Draft of city master plan by August
The floating population in the city is expected to touch nearly 50 lakh in the next 20 years, according to a draft of the master plan prepared by the Joint Town Planning Committee (JTPC).
Currently the floating population in the urban agglomeration of Kozhikode is less than five lakh. However, this would eventually swell in the coming years as families are likely to shift their residence even from the city suburbs to the adjoining grama panchayats and neighbouring districts in Malappuram. Talking to The Hindu here on Thursday, Regional Town Planner G. Sasikumar said Kozhikode city and four grama panchayats, namely Ramanattukara, Kadalundi, Feroke and Olavanna had been included in the master plan. The total area was 178 square km with a population of 7.75 lakh (as per 2001 census). By 2031, the population would only moderately increase between 8 and 8.25 lakh. The JTPC, comprising town planners, has found out that the growth in rate of population has in fact dwindled in the past decade. A major reason attributed to the population decline was that families shifted to grama panchayats on account of the rise in prices of property and high cost of living, Mr. Sasikumar said. This trend would continue in the coming years as well with the improvement in transportation facilities. Already people have moved from the city to the erstwhile grama panchayats — Elathur, Cheruvannur- Nallalam and Beypore — that were merged with the Corporation recently. By now, more people are migrating towards the north eastern side especially Kunnamanglam, 20 km from the city, which has emerged as an educational hub with prestigious institutions such as Indian Institute of Management and National Institute of Technology. Several professional colleges have come up in and around the grama panchayat. Unfortunately Kunnamangalam had not been included in the master plan. Officials said the new master plan was to come into force from June 2011 and would be legally binding for 20 years. The plan is being prepared under Section 51(3) of the Kerala Municipality Act. The existing master plan was valid only till 2001. It covered an area of 111.9 sq. km and a population of 4.95 lakh. Incidentally, the State government decided to take steps to envisage a master plan only two years ago. Subsequently the JTPC began its functioning in April 2010 and was to publish it in March 31, 2012, they said. Simultaneously the master plan for 32 towns, including Vadakara and Koyilandy municipalities in the district, are being drafted. Kochi and Thiruvananthapuram Corporations still depended on the 2001 master plan, Mr. Sasikumar said. Now the draft would be brought out in August. This would be vetted by the Chief Town Planner in Thiruvananthapuram , approved by a high-level technical committee, ratified by the Kozhikode Corporation and put out in public for further discussion. The master plan will focus on various subjects on using modern tools to share resources particularly on land use. Residents will be made part of urban planning and land pooling system. As a result, they would get the advantage of a beneficiary as well as a property developer. Besides, urban poor would be systematically accommodated in the city by providing affordable housing, he added. Who's who of Kozhikode share their vision for master plan
KOZHIKODE: The city residents, ranging from architects and urban planners to engineers and environmentalists, on Saturday, got a chance to sound off their aspirations on how their city should look like in the future.
From preservation of open spaces and heritage buildings to addition of new infrastructure to accommodate its burgeoning population, the discussion on the city's proposed new master plan held at the Malabar Chamber of Commerce (MCC) Hall provided a platform for the public to put forth their ideas. Regional town planner G Sasikumar said Kozhikode has the unique advantage of possessing the needed land and other resources for its future expansion. "The population density of Kozhikode which has a population of 8 lakh spread across 178 sq. km has a density of 4,500 persons per sq km. This is low when compared to mega cities which have a density of over 20,000. The city also surprisingly holds plenty of vacant land for development," he said. The town planner said that the problems faced by the city had more to do with faulty management than lack of resources. "The data tells us that the city has surplus waste treatment capacity and is not lacking in facilities like health care and education. Likewise we have road projects which can take care of its traffic for the next ten years, but all that remains on paper. If we can bring in a bit more quality to the management of the city, then it will be easy to solve all our problems," he said. Environmentalist A Achuthan, who presided over the meeting, said the master plan for the emergence of Kozhikode should focus on retaining its social life and unique intermingling nature of the city. Prof. Saji Gopinath of the Indian Institute of Management- Kozhikode (IIM-K) said the most important issue that the new master plan should address in the exponential growth in population that is going to happen in the city in the next ten years. "The city is expected to see its population grow from 8 lakh to 15 lakh in the next ten years. In the IT sector alone around 20,000 jobs will be created. There will be job induced immigration happening in the city. This is an issue that should be seriously addressed while preparing the master plan," he said. Advocating a three-zone concept he said that a periphery road extending from Calicut University to Koilandy could encompass the area for the master plan for the city and the area could be divided into specific activities. "We need a Jade Zone encompassing the ecologically sensitive areas and the rural ethos of the city, a Gold Zone which can protect the heritage and legacy of the city and a White Space which should be the zone for growth including industrial and economic development," he said. Defective driving test tracks to be replaced
KOZHIKODE: State transport and road safety commissioner K S Balasubramanian has ordered the repair and replacement of the defective testing tracks at the state's first automated driving test centre at Chevayoor.
The TOI had on Thursday reported that three of the four brand new testing tracks inaugurated last month did not comply with the state motor vehicle department (MVD) rules. The transport commissioner said he had asked the agency, which laid the tracks, to repair them to conform to MVD rules. The project was implemented by M/s Softx Technologies Pvt Limited, a private agency under the technical supervision of Integrated Driving Training and Research (IDTR). The '8' track used for testing motorcycles and autorikshaw drivers is oversize, and the parking track has been laid in a zigzag designwhich is not seen anywhere else. The gradient test track is too steep. Owing to the design errors, MVD had suspended tests at the tracks. "We have asked the agency to make alterations. They have agreed to correct the technical errors at the earliest. We will see to it that the payments to the agency are made only after the modifications are carried out," Balasubramanian said. The department has also taken steps to ensure a fool-proof automated driving test centre at Elavayoor in Kannur, he said. Three more hi-tech driving test centres are to be set up in the state - at Thiruvananthapuram, Thrissur and Ernakulam. "Land has been allotted for this at Thiruvananthapuram. Land allotment at Thrissur and Ernakulam is in various stages of completion.
