Competition Entry February 2012

For Sanctuary Scotland Housing Association

Competition entry for the second phase of Sanctuary Housing Association's regeneration project in Anderston. As a former Comprehensive Development Area redeveloped in the 1960s, the area currently is currently dominated by high rise flats and a poor quality, disconnected public realm. Collective Architecture's proposal seeks to reintroduce a strong street frontage, based on the traditional Glasgow tenement. with high quality public realm that connects existing civic spaces and landmark buildings. The scheme includes 104 flats and maisonettes, two 4 storey blocks and a 6 storey block that responds to the eclectic roofscape of Anderston Kelvingrove Church and the Savings Bank building on Argyle Street.

The proposed design takes inspiration from existing tenemental form, rhythm and proportion - strong repetitive elements, sloping tiled roofs, projecting bay windows to street elevations and punctuated roof lines. The materials selected are inspired by the sandstone colours of Glasgow, the varying tones and hues range from yellow to purple and this is reflected in the choice of copper, textured brick, sandstone (in selected areas) and tiled roofs.

Winner of an open architectural competition to design a development at the gateway to Govan town centre. The site is one of several project forming part of an overall regeneration works to the Govan area.
The site wraps around an existing tenement building, affectionately known as the ‘Potted Heid’ The main 6 storey Gateway block has been set back at an angle from the pavement edge to open up a vista towards the the Potted Heid, in effect using the new development to define and make explicit this actual existing gateway created by the existing building. The space between the flats and the pavement will contain a new, small urban square. There is a small roof garden on the top of the Gateway providing sweeping views of Glasgow.
The Terrace is a 5 storey structure adjoining the Potted Heid on the other side to the Gateway block and sits against the pavement, following the gentle curve of this boundary edge. This building picks up the main architectural features of the tenement by carrying through string course and parapet levels on the new facade. The Crescent, to the south of the site, is made up of lower rise flats and terraced houses with private gardens.
The materials are kept intentionally simple with a buff multi brick being used through the entire scheme. This brick was chosen as the colour and tone range is very varied and reflected the idea of the tones and colours in the Potted Heid. Breaking up the brick are a series of vertical cladding panels in gold, which reflects the lighter straw coloured brick on surrounding buildings.
The cladding comes in rolls and is worked on site rather than preformed cladding cassettes to create a more textured uneven look, again to pick up on the textures and colours visible on the Potted Heid. The Terrace block site on a base of polished concrete block which replicates the pink granite used on the Potted Heid. Windows and french window balustrades are coloured to match the gold cladding.

I'm really liking the housing work going on in Govan. Some really decent stuff happening there, they appear to be getting it right for a change! More of the same across the city!

Agreed. Govan Housing Association are well ahead of the game, and the area is benefiting enormously.

With luck, their approach will rub off on the likes of Queen's Cross Housing Association, sadly still persisting with horrific schemes like this.

Potentially ANOTHER 1200 houses going up in the southern suburbs.

DIGGERS have been spotted carrying out work on a site earmarked for a controversial 1200 house building project on greenbelt land ...

before publication of the results of a public consultation into local development.

Furious residents say East Renfrewshire Council's consultation on a document known as the, "Main Issues Report," contains an option for a large-scale housing development on the site, at Maidenhill, Newton Mearns.

They fear that despite more than 1000 objections to the ideas outlined in the report, development is pressing ahead without proper consultation.

However, the council insist there is no need for any kind of permission for the work taking place at Maidenhill.

And they also say that no permission has yet been granted to build houses on the site.

Local resident and campaigner Caroline Viney said: "The contractors for the developer were on site doing some digging, and some of us have taken photographs.

"The Main Issues Report that's been put out to consultation – there's been no agreement on that, 1400 people have objected to that.

"People feel that they're being ignored and it's just going ahead in terms of preparing the site before a proper consultation.

"The council will say that the owner of the site is allowed to do what they want on it, but are they allowed to build houses if 1400 people are saying they object?

"The Main Issues Report is a consultation, not a planning application.

"We don't have the infrastructure here to cope with 1200 new homes. The health centre isn't big enough, the schools aren't big enough."

