Tiruchi airport gets advanced safety system
![]() Airports Authority of India's (AAI) initiative to bolster air traffic management system crossed another milestone with the installation of the advanced ATS Automation System at Tiruchi airport which seeks to enhance safety and efficiency. Developed by Indra Systems of Spain, the system facilitates automatic exchange of flight information between Tiruchi and adjacent Air Traffic Control units, including Chennai and Thiruvananthapuram area control centres besides improving air traffic management through timely information on aircraft movements and integrating meteorological data and aeronautical information. Flight data processing, situation data display, flight data display, control and monitoring display; data recording facility and database management constitute the key components of the system that ensures integrated traffic flow management between different phases of flight besides providing safety nets to enhance air safety. The system would enhance efficiency of aircraft operations through better situational awareness and provides safety alerts to air traffic controllers. Tiruchi is foremost among the Type –A airports in the country to have the advanced system. It displays all maps, routes, reporting points, navigational aids, runways, IAL procedures for the reference of air traffic controllers in addition to providing proximity area warning, medium term conflict detection and minimum sector altitude warning and automatic transmission of ATS messages. Calling it a great day for Tiruchi airport at the inauguration of the system on Sunday, V. Somasundaram, Member, Air Navigation Services, AAI, New Delhi, said plans were afoot to introduce the Automatic Dependent Surveillance Broadcast at the Tiruchi airport soon. The AAI had drawn up a master plan under which new equipment and new systems were being introduced across the country to enhance safety and improve operations. Inaugurating the system, Collector Jayashree Muralidharan said 510 acres of land would be acquired for Tiruchi airport expansion. Acquisition was not an easy affair as many areas were wetlands that involved lot of procedures. A committee comprising officials from agriculture, horticulture and survey departments besides those from the Airports Authority of India had been constituted to study the airport expansion plan without acquiring wetlands. The Regional Executive Director, AAI, Southern Region D. Devaraj said a master plan had been drafted to develop Tiruchi airport further to receive wide-bodied aircrafts. New bridge planned over Kollidam to ease traffic
Finally, a four-lane 800- metre-long bridge will be constructed across the Kollidam at a cost of Rs 81 crore. The new bridge will hive off at the Chennai - Trichy highway after Samayapuram tollgate and lead to Thiruvanaikaval. Once completed, it will smoothen the flow of traffic from the highway to Trichy city, particularly to Chathram bus stand through Thiruvanaikaval.
Unlike the 1836-built bridge across the Kollidam at Anaikarai near Kumbakonam in Thanjavur district where cracks developed in May 2009 and which was subsequently opened to traffic by chief minister Jayalalithaa on January 6 this year following renovation for Rs 6.21 crore, the Thiruvanaikaval bridge over the Kollidam had been declared condemned in 2005. The Kollidam splits from the main branch of the Cauvery at the island of Srirangam, and this bridge connects the temple town to mainland Trichy. Highway officials said since the bridge had been declared weak and unusable by an expert committee as early as 1982, it was closed to traffic except for pedestrians. There was a proposal to temporarily strengthen the surface of the bridge by applying tar so that at least two-wheelers could pass through, many objected to this idea saying the bridge was too weak to sustain such a makeover. However, it was finally repaired so as to make the uneven surface levelled, after which light vehicles were allowed. It was at this time that the then collector T Soundiah submitted a proposal to the government after holding consultations with the Road Safety Council. Ironically, the bridge was used by all kinds of vehicles all along including milk vans in the morning, with the help of conniving policemen. Sometimes, even heavy vehicles used this road after paying off policemen in order to avoid a detour. Though the decision of the chief minister to build a new bridge alongside the existing, dilapidated one was hailed, consumer organizations including the South Indian Consumer Protection Association and president of the Tamil Nadu Bus Operators Federation Dharmaraj told TOI that the four-way lane should be extended up to Cauvery bridge to avoid bottlenecks. For instance, after crossing over the proposed bridge en route to Thiruvanaikaval, the rest of the road leading to Trichy Chatram bus stand is punctuated with potholes. A narrow bridge over the rail line in Periyar Nagar prevents heavy vehicles from easily crisscrossing. There are also a section of people who think that unless the city's traffic woes are redressed in time, the four-lane bridge could pour in such a volume of traffic which the city cannot handle. Divisional engineer of the highways department Ambedkar told TOI that there was already a proposal to make the entire stretch from Samayapuram tollgate to Cauvery bridge at the Ammamandapam junction a four-way as it had been all along. Trenchless technology to bring drinking water to Trichy
The Trichy Corporation in an attempt to tide over the long-standing drinking water problem of the city and expedite the Rs 221 crore expanded drinking water project has embarked upon a new method known as the trenchless technology, for laying of the main pipes.
