Yes that is the height limit in downtown Miami since the International Airport lies 5 miles/8 km. due west and the runways take aircrafts directly over the center of the city. The Federal Aviation Administration has to approve of anything higher than 1,010 feet. This tower was suppossed to be 1,049 feet which would have made it the tallest skyscraper in the entire southern US but was cut back.