But East Renfrewshire Council insist there is no link between the work being carried out on-site, and the options being considered in the Main Issues Report.

A council spokeswoman said: "The work referred to is not being carried out on behalf of the council, nor is it being undertaken with the council's knowledge.

"As this land is privately owned, the landowner does not require the council's consent to undertake this activity.

"The site does not have any planning consent for residential or any other form of development."

The site at Maidenhill is split and owned separately by property developers Taylor Wimpey and Cala.

Marlaine Lavery, Strategic Land and Planning Manager for Taylor Wimpey West Scotland, said: "Taylor Wimpey can confirm that it owns land at the most southern part of Maidenhill in Newton Mearns.

"However it can also confirm that no preparatory or investigative works involving heavy plant machinery has been instructed on its part of the site.

"East Renfrewshire Council is considering this site as an option for a potential development site in the future, however this still has to go through the local development plan process.

"Taylor Wimpey will continue to work alongside them to investigate the best development options available for this site.

"Taylor Wimpey is fully committed to proactively engaging and consulting with all local stakeholders on its proposals, to ensure that any proposed development on its land contributes positively to the area."

And a spokesman for CALA Homes (West) said: "CALA is undertaking early exploratory site works at Maidenhill to determine ground condition at this location."

WORK STARTS ON GLASGOW TENEMENTS SAVED FROM DEMOLITION



Tenements previously earmarked for demolition will now provide 44 new affordable homes for a local community in Glasgow.

The improvement of the traditional red sandstone flats on Ancroft Street represents the final stage of a major development on Garscube Road by Queen Cross Housing Association.

The work will complement the Association’s newly completed 117 unit new build development in the area which has transformed what was a neglected corner of the city.

Louise Smith, the Association’s Director of Property Services, said:”Tenements remain highly desirable properties and are important to sustaining our neighbourhoods and the city’s architectural heritage.

“The Ancroft Street development represents a large investment in high-quality, affordable flats by the Association. We’ve been progressing this development for a number of years and it has been made possible by the Scottish Government providing grants of nearly £1.75 million through Glasgow City Council for the works.”

The development of one and two-bedroom flats includes 16 affordable flats for sale for first time buyers as well as 28 flats for social rent. The comprehensive rehabilitation project benefitted from funding under the Scottish Government’s Innovation & Investment Fund.

CCG (Scotland) Ltd is the contractor appointed to the carry out the work which is expected to complete in early 2013. It includes remodelling the flats and back court areas to provide accommodation and amenities to meet today’s standards.

Managing Director, Gary MacGregor, welcomed the start of the project. He said: “CCG are delighted to be working with Queens Cross Housing Association to bring the derelict properties at Ancroft Street back into use and ensure they provide quality homes for generations to come.

“Re-using existing buildings is one of the biggest contributions that can be made towards sustainability in the built environment. Saving these tenements from the bulldozer is a real testimony to the dedication of the staff and committee at the Association.”

Holmes Miller is implementing the masterplan for the Oatlands Regeneration project on the south bank of the River Clyde, opposite Glasgow Green.
The master plan regenerates the area with a substantial amount of new housing, for both social landlords and for private sale. The elevation styles of the housing are tenure-blind in order that the community appearance, which is controlled through the masterplan guidelines, is unified.
There is a limited palette of materiality for elevational treatment, boundary definition and street furniture, which further strengthens and enhances a sense local identity.
The accommodation is a range of housing types from 6 storey flats overlooking the river Clyde, 4 storey tenement flats, 3 storey townhouses and 2 storey detached and terraced family houses.

say whut? There are no tower blocks in Oatlands, the nearest are over in Hutchiston/Gorbals.

Good to see Oatlands coming along, how much of it is completed? I've seen those riverside flats from across in the Green but never actually ventured over.

This is the barren land,right next to Shawfield.!Its right on the border with South Lanarkshire and it looks as if theve waited to the new EERR was opened(last month),before comencing with construction (makes economic sense.!).
On the photo above,the coloured left hand side is Oatlands and the bit on the right(above Richmond park)and next to the river and facing Glasgow green is Hutchenstown!.
The Grey bit further North, is the Gorbals and where you see Glasgow green finishing.is Laurieston!.
Its fanatastic to see the amount of work going on in this area now,after so many delays over the years.!The one eyesore(Shawfield stadium)still remains,but maybe this construction,will force them to get the finger out and do something about it.!

