Vedanta offers to buy small stake in Rajasthan refinery

Vedanta Group’s Chairman Anil Agarwal met Rajasthan Chief Minister Ashok Gehlot on Friday in New Delhi, where the issue came up for discussion. Gehlot also met Prime Minister Manmohan Singh, Home Minister P Chidam-baram and Deputy Chairman of Planning Commission Montek Singh Ahluwalia, where he is understood to have raised the issue of refinery and enhancement of production from Cairn’s Barmer field, besides other socio-economic issues.

A Rajasthan government’s press statement said Agarwal had expressed interest in participation in the refinery project. He also discussed the additional oil production potential in Rajasthan. He discussed the need for continuing exploration to achieve the target of three lakh barrels of oil per day and beyond from Barmer. Cairn India is producing 1.75 lakh barrel oil per day from Barmer.

According to the statement, he assured the chief minister that Vedanta would support the refinery by having a small stake in the project.

The chief minister, on his part, assured full support of the government in achieving the target of three lakh barrels of oil per day from Barmer. At three lakh bopd, Rajasthan would meet about 50 per cent of the country’s domestic crude oil production.

Post these meetings, the chief minister said he had already appraised the Prime Minister, the UPA chief Sonia Gandhi and the Union petroleum minister about common man’s feeling about the refinery in Rajasthan.

Vedanta eyes stake in a new Rajasthan refinery

Company will support the upcoming refinery in Barmer by having a small stake in the project

Close on the heels of Hindustan Petroleum Corp Ltd (HPCL) reviving the Rajasthan refinery project, London-based mining group Vedanta has evinced interest in taking a small stake in the 9 million tonnes a year project.

Vedanta Group Chairman Anil Agarwal met Rajasthan Chief Minister Ashok Gehlot to discuss the issue of the proposed refinery in the state.

"With a positive gesture, he (Agarwal) expressed his interest in participation in this ambitious project," the Rajasthan government press statement said.

Stating HPCL and the state government were in discussions about the refinery, it said: "He (Agarwal) assured the Chief Minister that Vedanta would support the refinery by having a small stake in the project".

HPCL has expressed interest in building a 9 million tonnes refinery at the Barmer oil find of Cairn India, which was last year acquired by Vedanta for $8.67 billion.

Oil and Natural Gas Corp (ONGC), which owns 30% interest in the Barmer oilfields of Cairn India, had in 2005 committed to building the refinery but later started soft-peddling the project.

Sources said HPCL has now entered the fray and has proposed to take 51% stake in the project. ONGC, which originally had the authorisation from the government for processing the Barmer crude at the proposed refinery, would hold 26% interest.

Engineers India Ltd (EIL) has evinced interest in taking 5% stake in the project.

Cairn India, which holds 70% interest in the fields, currently produces about 175,000 barrels per day oil (8.75 million tonnes a year) from the Rajasthan fields and has potential to go up to 300,000 bpd (15 million tonnes).

Sources said Rajasthan government has started the process of land acquisition of about 926 hectares.

The state government may also take equity in the project besides giving fiscal concessions like 50% exemption in excise duty to make it viable.

"Gehlot while continuing his efforts for overall development of state including set up of a refinery in Rajasthan, on Friday evening he met with Prime Minister Manmohan Singh, Home Minister P Chidambaram & Deputy Chairman of Planning Commission Montek Singh Ahluwalia and discussed various development issues specially on infrastructure development," the statement said.

The Chief Minister assured full support of the government in achieving the target of 300,00 bpd from Barmer.

Hindustan Zinc to invest Rs 2,000 cr in Rajasthan mines

Contracts awarded to South African, Chinese firms

Hindustan Zinc plans to invest about Rs 2,016 crore ($360 million) to improve mining operations at its Rampura Agucha and Sindesar Khurd (SK) zinc mines in Rajasthan.

The contracts have been awarded to South Africa-based Shaft Sinkers and two Chinese companies NFC (China Nonferrous Metal Industry’s Foreign Engineering & Construction Co Ltd) and CCN5C (China Coal 5 Construction Co Ltd).

