mnemonick baka Public-Private Partnership project siya. In any case, super pro ako sa ordinance na ito! maganda itong simulan sa heritage district (Sto. Rosario)... and then sa entertainment district.

TheJMP617, could the power interruption a while ago be because of the ordinance? I hope so! pero di pa siguro. di pa naman sya nafa-finalize. Sa May 30 pa paguusapan ng mga konsehal hehe

Angeles will be wow city pag nag push through to, it will actually be a city of global aesthetic standards, kung magawa yan, chicken nalang gawin ang mga designated jeepney/bus stops within the city para neat and organized na ang mga daan just like Singapore

Tantingco: Corona and Abad Santos


SURE, Renato Corona gave a good excuse for not including his dollar accounts and co-mingled assets in his SALN.

But a good excuse is still an excuse, and honorable men don’t make excuses.

The Constitution requires public officials to disclose “all” their assets, and “all,” I suppose, includes dollar accounts.

But because the Constitution says “as the law provides,” Corona seizes the word “law” and cunningly interprets it to mean the Foreign Currency Deposits Act (FCDA), which prevents banks from disclosing private dollar accounts.

But the FCDA prevents banks, not depositors. Depositors like Renato Corona can of course disclose their dollar accounts, and in fact should disclose their dollar accounts, because that’s what the Constitution says.

It was quite disingenuous for a member of the Supreme Court, especially its Chief Justice, to apply a law to himself when it’s clear it applies only to banks.

Well, Corona was probably only echoing the interpretation that everyone else in government has been using to also hide their dollar accounts.

Or he probably just needed to save his neck because, as Miriam Defensor Santiago said, “It’s only natural that a person will choose an interpretation most favorable to him.”

Except that Renato Corona is not just any person, or any public official. He is the Chief Justice of the Supreme Court. Or, to borrow his own description of himself, “the Chief Justice of the Republic of the Philippines.” A Chief Justice’s interpretation of the law is supposedly the wisest interpretation of the law.

But if Renato Corona’s interpretation of the Constitution is that the phrase “as the law provides” refers to FCDA, and his interpretation of FCDA is that it applies to depositors and not just banks, then the Chief Justice has just given all the thieves and crooks in government a tip on how to hide their loot: simply put it in your dollar account.

It will be safe there, the Chief Justice says, because no court in the land—not trial courts, not an impeachment court, not even the Supreme Court—can force the bank or the depositor to reveal it.

My God, if I had a law firm and one of my lawyers interpreted the law that way, I’d fire that lawyer.

The Filipino People through their elected senators should do the right thing and fire this Chief Justice. With that silly, self-serving and dangerous interpretation of the law, he should not be allowed to stay another day in office.

The question is, will our senators, who I’m sure also have dollar accounts and are also hiding them and also using Corona’s interpretation of the law, sympathize with him and acquit him? Or will they be hypocrites and convict him?

Or will they rise above themselves and convict him and then disclose their dollar accounts, too? That would be a new day for the Philippines.
Renato Corona had one chance to rise above himself last week and he blew it.

That televised meltdown of a Chief Justice I’m sure upset a lot of people. To feel better, we should probably remind ourselves of one moment of glory achieved by another Chief Justice, Jose Abad Santos, who I’m proud to say was a Kapampangan.

When World War II broke out, the entire government of the Philippines, led by President Manuel L.

Quezon and Vice President Sergio Osmeña, fled to the United States. Chief Justice Abad Santos chose to stay behind, at great risk to himself and his family.

The Japanese captured, imprisoned and then executed him. Before he died, he had reportedly told his weeping son, Jose Jr., “It is an honor to die for one’s country.”

Chief Justice Abad Santos gave up his life for his country. Chief Justice Corona was only being asked to tell the truth for his country, and he couldn’t do it.


Chief Justices can be honorable and dishonorable.

They can sink to the level of a septic tank or they can rise to real greatness, capable of heroism and martyrdom. I remember one Chief Justice during martial law who went around holding an umbrella for Imelda Marcos.

Jose Abad Santos is actually just one of many Kapampangans who have distinguished themselves as members of the Supreme Court, either as Chief Justice or as Associate Justice.

The last two predecessors of Corona were Kapampangans: Artemio Panganiban of Candaba and Reynato S. Puno of Guagua.

Chief Justice Panganiban has been described by Justice Antonio Carpio as “undoubtedly the most prolific writer of the Court, bar none,” while Chief Justice Puno is best known for his decisions favoring victims of military abuse, including the Writ of Amparo, which gave families access to military records.

The country’s first Chief Justice, Cayetano Arellano (1901-1920), was from the Kapampangan-speaking town of Orion, Bataan.

Other Justices of the Supreme Court from Pampanga were: Antonio Villareal (1925-1940) of Arayat, Jose Gutierrez David (1951-1969) of Bacolor, Roberto Regala (1962-1975) also of Bacolor, Hugo Gutierrez Jr. (1982-1993) of Lubao, Jose Melo (1992-2002) of Angeles, Jose Vitug (1998-2004) of Lubao, and Vicente Mendoza (1994-2002) of Macabebe.

