FAR in Mysore far from reality?

Quote:

The argument in favour of a revised FAR is also to prevent the horizontal urban sprawl that is eating up agriculture land in the hinterland. A look by R. Krishna Kumar

Property developers in Mysore are seeking a revised Floor Area Ratio (FAR) in a bid to increase land usage which will have a bearing on the cost of apartments currently reckoned to be on the higher side.

The FAR is the ratio of the built area to the total size of the plot and varies from city to city. However, members of the Builders Association of India, Mysore, and Confederation of Real Estate Developers Association of India (CREDAI) local chapter are trying to impress the authorities to raise the FAR from the prevailing 1.75 to at least 2.5 or more.
Immediate benefit

“An immediate fallout of the increase in FAR will be a dip in property cost as the cost of land tends to be inversely proportional to the floor area ratio and builders will have the flexibility to add more floors and thus divide the cost of construction among more number of consumers. The end-users will get an immediate benefit ranging up to 30 per cent and this will also help prop up the construction industry while fuelling demand for ready-to-occupy property in Mysore,” said Naga Kumar of Premier Properties.

Speaking to The Hindu PropertyPlus, M.B. Naga Kumar, Managing Director, Premier Properties and President, CREDAI-Mysore, said the issue of revising the FAR for Mysore is long pending and has remained frozen since 1996. The authorities have been impressed upon the need to rejig the floor area ratio in the revised Master Plan for Mysore slated for release in due course.

It was pointed out that most cities in Karnataka have a higher FAR ranging from 2.25 to 2.5 as in Belgaum while it is 3.25 in Bangalore. The low FAR is reckoned to be one of the reasons why the cost of apartments in Mysore is perceived to be very high, almost matching those in Bangalore.

While the apartment costs match that of property in Bangalore, the rental yield in Mysore is low and hence potential investors in the property segment have started questioning the wisdom of putting in their money in Mysore as the returns are low. For the same cost, they can acquire property in Bangalore where the rentals are much higher.

“A better FAR would have helped us utilise the land more efficiently and unless this changes, apartment growth will remain sluggish,” according to other members of the CREDAI in Mysore.

Apart from a revised FAR, property developers are also seeking a re-look into the issue of taxation, according to Naga Kumar. At present, any sale related to apartment or property entails on the consumers to pay VAT, service tax, stamp duty as also registration fee. “The Government should levy either VAT or stamp duty but not both,” say the developers but this is in the realm of policy issues and has remained unchanged.

While the FAR remains a sensitive issue in Mysore given its heritage status, property developers have pointed out that no new construction can come up in the existing heritage zone around the palace and other important structures. The new development is on the fringes of the city and the residential areas and hence the authorities should revise the FAR for construction in such areas.

The argument in favour of a revised FAR is also used to underline the imperatives of preventing the horizontal urban sprawl that is eating up the agriculture land in the hinterland.

Mysore loses lure, sees a 7% dip in foreign visitors

Mysore: Foreign footfall to Mysore has seen a drop in the past one year, indicating a deeper malaise thats afflicting the tourism sector of this historic city.
Theres no disputing that the number of tourists both desi and from other shores has been growing at a steady clip, clocking a surprising 100% rate in just two years. But the nearly 7% fall in tourists who wing in from abroad hides a bigger story: that of lack of aggressive roadshows to push Mysore as a must-visit tourist destination and the absence of air connectivity.
In 2011-12,Mysore received 35,20,112 visitors,of them 75,206 were foreigners. In 2010-11,the number of foreign visitors motoring down to Mysore had crossed the 80,000 mark.In one year,Mysore lost more than 5,000 foreign tourists. This, despite Karnataka attracting 16.5% more foreign tourists in the current year. And Mysore ranks a shocking 16th in attracting overseas tourists, according to the Karnataka Tourism Department.
Mysore Palace Board deputy director Subramanyam told The Times of India that the fall is due to lack of an airport and other reasons. He contended that Mysore,as a tourist place, has many places to offer which cannot be visited in a day. This brings hospitality sector into the picture as stayovers demand better,well-appointed hotels,of which Mysore hasnt many.
The Mahajan Tourism Department Institute was part of the International Tourism Bureau held in Berlin. Its director Nagapathi said,At the Berlin do,the Karnataka tourism stall didnt have a single brochure to hardsell Mysore or its signature event,Dasara. Some 187 countries participated in the show.Is this the way to market a heritage city like Mysore He said Agra,Jaipur and Goa,among other places, were seeing a rush of foreign tourists.
Vinay, who operates heritage walks for tourists, said recession could be the spoiler.Mysore must have a functional airport and good hotels, he said.Tourism departments deputy director Shivalingappa claimed innocence about the decrease in foreign visitors.