Mr Akhilesh Joshi, Chief Executive Officer, Hindustan Zinc, said the money required for the project will be funded through internal accruals.

UNDERGROUND MINING

The Vedanta Group company had cash and cash equivalents of about Rs 18,000 crore as of March 31, 2012. The projects are scheduled to be completed in 2017. Mining at Rampura Agucha is being done from the open pit. This can be in operation till 372 metres below the surface.

But the mineral reserves and resources below the open pit operating level are to be extracted by suitable underground mining methods, explained a company spokesperson. The company zeroed in on a vertical hoisting shaft with crushing system after a detailed haulage assessment.

It was found that this method would be most economical to handle underground ore. The hoisting shaft will also act as a ventilation intake to bring fresh air to the mine production area, he said.

The shaft will reach a depth of 950 metres and will be 7.5 metres in width.

There will be two silos — one for storing ore and one for waste rock. The world’s largest zinc producing mine, in Rampura Agucha, has proven reserves 110.4 million tonnes (mt).

About 6.15 mtpa of ore is currently extracted from the mine.

CONTRACT TO NFC

Mining at the silver content-rich SK mine has gone up from 0.3 mtpa to two mtpa in last six years. It has reserve of 81.3 mt. The shaft at this mine will be 7.5 metre wide and about 1050 metres deep.

NFC has been awarded the $111-million contract which includes engineering contract of $5 million for five years.

The company produced 240 tonnes of silver in FY12. The country’s largest silver producer, Hindustan Zinc hopes to rank among top 10 silver producers when its output increases to 500 tonnes by FY14.

It has set up a silver refinery of 518 tonnes per annum to process the silver extracted from this mine.

Hero MotoCorp to set up R&D centre in Rajasthan

CHENNAI: India's largest two-wheeler manufacturer Hero MotoCorp today said it would soon set up an integrated state-of-the-art research and development centre in Rajasthan.

The plant, spread over 250 acres at Kukas in Jaipur, would be the largest two-wheeler R&D centre in the country, Hero MotoCorp said in a statement.

Meanwhile, Hero MotoCorp Zonal-Head (South) A Srinivasulu launched the company's latest offering, the 125cc motorcycle 'Ignitor' in the region.

The third model from the HeroMotoCorp stable is priced at Rs 56,996 (ex-showroom Chennai) for the base model and Rs 59,031 (ex-showroom Chennai) for the top variant, he said.

HeroMoto Corp launched the 150cc motorcycle Impulse and scooterette Maestro with the 'Hero' badge this year.

Srinivasulu said the company sells about 40,000 units in Tamil Nadu and hoped the new motorcycle would boost sales in the 125 cc category.

At present, Hero MotoCorp offers Super Splendour and Glamour models in the 125 cc segment.

Equipped with ATFT engine, offering peak power output of 11PS at 8000rpm, the new bike has features like digital-analog combo meter console, front cowl and adjustable rear shock absorbers.

Ignitor would be available in pearl white, sports red, vibrant blue and panther black metallic colour options.

HeroMotoCorp sold 5,34,091 units in June against 5,56,644 units in May. The company sold 16,42,292 units in April-June period as against 15,29,577 units in the year-ago period.

रिफाइनरी के लिए भूमि अवाप्ति की कार्यवाही शुरू

अधिकारियों का कहना है कि राज्य सरकार के चार साल पूरे होने से पहले रिफाइनरी की घोषणा हो सकती है। सरकार इस मामले को लेकर काफी संवेदनशील है और इसे सीधे मुख्यमंत्री कार्यालय से ही डील किया जा रहा है। खुद मुख्यमंत्री रिफाइनरी की स्थापना के लिए केंद्र सरकार पर दबाव बनाए हुए हैं। उन्होंने सोनिया गांधी से मुलाकात के दौरान भी इस मसले को उठाया था। सोनिया गांधी ने पेट्रोलियम मंत्री को राजस्थान में रिफाइनरी स्थापना के लिए कह भी दिया है।


