The article below from NDTV sheds some light on IT industry in India. It clearly states its dependence, source of income, pricing model, and why they are now suffering:

Considering such an uncertain or weak demand environment, it will be unlikely that an IT company will start something very new at a place like Nagpur / Mihan, unless there could be a compelling reason, such as intense political pressure, which also seems an unlikely scenario.

In my opinion squeeze for billing (which you rightly mentioned is happening) is good for tier-2/3 cities because the companies would be forced to cut down costs and learn to live with lower billing rates and lesser margins. By now they know that expanding in smaller tows would help then keep the spiraling wage costs under control. All these companies have to now accept the fact that Mumbai, Bangalore, Pune, NCR are now crumbling.
Having said that, it doesn't mean that Nagpur can sit back and just do nothing. The competition amongst the smaller cities is going to be even more fierce with every state projecting at least 2-3 such cities.

BTW, I went on a tour of MIHAN last weekend and can confirm following things:
1) Boing work is really is in full swing marked by massive construction activity, the big labor-colony cannot go unnoticed.
2) TCS has indeed started work and from the look of it the outer perimeter marking has been done and compound wall work has started. I also saw 2 JCBs at work on the site, which we can guess are there not for the wall work but some *real* work on the site.

Heartening but let's hope they keep the dates.

Berger Paints also looking up the plant in nagpur industrial area they are planing to open there new plant at Nagpur after GOA... Most probably there land acquisition producer will be done in next month....

area of 6280 hectares. It will attract investment of approximately Rs. 25,000 crore and will provide gainful direct and indirect employment to 2,60,000 people of Nagpur district, he said.

The first seven NIMZs were set in Ahmedabad-Dholera Investment Region, Gujarat (900 sq km), Shendra-Bidkin Industrial Park City near Aurangabad, Maharashtra (84 sq km), Manesar-Bawal Investment Region, Haryana (380 sq km), Khushkhera-Bhiwadi-Neemrana Investment Region, Rajasthan (150 sq km), Pithampur-Dhar-Mhow Investment Region, Madhya Pradesh (370 sq km), Dadri-Noida-Ghaziabad Investment Region, Uttar Pradesh (250 sq km) and Dighi Port Industrial Area, Maharashtra (230 sq km). Later, the Jodhpur-Pali Region in Rajasthan was added to the list.

Mr Sharma also said that a state-of-the-art convention centre would be set up at Nagpur on land provided by the state goverment on the lines of those established in Chennai and Bangalore. The cost of construction of the centre would be met form the ASIDE scheme of the Central government, he said.

He said a virtual centre of the Agricultural and Processed Food Products Export Development Authority (APEDA) would be estabshed at Nagpur. APEDA already has a full-fledged office in Mumbai since 1990. In the States where APEDA does not have a physical office, its activities are conducted in conjunction with the respective state governments, through virtual offices.

Later at a gathering of industry leaders from the Vidarbha and other regions of the state organized by CII, Mr Sharma was apprised of the issues pertaining to Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN), an airport-cum-SEZ. Acknowledging the need to rework the SEZ scheme, he said a comprehensive review of the SEZ guidelines was underway.