PREPARE DPR ON ROPEWAY IN TWO DAYS: RAMDAS

Quote:
Mysore, June 21- District In-Charge Minister S.A. Ramdas yesterday directed officials to prepare a Detailed Project Report (DPR) on the rope-way project to Chamundi Hill within the next two days.

Speaking at the progress review meeting of developmental projects in the district at the office of the Deputy Commissioner in city, he regretted that despite being instructed to submit a report on the project at a meeting at Bangalore, the officials had not bothered to prepare and submit the same.

Ramdas also said that he would ensure that MUDA implemented the project after the submission of the DPR on the project.

Innovative Film City: The Minister also asked the officials to get ready for implementing the Innovative Film City project and added that the Karnataka Film Chamber of Commerce had identified 107 spots in city and district for shooting of films besides asking the KIADB officials to acquire the required land.

District Offices Complex: Ramdas also directed officials to take steps to take administrative sanctions for construction of a District Offices Complex to house govt. offices presently operating from rented places.

Temples to be renovated The Minister also asked officials of the Muzrai Department to undertake repair works at 8 temples in the Palace premises which were in a dilapidated condition.

Deputy Commissioner P.S. Vastrad said that though many environmentalists and social organisations had opposed the ropeway project, its implementation becomes inevitable to avoid wastage of fuel by thousands of vehicles which travel up and down the Hill each day.

As the plot identified for the project near the helipad is under litigation, the 20 acre plot of vacant govt. land near Uttanahalli Road can be acquired for the ropeway project, he observed.

DC'S CYCLING IDEA DISCUSSED

Quote:
The issue of government officials cycling their way to work for at least one day a week was the main point of discussion during the DC's Phone-in programme this morning, which is held every third Thursday of the month.

Apparently enthused by Star of Mysore's special report yesterday, the Dy. Commissioner P.S. Vastrad raised the issue citing the newspaper report.

Reiterating his emphasis on encouraging cycling among the government officials, he said that the rule will be in force from next Monday. He also directed the Heads of various departments to facilitate cycle parking space, watchmen for the cycles and other necessary facilities.

"The system of bicycle-sharing has been in practice at the Infosys campus here since years. The district administration has also urged the Mysore University to implement such a system. We have also approached the managements of colleges to follow suit in their respective campuses," said the DC, pointing out that most high school students rode bicycles to schools in the city and rural areas too.

Cycle Tracks: The DC directed the Police Commissioner and Traffic ACP to identify broad roads in city suitable for cycle tracks and demarcate with yellow paint at least 18 kms of road margins exclusively for cycles.

Priority for pedestrians: "In our country, the Police, RTO and KSRTC give priority to four-wheelers, then to two-wheelers, and then to cyclists and lastly to the pedestrians," said the DC and announced that the order of priority will be reversed henceforth.

Cautioning the KSRTC bus drivers against over-speeding and rash driving, he warned that in case a cyclist on cycle-track or a pedestrian is hit, a fine of Rs. 10 lakh will be imposed.

He, however, went on to add that it was just a warning and that he was not forcibly implementing the rules, but only intended to make the city roads safe, reduce pollution level and induce health consciousness among the citizens.

Phone-In: During the routine hour-long programme, the DC lent his ear to 18 callers, mostly from Nanjangud, Hunsur and H.D. Kote, complaing about scarcity of drinking water, lack of streetlights, encroachment of lakes, lack of burial grounds etc.

Government’s achievements

DC P.S. Vastrad, following the Chief Minister’s order, directed the Heads of all departments to prepare lists of the BJP government’s achievements in the past four years. The reports are to be submitted to the DC in four days’ time.

Cutting of dry trees

A complaint about the Forest Department’s apathy towards an appeal to remove five dry and precariously standing roadside trees in Gokulam, was made by one K. Janardhan, resident of Gokulam IIIrd Stage, along with his neighbours who attended the Phone-In programme in person. Janardhan said that the written complaint was lodged with the Forest Department officials on Feb. 24, 2012, but no action was taken so far. ACF Durgegowda told the DC that the delay had occurred due to tender process and assured to remove the trees immediately.

N'GUD TO BE DEVELOPED AS A MODEL CONSTITUENCY

Quote:
V. Srinivas Prasad completes four years as MLA

By K.Ravi Shankar

Nanjangud, June 20- During my four four-year term as MLA, I have made sincere efforts to develop the constituency consisting of the famous pilgrim centre Nanjangud, which is also called Dakshina Kashi into a model constituency, declared Former Union Minister of State for Food and Civil Supplies and MLA V. Srinivas Prasad.