Obviously not the buildings fault but for some reason Ancroft/Nansen St seemed to be the dodgiest place for miles around.

FINAL STAGE OF GHA £1.2BN PLAN WILL SEE FLATS DEMOLISHED




Glasgow Housing Association's proposals will raze tower blocks in Drumchapel and Royston. Improvements will also be carried out at homes in Cranhill and Levernwood under the plans, which have already been approved by residents.

It has already seen tens of thousands of homes modernised and upgraded, and a further £102million of work is to be carried out between now and 2015. In Royston, three tower blocks in Rosemount Street – numbers 20, 39 and 40 – will be demolished in 2014, after more than 400 tenants who live in the three high-rises are rehomed.

In Drumchapel, the multi-storey block at 15 Linkwood Crescent will be demolished. More than 130 tenants in the flats will be re-housed in the area and work to demolish the block is due to begin in 2015.

GHA bosses said the other two tower blocks at 27 and 39 Linkwood Crescent will be kept and an upgrade is due to get under way to the hundreds of homes. More than 125 tenants, who live at 56-114 Pinmore Street and 170 and 180 Nitshill Road, Levernwood, will see their homes upgraded, with "extensive investment" work to be carried out.

This will include internal improvements such as rewiring, new kitchens and bathrooms. External overcladding, repairs to windows and treating dampness will also be carried out where required. Tenants and residents in both areas have been consulted on the proposals.

Work is already under way on the refurbishment of three multi-storey blocks – 138 Fastnet Street, 25 Soutra Place and 7 Longstone Place – in Cranhill. More than 300 tenants have recently had new kitchens and bathrooms installed, as well as new windows and heating systems, re-wiring and overcladding.

The plans have revealed the blocks will benefit from more upgrades, including a new concierge station. The plans for the four communities come as Glasgow Housing Association finishes its review of every home it inherited during the stock transfer in 2003.

Alex McGuire, GHA's executive director of development and regeneration, said: "We consulted closely with residents in each of these neighbourhoods. Every area was different and we have brought forward plans that we think best meets the needs now and in the future of that community.

"Where we have decided to keep homes we will carry out major refurbishment work to make the houses modern, comfortable and attractive. In some cases, where demand for properties is much lower and the flats are too expensive to maintain, we have decided to go ahead with demolition to make way for future regeneration work. It also means every GHA community now has certainty over its long-term future."

Glasgow’s Strategic Housing Investment Plan 2012/13 to 2014/15


Purpose of Report:

The purpose of this report is to seek approval for Glasgow’s Strategic Housing
Investment Plan (SHIP) 2012/13 to 2014/15 and for its submission to the
Scottish Government.

Recommendations:

Members are invited to approve Glasgow’s Strategic Housing Investment Plan
2012/13 to 2014/15 and agree to its submission to the Scottish Government; and
to refer the SHIP to the Regeneration and the Economy Policy Development
Committee for further consideration.


1. BACKGROUND

1.1 The Scottish Government has developed a Strategic Housing Investment
Framework for the allocation of Development Funding to local authorities. As part
of this Framework, all local authorities are required to submit a Strategic Housing
Investment Plan (SHIP) annually to the Scottish Government. This SHIP is the fifth
to be submitted for Committee approval.
1.2 The draft SHIP has been prepared in accordance with revised Scottish
Government Guidance issued in January 2012.
1.3 The draft SHIP 2012/13 to 2014/15 is available in the Members’ Library. Part 1 is
the main document. Each local authority must complete interactive electronic
templates as part of the SHIP (Part 2). The contents of the electronic templates
are summarised in Part 1. The complete SHIP document, including the electronic
templates, will be placed on the Council’s website following approval by the
Executive Committee. Part 1 is attached as an Annex to this report.
1.4 As the timescale for preparation of the SHIP after issuance of guidance was very
short, consultation was by necessity limited. Part 1 outlines our approach and
consultation through the Local Housing Forum network through the cycle of
meetings that had best fit with the timescale for submission of the SHIP. The final
consultation on Glasgow’s Housing Strategy was completed last Autumn and
feedback helped inform this document. The ten Local Housing Forms – part of the
Housing Engagement network attended by Housing Associations across the city –
were also consulted on the key investment priorities first identified in SHIP 2011/12
to 2015/16 and which it was proposed should be re-affirmed in the current SHIP.
Feedback confirmed support for our investment priorities.
1.5 The deadline for submission of Local Authority SHIPs was 30 March 2012. SHIPs
could be submitted to the Scottish Government subject to Council approval given
Committee timetables. A draft SHIP has, therefore, been submitted subject to
Committee approval. This SHIP, although prepared before the deadline, is being
submitted to the first available Committee.

