P1.4-B small community projects built in Western Visayas
ILOILO CITY, July 20 (PNA) - Small community projects worth over P1.4 billion were constructed under the Kapit Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Services (Kalahi-CIDSS) in Western Visayas, with basic social services facilities topping the list. The total cost amounted to P1,410,583,371 covering functional infrastructure Kalahi-CIDSS projects implemented from 2003-2012 in 24 municipalities in the provinces of Iloilo, Capiz, Negros Occidental and Aklan. Almost 75 percent of this amount is from Kalahi-CIDSS with the grant amounting to P1,063,397,278. The remaining P347,186,092 or 25 percent comprises the local counterpart contributions which are funds coming from local government units on the provincial, municipal and barangay levels. The total project cost does not include the expenses of the sub-projects currently being implemented in the eight municipalities in Antique, five towns in Aklan, one in Guimaras and four in Negros Occidental. They are still in the social preparation stage. The project implementation in Antique, Aklan and Guimaras are funded through a grant from the Millennium Challenge Corporation of the US government. The implementation in the four towns in Negros Occidental namely Calatrava, Isabela, Ilog and Murcia is funded by the World Bank through a loan. Among the types of completed and functional sub-projects, the basic social services facilities such as day care centers, electrification, health station, school buildings, small scale irrigation and water system are the most needed projects in the community with 644 sub-projects. These comprise 50 percent of the total projects. The towns of Janiuay and Calinog, all in Iloilo have the most number of basic social service facilities, each having 67 sub-projects involving these. The other types of projects commonly provided under the Kalahi-CIDSS are basic access infrastructures with 441 sub-projects or 34.2 percent share and community production, economic support and common services with 125 projects or 9.8 percent share. The basic access infrastructure projects are access trail/footpath, foot or small bridges and roads. The community production, economic support and common service facility type of sub-project such as community production, economic service facility, economic/livelihood support and pre and post production facility ranked third with 125 projects or 9.8 percent share. Environmental protection and conservation projects which include environmental protection structure and preservation, river and flood control, soil and slope protection posted with 78 or six percent of the total types of constructed sub-projects. Kalahi-CIDSS is one of the three flagship projects of the government implemented by the Department of Social Welfare and Development aimed at reducing poverty in the poorest areas. Kalahi-CIDSS aims to empower communities through their enhanced participation in local governance and poverty alleviation projects in the community. The people analyze their own community problems and needs, and then prioritize which of these need to be addressed first and come up with action plans to resolve these concerns, which they themselves implement. Communities have full control over the allocation, use, and management of funds. The project champions the community-driven development strategy which has been tested and proven effective in easing poverty in the 42 poorest provinces across the country. (PNA) Link |