In an exclusive interview with Star of Mysore at the temple town on Tuesday, the MLA said that during the past four years he had made all efforts to protect the interests of the people of all sections of society besides ensuring communal harmony putting into practice all the experiences of his long political career.

The Mini Vidhana Soudha built when present Chamarajanagar MP R. Dhruvanarayana was the MLA near the Tourist Bungalow, in the town had collapsed. Srinivas Prasad said that he had fought for the construction of a different Mini Vidhana Soudha on a 3-acre plot of land belonging to the Sericulture Department on Ooty road as a different building could not be built on the old spot.

The works on providing drinking water to 56 villages in Koulande hobli from Kapila River had been completed and the same had been inaugurated by Chief Minister D.V. Sadananda Gowda, thus ensuring gradual improvement of water supply facilities in the constituency, he said.

The much awaited Rs. 22 crore works on the development of Nanjangud-Hullahalli road has been taken with financial assistance from Calamity Relief Fund, he said and added that with this the long cherished project was nearing completion.

He also mentioned that his fight for conversion of Mysore-Nanjangud road into a four-lane road had reached the tender invitation stage and claimed that when completed, the project would ensure a fall in the number of accidents on the road. He added that a high-tech bus stand would be built on the plot of land adjacent to the KSRTC Depot on Nanjangud-Chamarajanagar road after acquiring land from the Horticultural Department.

Dwelling upon the other works initiated during his four-year tenure as MLA, Srinivas Prasad said that the Rs. 1.2 crore Ambedkar Bhavan built near the private bus stand in the town was ready for inauguration and plans were on to install a statue of Dr. Ambedkar at a cost of Rs. 20 lakh at the Ambedkar Circle. He added that the Rs. 7 crore project of providing road dividers and sodium street lights on the road between Apollo Circle and Srikanteshwara Temple had begun.

He also stated that Union Labour Minister Dr. Mallikarjuna Kharge had approved the construction of a well equipped ESI Hospital in the industrial area at a cost of Rs. 6 crore. The fire brigade office and guest house which are functioning at the APMC yard would be shifted to a plot of land identified in the industrial area.

To ensure that the fund released for construction of a PU College would not go unspent, the MLA said that after discussion with the Chief Minister, the permission for construction of the college at the land belonging to the Sericulture Department on Ooty Road had been obtained. He also added that a Govt. First Grade College had been built at a cost of Rs. 60 lakh at Hullahalli.

Stating that plans had been finalised for developing the historic town of Nanjangud on the lines of Udupi, Srinivas Prasad said that he had ensured that the funds allotted for developmental works by the agriculture, irrigation, social welfare and information departments had been properly utilised.

He further claimed that houses under Basava and Indira Awaz schemes had been allotted to the beneficiaries keeping at bay the middle men and added that he would make all efforts to ensure completion of the developmental works to be undertaken in coming days.
Nanjangud is a nice historic and industrial satellite town of Mysore.BRTS Ppossible on Mysore-Nanjangud road?

‘ITC shirking from its responsibility’

Quote:
Mysore, June 21, 2012, DHNS:
Families who lost lands yet to be compensated with job per family
State general secretary of Karnataka Rajya Raitha Sangha Badagalapura Nagendra alleged that the ITC group property that is coming up at Tandavapura Indsutrial Area (TANDIA), Nanjangud is denying jobs to farmers whose lands were acquired for the very project.

Addressing a press meet here on Thursday, he further alleged that the company is not sticking to its assurance of providing jobs to farmers, on whose land the company stands now, or their family members.

Many families, which lost their livelihood with the piece of land they lost for this project, are awaiting since five years to get a permanent job.

He said the company is now backing out, citing company rules, preparing grounds to keep farmers away from recruitments for the company.

Nagendra disclosed that the company was now putting forward few requirements which obviously many illiterate farmers do not posses.

Furthermore, it also says in its agreement employees could be terminated from their service as per wish of the company.

He accused the company of humiliating farmers with their new bylaws. He urged the company to provide one employment opportunity to farmer and his family for each acre of land acquired by them.

He said memorandum submitted by the ryots to the deputy commissioner, ITC and other related officials have fallen on deaf ears.

“Farmers are staging a protest at Nanjangud from June 11, which the authorities claim that they know nothing of.” Nagendra said that the Chief Minister has called the farmers for a meeting on July 22 at his official residence Krishna. “We have told the CM not to convene the meeting for the sake of formality, just to offer us coffee and snacks; but to discuss various issues and problems faced by farmers and measures to be taken by government.”

Protest

He said a protest would be staged on June 23 when union minister Mallikarjuna Kharge is to visit Nanjangud for inauguration of ESI hospital.

He blamed local MLAs of being irresponsible over issues pertaining to the farmers.

