dominance. The NBTC views that the foreign dominance issue is not a national security issue.

The new draft contains in the appendix eight ways of foreign dominance the operators have to prevent, unlike the existing regulations, which contained 10 ways of foreign dominance.

One of them is foreign dominance via the nominees of foreigners.

NBTC commissioner Suthiphon Taveechaiyagarn, in charge of NBTC regulation revision, said that the draft is not aimed at preventing foreigners working in top posts of local telecom operators but to prevent a foreign juristic entity from dominating the operators. The draft is aimed at helping telecom operators from risk of violating law governing foreign investment in Thailand.

The operators will also be required to devise measures to prevent foreign dominance by their own.

Suthiphon added that the NBTC already had consulted the Commerce Ministry's Department of Trade Negotiations if these kind of regulations contravene Thailand's commitments to international trade bodies. He said that the department had replied on April 23 that the NBTC's existing regulations already made it clear by including the clause that the regulations could be enforced, except in the case where they contradict such commitments.

Like the existing regulations, the draft of the new regulations have attracted criticism from some telecom operators with foreign partners as it could discourage foreign investment and contradict the country's commitment to international trade bodies.

Supporters of the regulations are of the view that they are needed to protect the telecommunications spectra, which are a precious national resource, and of national interest.

กสทช. เวิร์กช็อปทีวีดิจิตอล ลั่นเคาะเลือกระบบการใช้งานเหมาะสมกับไทยมิ.ย.นี้ แย้มกระบวนการปรับตัวลงทุนเหยียบแสนล้านบาท ชี้ไทยพีบีเอส อินฟราสตรักเตอร์เวิร์กสุดในระบบทีวีดิจิตอล

เมื่อวันที่ 19 พ.ค.2555 พ.อ.นที ศุกลรัตน์ รองประธานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ หรือ กสทช. ในฐานะประธานคณะกรรมการกิจการเสียง และโทรทัศน์ หรือ กสท. กล่าวในการสัมมนาแนวโน้มเทคโนโลยีวิทยุโทรทัศน์ ว่า ขณะนี้ กสทช.อยู่ระหว่างดำเนินการในการคัดเลือกรูปแบบระบบการให้บริการทีวีดิจิตอลในประเทศไทย เพื่อให้เกิดความเหมาะสม โดยคาดการณ์ว่าจะสามารถได้ข้อสรุปใด้ช่วงมิ.ย.นี้ หรือประมาณเดือนหน้า


รองประธานกสทช. กล่าวต่อว่า เบื้องต้น กสทช.คาดการณ์ว่า ต้องใช้งบประมาณการลงทุนในกระบวนการปรับตัวเข้าสู่ยุคดิจิตอลประมาณ 1 แสนล้านบาท โดยแบ่งเป็น งบลงทุนโครงข่ายประมาณ 1 หมื่นล้านบาท เซตท็อปบ๊อก (Set-Top-Box) 2 หมื่นล้านบาท และรวมราคาไลเซ่นส์ด้วย ทั้งนี้ กสทช.ต้องปฏิบัติตามแนวนโบายของรัฐบาลที่แถลงต่อรัฐสภา ส่วนการคัดเลือกนั้นต้องคำนึงถึงเหตุผลต่างๆ หลายเรื่อง อาทิ ปริมาณรองรับในการใช้งาน และต้องดูเทคโนโลยีว่า จำนวนช่องมากเท่าไร เพื่อตอบสนองความต้องการของผู้ให้บริการรายใหม่ และต้องรู้ว่าเลือกแล้วต้องไม่เป็นภาระประชาชน เช่น ราคาเซตท็อปบ๊อก ไม่สูง รวมทั้งมีความคิดเห็นด้านการเมืองในจุดไหนบ้าง และการให้บริการในจุดที่หลากหลาย

