lack of infrastructure and insurgency are the two major factors affecting NE's development. but situation is changing very fast, with the improvement in law and order situation and massive infusion of funds by the center in infrastructure related projects. and LOOK IS POLICY is a big boon for the entire NE, when it comes to investment, industrialization, trade and commerce.

Corporate push to organic sector
Guwahati, June 21: Dispur has engaged the corporate sector to help in marketing and promotion of the fledgling organic sector in the state. Assam agriculture minister Nilamani Sen Deka today told the media that representatives of two corporate groups would visit the state this month to hold discussions with chief minister Tarun Gogoi and him to chalk out the plan to market the state’s organic produces in different parts of the country. He said the agriculture department is in touch with several such groups. The entry of the corporate sector has come close on the wheels of Dispur’s announcement to launch the Chief Minister’s Organic Farming Mission with an initial funding of Rs 20 crore. The mission will target a minimum cultivable area of 30 bighas in each of the 126 Assembly constituencies. The land will be cultivated by groups, cooperatives or small groups formed by farmers, and each group will get Rs 15 lakh as assistance. Deka told this correspondent that as part of promoting organic agriculture produces the state would soon announce its fertiliser policy to resist indiscriminate use of chemical fertilisers and pesticides. The minister said the government would soon adopt its own procurement policy of agriculture produce to enable farmers get the deserving market prices of their products. Deka said though Assam produced 50.54 lakh tonnes of rice last year, Food Corporation of India procured only 27,000 tonnes, forcing farmers into distress sales. He said the state had 5,00,000 tonnes of surplus rice. “A Delhi-based firm is preparing the blueprint on how to streamline various agriculture infrastructure including the setting up of cold storage facility to enable the state government to procure various agricultural produce, particularly rice and jute, by giving the farmers the right prices for their product. We should be able to start the procurement process from October,” he said. Deka said despite floods which have already damaged 9,754.83 hectares of cropland, the state is targeting 51,00,000 tonnes of rice this year which would be more than the last year’s figure. In January, renowned agriculture scientist G.V. Ramanjaneyulu warned that Assam could go the Chhattisgarh way in terms of farmers’ suicides if the state government failed to implement concrete measures in protecting the interests of farmers. The scientist spoke at an interactive session on the current crisis in Indian agriculture and the way forward. The session was held at Cotton College State University. Tea body withdraws protest against National Institute of Design construction
JORHAT: Chief minister Tarun Gogoi on Thursday urged the Caah Shramik Mukti Sangram Samiti (CSMSS) and Krishak Mukti Sangram Samiti (KMSS) to withdraw their agitation against the construction of National Institute of Design (NID), assuring them that his government will fulfill their 14-point charter of demands.
The CM's office, in a letter to the Jorhat administration, asked the administration to convey Gogoi's decision to the two organizations. The organizations hailed the government's decision and decided to withdraw their agitation against the national project. The organizations were opposing the construction of NID on land belonging to tea gardens. Deputy commissioner (Jorhat) Ramesh Chand Jain said, "The CM took the decision to fulfill the demands of the organizations after meeting the representatives of the organizations at his residence in Guwahati on June 17." All Assam Students' Union pushes for ONGC hospital
JORHAT: The All Assam Students' Union (Aasu) on Saturday asked the state government to ensure the construction of the proposed 500-bed ONGC hospital in Sivasagar at the earliest. The organization also sent a memorandum to DC (Sivasagar) to make the government's stand clear on the matter within 15 days.
