Houses in Balik Pulau are expensive, says Umno chief
Thursday May 3, 2012 http://thestar.com.my/metro/story.as...8711&sec=North THE state government has done nothing to improve the living conditions in Balik Pulau, claimed Balik Pulau Umno division chief Datuk Seri Dr Hilmi Yahya. Dr Hilmi alleged that since Pakatan Rakyat took over in 2008, they have not built any low medium-cost houses in Balik Pulau for the people. “They are lumping all the low medium-cost houses in Batu Kawan instead,” he claimed. He said that he had been told by some people who wished to buy houses in Balik Pulau that the prices were too expensive. “They told me that even if they save up in their whole life, they still could not afford to buy a house in Balik Pulau,” he said, adding that the price of a new house in Balik Pulau was about RM700,000. “They have instead bought houses in Sungai Petani or Kulim and are travelling daily to the island for work,” he claimed. He said that he was not sure if it was done purposely by the state government. “The point is, it has happened, and the state government has done nothing to control the prices,” he said after launching the Karnvial Coop Best 2012 Parlimen Balik Pulau at the District Mosque recently. Malaysia Co-operatives Commission Penang director Gerald Prem Kumar Geoffrey said that co-operatives were an excellent way of reaching out to the people. “To form a company is a very difficult process. However, forming a co-operative is much easier,” he said, adding that co-operatives had been recognised as a global movement. He added that the United Nations had also declared this year as the International Year of Co-operatives.

Penang’s visions need federal government support – TYT

Penang Yang Dipertua Negeri Tun Abdul Rahman Abbas said the two visions covered by the long term strategy up to 2030 were handling traffic congestion and upgrading the public transport system. “The estimated cost for implementing these visions are RM13.5 billion and they need the support of the federal government,” he said during the opening speech at the state assembly here yesterday. Also present were his wife Toh Puan Majimor Shariff, and chief minister Lim Guan Eng and his wife Betty Chew Gek Cheng. Abdul Rahman said the state proposed to build four highways between RM5 and RM8 billion on a privatised basis. The proposed highways are an underwater tunnel connecting Gurney Drive and Bagan Ajam, a tunnel from Tun Dr Lim Chong Eu highway to Bandar Air Itam, the George Town Inner Ring and Tanjung Bunga to Teluk Bahang dual carriage projects. The past two years saw an increase in flights to the state via the Penang International Airport, he noted. “There will be a foreign tourist boom in the state following the increase in flights by the airlines,” he said. He further remarked that the federal government’s support was evidenced by the enhancement of human resource skills and the creation of an excellent education hub, particularly in Balik Pulau. “The development of education is of utmost importance to produce trained human resource in order to compete at an international level,” he added. — Bernama

More than 500 buildings in Penang still need fire certs

There are nine types of building which require the certificate, namely libraries, hospitals, hotels, hostels, offices, shops, factories, assembly areas and storage areas. State Fire and Rescue Department deputy director Mohamad Shoki Hamzah said most of the buildings were old and needed re-evaluation to ensure they complied with new fire control systems listed by the fire and rescue department. “From January 2009 to April this year, only 50 per cent of over 1,000 buildings inspected in the state are eligible for the FC. “We are actively conducting routine checks to identify building owners who refuse to heed this safety regulation,” he told reporters after opening the state-level’s Fire Fighter’s Day 2012 celebrations yesterday. Mohamad Shoki urged premises owners who do not have the certificate to submit their applications to the nearest fire and rescue department counter. He added that failure to do so would result in a prison sentence of not more than three years or maximum fine of RM5,000, or both, upon conviction, under the Fire Services Act 1988. — Bernama