He said that protests in front of offices and branches of ITC company would be staged if their issues were not solved and also intensify the protests against State and Central governments for not heeding to their problems.

Puttaswamy, Ashwath Narayana Urs, Nanjundaswamy and others were present.

ropeway not really required.. That is for places where vehicles cant go and people have to climb stairs Instead such money should be put to better use like underpasses, airport runway expansion that will help deploying larger aircrafts etc.. longer runway means more chance of getting a flight connectivity

Your passport woes might end soon
Quote:
TNN | Jun 23, 2012, 03.01AM IST
BANGALORE: Things can soon fall in place for thousands of passport applicants in Karnataka, as the Ministry of External Affairs has already directed Regional Passport Office in Bangalore to start implementing the corrective steps. Mysoreans have something to look forward too, as MEA has given a nod to start a Passport Seva Kendra (PSK) soon.

For starters, the first passport mela will be held at all four PSKs in Karnataka on June 23 and June 24, 2012 between 9.30am and 2pm. "Applicants can walk into this mela before 2pm with their original documents and one set of self-attested photocopies, photographs, downloaded forms, cash/demand draft (DD). We will entertain all applicants who walk in before 2pm and try to clear their grievance on the spot," said Dr KJ Srinivasa, regional passport officer, Bangalore.

He added: "The MEA has examined all aspects about starting a PSK in Mysore. There is a possibility that one will be opened in Mysore soon. Gulburga will get a mini PSK shortly."

Meanwhile, the police department has been asked to probe into various complaints against touts, added Srinivasa.

External affairs minister SM Krishna also spoke to Praveen Sood, inspector general of police (computer wing), Karnataka, over the passport issue on Friday, after TOI reported about the menace. Sood will soon be meeting Krishna in Delhi.

Confirming the news, Sood told TOI, "The main attempt would be to extend the computerization process from MEA to police stations and cutting down the process of sending mails and letters from the office of police commissioner to station house officer (SHO) in each police station."

"The police verification process eats 80% of time taken to obtain a passport, from the time the passport officer okays the applicant's documents. SM Krishna directed me to work out a way to reduce this time which delays passport services to people. He is interested in starting a pilot project in Bangalore and Karnataka. We are working towards it," he said.

He explained that once mails are received by passport office, they are sent in bulk to the commissioner's office. "They are downloaded, which itself takes time and then segregated to go to different police stations. From there, another set of applications is sent by mail to the ACP and DCP. These are again downloaded and sent to SHOs of police stations, physically," he explained.

"But this is not required. All police stations in Karnataka are connected by intranet, and online services can be extended from MEA to the police station. While filling the form, if the applicant can write in which police station jurisdiction does his house come under, then the form can directly be sent to that particular SHO. Even the SHO can ask the applicant to come to his office by sending an SMS. This saves the first 10 days," Sood explained.

He has been meeting top TCS professionals o integrate the electronic ways so that it becomes a less time-consuming affair. He also said that TCS is ready with a blueprint but the MEA has to chalk out ways for the integration process.

Sood added that sending an SMS could be used to update the applicant on where his files are released from the police station or received at the commissioner's office or received by passport office staff.

"Even for people who would apply for a foreign VISA, they get an SMS at every level of acceptance of their application. But then when it comes for police verification, until it is cleared from the RPO level, the online status of the passport would keep showing 'Police Verification'. Instead, we can update the status online and keep their hopes alive," he added.

The newly constituted academy will reach out to 60 talented boys from Mysore, Mandya and Chamarajanagar districts and will help the youngsters hone their skills on quality pitches.

Emerging talent

The RC-KSCA Academy has been developed at Shimoga, Hubli, Raichur and Mangalore apart from Mysore, as part of the larger objective of providing quality facilities for emerging talent from tier cities and small towns, besides Bangalore.

The RC-KSCA Cricket Academy in Mysore will function at the Gangothri Glades and JSS-SJCE grounds in Mysore. Mysore varsity proposes power station

Quote:
Exclusively to cater to the power needs of Manasagangotri

With the University of Mysore installing new equipment under the Rs 100 crore grant from the Centre, round the clock power to keep the machines on is a must.

Taking cognisance of this, the varsity proposes to have a separate station at Kukkarahalli lake.

Following the proposal, energy minister Shobha Karandlaje inspected the spot 35x65 metre at the lake site on Friday. If uninterrupted power supply is guaranteed, it can also help keep UPS energy sufficient, as is the intention of the varsity. Apart from Manasagangotri, Crawford Hall will also be benefited.

Earlier, the varsity Syndicate had approved the proposal. What’s pending is an approval from the higher education department.

Vice-chancellor V G Talwar, registrar B Ramu and others were present.
