Land donors will be stakeholders in Karnataka: Minister

DHARWAD: The government has designed a plan wherein farmers parting with their land for development of residential layouts by Urban Development Authorities will be made stakeholders.

When it comes into force the land donor will have a share of 40 per cent in the layout. The response for the plan has been a mixed one, according to urban development minister S Suresh Kumar. The HDUDA here has developed 561 housing sites and has reserved 141 sites for the farmers who have donated their land.

Speaking after performing bhumi puja for the drainage works worth Rs 6.67 crore at Sattur he said, the Hubli-Dharwad Urban Development Authority (HDUDA) becomes first in the state to set up sewage water treatment plant in a layout developed by them.

Priority has been given for providing basic amenities in the layouts made by HDUDA.

There is no fund crunch to enhance infrastructure and the legitimate demands of the residents here would be fulfilled soon, he said.

Later, he along with district minister Jagadish Shettar planted saplings in the new layout. The HDUDA plans to plant nearly 5,000 saplings in next six months.

HDUDA chairman Lingaraj Patil briefed the works taken up.

HUBLI: After many years, for the first time all-party delegation led by Dr Pandurang Patil, Mayor, Hubli-Dharwad Municipal Corporation left for Bangalroe to meet the CM Sadanand Gowda and the urban development minister Suresh Kumar to discuss various issues of twin cities of Hubli-Dharwad on Tuesday night.

According to sources, there are 13 members including former mayors are in the delegation. All the members of the delegation will take up various issues including drinking water project, cleanliness issue, appointment of adequate staff and other issues with CM Sadanand Gowda and the urban development minister Suresh Kumar.

Speaking to TOI, Dr Pandurang Patil, Mayor, who led the delegation said, many proposals regarding the development of twin cities have been pending since many years.

"Important projects including setting up of multipurpose parking lot, extension of 24x7 drinking water project, recruitment of officers including Engineers, Assistant commissioner and settle of water bill are still waiting for the nod form the government", he said

We are meeting the urban development minister around 4 pm today and we will discuss all these issues and also get nod from the government to start work on these projects, he added.

People have also pinned a lot of hopes on the delegation that they would prevail upon the government and get immediate permission to extend the 24x7 water scheme to all wards and find out solution to end the one time water bill settlement issues.

ಹುಬ್ಬಳ್ಳಿ: ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ ಮಹಾನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 668ಕ್ಕೂ ಹೆಚ್ಚು ಹುದ್ದೆಗಳು ಖಾಲಿ ಇರುವುದನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿರುವ ರಾಜ್ಯ ಸರಕಾರ ವಿವಿಧ ಇಲಾಖೆಗಳಿಂದ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳನ್ನು ತತ್*ಕ್ಷಣ ನಿಯೋಜನೆಗೊಳಿಸಲು ಕೊನೆಗೂ ಮುಂದಾಗಿದೆ. ಇದರಿಂದ ಇನ್ನು ಮುಂದೆ ಮಹಾನಗರ ಪಾಲಿಕೆ ನಿಯೋಜನೆ ಮೇಲೆ ನಗರಕ್ಕೆ ಬರುವ ಅಧಿಕಾರಿಗಳ ಪಾಲಿಗೆ ಕಾಶಿಯಾಗಿ ಪರಿಣಮಿಸಲಿದೆ.

ಮಹಾನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ ಖಾಲಿ ಇರುವ ಹುದ್ದೆಗಳು ಹಾಗೂ ನಿವೃತ್ತಿಗೊಳ್ಳುತ್ತಿರುವ ಸಿಬ್ಬಂದಿ ಸಂಖ್ಯೆ ಹೆಚ್ಚುತ್ತಿರುವುದರಿಂದ ಆಡಳಿತ ವ್ಯವಸ್ಥೆಗೆ ತುಕ್ಕು ಹಿಡಿಯುತ್ತಿರುವ ಕುರಿತಂತೆ 'ವಿಜಯ ಕರ್ನಾಟಕ' ಜೂ. 9ರಂದು ವಿಶೇಷ ವರದಿ ಪ್ರಕಟಿಸಿತ್ತು. ಅದೇ ದಿನ ನಗರಕ್ಕೆ ಬಂದಿದ್ದ ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಸುರೇಶಕುಮಾರ್ ಅವರ ಗಮನವನ್ನು ಈ ವರದಿ ಸೆಳೆದಿತ್ತು. ಬೇರೆ ಇಲಾಖೆಯಲ್ಲಿನ ಅಧಿಕಾರಿಗಳನ್ನು ನಿಯೋಜನೆ ಮೇರೆಗೆ ಪಾಲಿಕೆಗೆ ನೇಮಿಸುವ ಇಂಗಿತವನ್ನು ಸಚಿವರು ಅಂದು ಮಾಧ್ಯಮ ಪ್ರತಿನಿಧಿಗಳ ಎದುರು ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು. ಅದರ ಫಲವಾಗಿ ಬುಧವಾರ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಖಾಲಿ ಹುದ್ದೆಗಳಿಗೆ ಪರ್ಯಾಯ ವ್ಯವಸ್ಥೆ ಕಲ್ಪಿಸಲು ಹಲವಾರು ಪ್ರಮುಖ ಹುದ್ದೆಗಳಿಗೆ ಬೇರೆ ಇಲಾಖೆಗಳಿಂದ ನಿಯೋಜಿಸುವ ದಿಟ್ಟ ನಿರ್ಧಾರ ಕೈಗೊಂಡಿದೆ. ಆದರೆ, ಶಾಶ್ವತ ಪರಿಹಾರ ಕಂಡುಕೊಳ್ಳುವಲ್ಲಿ ಸಭೆ ವಿಫಲವಾಗಿದೆ.

ಬೆಂಗಳೂರಿನ ವಿಕಾಸಸೌಧದಲ್ಲಿ ಬುಧವಾರ ಆಯೋಜಿಸಿದ್ದ ಅವಳಿ ನಗರದ ಜನಪ್ರತಿನಿಧಿಗಳು ಹಾಗೂ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಸುರೇಶಕುಮಾರ ಈ ನಿರ್ಧಾರ ಪ್ರಕಟಿಸಿದ್ದಾರೆ.

ಎರಡು ತಾಸು ಚರ್ಚೆ :
ಖಾಲಿ ಇರುವ ಹುದ್ದೆಗಳೂ ಸೇರಿದಂತೆ ಮಹಾನಗರ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಬಾಕಿ ಉಳಿದಿರುವ ಯೋಜನೆಗಳಿಗೆ ಚಾಲನೆ ನೀಡುವುದಕ್ಕಾಗಿ ಸಚಿವ ಸುರೇಶಕುಮಾರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಸುಮಾರು ಎರಡು ತಾಸುಗಳವರೆಗೆ ವಿವಿಧ ವಿಷಯಗಳ ಕುರಿತು ಗಂಭೀರ ಚಿಂತನೆ ನಡೆಸಲಾಯಿತು.

ಇದೇ ವೇಳೆ ಲೀಸ್ ಆಸ್ತಿಗಳ ಮಾರಾಟಕ್ಕಾಗಿ ಪಾಲಿಕೆ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ ಠರಾವು ಪಡೆದುಕೊಂಡು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಸಮ್ಮತಿಗಾಗಿ ಈ ಹಿಂದೆಯೇ ದಾಖಲೆಗಳನ್ನು ಕಳುಹಿಸಿದ್ದರೂ ಇಲಾಖೆಯಿಂದ ಯಾವುದೇ ಪ್ರತಿಕ್ರಿಯೆ ವ್ಯಕ್ತವಾಗಿಲ್ಲ. ಇಲಾಖೆಯ ನಿರ್ಲಕ್ಷತನದಿಂದ ಪಾಲಿಕೆಗೆ ಕೋಟ್ಯಂತರ ರೂ. ಹಾನಿಯಾಗುತ್ತಿದೆಯೆಂದು ಸಭೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದ ಪಾಲಿಕೆ ಸದಸ್ಯರು ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಕಾಮಗಾರಿಗೆ ಚುರುಕು ಅವಶ್ಯ :
ನೂರಾರು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಅವಳಿ ನಗರದಲ್ಲಿ ಪ್ರಾರಂಭಗೊಂಡಿರುವ ಒಳಚರಂಡಿ ಕಾಮಗಾರಿ ಆಮೆಗತಿಯಲ್ಲಿ ನಡೆದಿದ್ದು , ಕಾಮಗಾರಿಗೆ ಚುರುಕು ನೀಡುವ ಅವಶ್ಯಕತೆ ಇದೆ ಎಂಬ ಅಭಿಪ್ರಾಯ ಕೇಳಿಬಂದಿತು. ಲೀಸ್ ಆಸ್ತಿಗಳ ಮಾರಾಟಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಒಂದು ತಿಂಗಳೊಳಗಾಗಿ ಇಲಾಖೆಯಿಂದ ಸಮರ್ಪಕ ನಿರ್ಧಾರ ಪ್ರಕಟಿಸುವುದಾಗಿ ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ತಿಳಿಸಿದ ಸಚಿವ ಸುರೇಶಕುಮಾರ, ನಿರಂತರ ನೀರು ಯೋಜನೆ ವಿಸ್ತರಿಸಬಹುದಾದ ವಾರ್ಡ್*ಗಳು ಹಾಗೂ ಇದಕ್ಕೆ ತಗಲುವ ವೆಚ್ಚದ ಬಗ್ಗೆ ಸರ್ವೇ ನಡೆಸುವಂತೆ ಸೂಚಿಸಿದರು.

