looking at the recent designs sang CAAP sa mga airports slated for modernization... strong probability nga ang Ilo Airport's existing facade would be faithfully retained on its future developments and upgrades..glass, metals, granites, acoustics, textured walls and designer lights..lol pwera lupad nga damgo..

let me discuss to you the 2 ways on how an airport could be declared an international airport of entry....

Power of the President to Subject Premises to Jurisdiction of Bureau of Customs any public wharf, landing place, street or land, not previously under the jurisdiction of the Bureau of Customs in any port of entry, is necessary or desirable for any proper customs purpose,the President of the Philippines may,by executive order, declare such premises to be under the jurisdiction of the Bureau of Customs - -thereafter the authority of such Bureau in respect thereto shall be fully effective

as per

PD 1464 also know as The Tariff and Customs Code of the Philippines as Amended...

2. By the virtue of a Customs Administrative Order (CAO) issued by the Commissioner of Customs and Approved by the secretary of Finance...

SEC. 1101. Designation of Airports of Entry. - The Secretary of Finance, upon the recommendation of the Commissioner and the Director of the Civil Aeronautics Administrationis authorized to designate airports of entry for civil aircraft arriving in the Philippines from anyplace outside thereof and for articles carried such aircraft. Such airport of entry shall be considered as a port of entry for aliens arriving on such aircraft as a place of quarantine inspection.

Tariff and Customs Code is about taxation. I believe that the application of such law shall only limit on the functions that are being exercised by the Bureau of Customs in relation to the entries of goods that are coming from outside of the PHL. Of course, they are using seaports and airports that is why it is being mentioned in the law. Except in Sec.1101, this law never mentioned about CAAP and DOTC that have jurisdiction on airports. In my opinion, these agencies are more competent than the DOF and BOC when it comes to airports.

Under the constitution, the acts of the Secretaries are, unless disapproved by the President, presumptively the act of the President. Secretary Mendoza declared that KIA is an international gateway which was supported by PGMA. The declaration was not disapproved. If this action has no binding effect, then why CAAP is using the name "Kalibo International Airport".

But if you could find a law directly stating that there is a need for an E.O. to change the classification of an airport from domestic to international, please let us now.

Friend ito ang basis na ang customs ang nag dedesignate nang ports of entry.... pakita ko ha.... implied naman yan sa mga provisions of the TCCP... and it is mentioin sa PD 857 also know as the charter of the PPA as well as the caap ito ang sa PPA ...






and these are the list of the existing ports and airports of entry sa pilipinas



my dear TCCP is not only a tariff and customs law but it is stated there that only the bureau of customs has the exclusive original jurisdiction to designate ports or airport of entry.... ito ang links... bibigay ko sa iyo tinatamad na akong mag discuss ulit regarding port and airports of entry.... back read mo nalang ha...... try to see PD 857 as well as other pertenent laws regardng ports of entry kung eh dediscuss ko pa sa iyo ang history nang customs service at tariff code baka malula ka pa.... ito nalang ang link.. ok.....

Mabilog confirms direct flights to Hong Kong, Singapore

ILOILO CITY, July 12 – Mayor Jed Patrick E. Mabilog affirmed that directs flights from Iloilo to Hong Kong and Iloilo to Singapore will be available starting October this year.

“I have met with Civil Aviation Authority of the Philippines-Iloilo manager Efren Nagrama last week and he has informed me that we will definitely have those destinations open for travel-loving Ilonggos and for visitors who want to come to our city,” he stated.

The mayor has pushed for the opening of Iloilo Airport to international flights in a bid to further boost the economy and tourism industry of the city.

He said Iloilo is more than ready to showcase it beauty and attractions to foreign tourists and guests.

“As we move forward, we are opening our doors to the world,” Mabilog declared.

Earlier, Department of Tourism Region 6 officer-in-charge Helen Catalbas said airline company Cebu Pacific is interested in having four flights every week from Iloilo to Hong Kong, while three flights a week from Iloilo to Singapore. (Iloilo City PIO)
