I think it's really 30 mio worth. After all the spire is the most spectacular element.

They're thinking how to hide their spire-cheating by adding an observation desk on the height of ~400m inside the spire

Honestly guys, this is not cheating. Cheating is puting a crappy steel antena on the roof... This spire is actually built from the ground and has elevators inside it that actually carries people unlike other little spires, and is actually the height it is... I would take wtc 1 as cheating but definitely not this tower