The ambitions project with help from Japan and the United State's subsidy was launched by the DMK government in 2007 and was to be completed in 2010. The idea was to link the three completed collector wells at Cauvery with the existing water supply system. The inordinate delay of the ambitious scheme to supply 93.26 million litres of water to the people of Trichy was attributed to hurdles in the laying of conveyer pipelines that cut across the Cauvery river from Kollidam at Melur point, a couple of railway crossings and the Trichy-Chennai national highway. As a last resort to expedite the project on a war footing, the Corporation has now taken up the trenchless technology to lay the pipelines across the railway crossings and national highways, said the commissioner of corporation K R Selvaraj who is holding additional charge since March this year. "It would now be completed by September this year if everything goes according to plan," Selvaraj told TOI on Tuesday. When the project is complete, each household will get 180 litres of drinking water every day as against the 135 litre now, he said. The project also envisages the construction of 36 overhead water tanks across the city and only 13 are yet to be completed. Selvaraj further said that the trenchless laying of pipes would be over in about 20 days. Traffic signals to come up along Old Palpannai-Thuvakkudi stretch
On the advice of the district administration, the police department has identified four spots between Old Palpannai and Thuvakkudi where traffic signals could be installed in order to reduce the speed of vehicles.
At a recent meeting to review road works, Collector Jayashree Muralidharan mooted the idea as a possible solution for preventing accidents along the stretch, official sources said. Since there is no scope to erect speed-breakers on national highways, the Collector felt that the option of installing traffic signals at accident-prone spots must be explored in right earnest to prevent loss of lives, sources added. According to a police official, the four spots identified for installation of traffic signals constitute Pappakurichi junction, Ganesha Point, Training Centre, and Anna Arch in Thuvakkudi. The spots were identified by Armed Reserve trainee sub-inspectors based on analysis of accident vulnerability, the official said. The works on overbridges at Ariyamangalam and Tiruverambur are still on and once they are ready, the traffic flow will be smoothened. However, police say that the speed of vehicles will have to be checked all along the traffic-prone stretch with hundreds of residential localities on either sides. The Collector has reportedly communicated to NHAI officials requesting clearance for installing traffic signals so as to regulate speed of vehicles. Police sources said that the NHAI has come forward to erect cat's eye traffic signals and speed retarders at the four identified spots, adding that the task could be completed within a month Meanwhile, the district administration is learnt to be fast-tracking the process of land acquisition for the laying of service lanes, through periodic meetings. Delay in acquisition of lands brings ROB project to a halt
Delay in completing the land acquisition process has halted the construction of a new road overbridge that is coming up across the railway level-crossing on the Oyamari Road in Tiruchi.