รองประธาน. กสทช. กล่าวด้วยว่า อย่างไรก็ตาม การที่แต่ละประเทศจะเข้าสู่ทีวีดิจิตอล มีหลายวิธีการ ซึ่งต้องลงรายละเอียด ขณะที่ กระบวนการนั้น แยกออกเป็น 2 กระบวนการ คือ 1.การสร้างระบบดิจิตอล ซึ่งไม่กระทบกับใครเลย และ 2.การยุติอะนาล็อก ซึ่งกระทบกับคนวงกว้าง ขณะที่ปัจจุบัน ยังมองไม่เห็นว่าจุดไหนคืออุปสรรคในเรื่องดังกล่าว เพราะผู้ประกอบกิจการและประชาชนต่างได้รับประโยชน์ โดยปี 2558 เริ่มกระบวนการสิ้นสุดอะนาล็อก สำหรับประเทศไทย โครงสร้างโทรคมนาคมพื้นฐานที่ทำงานได้อย่างมีประสิทธิภาพมากที่สุด คือ สถานีโทรทัศน์ ไทยพีบีเอส ส่วนกรณี บริษัท ไทยคม จำกัด (มหาชน) สามารถขอใบอนุญาตด้านโครงข่าย หรือเน็ตเวิร์กได้อัตโนมัติ โดยไม่ต้องขอใบอนุญาต

วงการสื่อสารเริ่มกังขา กสทช. ดองเค็มผลสอบสัญญา 3จี แถมตั้งอดีตอัยการสูงสุดที่มีส่วนทำสัญญา เป็นที่ปรึกษาอีก

แหล่งข่าวระดับสูง จากกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) เปิดเผยว่า หลังจากอนุกรรมการ ป.ป.ช.ได้ชี้มูลความผิด อดีตบอร์ด และซีอีโอ บมจ. กสท โทรคมนาคม ต่อกรณีทำสัญญาทำการตลาดมือถือรูปแบบใหม่ กับบริษัท ทรู โดยมีการกระทำที่ขัดกฎหมายหลายฉบับ ซึ่งล่าสุด บอร์ด กสท ได้มีมติให้ยุติการดำเนินการขยายบริการ 3จี ตามสัญญาดังกล่าวแล้ว ทั้งในส่วนของทรูมูฟ เอช และ มาย ซึ่งเป็นระบบซีดีเอ็มเอเดิมของ กสท โดยล่าสุด นายกิตติศักดิ์ ศรีประเสริฐ กรรมการผู้จัดการใหญ่ กสท โทรคมนาคม ได้เข้าชี้แจงต่ออนุกรรมการ ป.ป.ช.ถึงการดำเนินการของบอร์ด กสท ชุดปัจจุบัน ต่อกรณีนี้แล้ว

อย่างไรก็ตาม แม้จะมีผลสอบของอนุกรรมการ ป.ป.ช. รวมทั้งผลตรวจสอบสัญญาของหน่วยงานอื่นๆ ที่สอดคล้องกัน แต่ในส่วนของการสอบสวนของคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) ที่มีการตั้งอนุกรรมการ กสทช.ขึ้น ตรวจสอบสัญญาดังกล่าวอีกครั้งเมื่อเดือน มี.ค.ที่ผ่านมา แต่ปรากฏว่า คณะทำงานชุดดังกล่าวยังคงไม่มีความคืบหน้าใดๆ โดยล่าสุดได้ขอขยายระยะเวลาการสอบสวนออกไปอีก 15 วันจนถึงสิ้นเดือนพฤษภาคมนี้

อย่างไรก็ตาม เป็นที่น่าสังเกตว่า การสอบสวนของอนุกรรมการ กสทช.นั้น ได้มีการแต่งตั้งบุคคลที่มีส่วนในการจัดทำและให้ความเห็นต่อการทำสัญญาฉบับนี้ เข้ามาเป็นที่ปรึกษาด้านกฎหมายของ กสทช.รวมอยู่ด้วย โดยมีการแต่งตั้งนายชัยเกษม นิติศิริ อดีตที่ปรึกษากฏหมายของ กสท ในสมัยนายวิสุทธ์ ศรีสุพรรณ ซึ่งมีส่วนในการพิจารณาการจัดทำสัญญาฉบับนี้มาตั้งแต่ต้น ทำให้มีการวิพากษ์วิจารณ์ว่า การพิจารณาของอนุกรรมการ กสทช.ต่อกรณีดังกล่าว จะเชื่อถือได้แค่ไหน