ಆಮೆಗತಿಯಲ್ಲಿ ಸಾಗಿರುವ ಒಳಚರಂಡಿ ಯೋಜನೆ ಕಾಮಗಾರಿ ಪರಿಶೀಲಿಸುವುದಕ್ಕಾಗಿ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಜೂ. 19ಕ್ಕೆ ಅವಳಿ ನಗರಕ್ಕೆ ಭೇಟಿ ನೀಡುವುದಾಗಿ ತಿಳಿಸಿದರು. ಪರಿಶಿಷ್ಟ ಜಾತಿ-ಪಂಗಡದವರಿಗೆ ವಿವಿಧ ಯೋಜನೆಗಳಿಗೆ ಮಂಜೂರು ಮಾಡಿರುವ ನಿವೇಶನದ ಮಾಹಿತಿಯನ್ನು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಗೆ ಕಳುಹಿಸಿದಲ್ಲಿ, ಇಲಾಖೆ ವತಿಯಿಂದ ಅನುಮೋದನೆ ನೀಡುವುದಾಗಿ ಹೇಳಿದರು.

ಪ್ರಮುಖ ಹುದ್ದೆಗೆ ನಿಯೋಜನೆ:
ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಗೆ ಸಿಬ್ಬಂದಿ ನೇಮಕ ಪ್ರಕ್ರಿಯೆ ನಡೆಯುವವರೆಗೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಅಧಿಕಾರಿಗಳನ್ನು ಆರೋಗ್ಯಾಧಿಕಾರಿ, ಕಂದಾಯ ಇಲಾಖೆ ಸೇರಿದಂತೆ ಪ್ರಮುಖ ಹುದ್ದೆಗಳಿಗೆ ನಿಯೋಜನೆ ಮೇಲೆ ನೇಮಿಸಲಾಗುವುದು ಎಂದು ಸಚಿವರು ಭರವಸೆ ನೀಡಿದರು. ಪಾಲಿಕೆ ಸುವರ್ಣ ಮಹೋತ್ಸವ ವರ್ಷ ಆಚರಿಸಿಕೊಳ್ಳುತ್ತಿರುವುದರಿಂದ ಸುಮಾರು 50 ಕೋಟಿ ರೂ. ಅನುದಾನ ನೀಡುವಂತೆ ನಿಯೋಗ ಸಲ್ಲಿಸಿದ ಮನವಿಗೆ ಸ್ಪಂಧಿಸಿದ ಸಚಿವ ಸುರೇಶಕುಮಾರ, ಈ ಕುರಿತು ಪರಿಶೀಲಿಸುವುದಾಗಿ ತಿಳಿಸಿದರು.

