Metro: MGM roar to plex revamp

The death knell has been rung for Metro cinema, one of Calcutta’s best-known and loved landmarks. The 77-year-old standalone theatre on Chowringhee, once owned by MGM, will soon be turned into a multiplex keeping only the façade intact. According to a highly-placed source in the Calcutta Municipal Corporation (CMC), its heritage commission has cleared the project to makeover this Grade I heritage building. This, for many, is yet another instance of the city’s total indifference to its cultural heritage about which it never fails to boast . The only “major hurdle” is parking at its 5 Chowringhee Road address, for which the building plan has not been sanctioned and it has not received clearance from the police either. The Metro-Goldwyn-Mayer used to own this cinema, once synonymous with luxury and glamour, till 1972, and it changed several hands thereafter. At one point of time, the state government had taken it over and its current owner is Metro Theatre Calcutta Limited. Metro, Elite and New Empire are the last of the cinemas in this city where Hollywood films were exclusively screened. A host of others like the Globe, Lighthouse, Minerva or Chaplin and Tiger have all closed down. “The Home of the Stars” may be in a shambles today, but its basic structure — in an elegant art deco style characterised by the “waterfall” style engaged columns — remains untouched. This motif is manifested in all its important architectural features like the marquee and the sign and in the details as well, like the aluminium framed entrance.

In a relief to the cash-starved government, Mamata Banerjee's oft-touted rain water harvesting scheme 'Jal Dharo Jal Bharo' has now secured a Rs 1150 crore World Bank loan. The soft-loan, for which the government has to pay an annual interest of Rs 1.25 crore for an 18-25 year period, will have a state component of Rs 230 crore and cover nearly 4660 minor irrigation schemes within the next six years. The state has already earmarked Rs 100.47 crore in 2012-13 fiscal for the project. Water resources investigation and development minister Saumen Mahapatra said, "This is the first such World Bank help in minor irrigation in the last one-and-a-half decade. At a time when the state is going through an acute financial crisis, this has come as a big relief." The minister had earlier placed a budget of Rs 922.13 crore. tnn, said: "Following the chief minister's suggestion, about 148 schemes were included in the NREGA, in the past four months in which we have generated 1.25 crore mandays. We target to create another 8.47 lakh mandays in 2011-12. We've been given a target by the chief minister to create 50,000 ponds in the next five years - 22,608 of which has already been completed." He stressed that the reason for renewed focus is a fall of nearly 25-50 meters in water level in south Bengal districts, particularly North and South 24-Parganas. While this is still not alarming and 38 blocks figure in the "semi-critical" state, lack of intervention will worsen the situation. "If you add this to the 59 blocks where salinity is high and 69 blocks which are arsenic prone, immediate mitigation is necessary and hence such projects." According to the minister, the other reason for the project is that there is almost no scope of increasing cultivable area of 56.84 lakh ha - 64 % of West Bengal. "The only way ahead is to increase the cropping intensity and therefore bring more cultivable land under multi-cropping. Minor irrigation projects also contribute to it."

Delhi, Mumbai top tap water need

Mumbai and Delhi ~ currently reeling under water crises ~ will require the maximum supply of municipal tap water in the world by 2025, according to a Mckinsey Global Institute report. Mumbai tops the list of the 20 global cities in terms of municipal water demand in the next 13 years, followed by Delhi, the report said. Three other Indian cities ~ Kolkata, Pune and Hyderabad ~ are ranked seventh, twelfth and sixteenth, respectively, in the list of 20 cities needing maximum supply. The report is released at a time when Delhi and Mumbai are already in the grip of a water crisis that worsens during summer. It said the demand would rise as urbanisation would grow fast. “In India and China, whose urbanisation is occurring on a very large scale, we are seeing the incomes of a large number of consumers hit a 'take off' level at which the consumption of many goods and services picks up speed rapidly,” the report reads. By 2025, the annual demand for municipal water in the world's large cities is likely to increase from around 190 billion cubic meters per year today to about 270 billion cubic meters per year. Among the top 10 cities, Shanghai, Guangzhou, Beijing, Buenos Aires, Khartoum, Dhaka and Istanbul are other global cities that are likely to witness significant water demand. The report further noted that building or expanding the municipal water supply infrastructure will require cumulative investment of about US$ 480 billion by 2025, including investment to increase supply and to expand the distribution and treatment of wastewater. East and South Asia will account for more than 50 per cent of this increase in water consumption, it said.