“มีการคาดหมายกันว่า ทางที่ปรึกษากฎหมายคงไม่กล้าชี้ขาดว่าสัญญาฉบับนี้ขัดกับ พ.ร.บ.องค์กรจัดสรรคลื่นความถี่ฯ ในมาตรา 46 แน่ เพราะตนเองมีส่วนในการพิจารณาให้ความเห็นการจัดทำสัญญาฉบับนี้มาตั้งแต่ต้น และหากผลออกมาไม่ผิดหลักเกณฑ์ อาจส่งผลต่อความน่าเชื่อถือของ กสทช. ทั้งยังจะส่งผลต่อการเปิดประมูลมือถือ 3จี ในย่านความถี่ 2.1 กิกะเฮิรตซ์ ด้วย” แหล่งข่าว กล่าว.

Software Park Thailand has joined hands with the Made in Japan Software Consortium (MIJS), the Association of Thai ICT Industry (ATCI) and Thai Software Export Promotion Association (TSEP) to promote collaboration between the two countries' software industries this year and next.
Software Park Thailand director Thanachart Noomnon said that the park, together with ATCI and TSEP, had signed a memorandum of understanding with Japan's MIJS targeted to generate Bt30 million from software exports to Japan.

The first year of collaboration is focused on delegating software business between Thailand and Japan, while the second year will create joint marketing strategies. "Currently there are around 20 software firms in each country for whom business is marching forward," said Thanachart.

Thai and Japanese software firms will join hands in developing market data, technology transfer through seminars, and expanding market channels in both countries.

Software Park Thailand will play the role of coordinator between the two countries' industries. This year, apart from emphasising development of technology, the park is also focusing on helping software firms reach the market through both in-bound and out-bound routes.

Thanachart added that MIJS is the third Japanese software group to have collaborated with Software Park Thailand, helping them to forge links with Japan software firms such as Kanagawa Information Service Industry Association. There is room for Thai firms in the Japanese market, where demand for software is coming from medium-size businesses across the tourism, retail and healthcare sectors. But strong local partners in the market are required.

To fulfil their side of the collaboration, Thai software firms will help facilitate their Japanese counterparts' provision of software and services to Japanese companies in Thailand.

The National Broadcasting and Telecommunications Commission intends to grant the first three of its four classes of licences for terrestrial digital TV next year, which are expected to spark total investment of about Bt100 billion by 2016.

Natee Sukonrat, chairman of the NBTC broadcasting committee chairman, said the three licence types in question were for programme transmission, for rental of facilities such as broadcast towers, and for channel operators. The fourth class, for providers of ap-|plication services, will be awarded later.

There will be about 50 terrestrial digital TV channels, all using ultra-high frequency (UHF), of which 10 are expected to be reserved for serving the public and the rest for commercial operation.

He estimated that the granting of the licences would result in massive investment, about Bt100 billion, by 2016, of which about Bt10 billion would be for infrastructure, Bt20 billion for set-top box production, and the rest on bids for licences by would-be channel operators.

Satellite operator Thaicom will have to apply for a network licence but will not need to pay the licence fee, he added. This will make it subject to NBTC regulations.

The annual fee for each of these three classes of licences will not exceed 2 per cent of the holders' revenue.

The NBTC will put the draft characterising all four classes of licences to a public hearing on June 18.

Next month it will also announce the broadcast standard for the terrestrial digital TV system, but Natee declined to provide details. The watchdog is most likely to select |the European DVB-T2 standard, which is second-generation technology.

Members of the broadcasting committee will fly to South Africa next week to observe its switch from an analogue TV system to digital, using the DVB-T2 platform. Natee said that like Thailand, South Africa was one of the very few countries that had not yet adopted a digital system for terrestrial TV.

Many telecom, media and entertainment companies, from InTouch to Samart, are interested in entering the terrestrial digital TV business and are waiting for the NBTC to complete all the required regulations.

