DOTC allots P157.5M for CamSur airport’s night operations

NAGA CITY—The Department of Transportation and Communications (DOTC) has alloted P157.5 million for the upgrade of Naga Airport in Pili, Camarines Sur.

The upgrade would involve the purchase and installation of equipment and facilities that would enable Naga Airport capable of night-time take-off and landing of airplanes, said Camarines Sur Gov. Luis Raymund Villafuerte Jr. in a statement Sunday.

He said DOTC Undersecretary Efren Moncupa informed him in an April 11 letter that the P157.5-million allotment through the Civil Aviation Authority of the Philippines was just for “the partial modernization of Naga Airport.”

Villafuerte said the fund would be used for an airfield lighting system (P50 million), a traffic console (P15 million), rapid intervention fire trucks (P50 million), new communication equipment (P20 million), improvement and expansion of passenger terminal building (P16 million) and construction of an administrative building (P4.5 million).

He said Capitol was grateful to the DOTC, particularly Secretary Mar Roxas and Moncupa, for promptly acting on their request to upgrade the operational capability of the Naga Airport.

Naga airport gets P157M for upgrade

Villafuerte said the allotment is intended for the purchase and installation of airfield lighting system at P50M; provision and installation of traffic console at P15M; purchase of rapid intervention fire trucks at P50M; replacement of communication equipment at P20M; improvement and expansion of passenger terminal building at P16M; and construction of an administrative building at P4.5M.

“We would like to thank the DOTC, particularly Secretary Mar Roxas and Usec. Moncupa, for promptly acting on our request to upgrade the operational capability of our airport. This will be a big boost to our tourism industry in particular and the province’s economy in general,” he said.

Villafuerte said he wrote Roxas December 8, 2011, requesting the provision of safety devices for Naga Airport to comply with international standards and ensure efficient and reliable air transportation to and from the province.

He said he specifically requested approach lights at both ends of the airport’s runway—a runway edge light and a taxiway light.

Villafuerte said there were increased incidents in Naga Airport that could have compromised the safety of the passengers and possibly damaged properties.

He said the provincial government is pushing for the modernization of the airport in line with its thrust to maintain the province’s status prime sports and ecotourism destination in the country and also to promote the province as a in the Philippines.

Villafuerte recalled that in 2008, budget carrier Cebu Pacific informed the provincial government of the latter’s intention to add a morning and evening flight to the province if the airport becomes night-time capable.

He said he had been pushing the national government to make Naga Airport night-time capable.

Villafuerte said he had pushed the project of making Naga Airport night-time capable in the Forum on Harnessing the Growth Potentials of Tourism during the 45th Annual Meeting of Board of Governors of the Asian Development Bank, where he was one of the panelists, last month.

He noted that making Naga Airport and other secondary airports in the country night-time capable would help decongest air traffic at the Ninoy Aquino International Airport (NAIA) during peak hours in the early evening.

yes, the Q400 came when PAL and then Air Philippines' 110-seater jet ceased operations.

Philippine Startup Bicol Eyes Scheduled Services With Fokker 50s

Philippine travel agency, Southwest Air Marketing Tours and Promotions, is seeking an air operator certificate (AOC) for its Bicol Air Express unit to expand into scheduled services with a fleet of Fokker 50s.

Bicol currently provides some ad hoc charter flights using a BAE 146 and a Dornier 328 it charters from other operators, but the airline now plans to obtain its own AOC so it can operate scheduled and non-scheduled services, the airline’s president Ramon Torres tells Aviation Week.

According to Torres, Bicol already has a business license from the Civil Aeronautics Board (CAB) and has completed almost all the paperwork for its AOC. Responsibility for issuing AOCs rests with the Civil Aviation Authority of the Philippines (CAAP).

Torres, who is a former Philippine Airlines Fokker 50 pilot, says Bicol plans to dry-lease Fokker 50s. He will not say which lessor will provide the aircraft, as the airline has yet to sign any lease deal, but adds that Bicol has been speaking to maintenance, repair and overhaul service provider Fokker Services Asia in Singapore.

There is an opportunity for an airline that can provide point-to-point services between the Philippines’ many tourist destinations, says Torres. “There are many larger domestic airlines in the Philippines that don’t fly to the final tourist destinations,” he says. He adds that even when these larger carriers serve tourist destinations, the flights are usually routed through Manila or Cebu, which is an inconvenience for travelers. The larger carriers are often unable to serve the tourist destinations with their narrowbody fleets as these are usually remote places, with small unpaved air strips.

The country’s two most popular tourist regions are Bicol in the east and Palawan in the west, and Torres intends to operate non-stop flights between the two destinations.

Torres also says the carrier plans to participate in BIMP-EAGA, a sub-regional economic cooperation initiative between the Philippines, Malaysia, Brunei and Indonesia that aims to link these countries’ secondary cities. The government is encouraging local carriers to launch international services to these countries from Puerto Princesa, General Santos, Zamboanga and Davao in the Philippines, Torres adds.

Not just usually but always: Q400 flies at 340 knots and climb rate at 12min. At 25,000ft. While the ATR at 270knots only and climb rate taking 21mins. To get to 20,000ft. Only. For speed, comfort and faster boarding, take the Q400 if the promo price is the same of course.