This will trigger flash migration to urban centres and send Kolkata reeling. Parks will turn into slums and every inch of free space will be occupied. In the cruel summer that will follow, the mercury will breach the 42 degree celcius mark. Radiation from sun rays reflecting off the steel and glass buildings and exhaust from AC cars and homes will push the temperature higher by another 2 degree. With lakhs of people exposed to the heat, thousands will fall ill and hundreds will drop dead due to heat stroke. Egg production will also nosedive due to heat stress on livestock. The situation will get worse as water scarcity will hit large pockets. With aquifers running low and arsenic spreading into ground water in north and central Kolkata, rationing of water will become a way of life. Statewide, demand for water for agriculture, industry, domestic use, forest/ecology and energy will skyrocket from 106.18 to 452.82 billion cubic metre. In June, cloud bursts will inundate large sections of the city. In the following weeks, incidents of cholera, diarrhoea and enteric fever will spiral. Malaria cases will shoot up not just in Kolkata but in upper reaches of Darjeeling as well. Large quantities of vegetables will perish as cloudbursts will leave farms in North and South 24-Parganas waterlogged. The lack of tolerance in hybrid seeds will make matter worse… These predictions of Kolkata in Circa 2050 may be dismissed by a section of scientists, but they are outnumbered by a huge margin by those in the fraternity who believe in such an eventuality if remedial measures are not taken today. “It isn’t just climate change that may trigger a series of events. Erosion of land along Bengal’s coastline is a huge threat. Given the vast population pressure in the Sunderbans, which has led to people settling even in spillage areas beyond embankments, natural calamities will lead to large scale displacement and migration to urban centres. Kolkata, being the nearest city, will bear the brunt,” said Jadavpur University School of Oceanographic Studies joint director Gautam Sen. Joyashree Roy, coordinator of Global Change Programme at JU and a member of the Nobel Prize-winning Intergovernmental Panel on Climate Change, felt rise in migration will hurt Kolkata most if the city fails to prepare itself for the situation. “Denying effects of climate change will hurt the state and the city. Given the frequency of extreme events, Kolkata will have to deal with migration periodically. Planning and preparedness is needed for a metropolis that is already stressed,” she pointed out. The domino effect of migration will touch every sphere. Even the last bastions of pedestrian-free space around Victoria Memorial Hall will be over-run by the human deluge. “The government needs to grab the situation by the collar and face it head on. A study of base and peak load population is essential to decide on how much to augment the infrastructure,” Roy reasoned. The other factor that has scientists worried is the erratic rainfall pattern. Kalyani University environment department head S C Santra feels that will pose the biggest challenge, reducing agriculture output and affecting crop security. Shortage of feed will also affect livestock. “Many crops cannot take high heat and water stress. With aman production getting hit due to waterlogging, there is more emphasis on boro crop that requires irrigation. To sustain it, we need to increase surface water storage, recharge ground water and rejuvenate rivers,” said Santra. The other suggestions from the activist scientists don't guarantee that the disaster will not happen. Nor do they guarantee that any of the steps suggested will save millions of endangered lives if such a devastation does take place in South Bengal. |