Meanwhile, the broadcasting committee yesterday approved new regulations for importing set-top boxes for satellite and pay-TV services.

The committee yesterday also approved draft regulations for a broadcasting trial for about 7,000 radio stations.

Natee said most of the stations in the trial process were for community radio.

The draft regulation will cover three types: community service, public service and business service. The radio stations will get one-year periods of approval.

NBTC is expected to launch permanent regulations within two years to cover all radio stations fully.

The committee also approved draft regulations for radio technical standards.

It will put the two drafts to a public hearing process in July, and expects the regulations to be effective by August

New NBTC draft to endorse 7,000 radio stations

The broadcasting committee of the National Broadcasting and Telecommunications Commission (NBTC) approved a draft yesterday allowing over 7,000 community radio stations to air on a trial basis.

A public hearing on the draft will be held this July.

The draft will regulate 6,600 already registered community radio stations and another 1,000 stations that submitted their applications for a one-year trial before April 30 this year.

Community radio stations operate without licences because of a regulatory impasse the past several years.

Col Natee Sukonrat, the broadcasting committee chairman, said the draft would pave the way to process radio licences under its master plan, which has been in force since last month.

Under the master plan, the NBTC has to issue draft regulations for radio broadcasting service and begin awarding licences to radio operators within two years.

Col Natee said the draft would divide radio broadcasting into three areas: public, community and business services.

Public service involves broadcasting information and news from the government, or to promote democracy. Advertising is limited and mainly linked to its content.

Community service provides news and information of interest to a community and serves as a communication tool. Advertising is not allowed.

Business service is for profit _ it serves companies and can have advertising spots.

It will probably be the most difficult area for a radio station operator to acquire a licence when the process starts.

"There will be an auction for radio frequency licences for business broadcasting," Col Natee said.

The draft states the technical standard for applicants to air radio programmes on a trial basis is power not exceeding 200 watts, antenna height not exceeding 40 metres and service area not exceeding 15 kilometres.

In another development, NBTC's broadcasting committee yesterday required set-top box operators for both satellite and cable TVs to seek a permit from the NBTC.

No more charges on True-CAT deal_NACC

An investigative committee set up by the National Anti-Corruption Commission (NACC) yesterday declined to consider more charges in the 3G network deal between True Corp and CAT Telecom.

The probe into the True-CAT deal is 90% completed and its outcome will possibly find irregularities and wrongdoers.

The committee will meet again next Monday.

Former CAT chief executive Jirayuth Rungsrithong and the former CAT board chaired by Wisudhi Srisuphan will have to meet the committee to hear the charges and legal action over the 3G deal awarded to True.

They will be given until June 12 to defend themselves.

Medhi Krongkaew, an NACC board member and the head of the investigation team, said the committee is looking into an allegation against CAT executives which are expected to be finalised by next Monday.

The committee is gathering more evidence and witness testimony before submitting its recommendation to the NACC board, which will ultimately decide whether to forward the case to the court or not.

If the investigation finds anyone breaching law, the committee may consider more charges.

The panel last month said the True-CAT deal would probably violate the laws related to frequency allocation, business practice, competition and public-private joint ventures.

CAT and True, through subsidiaries Real Move and Real Future, on Jan 27 signed the 3G network deal that could pave the way for True to provide 3G service using high-speed packet access technology throughout the 14-year contract life.

Under the deal, CAT allowed BFKT (Thailand), a unit of Real Future, to procure telecom towers and signal systems on its behalf in order to generate 3G bandwidth.

NACC's committee is considering whether CAT's permission for BFKT to manage the 850-megahertz spectrum on its behalf breaches Section 46 of the Frequency Allocation Act, which bans licence holders such as CAT and TOT from granting rights of spectrum management to other parties, as they must use such the spectra on their own.

The announcement will be made by NBTC chairman Thares Punsri and PM's Office Minister Nivatthamrong Boonsongpaisal. The Cabinet on May 20 Sunday acknowledged the decision of the NBTC broadcasting committee to adopt this technology.

