did you see Croatia first started building its Montenegro and Bih motorway connections?

I think Slovenes are waiting Croatia joining Schengen before build cross border motorways, to avoid building custom facilities that would be dismantled after few years.
Notice that SLO-I and SLO-H connections opened both in 2008 and they're much better than the Fernetti crossing with that 360 turn towards Italy.
