It's sad to see the crosses on Wujiaba's runway, what a legendary airport!
I agree that Changshui will have to prove itself in the long run to receive the five star, having the latest and greatest hardware is the easy part, software is what most Chinese airports lack. OTOH I would say Kunming is one of the more open cities in China as it's a tourism hub, and I very much doubt education is an issue, Yunnan University has one of the best English programs in China, and it has a strong native English speaker faculty.