Last year, ONGC had decided to set up a multi-purpose hospital and announced its decision to undertake the mega project in Sivasagar. The oil major had also asked the state government to provide a proper venue, which is yet to chosen. "It was the outcome of a prolonged democratic movement of several organizations that ONGC finally decided to build a 500-bed hospital in Sivasagar. We submitted a memorandum to top officials of ONGC with a 20-point charter of demands, including construction of 1000-bed hospital in the district last year. The ONGC had assured us to fulfill our demands in phases and expectedly announced to build the hospital. But due to the failure on the part of the state government to provide adequate land, construction work is yet to start. We opposed the government's failure and demanded to solve the issue at the earliest," said Aasu organizing secretary and Sivasagar unit adviser Sarat Hazarika. He added, "We have sent a memorandum to DC (Sivasagar) and issued an ultimatum of 15 days to clear the government's stand on the matter.'' Deputy Commissioner (Sivasagar) Jatindra Lahkar said, "We have recieved the memorandum of Aasu and our efforts are on for an early solution of the matter. Last year, we had sent a proposal of about 150 bighas village grazing land (VGR) to construct the hospital for government approval. 2 civil hospitals, engineering college in hill districts soon
DIPHU, June 23 – The Karbi Anglong Autonomous Council (KAAC) celebrated its 61st foundation day at Joysing Doloi Memorial Auditorium Complex here today with pomp and gaiety. The Minister for Education, Health & Family Welfare, Dr Himata Biswa Sarma, inaugurated the celebrations by illuminating a lamp before Late Joysing Doloi’s statue installed in front of the auditorium. This was followed by the open session, which was presided over by KAAC chairman Rupsing Teron. The session was graced by Biren Sing Engti, Member of Parliament from Diphu, HAD Minister Kharsing Engti, Joyram Engleng, CEM, Sum Ronghang, president, Karbi Anglong District Congress Committee, Debojit Thaosen, CEM, Dima Haso Autonomouc Council (DHAC) and several EMs of both the autonomous councils. Addressing the public, MP Engti expressed his anguish over the non-release of different departmental funds to both the autonomous councils by the State Government. Engti stated that this has affected the infrastructure development in both the hill districts. If the release of funds sanctioned by the Central government is delayed in this way then the area cannot move on the path of development, Engti added. He urged the two State Ministers present in the function, Dr Himanta Biswa Sarma and Kharsing Engti, to pay attention to this issue and resolve the demand for a direct funding system sought by the two hill districts. In his speech, Dr Sarma said, “We have no objection on the demand for a direct funding system from New Delhi to the two hill districts. The State Cabinet had even sent a proposal to the Centre on the demand for a direct funding system.” While highlighting the performances on the health and education sectors, Dr Sarma said that a number of organizations have been objecting to the Teachers’ Eligibility Test (TET) in Karbi Anglong, due to their lack of proper understanding of the system. The TET, he said, was not constituted by the State government, rather it was the order of the Supreme Court which the government has followed. Dr Sarma promised to set up two civil hospitals at Bokajan and Hamren subdivisions within a short time. Besides, an engineering college will also be established in a place in the middle of the two districts, he said. KAAC has already been instructed for allocation of site for the engineering college. Hence, instead of protesting against TET, everybody should come forward and join hands to ensure quality education in the area, he said. It may be mentioned here that 267 contractual appointment letters have been distributed to 267 teachers against the 89 High and Higher Secondary schools. u r 100% right. and assam govt. is going in the right direction. though i do not know about any proposal for new medical colleges under private category, there are proposal to built few more infuture under PPP. i think a total of 16 good medical colleges will be enough for a state like assam having total population of 3.3 crores. if it gets more, then it can attract students from other states. this trends is already happening in engineering sector. and assam has 3 private universities under private sector. few more are coming up. besides this TISS, guwahati is commencing from this year. Cooperative university, Sivasagar 3. National institute of design, jorhat 4. Indian institute of information technology, proposed inn guwahati under PPP mode 5. indian institue of management, proposed in PPP mode 6. cultural university, tezpur, assam 7. sanskrit university, barpeta , assam 8. world classs central university, guwahati assam proposed 9. National law university and judicial academy, guwahati (already commenced) 10. NIFT, guwahati 11. assam school of drama, guwahati proposed 12. Assam Sangeet and Sahitya Academy, guwahati 13. assam technical university in PPP mode, nagaon 14. assam hills university, diphu 15. Good to see higher education expanding in Assam. Govt approves disaster management institute
GUWAHATI, Feb 16 – The decision of the State Government to set up the Assam Institute of Disaster Management (AIDM) in the city is final now. Chief Minister Tarun Gogoi today approved the decision at the third meeting of the Assam State Disaster Management Authority (ASDMA). The AIDM has been planned as an autonomous and self-sustaining centre of excellence for the entire NE region. Meanwhile, the raising of the State Disaster Response Force is also under way. The Force will be placed under the Directorate of Fire Services. The Chief Minister is the chairman of the ASDMA. Prior to the ASDMA meeting, the Chief Minister inaugurated the State Disaster Response and Information Centre (SDRIC) located on the ground floor of his office block. He also released the State Disaster Management Policy, Assam State Disaster Management Rules 2010 and the first Annual Report of the ASDMA at a separate function held prior to the ASDMA meeting. Flouride, arsenic-free drinking water by 2014
MANGALDAI, June 25 – The Public Health Engineering Department will ensure flouride and arsenic-free drinking water by the end of 2014, for which the department has already adopted an exclusive project at an estimated cost of Rs 100 crore, said Gautam Roy, Minister for Public Health Engineering Department at a public function here on June 22.
