Firm questions Metro bidding result

SHENZHEN Press Group, one of the bidders for the advertising business license on a Metro line in Wuhan City, is questioning the fairness and regularity of the bidding, since the Wuhan Metro company granted the license to the bidder offering the lowest price.

Covering more than 27 kilometers, Wuhan’s Metro Line 2 has 21 stations and is one of the most important traffic arteries in the capital of Hubei Province and a highly valued market for advertising companies. The line is scheduled to open at the end of this year.

Shenzhen Press Group offered more than 1 billion yuan (US$158.8 million) for a 10-year advertising license, with a 200-million-yuan down payment. The winning bidder, Guangdong Advertising Co., quoted 700 million yuan, the Daily Sunshine reported Friday.

The Wuhan Metro group claimed that despite offering the highest price, Shenzhen Press Group was outperformed by the winning bidder in a jury evaluation, which assessed bidders’ plans for marketing, project development and public service advertising, along with other proposals.

The jury was composed of experts invited by a bidding agent company, according to the Metro group.

Shenzhen Press Group has thrown heavy doubts onto the evaluation by noting that it is one of the largest press groups in the country and advertises on Metro lines 1, 2 and 5 in Shenzhen. The Guangdong advertising company has never been involved in Metro advertising.

Wu Yue, a Metro advertising manager for Shenzhen Press Group, said competitions for Metro advertising business licenses in domestic cities in the past two years have almost all been won by the highest bidder.

The winning bid price for Wuhan’s Metro Line 2 is lower than that of Metro Line 2 in Xi’an, capital of Shaanxi Province, which has a smaller advertising value than Wuhan, Wu said.

In addition, Wu said the Guangdong advertising company had an unfair advantage in the bidding because it was asked by the Metro group to plan and design billboards and other advertising spaces on the new Line 2 before the start of bidding.

At a recent press conference in Wuhan, the Metro group said its doubts about the sustainable business capacity of Shenzhen Press Group led to its choice of a lower bid price.

Shenzhen Press Group has complained to Wuhan’s discipline inspection committee and bidding supervision bureau.

Subway to cross under Yangtze

WUHAN, Feb. 26 (Xinhua) -- Tunnel digging on the first subway to cross the Yangtze River finished on Sunday in the city of Wuhan, capital of Hubei Province, and will open to traffic within this year.

The 27.98-km line, the first phase of Wuhan Subway Line II, will link districts of both Wuchang and Hankou, Xiong Zhaohui, deputy chief engineer at China Railway Siyuan Survey and Design Group, said.

As a key transportation route in Wuhan, the line will handle half of the city's cross-Yangtze traffic flow, easing gridlock on bridges over the longest river in China. It is expected to transport at least 600,000 passengers daily by 2015, Xiong said.

The line costs a total of 14.9 billion yuan (2.37 billion U.S. dollars).

Wuhan lies at the intersection of the Han River and the Yangtze and its city proper is divided into three areas by the two rivers.

Trains for Wuhan Metro Line II off assembly line

The first two trains for Wuhan Metro Line II has come off the assembly line in CSR Zhuzhou Electric Locomotive company on April 19th. They should be the first two metro trains to cross the Yangtze River, with special climbing ability.

As Wuhan Metro Line II is beneath the Yangtze river, the distance cross the river will be 3100 meters.

The train for Wuhan Metro Line II adopts the most sophisticated technology around the world, which called “field bus technology”, to increase the reliability and agility of its control system. In the security field, the train applies the technology of Chinese independent research and development. The train has ability of Self-fault diagnosis and fault record.

The first two trains will arrive in Wuhan in the end of April and do the test running in early September, according to the Wuhan Metro Group.

Background:

The Line 2 of Wuhan Metro is the first underground metro line crossing the Yangtze River. This line is expected to open at the end of 2012. Line 2 will run in a Northwest-Southeast direction, from the north of Changqinghuayuan Residential Area in Hankow district and ends at the Optics Valley Square in Wuchang district, with a total length of 27.98 kilometers in Wuhan, capital of central China's Hubei province. The line will handle half of the city's cross-Yangtze traffic flow, easing gridlock on bridges over the longest river in China. It is expected to transport at least 600,000 passengers daily by 2015. On February 26, 2012, all tunnels of Line 2 finished.

Which of the lines goes to Wuhan Tianhe International airport?

My guess would be #7 seeing as the Tianhe airport is north of the city.

Anyway, it is good to see that Wuhan is finally getting a decent metro system. It is arguably one of the most spread out Chinese cities and the metro will make getting around much easier.

Yet Tianhe International Airport T2 started its construction (2008 or 2009 I think) and scheduled to be operational by 2015. Is there a possibility to extend the airport line to Tianhe T2?
