Chinese hackers plan to attack more Philippine government websites

Chinese hackers plan to attack more Philippine government websites, according to their discussions on the Internet.

An online forum of Chinese hackers belonging to the “Silic Group” tagged the Philippine Institute of Development Studies (PIDS) and Bulacan provincial government websites that are next in their firing line.

One forum user even posted usernames and passwords of Bulacan provincial government website administrators.

The Bulacan website remained intact as of 8 p.m. Wednesday. Its log-in page for administrators has a time-lock security feature that prevents people logging in outside regular office hours.

On Wednesday night, a purported hacker from China claiming to be a member of the “Honker Union” also published on Facebook the alleged usernames and passwords of administrators of websites belonging to Radio Mindanao Network (http://www.rmn.ph), the University of the Philippines College of Arts and Letters (http://kal.upd.edu.ph), and the People Management Association of the Philippines (http://www.pmap.org.ph).

The website of the Philippine National Police (http://www.pnp.gov.ph) also seemed to be in error as it showed only a raw index page. However it was not confirmed if the police website has been hacked.

An administrator of the Chinese hackers’ forum at bbs.blackbap.org also boasted about “first-hand” details about the attack that crippled the Department of Budget and Management (DBM) website on Wednesday afternoon.

The message indicated that those who defaced the DBM website are the same ones who attacked the Vietnamese government’s website, gov.vn.

The hackers allegedly discussed their attack on the DBM website in a chat hub for several minutes.

Details about the DBM server webshell address, administrator and publisher accounts were posted online.
While the Philippine government has yet to publish full details about the DBM attack, the Chinese hackers apparently turned the DBM website into a chat room.

“How Come a Small Bitch Border Country are (sic) Overconfident? And Challenged (sic) to Our Chinese Super Hacker (sic)?” the hackers posted on the DBM website in mangled English.

The hackers also post racist comments in the forum, referring to Filipinos as “maids who are going up against the Chinese government.”

One thread on the hackers’ forum, meanwhile, expressed glee at the recent attack on the University of the Philippines website.

It is not clear if members of the forum are the perpetrators of the UP website defacement.

Some of the threads on the “Silic Group” hackers’ forum directly referred to the dispute between China and the Philippines over Scarborough shoal. They indicated that their attacks are linked to the issue.

One forum member referred to the Scarborough standoff as “Huangyan Island incident.”

He said Chinese hackers should “punish the Philippines” and target Philippine websites, “especially its portal.”

Malacañang on Monday said websites of the Official Gazette, the PCDSPO, and the Presidential Museum and Library website were targets of a denial-of-service attack.

“Information gathered through our data analysis indicated that the attack originated from IP addresses assigned to Chinese networks,” Presidential Spokesperson Edwin Lacierda said in a statement.

LGU kag University websites ang target nila...tsktsktsk.

ILOILO CITY, Iloilo – Iloilo province plays host to GlobalPack 2012, the largest international packaging conference and trade exhibition in the Philippines to be held July 26 to July 27, 2012 at the Sarabia Manor, this city.

Leading personalities in the world of packaging, headlined by World Packaging Organization (WPO) president and chief executive officer Thomas Schneider and Filipino Hall of Famer for packaging, Dr. Lejo Brana, will speak at the conference that will tackle important planning milestones leading to a "New Roadmap for Export Packaging," the conference theme. The event is designed to benefit the international packaging industry, Philippine manufacturing, and the country’s small-and-medium scale - enterprise (SME) sector.

Other international speakers include Michigan State University (MSU) School of Packaging professor, Dr. Bruce Harte, who is an adjunct professor in the MSU Department of Food Science and Human Nutrition; Westpack Inc. president and Institute of Packaging Professional (IoPP) fellow Herbert Scheuneman; and Dr. Janice Harte, associate professor in the MSU Department of Food Science and Human Nutrition.

First diploma course on SW management in WV up soon

By Elsa S. Subong
Saturday 14th of April 2012
TweetFacebookYahooEmailShareThis

ILOILO CITY, April 14 (PIA6) -- Solid waste management advocates and practitioners will now have a venue for developing capacities through the first ever diploma course offered by Central Philippine University (CPU).

The course is a graduate program which will officially start in June 2012 and every semester thereafter, under the CPU College of Agriculture, Resources and Environment Sciences.

Engr. Aries Roda D. Romallosa contact person of the college and member of the Regional Ecology Center of the DENR-EMB, said the establishment of this diploma and certificate-based curricula is in partnership with the Deutsche Gesellschaft fur Internationale (GIZ).

Romallosa said this is a response to the need for institutionalized professional education in integrated waste management systems, which is lacking not only in Western Visayas but the country as well.

Romallosa said the Diploma in Environmental Resource Management and Technologies major in Solid Waste Management (ERMAT-SWM) is comprised of seven courses.

Under this Diploma, two certificates plus project study may be obtained, namely, Certificate in Environmental Management and Technology, Certificate in Environmental Planning and Socio-Economics, and Project Study.

Three courses are under the Certificate in Environmental Management and Technology, namely ERM-SWM 121-Environmental Principles and Resource Management Concepts, ERM-SWM 122- Waste Collection, Processing and Monitoring, and ERM-SWM 123- Sanitary Landfill Technology.

For the Certificate in Environmental Planning and Socio-Economics, these are the following courses: ERM-SWM 111- Environmental Principles and Legal Framework, ERM-SWM 112-Environmental Socio-Economics, and ERM-SWM 113- Environmental Planning and Project Management.

On the other hand, ERM-SWM 124, which is for Project Study, is the final requirement for the conferment of the degree, where the student chooses his particular field of study.

Meanwhile, Regional Ecology Center (REC) Program Coordinator Armando Dayrit of the DENR-EMB, said that many of the problems associated with non-compliance of the LGUs to the provisions of Republic Act 9003 or the Solid Waste Management Act, other than lack of priority, is also lack of knowledge and skills of those in-charge of SWM program.

Dayrit said the opening of the course is among the goals of the REC realized, that is, the mainstreaming of solid waste management efforts in the schools (JCM/ESS/PIA-Iloilo)

Ming Yuan College trimester classes up

The Catholic Ming Yuan College-Tech, the education arm of the Monks of Lux Mundi, in Blumentritt, Murcia, Negros Occidental, has announced the start of its trimester classes on July 30, its press release said.

Course offerings for year 2012-2013 are a two-year business entrepreneurship, and the eco-farm-tourism management, a certified program of the Technical Education and Skills Development Authority.

The monks of Lux Mundi have been working closely with Negros Occidental Gov. Alfredo Maranon Jr. to create avenues for international cooperation in agriculture, trade, investments, and building lasting friendship with international and local organizations since 2009, the press release said.

The monastery and demo farm was recently granted a franchise to operate by the Management Association of the Philippines and the Meralco MFI Foundation. It aims to improve the lives of small farmers by promoting innovative educational programs, especially for children; and to help set up livelihood opportunities for agribusiness students, alumni, parents and the communities, the press release also said.

Those interested may contact the school at 345-2309 or 0917-3119938 or email philcsjb@yahoo.com, the press release added.*