While addressing a public meeting at Saloipara village after inaugurating a Rs 49 lakh water supply scheme, Minister Roy said that the Chief Minister has given top priority to the department for which he along with its officials have been kept busy round the clock. Land for super-speciality hospital at Cachar
KARIMGANJ, June 26 – At long last the Govt of Assam has taken steps to provide 100 bighas of land at Tikol near Auranabond TE in Cachar district for the construction of Kanchi Super-Speciality Hospital. Only four km away from Kumbhirgram Airport, this piece of land was approved by the divisional land advisory committee. The committee has already sent the proposal to the Govt. It may be mentioned that Udharbond Nagarik Mancha had launched a movement for providing khas land for the purpose. Paramananda Das, leader of the Manch told The Assam Tribune that according to Govt norms land belonging to Auranabond TE cannot be handed over to non-govt organisations, which had created uncertainity in setting up to Kanchi Super- Speciality Hospital at Auranabond. However, now the problem has been solved. He disclosed that a group of representatives from North East Seva Trust of Kanchi will come to inspect the proposed land. The Trust will approve the site, the Manch expressed confident. The Manch said the representatives of the Trust will send their report to Shankaracherjee Jayanta Sararwatiji of Kanchi and final a decision would be taken by Saraswatiji. However, Paramananda Das informed that Shankaracherjee also desires to set up a super- speciality hospital in Barak Valley. Tea Board to shift northeast zonal office from Guwahati to Jorhat
GUWAHATI: The Tea Board of India is to shift its northeast zonal office from Guwahati to Jorhat in Assam, a top official of the board said on Wednesday.
The board's executive director Rakesh Saini said the move was being initiated since it was felt the zonal office should be closer to the tea-growing area. Although there are some tea plantations and factories in certain lower and central districts of Assam, five upper districts -- Tinsukia, Dibrugarh, Sivsagar, Jorhat and Golaghat -- are the prominent tea producing areas. At least 45 percent of the state's tea factories are in these districts and produce not less than a million kilograms of tea every day. The move is expected to boost small tea growers in Assam, who together contribute at least 30 percent of the state's total tea production, Saini said. A majority of the small tea plantations in Assam are also located in these five districts. The Jorhat district in upper Assam also houses the Tocklai Experimental Station (TES). Established in 1911, TES is also the oldest and the largest research station of its kind in the world where research on all aspects of tea cultivation and processing is carried out. The new board office in Jorhat is likely to start functioning from next month. Saini said the board has also decided to open a separate directorate in Dibrugarh for small tea growers. The directorate is likely to become operational from October, he said. Assam's Brahmaputra Valley is the world's single-largest tea producing area. Patnaik seeks Rs 27,000 cr for State roads
NEW DELHI, June 27 — Underscoring the need for better surface connectivity, Governor, JB Patnaik called for package worth over Rs 27,000 crore for development of road network in the State. The Governor, who was briefing newsmen after addressing the 61st meeting of the North Eastern Council (NEC), said more than half of the State roads were kacha and 97 per cent of the existing road network were in bad shape. Emphasizing the need for roads, the Governor advocated concrete roads for flood prone are as particularly Majuli Island. He called for a package worth over Rs 15,000 crore for Brahmaputra and Barak Valley and Rs 12,000 crore for Sixth Schedule areas. He asked for additional Rs 300 crore for developing the road network in Majuli Island. Patnaik in his address to the NEC touched on several issues including development of agriculture, irrigation and flood problem, besides the power crisis. He called for a special agriculture policy for the North-East. Though a special agriculture policy for the Region exists, it is yet to be formally announced. Highly critical of Brahmaputra Board, the Governor said the NEC should step in to strengthen the Board. The output of Brahmaputra Board is unsatisfactory and it has not been able to solve the flood problem of the State, he said, adding that floods have become annual problem for the State. The Governor advocated establishment of the proposed North East Water Resources Authority (NEWRA). The Authority should be immediately created for better flood management, water resources management, irrigation and power generation, he said. Replying to question, the Governor endorsed the proposal of Chief Minister, Tarun Gogoi to appoint an international team of experts to study the issue of big dams. “Some international experts should come and study the problem, he said. Identifying unemployment and underdevelopment as the root of militancy in the State, Patnaik said that outlawed ULFA and the Maoists have found ready recruit in the big pool of the unemployed youth. Plan panel sanctions NEC-funded project
