BRUSSELS - China should consider investing in its ports along the Black Sea to make it easier for Central and Eastern Europe to trade with the second largest economy in the world, a member of the European Parliament suggested.

Bela Glattfelder, a member of the European Parliament from Hungary, put forward that proposal just as Chinese Premier Wen Jiabao began a three-country tour of Europe on Friday with plans to seal multi-billion-dollar agreements. During the part of the trip taking him to Hungary, Wen plans to meet with entrepreneurs from Central and Eastern Europe.

Glattfelder said his suggestion came as China has redoubled its efforts to invest overseas and the EU has recognized the strategic importance of the Black Sea region in ensuring it enjoys energy security and diverse means to obtain energy.

He said China should consider investing in the ports of Constanta and Galati, both in Romania, and in Koper, in Slovenia. He said the Black Sea in many ways has become the inner sea for the EU.

"From the geo-world economic point of view, China's possible investment in port infrastructures along the Black Sea can further strengthen bilateral trade and economic relationships between China and Central and Eastern Europe countries," Glattfelder told China Daily in a recent exclusive interview.

"Romania is the first target China should approach," said Glattfelder, whose home country, Hungary, is landlocked and relies greatly on Romanian ports for trade.

"The regions around the Black Sea are geographically important and that leads to a huge potential for us to build ports and expand our business there," said Mo Wenhe, vice-president of China Harbor Engineering Company Ltd. "We are looking for deals there."

China Harbor, a subsidiary of China Communications Construction Co Ltd, is working on various port projects abroad. "We have signed deals in Turkey and Greece," Mo said.

The Black Sea is an inland sea in Eurasia and encroaches into Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine.

While frequently relying on ports in Western Europe, China has already invested in a south European port. Last June, China Ocean Shipping Group Co (COSCO) signed a 4.3 billion euro ($6.1 billion) deal to assume for 35 years the management of Piraeus, a large port in Greece. COSCO has decided to spend another 620 million euros on improvements at the port, on the construction of a new pier, and on projects meant to triple the number of containers the port takes in every year from the 1.8 million it now does.

Glattfelder said Chinese investors should look at the port in Rijeka, a Croatian city.

According to previous reports, Romania, Slovenia and Croatia have already shown intentions to attract foreign investments to improve and expand their ports.

According to the European Commission, the Black Sea region comprises 10 countries. It includes three members of the EU (Bulgaria, Greece, and Romania), one candidate for membership (Turkey), five Eastern European neighbors (Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine) and Russia.

"So the harbor investment can help pave the way for China's growing investment and trade activities in eastern and western Europe and other countries in the regions," Glattfelder said.

Chinese ore carrier 'Hebei Success,' a real 'sea monster' of 233,592 dwt, measuring 322 meters in length and 58 meters in width, the largest ship to have ever reached the Black Sea, started to be operated in the evening of August 9 in the ore berth of COMVEX terminal in Constanta Port.

The ship, under Hong Kong's flag, long as three football fields, arrived in ballast at Constanta to load from here 206,400 tonnes of raw materials, provided by the Central European partners of COMVEX company, with the cargo to be delivered to a producer in China, said the general manager of the port terminal, Viorel Panait.

This is the third super-ore carrier to have entered the Black Sea in order to be operated in COMVEX terminal, the previous records having been established in 1996, with 'Ocean Vanguard,' 311-metre long and 50-metre wide, loaded with 189,000 tonnes of iron ore and 'SG Enterprise,' in July 2001, measuring 312 metres in length and 50 metres in width , loaded with 192,554 tonnes of iron ore, from Australia.

The loading operations of the cargo aboard 'Hebei Success' will take five days.

Sincerely, it’s not worth it. The Netherlands, as well as Germany or Finland have noticed Romania’s and Bulgaria’s eagerness to join the Schengen space and are now – as I see it – blackmailing the two countries. After all if we do not get into the Schengen space we’ll survive...

Things are slowly beginning to change. Bulgarian Deputy-premier Simeon Djankov, quoted by Novinite, said for the Dutch newspaper De Telegraaf, that “Bulgaria has lost patience” with the Netherlands, as this country is changing the rules for electoral reasons. “Bulgaria and Romania are victims of the political games in the Netherlands. Populism and nationalism are predominant, while we are deprived of our fair chance,’ the Bulgarian minister said.

Let’s note the comments were made one day after it became clear that the Justice and Home Affair European Council meeting, scheduled for 19th-20th September, will be postponed until October.

Romania has not expressed such a stand. However, I feel the need to point out to some rumors that, at least for me, make sense.

Soon Romania is to privatize the biggest port in the country, Constanta Port. It’s a deal of at least one billion euros, specialists say. According to unnamed sources, the Netherlands would be interested to take over the port through private investors. In fact, the Netherlands is blackmailing Bucharest on the Schengen issue in order to reach its economic objectives. As Romania joins the Schengen space, its Constanta Port in Eastern Europe at the Black Sea might be a serious threat to Rotterdam Port. Why? There are some incentives granted by the US for Constanta Port, as well as the fact that the American base at Kogalniceanu Airport is close to Constanta. Becoming more and more attractive for Asian exporting countries, Constanta could become a real threat for Rotterdam, transports expert Gabriel Marinescu said. Meanwhile (note that!) a cooperation protocol has been signed between Constanta and Rotterdam Ports!

If the story is half-true, it proves the Romanians may be corrupt, but the Dutch are... I’ll let you find the defining word.

Absolut nicio sansa... Distanta intre Rotterdam si Bucuresti este de 2600 km pe sosea si cam tot atat pe calea ferata - chiar si cu infrastructura pusa perfect la punct un container va face minimum 35-40 de ore pe drum (transport in regim expres), 3-4 zile in regim 'normal' si cam 1 saptamana pe CF.