The bridge that would connect the Chinthamani area of the city with the Chennai Bypass Road was sanctioned at a cost of Rs.28.50 crore. It was intended to provide quick and easy access to the four-lane Tiruchi-Chennai highway from the city. The four-lane bridge would run for a distance of 640 metres. Service roads, each 5.5 metres wide, would be built along the two sides of the bridge. The project, scheduled to be completed by March this year, has suffered a time over-run with construction being halted midway. The contractor has been given a time extension now. Though the work commenced in May 2010, the project ran into some initial road blocks owing to the delay in shifting of utility lines. Since then the highways department has completed 90 per cent of the work on one side, towards the Chennai Bypass Road, leaving a half-finished bridge. The work could not be taken up towards the city side where about 5,600 square metres of patta lands have to be acquired in the Keezha Devadhanam area. About 75 to 100 families of low income group families, living in huts and tiled houses at Odathurai, would be displaced on account of the land acquisition. Only after the land acquisition was completed that the highways department could resume the work. Enquiries revealed that the district revenue authorities are in the process of fixing the value of the land and buildings that are to be acquired. Once the value is fixed, the acquisition has to be approved by the government. Speaking to The Hindu , a senior officer attributed the delay to the elaborate procedure involved in land acquisition but said the process has been expedited now. The highways department would also be forced to delay the commencement of work on widening the existing bridge across the railway crossing near Periyar Nagar on the Thiruvanaikovil Trunk Road, a project sanctioned over a year ago. Only on completion of Oyamari road bridge could traffic be diverted to facilitate the construction work on the Thiruvanaikovil Trunk Road. A section of city residents also points out that this is not the first project that has suffered time over-runs due to delay in land acquisition. Basic infrastructure takes a beating in Trichy
Despite being one of the largest cities in the state with the presence of world-class institutions like Indian Institute of Management (IIM), National Institute of Technology (NIT) and industries like Bharat Heavy Electricals Limited (BHEL), one of the several infrastructure facilities that lack in Trichy are the bus shelters.
Commuters in the city find it hard to beat the soaring temperatures due to unavailability of bus shelters even in vantage points coming under the city corporation limits. Thousands of people depend on city buses to commute to the places of work daily. Most of them have to use either the Tamil Nadu State Transport Corporation or private buses for their transportation. Unfortunately, the non-maintenance and unavailability of bus shelters at most places add to their woes who are already suffering due to the scorching summer. The situation became worse with the onset of dog days in the first week of May. Since then, the temperature has recorded an average 40 degree Celsius and is expected to remain the same till the last week of the month. According to the Indian Meteorological Department (IMD), Chennai, Trichy district registered 39.8 celsius on Monday. V Maheswari, general secretary of Consumer Rights Movement blamed the Trichy corporation for failing to install and maintain the bus shelters in busy areas such as Palakkarai, Woraiyur, Thillainagar, Puthur and LIC Colony. "Passengers waiting at the Chatram bus stand too do not have proper facilities. Tagged as the main bus stand, physically challenged persons, senior citizens, patients and others are at the receiving end as they do not have any seating arrangements to provide them some comfort while they are waiting for a bus. In Uyyakondan Thirumalai, the corporation removed a temporary bus shelter set up by the residents on the promise of constructing new one, but till now it is yet to fulfil the promise," Maheswari said. M Sekaran, member of the district road safety council said that a sub- committee comprising a regional transport officer, a traffic police inspector, a corporation engineer and others was formed to find out the places to set up, renovate and shift the bus shelters four months back. The committee also submitted a report to the district collector who forwarded it to the corporation for implementation. But the proposal is still pending. Trichy corporation executive engineer Chandran said that the committee took up a survey about the issues considering the problems to the commuters twice. S Balasubramanian, regional transport officer, Trichy said the sub- committee found more than 100 places for setting up new shelters, renovation and shifting of existing bus shelters. The report was also submitted to the corporation. He also claimed that he recently reminded the corporation mayor A Jaya about the matter. Civic body will address delay in drinking water scheme: Mayor
The new drinking water augmentation scheme, being implemented in seven packages at an outlay of Rs.221.42 crore has been plagued with several bottlenecks and the city corporation has been taking all steps to address the issue, said A. Jaya, Mayor.