NEW DELHI, June 27 – The Planning Commission has sanctioned a North Eastern Council (NEC) funded project to upgrade the airports at Guwahati, Dibrugarh, Umroi, Jorhat and Imphal at a cost of Rs 134.80 crore. Further, as part of the strategy to improve air connectivity in the North-east, the Airport Authority of India (AAI) is conducting a study. The report is expected to be finalised in the next six months, announced Minister of State for Development of North Eastern Region (DoNER), Paban Singh Ghatowar addressing the 61st meeting of the North Eastern Council (NEC). The first session of the one-day NEC meeting on Wednesday saw the Governors and Chief Ministers of the north eastern States take part in a brain storming session. In the afternoon they deliberated on the draft 12th Five Year Plan of the Council and its annual plan. The Ministries of Railways, Civil Aviation and Road Transport and Highway presented action plans for the region. Expressing concern at the delay in execution of road projects, Ghatowar said that it was a matter of concern that many of the strategic roads and stretches, which have been under implementation for a long time, are still not complete. ![]() ![]() Sounds incredible but students of Assam are in for an educational windfall if Dibrugarh University gets ahead with its grand plan. Moving ahead with the state government’s vision of joint degree certificates for students of Assam, the Dibrugarh University has approached the London School of Economics to offer graduate students a dual degree in Economics. Dibrugarh University vice-chancellor K K Deka told Seven Sisters Post that if all goes according to plan, then both the universities will prepare a joint curriculum so that the students will get the flexibility in utilising the best resources present in both the universities. The London School of Economics — now known as the London School of Economics and Political Science — was founded in 1895 and is one of the most prestigious institutions of its kind in the United Kingdom. Known for its academic excellence, the school has produced 18 Nobel Prize winners and several Pulitzer Prize winners. Under the proposed programme “Graduation in Economics”, students from Assam will get a chance to attend classes at the London School of Economics within the period of the three-year joint degree programme. The exchange progrmmes for students and faculty are prioritised in both the agendas of the universities. Talking about the joint degree programme, Deka said the proposed programme is at the “initial stage” and the “modus operandi” is yet to be decided, with both the universities constantly sharing dialogues with each other on a regular basis. “Our students will benefit from integrated curricula and earn the two degrees in less time than they would by studying for them separately. The proposed programme aims to produce graduates equipped with in-depth knowledge of economic disciplines, quantitative instruments, management and legal disciplines, as well as abilities in applying the logic of economics to decision-making,” added Deka. The course will also intend to offer an intensive educational training in the fundamental quantitative tools, combining traditional areas of economics with modern disciplines related to Economics, such as Probability, Econometrics, Statistics, Finance, Experimental Design, Computation and Simulation, as these areas are increasingly vital in both research orientation for further studies and in the job market of governmental organisations, public and private agencies, or financial institutions. On the other hand, the Dibrugarh University will be one of the few universities in India and first in the Northeast region to offer two-year M tech programme in ‘Petroleum Geophysics’ with an intake capacity of 30 students. The university has set eligibility criteria of a masters degree in Geology or in Applied Geology with Physics background. Petroleum geophysicists usually specialise in the acquisition, processing or interpretation of seismic data. “The curriculum is being prepared after having talks with the representatives of the petroleum industries. The students will get employment avenues in the petroleum industry. Govt to permit schools under cooperative sector Correspondent
NALBARI, July 2 – Minister of Cooperative Societies, Siddique Ahmed has said that the State Government has decided to provide registration to set up schools in the cooperative sector in the style of private schools. Addressing a meeting held at Loharkatha in Nalbari district recently, the Minister added that if any group of 10 to 15 educated youths come to set up such a type of school by forming an educational cooperative society, the government will provide neccesary permission under the Cooperative Societies Registration Act. According to him, this system will encourage establishment of good schools in the State. The minister came to Loharkatha to lay the foundation stone of a market building under the Pub Barkshetri Bahumukhi Samabai Samiti. An amount of Rs 10 lakh was given to construct the market building under the Untide Fund scheme. He further declared a sum of Rs 5 lakh to the society to repair its old building. He assured that the unpaid transportation charges of cooperative societies for carrying mid-day meal rice will be cleared immidiately. The Civil Supply department in the State will take necessary steps in this regard. Ahmed informed that the profit making cooperative societies in the State are likely to get the scope to distribute cooking gas cylinders. The foundation laying ceremony was presided over by Dr Bhumidhar Barman, Adviser to the Chief Minister. Speaking in the meeting Dr Barman called upon the people to popularise the Cooperative movement in the State.