Diferenta de cost intre Rotterdam si Constanta nu face avantajoasa folosirea Constantei nici acum pentru transporturi spre vestul Europei. Spre

Plus ca pentru mare parte din transporturi pana la Constanta si costa, si dureaza mai mult decat pana in Rotterdam, din cauza stramtorilor turcesti.

Constanta este in competitie cu porturile bulgaresti sau Odesa nicidecum cu Rotterdam sau Hamburg ... astea is aberatii .

Constanta nu concureaza cu Varna, si nici cu Odessa. Varna e prea mica, fara acces la Dunare, iar Odessa e in afara UE, o reduta ruseasca in Marea Neagra, o alta mancare de peste.

Nu trebuie sa privim in prezent, ci in viitor. Viitorul acum se face.

Ganditi-va ca nivelul de trai si piata din Europa Centrala si de Est cresc, si nu va mai fi rentabil sa ocolesti vapoarele pana la Rotterdam ca sa alimentezi Ungaria, Romania, Bulgaria, Polonia. Iar marfurile vin de-acum din Est. Din vest mai vin doar iphone-urile. Sau si alea sunt facute prin Taiwan sau China ?

Turcii vor sa construiasca un canal care sa faca by-pass la Istanbul, deci un tranzit mai eficient.

Sunt foarte multe variabile la mijloc, care atrag atentia spre est, adica spre capatul estic al UE.

La Marea Neagra, Constanta e priveligiata:
-canal navigabil pana la Dunare
-autostrada direct pana in capitala Romaniei (cca. 202 km)
-alte porturi al Marea Neagra nu pun in pericol suprematia Constantei(nu fac parte din UE, nu au legaturi directe cu fluviul Dunarea, etc)

Portul Constzanta trebuie sa se dezvolte continuu, trebuie cautate terenuri noi pentru marirea portului, trebuie un plan master pentru viitorii 20 de ani.

HA-HA. Portul e destul de mare, e chiar imens. Si la ora actuala nu se lucreaza nici la 5% din el. Ce chestie ca "trebuie cautate terenuri noi pentru marirea portului"!

Constanta e un rival pentru Rotterdam mai ales in privinta pietelor maghiara, austriaca sau chiar germana.
Ideea e ca principala zona cu care Europa face comert e Asia de Est: Singapore, Shanghai, Tokyo (Yokohama) - cele mai mari porturi ale planetei de altfel. Toate navele care asigura aceasta legatura trec prin canalul Suez. De la gura Suezului pana la Rotterdam sunt 6400 km. De la gura Suezului la Constanta sunt 1900. Deci 4500 km diferenta. Asta inseamna 4,5 zile de mers in plus cu vaporul. Deci Europa Centrala (nu mai vorbesc de tarile dunarene) care este la distante terestre egale de Constanta si Rotterdam, cred totusi ca pentru 4 zile jumate si combustibilul de rigoare va folosi portul Constanta.

E simplu si ca sa exemplific, dau un exemplu:
cand au venit cei de la Continental in Romania('Cica ar vrea sa investeasca si ei ceva bani in Romania, dar nu vor face astia nimic aici'), toti au crezut ca 'fabricile lui Ceasa' care produceau exact ce doreau sa produca germanii, adica cauciucuri, erau ca si salvate...Nu a fost asa pentru ca investitorul avea un alt concept,dorea sa inceapa de la zero daca 'transformarile necesare' sunt mai scumpe, daca sindicatele pun pretentii, etc..

Portul Rotterdam a concesionat de curand unor firme de specialitate(avem o expozitie Olanda chiar in foaierul Primariei!)cateva mii ha. pentru un nou terminal pentru produse petroliere - e posibil ca in acest domeniu sa nu mai fi fost loc acolo, chiar daca portul nu 'lucreaza' la capacitate maxima,chiar daca acest port este ...urias,
etc...

Nu numai ca nu se lucreaza aici doar la cam la 5% din capacitate, dar portul are portiuni mari care nu sunt amenajate, inchiriate, etc. Deci, la o adica, nu trebuie sa se extinda, ci trebuie sa se reconfigureze. Dar pana atunci va mai trece ceva timp...

Regal al vaselor de croaziera in Portul Constanta: in aceasta dimineata au sosit in acelasi timp gigantul Costa Mediterranea (lungime 292m) si mai "mica" Silver Wind (lungime 158m). Dupa stiinta mea - posibil sa gresesc - este cred pentru prima data cand in Portul Constanta sosesc simultan doua vase de croaziera de mari dimensiuni.

Fara prea multe comentarii, fotografiile. Costa Mediterranea, urmata in ceata matinala de Silver Wind, se apropie de intrarea in port in jur de 6:30.




La ora 7:00 Costa Mediterranea intra in port si este intampinata de salupa cu pilotul portului.

Manevre de acostare la dana de pasageri, situata langa portul militar. Costa Mediterranea trece pe langa Bricul Mircea.








In timpul acostarii Costa Mediterranea, Silver Wind se apropie de dana de pasageri.

Cele doua vase de croaziera se afla in Port Constanta pana in aceasta seara la ora 20:00.

Pacat ca nu prea o sa aiba ce vedea in Constanta, ar fi fost foarte important renovarea centrului vechi, ca atractie turistica. Daca ar cobori toti turistii din aceste vapoare sa viziteze orasul, ar putea concura cu incasarile din vara, taxi, restaurante, suveniruri s.a. in germania unii coboara din croazierele fluviale si schimba in tren, avion sau isi inchiriaza masini, e agitatie . sa viziteze europa (indeosebi, americanii, australienii...)
