Air Philippines asks CAB to redistribute seats to HK
AIR PHILIPPINES Corp. has asked regulators to reallocate seat entitlements for Hong Kong, echoing a petition AirAsia, Inc. filed last month, documents from the Civil Aeronautics Board (CAB) showed. “Notice is hereby given that Air Philippines has filed with CAB a petition for reallocation of entitlements to Hong Kong a total of 578 seat entitlements under Route II-A...” the document read. “The application shall be given due course by this office on June 29,” it read further. Airphil Express, the low-cost arm of Philippine Airlines (PAL), has an existing 682 seat entitlements per week under Route II-A or Hong Kong out of Clark route. Last month, Airphil Express began international operations in Clark for Hong Kong and Singapore flights, earlier reports show. The country’s 6,300 weekly seat entitlement for Route II-A has been fully allocated to four airlines namely AirAsia Philippines, Cebu Pacific, South East Asian Airlines and Zest Airways, which has an unutilized allocation of 1,250 seats per week. Last month, AirAsia Philippines also asked CAB to reallocate a total of 1,428 seat entitlements for Hong Kong. It wants 1,250, which are being held by Zest Air and 178, which are owned by South East Asian Airlines. This, as the local partner of Malaysian carrier AirAsia Bhd. had announced that it would be mounting daily flights to Kong Hong and Macau out of Clark starting July 19. But Alfredo A. Herrera, Zest Air’s chief for sales and marketing, had said that the airline would not give up its seats as “it was already working out schedules” to use the allocation. Ma. Alben S. L. Moro, CAB’s chief for hearing and examiners division, said that CAB may reallocate entitlements if they are unutilized for a long time. The Philippines also has 15,000 seats per week for Hong Kong Route I, which have been previously allocated to Philippine Airlines and Cebu Pacific, CAB data show. For Route II-B, or Hong Kong-Cebu, the county has total seat allocation of 6,250 per week. Of this, 1,240 remains unutilized, while the rest were already allocated to PAL and Cebu Pacific, official data show. For Route II-C or Hong Kong out of any points in the country except Manila, Clark and Cebu, the Philippines has 2,800-seat allocation per week, which are also assigned to PAL and Cebu Pacific. --Cliff Harvey C. OK for airlines to overbook but not pick who to bump off - trade sec
The Department of Trade and Industry is willing to tolerate the practice of airlines to overbook flights as long as the carriers do not discriminate in choosing who to bump off. “We cannot ban overbooking because that’s important to the airlines. [If you ban overbooking], it would increase the fares,” Trade Secretary Gregory Domingo said in a press conference on Tuesday, June 26. Domingo, however, said this practice must continue but only under strict terms. CAB defers implementation of ban on overbooking of flights
June 27, 2012 12:00 AM The Civil Aeronautics Board (CAB) has suspended the implementation of the recently imposed ban on overbooking of flights by local airlines and the order that sets stiff penalties on bumping off passengers. CAB, under Resolution No. 44 adopted last June 13, deferred Resolutions No. 28 and 29 that effected the ban on overbooking and laid out the penalties on “denied boarding” or bumping off passengers, issued just last May 11. The issuance of Resolution No. 44 comes amid a flurry of threats from the local aviation industry that the policy issuances of CAB and the Department of Transportation and Communications (DOTC) to address mounting complaints against local carriers’ cancelled and delayed flights, as well as cases of passengers that availed of promo fare tickets having their tickets cancelled, could put a stop to the aggressive promo fare offerings of local carriers, especially the low-cost carriers. More Intra-BIMP-EAGA Flights Expected To Take Off Soon
More intra-BIMP-EAGA flights are expected to take off as transport ministers from Brunei, Indonesia, Malaysia and the Philippines intensify efforts to expand air connectivity in the sub-region. A statement issued by the Mindanao Development Authority (MinDA) here said that in the recently concluded 9th BIMP-EAGA Transport, Infrastructure and ICT Development Cluster meeting in Brunei, transport officials finalized the amended MoU on Expansion of Air Linkages and focused on how to further improve air, sea, and land connectivity in the sub-region. "Connectivity has always been a big challenge for the transport sector, and we are happy and fully supportive of these new progresses in our air linkages," said Department of Transportation and Communication (DOTC) acting director Florencia Creus, the Philippines' Head of Delegation to the cluster meeting. Officials from the Civil Aeronautics Board and Civil Aviation Authority of the Philippines were also present at the meeting. PAL Holdings board approves capital stock increase to P23B
June 27, 2012 3:19pm PAL Holdings Inc., operator of flag carrier Philippine Airlines, has increased its authorized capital stock by P3 billion. In a disclosure to the Philippine Stock Exchange on Wednesday, PAL Holdings said the increase was approved during a board of directors meeting on Tuesday. The company's capital stock would now be P23 billion divided or 23 billion common shares with a par value of P1 per share from P20 billion or 20 billion common shares with a par value of P1. The board amended PAL Holdings' articles of incorporation to reflect the increase in the authorized capital stock. Also approved by the board was the subscription by Trustmark Holdings Corp.-headed by tycoon Lucio Tan-of 17 billion common shares of the corporation at P1 per share. A portion of the subscription price would be issued out of the current unissued capital stock of the corporation and the balance from the increase in the authorized capital stock. The board also approved Trust Mark's subscription to 85 billion of Philippine Airlines Inc. shares at P0.20 per share or P17 billion out of the increase in the authorized capital stock of PAL Holdings.
