It wasn't an error at all, usually architects and engineers start to measure from the finished main ground floor slab, not from the lowest open-air entrance.

LOL didn't know that. But why do they use this kind of measurement if they know CTBUH will change their numbers?

will topping out occur when steel has reached the roof level, or the top of the parapet? i would prefer the latter, since it will be the truest indication of the uppermost extent of the tower form sans comm ring / spire / antenna?

I think the simple squared new base of WTC 1 together with less obvious antenna will enhance the architecture of pure shaft of the tower. The original WTC was often derided as bland but sometimes keeping it simple gives a more timeless design. I don't think the highest point of the mast is very important as many buildings are taller these days so making it more visual distracted from the overall building IMO ? When this is done it will be there but your eyes wont focus on it, kind of like the top antenna of the ESB.

They follow construction and planning logistics. Measuring from another elevation would make things more confusing, specially when the project is located on a topographic terrain, so they establish the finished ground floor as the standard. Though you get a good point, they should have configured their numbers to fit perfectly CTBUH's standards.