Penang BN reveals polls battle plan

New state BN chairman Teng Chang Yeow said the reinstatement was part of a master plan to turn Penang into an international tourism destination. He said the state BN had sent the proposal to Prime Minister Datuk Seri Najib Razak and the latter was looking at it "positively". "Now it is up to the people to decide. We will gather the public's response and their support for the proposal. We will announce details of the mechanism after that," he said after chairing the state BN meeting yesterday. Asked how quickly the status could be restored, he quipped: "Once we are the government." He said the restoration of the status needed amendments to the Financial Act and any state government needed to work with the Federal Government to achieve this. To a question on how even Chief Minister Lim Guan Eng was clamouring for the status to be restored before the general election, Teng said: "If the chief minister wanted it, he should have asked for it four years ago, not now. "Has he even prepared any plan on why it should be restored? "Tourism in Penang has been on the decline and we need to make a breakthrough. That is why we have prepared a master plan on which areas we need to look at if we want to see the state developed further." Citing Singapore as an example, he said Penang needed to look at another engine of growth, as relying on the manufacturing sector alone was risky. He said other projects identified by the state BN included proposals to develop areas on the mainland into and international financial centre and aquaculture hub, while the island would be used for medical tourism, education hub and entertainment centre. He said the coalition had prepared a master plan on how to overcome issues concerning infrastructure and public transport for the island and mainland. The New Straits Times reported last week that a proposal had been mooted to boost tourism investments in the state. The restoration of the free port status is part of a move to improve the tourism appeal of Penang and Langkawi and to attract high-net investors to the islands. Penang was a free port from the colonial days until the status was revoked in 1969. Teng said an international financial services hub in Seberang Prai, an integrated public transport network for the state and a site to promote creativity and innovation were part of a proposal forwarded to the Federal Government. He said the proposals for transportation and infrastructure projects for Penang, which could run into billions of ringgit, were meant not only to reduce the state's dependency on manufacturing to drive the economy, but also to create new jobs in the services sector. "The hub for financial services is aimed at attracting institutions, such as insurance firms and banks, to Seberang Prai. Butterworth's position as a logistic centre places it in good stead to serve as a financial services hub," he said after unveiling projects to make the services sector the state's engine of growth. He added that he had been busy helping those in need to fill up the appeal form to be submitted before the deadline. Housewife Nor Asiah Bakar, 41, said she was grateful for the financial aid as she could save more for her children’s education. “I submitted my form in January. I had to wait four months before I received the letter,” she said. Meanwhile, Phoon Lai Chee, 56, said the money would be saved for rainy days.

A dynamic concept

Chairman Teng Chang Yeow said the parks could play a role in encouraging the younger generation towards entrepreneurship and innovation. “We want to create a sort of ‘idea factory’. “The aim is to nurture new entrepreneurs and help medium scale enterprises (SMEs) grow into multi-national corporations,” said Teng after officiating at the Jelutong Parliamentary Community Coope-rative Mini Carnival at SJK(T) Jalan Sungai in Penang yesterday. He said these parks could be set up all over the state with the headquarters likely to be in Seberang Prai. He said the project needed good co-operation between the government and the private sector. “We need a private-public initiative council for people, particularly youngsters with creative ideas. “They can come to us and we will then match them with the needs of the industry. “We can back them up with the necessary tools for marketing and funding for further enhancement of their ideas,” Teng said. He said the project, which is still in the planning stage, currently had an open concept in which entre- preneurs develop their products over several weeks before the private-public initiative council selected a SME or MNC which was interested in investing in the product’s development. “We have many talented young Penangites and Malaysians who have ideas that we should tap into,” said Teng. “We should not allow these ideas to slip away just because of a lack of technical know-how in marketing a product, a lack of networking with the industry or a lack of support for the product start-up,” he said. Asked whether the Innovation Dynamo Parks were Barisan’s answer to the Pakatan Rakyat-led state government’s Penang SME Centre launched a year ago in May, Teng said they differed as the parks focused mainly on new entrepreneurs and not SMEs. On another matter, Teng hit out at the Penang Government for extending aid only to registered voters. “Barisan is not like Pakatan when it comes to aid. We have never had that kind of condition,” Teng said. Penang Chief Minister Lim Guan Eng had previously defended the ‘voter-only’ policy. He had said that it was a way of determining that only Penangites received aid from the state.