रिफाइनरी के लिए जमीन की अवाप्ति की कार्रवाई भी सरकार ने शुरू कर दी है। इसके लिए जारी सूचना में कहा गया है कि बाड़मेर जिले के राजस्व गांवों लीलाला, जांदुओं की ढाणी और मीठिया तला के साथ बनाणी ढाणी, जाखड़ों की ढाणी, भादुओं की ढाणी, बांगड़वों की ढाणी क्षेत्र में रिफाइनरी लगाई जाएगी। यह रकबा 926 हैक्टेयर (करीब 3704 बीघा) है।

क्या होगी रिफाइनरी की क्षमता :

हिंदुस्तान पेट्रोलियम कॉरपोरेशन (एचपीसीएल) ने पिछले दिनों यहां मुख्य सचिव के सामने रिफाइनरी लगाने की संभावनाओं को लेकर प्रजेंटेशन दिया था। वैसे इससे पहले त्रिपाठी कमेटी की ओर से दी गई रिपोर्ट में 4.5 मिलियन टन से लेकर 6 मिलियन टन की क्षमता की रिफाइनरी लगाने की सिफारिश की थी। यह सिफारिश तत्कालीन समय की उत्पादन को लेकर की गई थी, जबकि वर्तमान में उत्पादन 1,75,000 बैरल प्रतिदिन तक हो गई है।

क्षमता 3,00,000 बैरल प्रतिदिन करने की केंद्र सरकार से मांग की गई है। माना जा रहा है कि रिफाइनरी की क्षमता इतनी ही की जा सकती है।

उल्लेखनीय है कि केयर्न इंडिया की ओर से बाड़मेर-सांचोर बेसिन के मंगला, भाग्यम और एश्वर्य (एमबीए) में 6.5 बिलियन बैरल (900 मिलियन टन) कच्च तेल उपलब्ध है। वैसे केंद्र सरकार ने अभी तक 3.7 बिलियन बैरल (480 मिलियन टन) प्रमाणित किया है।

Oil reserves found in Jaisalmer

Jaisalmer: Public sector company Oil India Ltd (OIL) has for the first time found oil reserves at Poonam Singh ki Dhani in Nachna area of Jaisalmer 1,230 metre below the ground.

According to sources, digging of oil well is going on at the allotted block RJON 2004/2 NILP/16 in Nachna area for the last few days and good quality oil reserves have been found at a depth of 1,230 metre. Samples of the findings have been sent for testing. OIL will also dig one more well near the existing well to find out if there are more reserves, company officials said.


Sources said this is the first success of finding crude oil in Rajasthan by OIL. Prior to this, the company had found large oil reserves in two wells dug at Bagewala in Nachna area. However, it was heavy oil and required advanced technique of exploring with higher cost, the pilot project had to be abandoned.

Oil India is producing seven lakh cubic metre of gas from the wells in Jhandewala area of Tanot. The gas through GAIL India is being supplied to gas based-thermal power project at Ramgarh.

ONGC is also exploring for gas and oil in Gotaru sector, but has found only a few gas reserves and small quantity of condense oil and could not get any big success in its efforts.

ITDC signs MoU with Hindustan Salts to develop Theme Tourism destinations in 3 states

The India Tourism Development Corporation (ITDC), an autonomous body under the Ministry of Tourism, has signed a Memorandum of Understanding (MoU) with Sambhar Salts Ltd., (SSL), a subsidiary of Hindustan Salts Ltd. (HSL), a public sector undertaking under the Department of Heavy Industry, to develop Theme Tourism destinations around salt mines in Rajasthan, Gujarat and Himachal Pradesh. To begin with, Sambhar, a salt lake city in Rajasthan, will be developed with tourism infrastructure jointly by the two partners. The MoU was signed between Dr Lalit K Panwar, Vice Chairman and Managing Director, ITDC, and R K Tandon, Chairman and Managing Director, Hindustan Salts Ltd., in New Delhi yesterday. The destinations that the two partners plan to develop jointly include, besides Sambhar, Kharaghoda (Gujarat), and Mandi (Himachal Pradesh).