The move is part of the NBTC's plan to switch Thailand's radio and TV broadcasting industries into the digital era from analogue, starting this year with a completion target in 2016. The bidding for digital TV spectra is expected to take place next year. The change to a digital terrestrial TV system will affect 20 million households.

The NBTC broadcasting committee will join with free-TV operators to test the service.

The commission intends to make available the first three of its four classes of licences for terrestrial digital TV this year. The three licence types are for programme transmission, for rental of facilities such as broadcast towers, and for channel operators. The fourth class, for providers of application services, will be awarded later.

There will be about 50 terrestrial digital TV channels, all using ultra-high frequency (UHF), of which 10 are expected to be reserved for serving the public and the rest for commercial |operation.

กทม.พร้อมให้บริการ wi-fi ฟรี 20,000 จุดทั่วกรุง

วันนี้ (24 พ.ค. ) ที่ห้องรัตนโกสินทร์ ศาลาว่าการกรุงเทพมหานคร (กทม.)ในการประชุมหัวหน้าหน่วยงาน ซึ่งมี ม.ร.ว.สุขุมพันธุ์ บริพัตร ผู้ว่าราชการกรุงเทพมหานคร เป็นประธานการประชุม สำนักยุทธศาสตร์และประเมินผล (สยป.)ได้รายงานการจัดทำโครงการ Bangkok Wi-Fi ที่ กทม. ร่วมกับบริษัท ทรูอินเทอร์เน็ต จำกัด ติดตั้งระบบเครือข่ายอินเทอร์เน็ตไร้สายฟรีกว่า 20,000 จุด ทั่วกรุงเทพฯ ใน 2 รูปแบบ คือ ความเร็วสูงสุดไม่เกิน 2 Mbps./512 Kbps. ฟรี 5 ชั่วโมงต่อเดือน โดยต่ออายุทุก 6 เดือน และความเร็ว 256 Kbps./128Kbps. โดยไม่จำกัดชั่วโมงการใช้งาน และต่ออายุทุก 6 เดือน เพื่อพัฒนาและยกระดับคุณภาพชีวิตของประชาชนในเขตกรุงเทพฯ โดยจะเป็นการสร้างโอกาสให้ประชาชนสามารถเข้าถึงข้อมูลข่าวสารได้สะดวกในทุกที่ทุกเวลา

นางทยา ทีปสุวรรณ รองผู้ว่าฯ กทม. กล่าวในที่ประชุมว่า โครงการดังกล่าวเป็นการขยายผลจากเมื่อ 3 ปีที่ผ่านมา ซึ่งมีจุดให้บริการ 14,000 จุด โดย กทม.จะเพิ่มจุดให้บริการให้เป็น 20,000 จุด โดยจะทำให้สามารถใช้งานระบบอินเทอร์เน็ตที่มีความเร็วเพิ่มมากขึ้น และประชาชนสามารถใช้งานได้จำนวนมากขึ้นประมาณ 150,000 คน ภายในช่วง 6 เดือน โดยขณะนี้ได้ดำเนินการติดตั้งครบแล้วทั้ง 20,000 จุด โดยพื้นที่ให้บริการจะครอบคลุมสถานที่ที่ผู้ใช้บริการอยู่ในชีวิตประจำวัน เช่น ห้างสรรพสินค้า โรงพยาบาล ร้านอาหาร ร้านกาแฟ สถานีบริการขนส่งมวลชน สนามบิน ป้ายรถประจำทาง เป็นต้น ทั้งนี้ได้สั่งการให้มีการติดตั้งป้ายประชาสัมพันธ์ให้ประชาชนทราบว่าจุดใดมีสัญญาณ wi-fi บ้าง รวมถึงขั้นตอนการใช้งานอย่างละเอียด