CREST to get RM100mil boost from Govt
Sunday June 10, 2012 http://thestar.com.my/news/story.asp...&if_height=202 GEORGE TOWN: The Federal Government will allocate RM100mil for the newly-formed Collaborative Research in Engineering, Science and Technology Centre (CREST) to help accelerate growth in the electrical and electronics (E & E) industry. The centre will receive the sum over the next 10 years as part of efforts to widen the scope of research and development. CREST is a component of the Economic Transformation Programme, and was set up for industry players, academics and the Government to collaborate and promote research, design and development for the E & E sector. Minister in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop said E & E was a key driver and leading contributor to Malaysia’s own industrial development in the last three decades. “It contributes significantly to the gross domestic product (GDP), export earnings, investment and employment. “E & E is the single largest contributor of the manufacturing sector, and accounts for more than 40% of our total exports,” he said at the launch of CREST at the sains@USM facility in Bukit Jambul yesterday. CREST was mooted in 2008. It was later established by Khazanah Nasional Bhd as the Centre of Engineering Excellence.

Say no to graft, MACC told

Security consultant, author and speaker Khoo Kheng-Hor said they shouldn’t succumb to temptation as they were supposed to weed out corruption. “Accepting bribes would cause a person to lose face, his soul and hard-earned reputation, and criminals will become bolder and the nation will suffer from increasing lawlessness. “Who doesn’t want corruption? It’s extra money. But think of what you risk losing. Remind yourself of the MACC’s vision and mission and you will be guided by your moral compass,” he said. Khoo, who was speaking at the Sun Tzu’s Strategies for Thinking MACC seminar in Penang, said recklessness, cowardice, quick temper, and being overtly compassionate were five dangerous traits Sun Tzu warned of. “Quick temper kills, don’t bear grudges and never let yourself be provoked. Don’t let ego get in the way and always be professional in dealing with people,” he said. “It is important for the officers to check their own attitude to improve themselves. No one likes to be told they are wrong but you must admit your flaws before you can change,” he added. Khoo advised the officers to “build a positive perception” from which a good reputation would follow. “Be creative in your questioning and approach your investigation and interrogation duties with new methods. Use your head and always do your homework so that the offender will not dare lie,” he said. Khoo, a consultant-trainer to the Singapore police force since 1995, was speaking to some 35 state MACC officers. Its director Datuk M. Samarajoo said this was one of the MACC’s new strategies to fight corruption. “The officers need to learn new skills so that they can better understand the offenders’ mindset and be more effective in carrying out their duties,” he said. Speaking after the seminar, Khoo said negative public perception on MACC had effected the morale of its officers. He said the MACC’s duties included investigating cases as well as carrying out educational campaigns against corruption. “To be fair, a lot of the preventive work they do to fight graft is done behind the scenes. “I’ve spoken to these officers and they are people who care about their jobs and want to do the best they can,” he said.

Penang BN to use ‘attack and explain’ approach

State BN chairman Teng Chang Yeow said the strategy would be activated through the ‘Semboyan Dibunyikan’ (Sounding the Siren) programme from June 14 to July 15, which would be simultaneously launched in the state’s 13 parliamentary constituencies. “This approach will focus on exposing the truth on issues often played up by the Pakatan government to win public support. “For example, the state government claimed that its debt had been settled but managing the settling of the debt had actually been left to the federal government,” he told reporters after a briefing on the state BN general election strategies for the coming 13th general election, here, yesterday. He said Penang BN would use various approaches including engaging the alternative media and the party leaders to ‘turun padang’ (go to the ground) to distribute pamphlets which explained the real situation in Penang during the four years under the administration of Chief Minister Lim Guan Eng. Teng said Penang BN’s information dissemination would be boosted by the participation of over 40 BN alternative media practitioners who were ready to help make the mission of wresting back Penang a success. “This number is sufficient for the task of disseminating accurate information to the public, especially those who always use the Internet to access information.” Teng said among the issues to be focused on were press freedom, building of low-cost houses by the state government and traffic congestion. He urged each BN component to treat BN’s dismal performance in the last general election as a lesson, while they should also not doubt their own capability in ensuring BN’s victory in the coming 13th general election. — Bernama

