Nope. MPTC elevated connector road starts at buendia and ends at segment 10 or vice versa. Coming from buendia, motorists will need to traverse segment 10 then segment 9 to reach NLEX.

Segment 9 and 10 are both at grade expressways.

P-Noy vows gov't committed to ensure inclusive growth

Last week, Metro Pacific Investments Corp. (MPIC) chief Manuel Pangilinan and San Miguel Corp. (SMC) president Ramon Ang unveiled before President Aquino the North and South Luzon Expressways (NLEX and SLEX) connector project with an eight-kilometer harbor link and Skyway 3.

The NLEX-SLEX that MPIC seeks to build will connect the north and south ports, Ninoy Aquino International Airport and Clark freeport, providing a separate road and faster inter-regional movement of people and goods between Central Luzon and Metro Manila.

The SMC project for Skyway 3 is being undertaken as a continuation of the existing franchise of the Philippine National Construction Corp. (PNCC).

The National Economic and Development Authority board chaired by Aquino also approved on Wednesday the implementation of phase 2 of the Ninoy Aquino International Airport (NAIA) Expressway project and the National Sewerage and Septage Management Program.

The government has also allotted P2.7 billion for the upgrading of the 35-year-old Navotas Fish Port and the upgrading of the 47.5-hectare complex that will be completed in 2015.

The Bureau of Customs also released P200 million to install an online inspection system during the second half of the year to make all X-ray data available in real time.

The government also released P2.5 billion to the National Electrification Administration, reinforcing the government’s commitment to energize off-grid communities through the Barangay Line Enhancement Project and the Sitio Electrification Project.

TRB sees approval of Citra's connector road by 3Q

06-Jun-12, 6:23 PM | Llewelyn Sanchez, InterAksyon.com

Quote:
MANILA – The Toll Regulatory Board said it is likely to approve the proposal of Citra Metro Manila Tollways Corp. to build a connector road between the North Luzon Expressway and South Luzon Experssway by the third quarter of this year.

“Approval of the contract is targeted late third quarter of 2012 while the targeted start of construction is second quarter of 2013. The completion target is 24 months from start of construction,” said Julius Corpuz, TRB spokesperson.

CMMTC aims to finish contruction of the 14.2-kilometer six-lane elevated tollway between the NLEX and SLEX by 2015 provided regulatory approvals are secured by later this year.

The connector road is the third phase of the Skyway project that the government approved in 1995. The first phase runs from Buendia to Bicutan, while the second phase extends the tollway southwards to Alabang.

CMMTC is partly owned by San Miguel Corp.

Very likely 2016 na completion if construction starts 2013.

Skyway stage 2 having 6.88kms only and 2 exits namely Sucat and Alabang took 2 years to complete. DMCI was the contractor.

Skyway stage 3 at 14kms will likely be in the vicinity of 3 years plus.

considering it was in slex, one of the busiest roads, but the citra connector has many exit points, and their "cutting-edge" technology to race against the clock

Government set to roll out Public-Private Partnership projects for the year 2012

Philippine Embassy, Washington DC, 06 June 2012

Quote:
Malacanang bared the Public-Private Partnership (PPP) projects that will be rolled out by the Aquino government for the year 2012 focused on the realization of President Benigno S. Aquino III’s social contract with the people and making life better and easier for the Filipinos.

In a regular press briefing in Malacanang, Tuesday, Presidential Spokesperson Edwin Lacierda stated the various PPP projects under some government agencies including the Department of Transportation and Communications (DOTC), Department of Education (DepEd) and the Department of Public Works and Highways (DPWH) that will be open for bidding.

“We would be rolling out some PPP projects for this year, let me just state some of the PPP projects that we will be rolling out… for DOTC expected for bidding by the last quarter of this year will be the line 1 Cavite extension, there’s a publication yesterday for pre-qualification. The Mactan Cebu International Airport, the Panglao Airport, the Automated Fare Collection System and the Cebu Bus Rapid Transport,” Lacierda said.

“For the Department of Education there is a target of around 30 thousand classrooms for PPP, first batch would be 9,300…there is a call for bids this July 8. With the second batch, the target will be 8,500 classrooms, and the third batch will be the balance of 30 thousand,” he added.

Lacierda also said that some of these PPP projects are ready for implementation. He further noted that the 19.984 billion-pesos North Luzon Expressway-South Luzon Expressway (NLEx-SLEx) Link Expressway will be open for bidding in August, among other projects under the DPWH.

“For DPWH, we have already bidded out Daang-Hari and by August, we’ll be bidding out the NLEX-SLEX project, and by next week we will be bidding out NAIA phase 2,” Lacierda said.

“Details of these PPP projects will be provided by the respective department agencies,” he added.

The Public-Private Partnership program is a contractual arrangement between government and the private sector to deliver public infrastructure and/or public services anchored on the administration’s efforts to achieve inclusive growth and poverty reduction.

Kung masyadong mataas ang magiging toll fee dahil sa pagdudugtong ng dalawang iyan, I think hindi din magiging ganun ka-feasible ito sa lahat ng driver ng both public and private vehicle. Though, time-wise I'd rather spend money, travelling smoothly, compare to getting sandwich in traffic.