ಧಾರವಾಡ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಜಗದೀಶ ಶೆಟ್ಟರ, ಸಂಸದ ಪ್ರಹ್ಲಾದ ಜೋಶಿ, ಶಾಸಕಾರದ ವೀರಭದ್ರಪ್ಪ ಹಾಲಹರವಿ, ಚಂದ್ರಕಾಂತ ಬೆಲ್ಲದ, ಬಸವರಾಜ ಹೊರಟ್ಟಿ , ಶ್ರೀನಿವಾಸ ಮಾನೆ, ಮೇಯರ್ ಡಾ. ಪಾಂಡುರಂಗ ಪಾಟೀಲ, ಉಪ ಮೇಯರ್ ಭಾರತಿ ಪಾಟೀಲ, ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ದಶರಥ ವಾಲಿ, ಸದಸ್ಯರಾದ ವೀರಣ್ಣ ಸವಡಿ, ಗಣೇಶ ಟಗರಗುಂಟಿ, ಪ್ರಭಾರಿ ಆಯುಕ್ತರೂ ಆಗಿರುವ ಜಿಲ್ಲಾಧಿಕಾರಿ ದರ್ಪಣ ಜೈನ್, ವಿಶೇಷ ಅಧಿಕಾರಿ ಎಸ್.ಎಚ್. ನರೇಗಲ್ ಮತ್ತಿತರರು ಪಾಲ್ಗೊಂಡಿದ್ದರು.


ಆಯುಕ್ತ ಹುದ್ದೆ; ನಡೆಯದ ಚರ್ಚೆ
ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರಾಗಿದ್ದ ಡಾ. ಕೆ.ವಿ. ತ್ರಿಲೋಕಚಂದ್ರ ವರ್ಗಾವಣೆಗೊಂಡು ಸುಮಾರು 15 ದಿನ ಕಳೆದರೂ ಇದುವರೆಗೆ ಹೊಸ ಆಯುಕ್ತರನ್ನು ನೇಮಿಸಿಲ್ಲ. ಜಿಲ್ಲಾಧಿಕಾರಿ ದರ್ಪಣ ಜೈನ್ ಅವರೇ ಪ್ರಭಾರಿ ಆಯುಕ್ತರಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದಾರೆ.
ಪಾಲಿಕೆಗೆ ಆಯುಕ್ತರನ್ನು ನೇಮಿಸುವ ಕುರಿತು ಸಭೆಯಲ್ಲಿ ಯಾವುದೇ ಚರ್ಚೆ ನಡೆಯಲಿಲ್ಲವೆಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ. ಬಾಕಿ ಇರುವ ಯೋಜನೆಗಳಿಗೆ ಚಾಲನೆ ನೀಡುವುದು, ಖಾಲಿ ಇರುವ ಹುದ್ದೆಗಳಿಗೆ ಅಧಿಕಾರಿಗಳನ್ನು ನಿಯೋಜನೆ ಮೇಲೆ ನೇಮಿಸುವ ಕುರಿತು ಚರ್ಚೆ ನಡೆದರೂ, ಹೊಸ ಆಯುಕ್ತರನ್ನು ನೇಮಿಸುವ ಬಗ್ಗೆ ಯಾರೊಬ್ಬರೂ ಮಾತನಾಡಲಿಲ್ಲವೆಂದು ಹೇಳಲಾಗಿದೆ.

HUBLI:As the power crisis is becoming severe day by day, police department is also finding it difficult to maintain the signal lights in twin cities.

Due to shortage of power, many signal lights do not function properly while frequent power cuts has rendered many signal lights in city useless especially during evening and night times.

Now, Hubli-Dharwad Police Commissionerate has come out with an idea to install new solar system signal lights in major traffic junctions in the city. It is going to help the department to avoid depending more on electricity power to run the signal lights and it help even to save energy.

Speaking to TOI, K Ramachandra Rao, Hubli-Dharwad Police Commissioner said, there is plan to install solar signal lights at Court circle and Hosur circle initially.

"We are planning to install solar signal lights in congested and busy traffic junctions in the city. It costs around Rs 10 lakh to install solar lights in junction. Now, the work is under progress to install solar signal lights in city which will be completed within 2-3 weeks", he said.

If every thing goes well, solar signal lights will be installed at Court circle and Hosur circle in next three weeks. There is also plan to install solar signal lights in other congested traffic junctions in city, he said.