Penangites regret construction of high rise buildings

Penang Gerakan local government bureau chief Teh Leong Meng said it received many complaints from residents who are shocked to see their skyline crowded with high rise buildings. The construction of high rise buildings followed new guidelines introduced by Penang Municipal Council that increased the density of high rise buildings. The focus of development are in Pykett Avenue with 32 storeys, Jalan Cantonment with 30 storeys and Solok Moulmein with 27 storeys, all in George Town. Teh said the Penang government had revoked a set of housing policies used by the previous government for 27 years and allowed increase in density. The density of high rise buildings rose from 30 units per acre to 87 units and 30 units per acre to 120 units for low and medium cost flats. “This means that the building height has increased by three or four fold. For example, an eight storey building can now become a 32 storey building.” The Penang government had approved and implemented a set of new guidelines on June 28, 2010 without public announcement. Teh said the increase in density should not have been implemented as the Penang government did nothing to improve the public transportation system. — Bernama

He said the government would soon build 250 units of medium-cost houses in Kampung Permatang Tok Subuh, Bukit Minyak, where the Implementation Coordination Unit (ICU) of the Prime Minister's Department had identified a site. He also said that he had instructed the ICU to find other suitable sites for the construction of affordable homes. "Accommodation is a major issue, and the income of many people is insufficient for them to own houses. We will overcome this problem. It needs an immediate solution," he said when addressing about 6,000 people of 60 Malay non-governmental organisations at Dewan Tunku Syed Putra of Universiti Sains Malaysia (USM), here. Muhyiddin arrived in Penang this morning for a day-long working visit. Also present at the event were Minister in the Prime Minister's Department Tan Sri Nor Mohamed Yakcop, Penang Barisan Nasional (BN) chairman Teng Chang Yeow, Penang Umno Liaison Committee chairman Datuk Zainal Abidin Osman and other state BN leaders. Muhyiddin also urged the Malay NGOs in Penang to work together to consolidate bumiputeras in the state as a united community. "Our unity is important. Penang Malays cannot be disunited. You, NGO leaders, are those who have to forge bonding. We cannot afford to be disunited. United we stand, divided we fall," he said. Muhyiddin said the federal government would channel funds to the NGOs or associations to implement various suitable activities more effectively, and announced a RM10,000 allocation for every NGO present at the event. "I hope the activities can be carried out immediately," he said. Muhyiddin reiterated that the federal government remained committed to assisting the people reap the benefits from its ongoing transformation programmes. "The government takes the needs of the people seriously. The federal government emphasises education. We must not neglect our children's education. They should not drop out of school. "Prime Minister Datuk Seri Najib Tuan Razak and I often go down to the ground, and every week we hold discussions. UDA set to begin Tg Tokong job

Chairman Datuk Nur Jazlan Mohamed said the redevelopment project would begin once the Penang government granted it a start-work order. The residential and commercial mixed development project, to be developed on a 9ha land, is expected to take four years to complete. He said the commercial development would include a supermarket, a community hall and a recreational area while the residential development will comprise apartment units for 1,200 families. Nur Jazlan said the apartment project would be developed at a cost of RM165 million, with each unit to be between 800 sq ft and 850 sq ft in size. “The government will subsidise about RM120,000 per unit. Based on the present market rate in Penang, a similar apartment unit will cost RM300,000,” he said after flagging off a fund-raising cyclethon here, yesterday. Prime Minister Datuk Seri Najib Razak is expected to officiate the ground-breaking ceremony of the project soon. UDA Holdings was granted the job of redeveloping Tanjung Tokong by then prime minister Tun Abdul Razak Hussein in 1972 but the project never materialised. Nur Jazlan, who is also the Pulai member of parliament, had said previously the pledge of new homes was a testimony of UDA’s efforts to uphold the interest of the Malays. “Not only are the Tanjung Tokong settlers entitled to the apartment units, their children are qualified, too, based on certain criteria,” he said. On Saturday, UDA Holdings signed a settlement agreement with the settlers and thus resolving the issue that had prolonged for 40 years. On another note, Nur Jazlan said UDA Holdings had also offered its expertise for the redevelopment of Johor Baru city. This, he said, could be done through collaboration between UDA Holdings and the state government or other agencies, such as the Johor Corporation.