Victoria to get mega makeoverScottish Experts Inspect Memorial; Modern Heating, Ventilation, Air-Conditioning And Security System On Cards ![]() Kolkata: Victoria Memorial Hall — the city’s iconic marble edifice that sits majestically amidst the Maidan’s verdant green — is set to undergo a major makeover. The 91-year-old monument conceived by Lord Curzon and designed by Sir William Emerson has been in crying need of overhaul with exterior marble walls stained by pollution and seepage damaging interior walls. Though it has invaluable art and artifacts, the cluttered display in outdated galleries and lack of proper air conditioning leaves visitors exasperated. Victoria Memorial authorities hope to change all that over the next three to four years, conserving the marble exterior, repairing the interior brickwork, redesigning and upgrading galleries, installing environment, fire and surveillance control systems, adding galleries by shifting offices to an abandoned building and making space for research scholars. A team of experts from Scotland has already carried out a detailed fabric inspection. After the team submits its report to executing agency sometime next month, the latter will make a presentation to an expert panel appointed by Victoria Memorial. Once the latter makes a presentation, work will get underway. “It is an ambitious project to preserve the heritage structure of Victoria Memorial while transforming it into a contemporary state-of-the-art museum. The project for renovating the interior that had been prepared by National Institute of Design (NID) will be executed by National Building Construction Corporation (NBCC), a central government undertaking under the Union urban development ministry. It will first make a presentation that will be vetted by an expert panel. Thereafter, work will begin in phases,” Victoria Memorial Hall curator Swapan Chakraborty said. NBCC appointed Dulal Mukherjee & Associates as consulting architect, which in turn called upon the services of Scottish conservation expert James Simpson to do a thorough survey of the building. Curatorial and illumination experts will next be appointed for doing up the galleries. Speaking to TOI, the consulting architect said Simpson, along with another conservation architect and a fracture expert, had surveyed Victoria Memorial over 10 days and would submit the report in August. “Since it is an iconic structure, we have to be extremely careful and ensure that no damage is caused in the attempt to conserve and upgrade the facility,” said Mukherjee. While visitors will find it difficult to spot the difference in exterior conservation work (other than facilities like ticket room, cloak room, waiting lounge and toilets planned at the north gate), the job within will be plainly visible as it involves modernizing galleries and stores. The plan is to redesign the galleries thematically. The number of galleries will also increase from nine at present to 12. One of the new galleries will tell the story of East India Company’s arrival and rule in India. The existing galleries, including Portrait gallery, Royal gallery, Kolkata gallery, National Leaders’ gallery and Indian Schools of Art gallery will be completely modernized with climate control that regulates light, temperature and humidity. “To renovate the galleries and increase exhibition space, we will shift administrative and accounts offices to an old dormitory building in the complex. This building is also being renovated to house the offices. Once the offices shift, ventilation in the upper levels of the dome and air conditioning will be improved. Apart from the galleries, only restoration, conservation and documentation units will remain in the main building,” said Victoria Memorial Hall secretary Shakeel Ahmed. The two levels of the building have 42,131 sq ft floor space. Modern heating, ventilation and airconditioning (HVAC) system apart, state-of-the-art smoke detection, fire fighting and security systems will be installed in galleries. All objects will be barcoded so that the central alarm system can immediately detect any theft attempt. That will enable Victoria Memorial authorities to invite exhibitions from abroad. Amit Mitra’s date with American business brass in Washington

Sources close to the development said that US India Business Council (USIBC), an associate of the US Chamber of Commerce, one of the biggest trade bodies in the country, has organized an interaction between the Bengal finance minister and the officials of top US companies. "The meeting is likely to be organized at the historical Hall of Flags, which shows the kind of interest US has about the change in Bengal," added sources. The members of USIBC include companies like Franklyn Templeton, Citi, Cargill, Cognizant, GE, Dow, Boeing, KPMG, PepsiCo, Warburg Pincus, Ford, Adobe, IBM, Bank of America, Amex, Deloitte, KKR, Caterpillar and others. It is learnt that Mitra will meet US government officials as well in Washington after the high profile business meeting. Before leaving for the US capital, the state finance minister will meet 150 Bengali investors, professionals at a business round-table at NABC in Las Vegas on June 7. "A recorded version of an address by Mamata Banerjee will be played at the Bengali Conference. The state is trying to encourage US-based Bengali community to engage in the building of new Bengal. This could be through investment, by rendering professional skills, technical skills, adoption of village, anything. A Bengali industrialist can invest in the state. Similarly, a top executive can help us through his professional skills," added sources. It has also been learnt that Mitra will stop over for one day in London on June 9 and would meet members of UK India Business Council.