นอกจากนี้ กทม. จะมีการติดตั้งเพิ่มเติมอีกประมาณ 1,000 จุด ในส่วนของหน่วยงาน กทม. เช่น ศาลาว่าการกทม. 1 และ 2 สำนักงานเขต บริเวณศูนย์บริการ กทม. โรงพยาบาล โรงเรียน ศูนย์บริการสาธารณสุข ศูนย์กีฬา ห้องสมุด เป็นต้น ซึ่งจะให้มีการกำหนดจุดและติดตั้งให้เร็วที่สุด อย่างไรก็ตาม กทม. ไม่ได้ปิดโอกาสให้บริษัทเอกชนรายอื่นมาติดตั้งระบบ wi-fi ยังมีการเชิญชวนอย่างต่อเนื่อง

เดินหน้าทีวีดิจิตอลในไทย

Share กสทช.-รัฐบาล เลือกระบบยุโรป แจ้งเกิดทีวีดิจิตอลในเมืองไทย ขณะที่แผนสนับสนุนผู้บริโภคยังไม่ชัด ย้ำปีนี้เริ่มออกอากาศ

พ.อ.นที ศุกลรัตน์ รองประธานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) และประธานกรรมการกิจการกิจการกระจายเสียงและกิจการโทรทัศน์ (กสท.) บอร์ดกระจายเสียงฯ กล่าวว่า กสทช.ตัดสินใจเลือกระบบ DVB-T2 (ระบบยุโรป) สำหรับออกอากาศทีวีดิจิตอลภาคพื้นดิน ในประเทศไทย โดยเสนอคณะรัฐมนตรี (ครม.) เห็นชอบแล้วในการประชุมครม.เมื่อวันที่ 20 พ.ค.ที่ผ่านมา


ทั้งนี้ การเลือกระบบการออกอากาศทีวีดิจิตอล ได้รับการเห็นชอบจากที่ประชุมคณะอนุกรรมการและเป็นมติกสทช.ครั้งที่ 16/2555 โดยเห็นว่าเป็นระบบที่มีความเหมาะสมทั้งความก้าวหน้าของเทคโนโลยี การใช้คลื่นความถี่ที่มีประสิทธิภาพ จำนวนช่องที่มากพอในการจัดสรรให้กับการประกอบการแต่ละประเภท คุ้มค่าในการกระบวนการผลิตที่ทำให้ต้นทุนไม่สูงมากจนส่งผลกระทบต่อประชาชน สำหรับราคากล่องรับสัญญาณ (Set Top Box) ของทีวีดิจิตอลระบบนี้อยู่ที่ประมาณ 25-30 เหรียญสหรัฐ

“ขณะนี้ยังไม่มีแผนที่ชัดเจนในรายละเอียดในเรื่องของการสนับสนุนเรื่องกล่องรับสัญญาณ แต่ไม่มีประเทศไหนที่รัฐบาลไม่สนับสนุนหรือช่วยเหลือในเรื่องเซต ท็อป บอกซ์ ต้องมีการสนับสนุนบางส่วน อาทิ ในรูปแบบคูปองส่วนลด เพื่อให้ประชาชนเข้าถึงระบบใหม่ได้มากที่สุด โดยที่ประชาชนไม่เดือดร้อน ซึ่งยังมีเวลาพิจารณาจนถึงปี 2558 จึงจะเริ่มยุติการออกอากาศในระบบเดิม ส่วนปลายปีนี้จะเริ่มระบบการออกอากาศทีวีดิจิตอล” พ.อ.นทีกล่าว

สำหรับแผนการดำเนินงานหลังจากนี้ กสท.จะต้องไปพิจารณาวางกฎเกณฑ์ เงื่อนไขต่างๆ ในการให้ใบอนุญาตทีวีดิจิตอล แผนการจัดสรรคลี่นความถี่สำหรับกิจการประเภทต่างๆ โดยต้องกำหนดสัดส่วนอย่างน้อย 20 ให้กับภาคประชาชน รวมทั้งกำหนดเงื่อนไขที่จะทำให้เกิดการแข่งขันอย่างเสรีและเป็นธรรมของผู้ประกอบการ และการทำความเข้าใจกับประชาชนต่อไป