At a meeting of councillors to explain the problems, she said an additional 37 overhead tanks were under construction in addition to the existing 65 overhead tanks. An additional 1.10 lakh new domestic connections would be added, once the project was completed. Three collector wells for the scheme on the Coleroon at Melur near Srirangam were ready. A power point presentation by officials from the Water and Power Consultancy Services (WAPCOS) was the highlight of the meeting . P.G.Rajan, team leader, and B.Subbaraj and P.Ramasamy, both project engineers, WAPCOS, offered clarification to the councillors. They said that with the project covering the entire city, new water lines needed to be laid across various points, some of them crossing across the National Highways Authority of India (NHAI), National Highways (NH), and the track of the Southern Railway. “Obtaining the clearance from these agencies caused a serious delay,” they said. An exclusive table, titled ‘bottlenecks being faced by corporation' specifically brought out the delay in obtaining the permission from the Southern Railway. For instance, for package IV, the permission for a pipeline across the Tiruchi-Chennai chord line was granted only in January this year, although the proposal was sent by the corporation in December 2009. For another NHAI zone on the Tiruchi- Pudukottai region, the permission was yet to be obtained since the last three years, they said. For the package V, work on construction of six tanks posed a problem, due to change in the location of the site originally identified. “Technical feasibility, objection from the Railway was some of the reasons for the delay,” the officials clarified. However, the DMK councillors were not satisfied with the clarification. |

The Highways Department has commenced work on widening the Kumbakonathan Salai which links the Thiruvanaikovil Trunk Road in the island town of Srirangam with the Tiruchi-Chennai Bypass Road, meeting a felt need of city residents.
The road has been attracting a big volume of traffic ever since the Oyamari Road was closed for work over two years back for the construction of a road overbridge (ROB) across the railway crossing. The winding road that runs along the left bank of the Cauvery River has been struggling to accommodate the heavy traffic, especially after all mofussil buses were diverted through it to relieve the congestion on the Thiruvanaikovil Trunk Road. The development of the road is expected to facilitate smooth flow of traffic and local residents have also demanded that adequate streetlights be provided as the stretch has become a haven for anti-socials after dusk. The Highways Department has begun work on widening the road from the existing width of seven metres to 10 metres. With the road being located on a significantly higher plane from the residential colonies on either side, concrete walls are being built along the left side of the road to create the additional space. According to Highways Department sources, the work has been taken up at a cost of about Rs.3 crore. The work is expected to be completed within the next couple of months. The department planned to widen the road further on the right side to make it a four-lane road with a total width of 14 metres. However, this work will be taken up in the next phase as the department would have to wait until the ROB across the railway level crossing near Periyar Nagar was widened. Only after the ROB was widened that the alignment of the Kumbakonathan Salai could be finalised on the right side, the sources said. This road is more conjested by sand and water lorries, i would have been good to find an alternate direct path, instead of extending this road with lots of turns.Also almost all the major projects are stalled by other projects. Creating sensible drivers and safer roads with Techno Sim
![]() It looks like a video game, complete with an adjustable seat and an LCD monitor that displays different locations and tasks for different modules. But Techno Sim, a car simulator, has been designed with the more serious objective of creating sensible drivers and thus safer roads. Introduced in the city for the first time by Abirami Driving School in Thillai Nagar, the car simulator brought down from Gujarat effectively recreates a variety of on-road situations that the driver will most probably face. “Beginning your car driving lessons on a simulator, rather than directly on the road, will lead to greater levels of confidence,” said S.Poongodi, who runs the driving school. Barring the skeletal frame of a car, the simulator is equipped with all the basic elements of a car: steering wheel, gear, accelerator, brake, clutch, hand brake, wipers (which are displayed on the LCD screen), seat and seat belt. The in-built software runs a range of modules titled beginners, cockpit drill, basic and advanced training among others, using aids like instructional videos and recorded voices. “The cockpit drill module, for instance, instructs the user through an audio-video clip on things he or she must check before they begin driving,” she said. The recorded voice, which is available in either English or Hindi, instructs the user to check whether they have worn their seat belts, if all the doors are locked, if the mirrors are positioned correctly, and if the instrument cluster on the dashboard is flashing any warning signs. Abirami, who will be handling the simulator sessions at the driving school, said that the simulator could train people to inch the car on first gear during a traffic jam, drive at night time, through rainfall (at day or night), uphill or through subways. “It also introduces them to routine lessons such as parking, reversing, manoeuvring around a parked vehicle, and following traffic rules among other things,” she said. The car simulator, which costs Rs. 4 lakh is only the basic model, while there are advanced models that can cost up to Rs.8.5 lakh. According to Ms.Poongodi, there is a growing demand for women drivers in the city today but not enough of them. “Through this simulator-based learning, I hope we can create enough sensible women drivers to meet that demand.” At her driving school, they offer 10-day courses where the first two days will be spent on the simulator to help the learners anticipate situations on the road. “We also have a one-day programme for those who already have a licence but aren't confident enough to take their car out,” she added. http://www.thehindu.com/todays-paper...cle3467907.ece |

Technology provides thrust to surveillance at junction
As technology-oriented integrated security system is being put in place, surveillance is assuming a new dimension at the Tiruchi Railway Junction as dome cameras installed at five locations at Tiruchi Railway Junction are delivering the desired results for the Railway Protection Force (RPF). Movement of people on platforms and circulating area is being monitored effectively from a master control room. Two cameras each have been installed at the first and second platforms and one at the control room.