ಎಎಸ್*ಐ, ಪಿಎಸ್*ಐ ಅಧಿಕಾರಿಗಳಿಗೆ ನಿಗದಿ ಪಡಿಸಿದ ಎಲ್ಲ ಬಗೆಯ ದಂಡಗಳನ್ನು ಈ ಯಂತ್ರದ ಮೂಲಕ ವಿಧಿಸಬಹುದು. ನಿಯಮ ಉಲ್ಲಂಘಿಸಿದ ವಾಹನ ಚಾಲಕರ ಮಾಹಿತಿ ಈ ಯಂತ್ರದಲ್ಲಿ ಭದ್ರವಾಗಿರಲಿದೆ. ಪದೇ ಪದೇ ತಪ್ಪು ಮಾಡುವವರಿಗೆ ದಂಡದ ಮೊತ್ತ ಸ್ವಯಂ ಚಾಲಿತವಾಗಿ ಹೆಚ್ಚಳವಾಗಲಿದೆ. ಸೂಕ್ತ ರಸ್ತೆ ಸುರಕ್ಷತೆ ಕ್ರಮ ಕೈಗೊಂಡಿರುವ ಪೊಲೀಸ್ ಇಲಾಖೆ ಕನಿಷ್ಠ ಶೇ. 10ರಷ್ಟು ಅಪಘಾತ ನಿಯಂತ್ರಣಕ್ಕೆ ಪ್ರಯತ್ನಿಸುತ್ತಿದೆ. 2010ರಲ್ಲಿ 931 ರಸ್ತೆ ಅಪಘಾತಗಳು ಸಂಭವಿಸಿ, 119 ಜನ ಮೃತಪಟ್ಟು, 786 ಜನ ಗಾಯಗೊಂಡಿದ್ದರು. 2011ರಲ್ಲಿ 669 ರಸ್ತೆ ಅಪಘಾತಗಳು ನಡೆದು 107 ಜನ ಸಾವನ್ನಪ್ಪಿ, 789 ಜನ ಗಾಯಗೊಂಡಿದ್ದರು. ಅಂದರೆ ಕಳೆದ ವರ್ಷ ಶೇ. 20ರಷ್ಟು ಅಪಘಾತಗಳ ಸಂಖ್ಯೆ ಕಡಿಮೆಯಾಗಿತ್ತು. ಹಾಗೆಯೇ, 2012ರಲ್ಲಿ ಒಟ್ಟು 299 ಪ್ರಕರಣಗಳು ದಾಖಲಾಗಿದ್ದು, 41 ಜನ ಮೃತಪಟ್ಟು 341 ಜನ ಗಾಯಗೊಂಡಿದ್ದಾರೆ. ಹೀಗಾಗಿ ಇನ್ನೂ ಈ ವರ್ಷ ಕನಿಷ್ಠ ಶೇ.10ರಷ್ಟಾದರೂ ಪ್ರಕರಣಗಳನ್ನು ಸಂಖ್ಯೆ ಕಡಿಮೆಗೊಳಿಸಬೇಕು ಎಂಬುದು ನಮ್ಮ ಅಭಿಲಾಷೆ.

ಅತ್ಯಂತ ಸಂಚಾರ ದಟ್ಟಣೆ ಇರುವ ಕೋರ್ಟ್ ವೃತ್ತ, ಹೊಸೂರ ಸರ್ಕಲ್*ನಲ್ಲಿ ಸೋಲಾರ್ ಸಿಸ್ಟಮ್ ಸಿಗ್ನಲ್*ಗಳನ್ನು ತಲಾ 10 ಲಕ್ಷ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಅಳವಡಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

ಸಿಬ್ಬಂದಿ ಕೊರತೆ
ನಗರದಲ್ಲಿ ಈಗ ನಾಲ್ಕು ಸಂಚಾರ ಪೊಲೀಸ್ ಠಾಣೆಗಳು ಕಾರ್ಯೋನ್ಮುಖವಾಗಿದ್ದು, ಈಗ ಅಲ್ಲಿ ಸಿಬ್ಬಂದಿ ಕೊರತೆ ಉದ್ಭವಿಸಿರುವುದು ನಿಜ. ಇದರಿಂದ ಸಂಚಾರ ವ್ಯವಸ್ಥೆಗೆ ತೊಂದರೆಯಾಗಬಾರದೆಂಬ ಕಾರಣಕ್ಕೆ ಬೇರೆ ಬೇರೆ ಪೊಲೀಸ್ ಠಾಣೆಗಳ ಸಿಬ್ಬಂದಿಯನ್ನು ಸಂಚಾರ ನಿರ್ವಹಣೆಗೆ ನಿಯೋಜಿಸಲಾಗಿದೆ. ಈಗಾಗಲೇ ಅಗತ್ಯ ಸಿಬ್ಬಂದಿ ನೇಮಕ ಮಾಡಿ ತರಬೇತಿ ನೀಡಲಾಗುತ್ತಿದೆ. ತರಬೇತಿ ಮುಗಿದ ನಂತರ ಸಿಬ್ಬಂದಿ ಕೊರತೆ ಸಮಸ್ಯೆ ನಿವಾರಣೆಯಾಗಲಿದೆ ಎಂದರು.