นายนิวัฒน์ธำรง บุญทรงไพศาล รมต.ประจำสำนักนายกรัฐมนตรี กล่าวว่า รัฐบาลพร้อมสนับสนุนแผนการเปลี่ยนผ่านของระบบโทรทัศน์ในประเทศไทยจากระบบอนาล็อกไปสู่ดิจิตอลอย่างเต็มที่ และเป็นหนึ่งในนโยบายหลักของรัฐบาลที่ได้แถลงต่อรัฐสภา เหตุผลของการเลือกระบบนี้เพราะเป็นระบบที่ทันสมัยและมีประชาชนนิยมใช้มากที่สุด เชื่อมโยงกับประเทศต่างๆในอาเซียน อุปกรณ์มีราคาถูก

ส่วนแผนงานสนับสนุนในเรื่องเซต ท็อป บอกซ์ เป็นเรื่องที่ทางกสทช.และรัฐบาลจะทำงานร่วมกันเพื่อให้ประชาชนเดือดร้อนน้อยที่สุด ซึ่งจะต้องพิจารณาต่อไป ในส่วนของช่อง 9 อสมทและช่อง 11 ที่อยู่ภายใต้การกำกับดูแลของสำนักนายกรัฐมนตรี ต้องปรับองค์กรให้พร้อมกับการเปลี่ยนผ่านไปสู่ทีวีระบบดิจิตอลเช่นเดียวกัน ทั้งในเรื่องการผลิตด้วยตนเอง ที่ต้องเพิ่มขีดความสามารถเพื่อรองรับการแข่งขันที่จะเกิดขึ้น

นายสุระ เกนทะนะศิล รองกรรมการผู้อำนวยการใหญ่ บมจ.อสมท กล่าวว่า ระบบการออกอากาศทีวีดิจิตอลแบบไหนมีความใกล้เคียงกันทั้งเทคโนโลยี ราคา และคุณภาพ แต่คำถามคือระบบไหนจะเหมาะกับประเทศไทยมากที่สุด นี่คือสิ่งที่ทำให้ต้องทดลองก่อนจะตัดสินใจเลือก เพราะฉะนั้น อยากให้กสทช.ทดลองและศึกษาการใช้งานในแต่ละระบบเสียก่อน เพราะการตัดสินใจเลือกไปแล้ว แต่หากพบข้อผิดพลาดจะไม่สามารถแก้ไขได้

กล่องถ้า750-900 บาท เอาจริงๆผมว่าไม่ต้องอุดหนุนก็ยังได้ เพราะราคาประมาณนี้ผมว่าคนทั่วไปน่าจะจ่ายได้
ยกเว้นผู้ที่อยู่ในฐานะยากจนจริงๆ แม้แต่คนยากจนบางทีผมก็คิดว่าน่าจะจ่ายได้เพราะเห็นติดจานแดง(แบบดูเฉพาะช่องไม่เสียเงิน)ตามสลัม ก็ต้องซื้อจาน ซื้อกล่อง ซึ่งก็หลายพันแล้ว

ที่ก่อนหน้านี้ประเทศอื่นๆเขาต้องอุดหนุนผมสันนิษฐานว่า เพราะมันยังแพง และรัฐบาลต้องการให้ประชาชนหันมาใช้ระบบดิจิตอลจำนวนมากโดยเร็ว ถ้าปล่อยให้ประชาชนซื้อเองก็คงจะนาน แต่สำหรับพฤติกรรมประชาชนในไทย ที่ติดจานกันมาก ที่ติดเคเบิ้ลกันมาก เกินครึ่งก็ต้องการดูทีวีชัดๆกันทั้งนั้น ซึ่งค่าใช้จ่ายเหล่านี้แพงกว่าซื้อกล่องดิจิตอลทีวี 900บาทเสียอีก

ดังนั้นหากจะมีการอุดหนุนกันเรื่องกล่องก็ควรพิจารณากันให้ละเอียดรอบคอบ เช่นอาจจะจำกัดเฉพาะผู้มีรายได้น้อย อาจจะให้คูปองลด50-80% จะได้นำเงินไปใช้ในสิ่งที่จำเป็นอย่างอื่น