The following were also Kapampangans although they were born outside the province: Jesus Barrera (1959-1966) of Concepcion, Tarlac; Arsenio Dizon (1960-1971) also of Concepcion, Vicente Abad Santos (1979-1986), nephew of Jose Abad Santos, born in Concepcion; Flerida Ruth Pineda-Romero (1991-1997) of Tondo, with roots in Sto. Tomas, Pampanga; Camilo Quiason (1993-1995) of Manila, probably with roots in Angeles; and Minita Chico-Nazario (2004-2009) of San Miguel, Bulacan, with roots in Masantol.

Justice Ricardo C. Puno, Sr. of Guagua, the father of Ricardo “Dong” Puno, Jr. and former DILG Secretary Reynaldo Puno, was an Associate Justice of the Court of Appeals.

Estelito Mendoza was another Kapampangan legal luminary who may not have become a Justice but, like Ricardo Puno, served the country as Minister of Justice.

Kapampangans do have a tradition of excelling in the field of law. In fact, the first Filipino layman to become a Doctor of Laws was a Kapampangan from Angeles, Mariano Paras Henson, son-in-law of the town’s founder, Don Angel Pantaleon de Miranda, and ancestor of the Nepomucenos.

And to help sustain this tradition, Holy Angel University will soon put up a College of Law and produce lawyers who will be, more than anything else, honorable.

congrats sa Poracay! Pag-asa ng Manibaug district ng Pampanga. Dapat matapatan nito ang Jed's Island ng Bulacan one day.

Yung mga bago kong kakilala, pag tinatanong ko palagi kung nakapunta na silang Porac, palaging sagot nila. "Oo, pero sa Poracay pa lang." Meaning ito ang initial attraction sa karamihan ng mga non-Poraquenos talaga.

correction lang sa article: there is no "Barangay Manibaug." Tatlo ang barangays na may Manibaug, namely: Manibaug Paralaya, Manibaug Libutad, and Manibaug Pasig. Poracay is in Manibaug Pasig.

Resort cited for contribution to tourism

PORAC -- Municipal government cited on Monday through a Municipal Council resolution the massive contribution to local and international tourism of Poracay Resort in Barangay Manibaug here.

During the Monday flag raising rites, Municipal Council majority floor leader Councilor Ludi Muli read the resolution which noted the growing influx of tourists in the town, particularly Poracay, and its contribution to the town’s economy.

Poracay is a man-made resort carved from the once-lahar-covered area. It now houses pools, villas, cottages, zip lines, a lagoon from recycled water for kayaking and other recreational facilities.

Dela Cruz said the local government will support Poracay in its expansion as well as development of surrounding areas.

“Definitely we will support upcoming developments there and help in promoting the resort. Even my relatives abroad have bookings already because they have heard much about Poracay which is uniquely Poraqueño,” he said.

Rogie Ayson, the man behind Poracay, thanked the officials and vowed to continue pushing for tourism growth in the town.

“There is much to see and do at Poracay. Like in Boracay, we now have regular weekend activities like concerts and many more. We hope to help more in promoting tourism in Porac,” he said.

Akala ko resort lang ito for wakeboarding, pero hindi pala! Para itong Lakeshore, although more on town houses ang binebenta, hindi mansions.

28 May 2012 - The cultural group ArtiSta.Rita arrived in San Francisco and visited the Philippine Consulate General on May 18 prior to their Bay area performance.
ArtiSta.Rita is an organization designed to promote the Arts - visual, performing and literary. It is composed of a group of artists who share a common passion for music, culture and the performing arts. Its foremost mission is to impart and improve our cultural consciousness through appreciation for the culture and the arts.
2012 marks the group's 11th year of existence. Since 2011 they had successfully produced four Kapampangan albums, produced numerous musical productions, staged not only in Pampanga and in the Philippines but also in the United States. This 2012 tour is their second U.S. Tour.

The group's Bay area show, a musical zarzuela entitled Mikit Tamu King Milabas (Romancing the Past), was held at the South San Francisco High School Auditorium on May 19.

San Francisco is the third stop in this second U.S. tour, with performances in San Diego, Los Angeles, New York and Guam. Once again ArtiSta.Rita brings a little bit of home and pride of cultural heritage to the Filipinos in this part of the world. END

The photo dump on Guagua looks OK, except for the eyesore spaghetti wires.

BTW, I've heard of Dragonair picking DMIA for its Hong Kong flights, pero I was wondering kung di pa saturated masyado ang market for that destination? Also, kaya ba ng DMIA ang passenger traffic? Let's be honest here: I recently went on a trip abroad and I noticed DMIA is... not yet ready for take-off. There's just so much that needs to be done. Heck, even the bathroom at the arrival area for international flights is, er, too small: only two cubicles and two urinals and one sink. The customs area looks makeshift. Airport employees don't have uniforms. In all, the airport feels sooo small and poor. And as much as I would like to be proud of this airport, given its promise in the future as the country's main gateway, I just couldn't. As it were, DMIA officials should stop putting on the hype and start doing actual work. Just my two cents.