Speaking to the media after the signing of the MoU, Panwar said that a detailed Master Plan will be drawn with the help of an expert consultant and individual projects would be undertaken on a phased manner based on the Master Plan. He said that an Expression of Interest for appointing consultant has already been floated and the appointment will take place soon. “The Master Plan will be ready in 60 to 90 days' time after the appointment process is completed,” he said. As per the MoU, HSL/SSL will provide rights to use land for development and implementation of tourism-related projects and ITDC will provide expertise and technical support for development of centres for tourist interest. Panwar said that private investors will be invited to invest in areas wherever necessary in the project. “ITDC’s mandate is to act as a pioneer in developing tourism destinations and infrastructure in unexplored areas. We have done this in the past as part of Tourism Task Force (TTF) initiative,” he informed.

Explaining the tourism potential of the destinations, Tandon said that these destinations are ideal for Ecotourism because of unique characteristics. “These destinations have everything a traveller is looking for like nature, heritage, etc. Sambhar is located close to both Jaipur and Ajmer. A new circuit can be developed joining Jaipur, Ajmer, and Sambhar if the necessary infrastructure is created,” he said. He also added that a number of acclaimed Bollywood films were picturised in Sambhar because of its natural heritage. Besides Asia’s largest saline lake at Sambhar, there is 90-km rail network around the lake, there are heritage buildings, and popular religious centres, which could engage tourists, Tandon informed. SSL plans to create a waterway around the periphery of the lake to create activities like boating, etc. Tandon said that more than 20,000 acres of land is available with SSL to develop tourism infrastructure and facilities in Sambhar alone. Talking about Mandi, he said that the abandoned salt mines at Mandi are ideal to be developed into a tourism destination for adventure and other tourism activities. “Many countries in the world have converted abandoned mines into beautiful tourism destinations. We can replicate the model here also,” he added.

Spain's CAF plans rail car plant in Rajasthan

Spanish Railways's coach and component maker CAF (or Construcciones Y Auxiliar De Ferrocarriles, SA), a global leader in coaches and consumables, has submitted a proposal to the government on Tuesday to set up a manufacturing plant at Alwar in Rajasthan, according to reliable sources.

The proposal is in line with CAF's recent consistent presence in major rail projects of the country. So much so, the Spanish company had set up an Indian subsidiary, CAF India Pvt Ltd.

Any entry of players such as CAF into railway car manufacturing could potentially hurt home-grown companies such as Texmaco and Titagarh Wagons, said observers. Already, the latter's prospects of increasing orders for wagons from the state-owned Indian Railways are bleak.

A quick look at CAF's recent activities and future ambitions helps explain the rationale for its proposed Rajasthan plant.

CAF's next project is for supply of 84 coaches to the East West Metro project in Kolkata. Prior, CAF had supplied such rakes to the Delhi Airport Metro project.

It had also bid for the planned metro projects in Hyderabad and Jaipur, and for the 2010 railway tender to build a coach plant at Kancharapara in West Bengal. CAG figured among the shortlisted firms such as Bombardier, Alstom, Siemens and Hyundai.

So far, CAF has been importing its rolling stock to cater to the Indian market. Should the Rajasthan plant proposal get going, it would start localisation of Indian orders, officials said.

Project details are under wraps. Typically, a railway coach factory would entail thousands of crores of rupees in investment. For instance, Indian Railways's latest coach factory at Rae Bareli, which opened last year, required Rs 2,700 crore investment. The plant -- it is only India's third since Independence -- has a capacity to make 1,000 cars of different varieties annually.

CAF's rakes for the metro projects, to be built entirely of stainless steel, incorporate some of the latest technologies. So, although the number of metro coaches to be built may be fewer, costs could well be comparable.

CAF is also a technical partner in Reliance Infrastructure-led Delhi Airport Metro Express which is a special purpose vehicle for the 23-km-long airport-city rail link. (Reliance has a 95% stake and CAF 5% in the joint venture that resumed services on Tuesday.)

