I think the city government of Kunming regularly updates its citizens about the progress of this airport through its website, dailies and local television.

New International Airport of Kunming - Changshui International Airport to start off on June 28 ... The current operating Wujiaba airport will be closed as soon as the new airport starts operation.

SO that means all flights at Wujiaba (domestic and international) will be transferred to Changshui.