ಹುಬ್ಬಳ್ಳಿ: ಮಹಾನಗರ ಪಾಲಿಕೆಯು ಒಂದಾವರ್ತಿ ತಿರುವಳಿ ನಿಯಮದನ್ವಯ ನೀರಿನ ಕರ ಪಾವತಿಸಲು ಮತ್ತೆ ಮೂರು ತಿಂಗಳ ಕಾಲಾವಕಾಶ ನೀಡಿದೆ.

ಇತ್ತೀಚೆಗೆ ನಡೆದ ಪಾಲಿಕೆಯ ಸರ್ವ ಸಾಧಾರಣ ಸಭೆಯಲ್ಲಾದ ಚರ್ಚೆ ಅನ್ವಯ ಈ ನಿರ್ಧಾರ ಪ್ರಕಟಿಸಿರುವ ಪಾಲಿಕೆ, ಆಗಸ್ಟ್ ಅಂತ್ಯದವರೆಗೆ ಕೊನೆಯ ಅವಕಾಶ ಕಲ್ಪಿಸಿ ಯೋಜನೆಯ ಸೌಲಭ್ಯ ಪಡೆಯುವಂತೆ ಪುರಪಿತೃಗಳಲ್ಲಿ ವಿನಂತಿಸಿದೆ.

ಸರಕಾರ 2011ರಲ್ಲಿ ಹೊರಡಿಸಿದ ಆದೇಶದಂತೆ ಹುಬ್ಬಳ್ಳಿ- ಧಾರವಾಡದಲ್ಲಿ ಓಟಿಎಸ್ ಯೋಜನೆಯಡಿ 7 ಕೋಟಿ ರೂ. ನೀರಿನ ಬಾಕಿ ವಸೂಲಾಗಿದೆ. ಬಡ್ಡಿ ಹೊರತುಪಡಿಸಿ ಇನ್ನೂ 35 ಕೋಟಿ ರೂ. ವಸೂಲಿ ಬಾಕಿ ಇದೆ. ಹೀಗಾಗಿ ನೀರಿನ ಕರದ ಸಂಪೂರ್ಣ ಅಸಲು ಪಾವತಿಸುವವರ ಬಡ್ಡಿ ಮನ್ನಾ ಮಾಡುವ ಈ ಯೋಜನೆಯ ಅವಧಿ ವಿಸ್ತರಿಸಲಾಗಿದೆ.

ಅವಳಿನಗರದಲ್ಲಿ ಸುಮಾರು 5000 ಮೀ. ಅಳವಡಿಸದ ನಳಗಳಿಗೆ ಶೇ. 180ರಂತೆ ಕನಿಷ್ಠ ದರದ ಎರಡು ಪಟ್ಟು ನೀರಿನ ಕರ ವಿಧಿಸಲಾಗಿದೆ. ಇದಕ್ಕೆ ಗ್ರಾಹಕರಿಂದ ವಿರೋಧ ವ್ಯಕ್ತವಾಗಿದ್ದು, ಶೇ.90ರಂತೆ ಕರ ಆಕರಿಸಿದರೆ ಬಾಕಿ ಹಣ ಪಾವತಿಸುವುದಾಗಿ ಜನರು ತಿಳಿಸಿದ್ದಾರೆ. ಈ ಎಲ್ಲ ಅಂಶಗಳನ್ನು ಪರಿಗಣಿಸಿ ಓಟಿಎಸ್*ಗೆ ಮೂರು ತಿಂಗಳ ಕೊನೆಯ ಅವಕಾಶ ನೀಡಲಾಗಿದೆ

