But there's no way you can say 'magnitude' and 'height' are your main criteria and delegate Panama City #4. In both magnitude and height, Panama City leads. I guess if you consider magnitude # of buildings over 50m, then Sao Paulo or Rio might have a chance, but that would be a very subjective number choice either way.