The concept of round-the-clock monitoring of activities at the railway junction will assume a strong significance when 66 remaining cameras are fixed at locations spread over the length and breadth of the five platforms at Tiruchi Railway Junction, the booking office and the parcel office, according to Divisional Security Commissioner Kumaran. The RPF in Tiruchi will also be equipped with two luggage scanners, two under-vehicle scanners, a parcel scanner, bomb suit and a bomb suppression blanket under the integrated security system conceived soon after the terror attacks in Mumbai in 2008. These gadgets will be supplemented by the presence of dog squad. In all, 71 cameras –18 dome, 30 box and 23 PTZ (pan, tilt, zoom) varieties – and the other equipment will serve as effective deterrents, though there is no threat perception in Tiruchi Divisional Headquarters. Most of the divisional railway headquarters have also been covered under the scheme. In Tiruchi, the real-time monitoring through the cameras that have in-built back-up storage of recordings of one month will be carried out with the aid of seven computer systems in the master control room. At any given point of time, six to seven RPF personnel moving about the railway junction will respond immediately in case of need. Communication about location and movement of suspicious looking persons will be delivered through walkie-talkies. Corporation to seek funds for improving traffic infrastructure
The Tiruchi Corporation has planned to approach the Directorate of Town and Country Planning seeking funds for improving traffic infrastructure in some parts of the city and amenities for devotees visiting the heritage town of Srirangam.
The civic body plans to avail of the assistance from the Town and Country Planning Development Fund under the heads of heritage town development programmes, traffic improvement, and parks development. According to sources, up to Rs.1 crore could be availed for heritage town development programmes and up to Rs.50 lakh for traffic improvement schemes from the directorate. The corporation has already drawn up proposals for developing about 20 parks availing of assistance from the Directorate of Town and Country Planning. According to proposals drawn up by the corporation, the civic body plans to seek about Rs.3.83 crore of assistance for traffic development programmes in the four zones of Srirangam, K.Abishekapuram, Golden Rock and Ariyamangalam in the city from the Directorate of Town and Country Planning. About Rs.10 lakh each is planned to be allotted for putting signboards in stainless steel to indicate names of streets and roads in Srirangam and Ariyamangalam zones. The corporation also seeks to avail of assistance for its proposal on building a foot over-bridge at the central bus stand in Golden Rock zone at a cost of Rs.52 lakh. The corporation has planned to build pedestrian pavements with stainless steel grills along Bharathidasan Road and Thillai Nagar Main Road at estimates of Rs.1.65 crore and Rs.1.46 crore respectively. Under the heritage town development programme, it has been planned to build a canopied pedestrian corridor from Raja Gopuram to Renga Renga Gopuram of Srirangam Ranganathaswamy Temple in ward 1 of Srirangam zone at an estimate of Rs.64 lakh. Roadside parks with parapet walls are also planned to be built along the East, West and North Uttira veedhis in Srirangam at a cost of Rs.40 lakh. If the estimates of the projects exceeded the amount of grant sanctioned, the civic body would meet the remaining expenditure from its general fund, sources said.