ಹೀಗಾಗಿ ಈಗಾಗಲೇ ಜಲಮಾಪಕ ಇರದ ಗ್ರಾಹಕರಿಗೆ 180 ರೂ. ಗಳಂತೆ ನೀರಿನ ಕರ ಆಕರಣೆ ಮಾಡಿದ್ದನ್ನು ಕನಿಷ್ಠ ಶೇ.90ರಂತೆ ಲೆಕ್ಕಾಚಾರ ಮಾಡಿ ಕರ ವಸೂಲಾತಿ ಬಗ್ಗೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಬೇಕು. ಜತೆಗೆ ನಳ ಸ್ಥಗಿತಗೊಂಡ ಪ್ರಕರಣಗಳ ಬಗ್ಗೆ ಪರಿಶೀಲನೆ ನಡೆಸಿ ಸಮಸ್ಯೆಯನ್ನು ಇತ್ಯರ್ಥಗೊಳಿಸಬೇಕು. ಓಟಿಎಸ್ ಬಗ್ಗೆ ಪ್ರಚಾರ ಮಾಡಬೇಕು ಎಂದು ಅಪರ ಆಯುಕ್ತರು ಪ್ರಕಟಣೆ ಮೂಲಕ ಅಧಿಕಾರಿಗಳಿಗೆ ಆದೇಶಿಸಿದ್ದಾರೆ.

Infosys Foundation will build a 150-bed ‘dharmashala' for the relatives of patients at the Karnataka Institute of Medical Sciences (KIMS) Hospital here. Chairperson of Infosys Foundation Sudha Murty performed the bhoomi puja for the project on Thursday, while cardiologist Mahabaleshwar Mayya laid the foundation stone. Director of KIMS Vasantha Kamath, principal U.S. Hangaraga and others were present.

Ms. Murty told presspersons that the ‘dharmashala' would be along the lines of the ones built by it at Kidwai Hospital and NIMHANS in Bangalore. The foundation's project, estimated to cost Rs. 5 crore to Rs. 6 crore, was likely to be completed in a year. There would be nominal rent for the accommodation facility for the patients' relatives who couldn't afford hotel accommodation, she said.

Ms. Murty said the foundation had also taken up the task of constructing 10,000 toilets for households in the Gulbarga region for Rs. 16 crore.

It was virtually a walk down memory lane for all the speakers at the simple function that was later held at the KIMS auditorium. Dr. Mayya of Mayya Hospital, Bangalore, served at KIMS as a teacher on two occasions, while Ms. Murty is the daughter of R.H. Kulkarni, who was a gynaecologist at KIMS, and spent her school and college days on the KIMS campus. Like Dr. Vasantha Kamath, governing council member G.B. Sattur was a student of Dr. Mayya, and all the speakers reminisced about their time at KIMS.


The project is estimated to cost around Rs. 6 crore

They start using BlackBerry to book cases against violators


Traffic enforcement in Hubli-Dharwad has gone hi-tech as the police have been provided BlackBerry. The police started using the devices from Thursday.

Addressing presspersons here on Thursday, Hubli-Dharwad Police Commissioner K. Ramchandra Rao said that the commissionerate had been given 24 BlackBerry and Bluetooth-enabled handheld printers to be used to book cases and collect fine from violators.

Mr. Rao said the devices would make it easy for the police to book cases against violators.

“The devices will help us do away with the traditional method of issuing challans and maintaining police notice books. We will not have a problem maintaining records as the devices will be connected to the centralised server maintained by the police commissionerate. We can get details of previous violations once we enter the registration number of the vehicle into the system,” he said.

Mr. Rao said that repeat offences would ultimately lead to cancellation of the violator's licence. To a query, Mr. Rao said that police personnel would not be able to manipulate the records and the new system would help in maintaining transparency.

He said that the 24 devices provided to the traffic police would be handled by assistant sub-inspectors and sub-inspectors. Depending on the requirement, the State government had promised to supply additional devices, he said.

Mr. Rao said Rs. 1 crore had been sanctioned to the police commissionerate during 2011-12 to purchase various tools and equipment for traffic regulation.

As many as 36 items had been purchased, including message boards, reflectors, divider posts, light weight barricades, movable cones, fluorescent batons and reflective jackets.

Subsequently, Mr. Rao checked the tools and equipment purchased by the commissionerate.

Deputy Commissioner of Police S.M. Pratapan, ACPs Sanjeev Patil, N.S. Patil and A.R. Badiger were present.