2. GLASGOW’S HOUSING STRATEGY 2011 to 2016

2.1 The SHIP is an annex (in effect, an affordable housing investment delivery plan) to
the Council’s Local Housing Strategy (LHS) which was approved by the Executive
Committee at its meeting on 1 March 2012. Glasgow’s Housing Strategy makes
an assessment of the local housing market, sets out the housing issues and
priorities for the city, and provides a strategic framework for future investment and
management. It represents a shared understanding developed in partnership
between housing agencies, other stakeholders and the local community.
2.2 The Strategy has three Strategic Themes (Regeneration, Accessibility and
Delivery) and fifteen strategic outcomes. The SHIP outlines the delivery plans for
affordable housing investment to meet relevant strategic outcomes.

TOP DESIGN AWARDS FOR CCG’S HOUSING PROJECTS ACROSS GLASGOW



CCG (Scotland) Ltd projects were the runaway winners in the Affordable Housing category at this year’s Scottish Design Awards.

CCG scooped the top award along with claiming the runner-up spot and receiving a third place ranking for another one of their projects.

The Scottish Government has today put forward proposals to further restrict the right to buy housing policy.
Announcing a consultation on the issue, Housing Minister Keith Brown said reducing the number of people living in social rented accommodation who have the right to buy their homes will boost the supply of social housing across Scotland.
The proposed changes would cut the discounts available to those who wish to purchase their home through right to buy and place greater restrictions on where it would be available, for example, in areas where housing is in under particular pressure.
The changes could lead to up to 20,000 fewer social homes being sold off over the next 10 years, helping to boost the stock of affordable homes for rent.
While the main focus of the consultation is on tightening the current rules around who qualifies for right to buy, it also raises the possibility of ending right to buy all together at some point in the future.
Mr Brown, who was speaking at the Scottish Federation of Housing Associations’ (SFHA’s) annual conference, in Glasgow, said:
“I want to ensure that social housing is protected for future generations, providing homes for the people and jobs in the Scottish economy.
“Over the years, the sale of hundreds of thousands of properties under right to buy has led to a haemorrhaging in our social housing stock.
“Councils have been willing to start building again – backed by £115 million from this government - because they know that those houses will continue to be available as affordable houses to rent for future generations.
“However, over half a million tenants still have a right to buy entitlement, and over 200,000 of these have the preserved right to buy, with excessive discounts that I do not believe can be justified.
“As well as eroding the asset base, right to buy leaves landlords out of pocket, which can lead to higher rents for remaining tenants, and make it harder to invest in new stock.
“That is why the Scottish Government has, today, launched a consultation on the future of right to buy in Scotland.
“We are asking two main questions - should tenants who still have the preserved right to buy be moved onto the modernised right to buy? Or, should we simply end all right to buy entitlements once and for all?
“I know that right to buy is an area where many people have strong views and this consultation is an opportunity for everyone to tell us what they think.”
Commenting on the launch of the consultation, Graeme Brown, Director of Shelter Scotland, said:
"There’s no point in running a bath with the plug out but that’s what we continue to do when we build good quality affordable homes for social rent and then sell them on at a discounted price.
“In the last ten years 92,000 homes were lost though Right-to-Buy in Scotland, meanwhile 156,000 households are on the waiting list for a home to call their own. For these families and individuals – and in particular children - the lack of social housing is like a nightmare with no end in sight.
“We welcome the steps the Scottish Government has already made to reduce the negative impact of Right to Buy and hope this trend continues.”