Globally, CAF has manufacturing plants in the US, Mexico, Brazil, Argentina and Portugal. It has supplied coaches to metro rail services in cities like Rome, Helsinki and Birmingham (UK).

Ambuja Cements plans Rs2,000-crore investment in Rajasthan

Ambuja Cements Ltd plans to invest Rs2,000 crore for capacity expansion in Rajasthan and the northern region with the proposed Rajasthan project adding five million tonne capacity to the company's total production.

"We are adding new capacities. We are actively pursuing the five million tonne capacity expansion in Rajasthan and neighbouring northern regions with an investment of Rs2,000 crore," said company CEO Ajay Kapur.

"A typical cement plant requires 1,000 hectares of land and we have acquired most of the land required. There are a few approvals to be taken and then we can start the work," he told reporters at the company plant here in Howrah district.

The company would also be adding 0.9 million tonne capacity to the 1.5 million tonne Sankrail plant over the next two years at a cost of Rs325 crore, he said.

According to Kapur, the company controls 10 percent of the overall Indian cement market currently. "We would like to sustain the same for the next five years," he said.

The company also plans to open its third project in Bengal in the near future. Its other unit is Farakka with a 1.5 million tonne capacity. "By and large, we will be the largest player in the state. Currently our market share in Bengal is 18% and we hope to continue the same."

Kapur also exuded confidence at the company continuing to register a double digit growth rate. "The demand has been fairly boisterous. We have been growing in double-digit CAGR and aim to continue doing so."

"When we started in 1986, we were just 0.7 million tonnes but today we are 27.25 million tonnes. So we are growing by about 15% CAGR. Hopefully we are able to maintain the same trend," he said.

Divulging the company's further expansion plans, Kapur said a 1.25 million tonne grinding unit will be established in Gujarat's Sanand and a one million tonne bulk cement terminal in Mangalore, Karnataka. He, however, refused to give any time frame for the upcoming projects.

S Korea keen to invest in Rajasthan

JAIPUR: Viewing the success of the Japanese cluster at Neemrana, South Korea too has shown its interest in setting up an exclusive manufacturing zone in the state.

A delegation led by Kyung Yool Kim, director general of the South Korean Trade Promotion Agency (Kotra), met Rajasthan State Industrial Development Corp (RIICO) officials on Friday. During their interaction, principal secretary for industries Sunil Arora informed the Korean officials that around 30 Japanese companies had already established operations at the Neemrana zone, which is spread over more than 1,000 acre.

The RIICO officials explained the benefits which were available to investors as per the industrial policy of the state. They also showed interest in providing land for the Korean firms in Rajasthan. During the meeting, it was also decided that South Korea will host state government officials who will make a presentation to companies about the opportunities available in the Rajasthan.

Oil India finds new oil reserves in Nachna area

JAISALMER: Public sector oil company Oil India Limited has discovered oil reserves in an oil well in the Nachna area at a depth of 1,229 metres. Two months ago also the firm had found oil reserves in a well. Oil found in both these wells comes in the category of heavy oil but India still does not have the technique to exploit heavy oil. Thus, Oil India has invited tenders from international consultants for the technique to exploit this type of oil.

During exploration works, oil and gas was found in many areas like Barmer, Jaisalmer and the Bikaner basin of Thar Desert.

Cairn India in Barmer after finding oil reserves has started producing 1.75 lakh barrels of oil, which is contributing 20% to the total consumption in India. After discovering new oil reserves, Cairn India has demanded permission from the union petroleum ministry for increasing oil production. Similarly, Focus Energy in Jaisalmer is locating new gas reserves continuously. The gas quantity is so high that that power projects of 1,000-1,500Mw can be established here.

Sources said that Oil India had recently dug a second well at a depth of 1,229 metres at Prayag Singh ki Dhani in Nachna area and last week oil reserves were found. The quality of oil is thick. In the same area, another well was dug and same kind of oil was found at 1,242 metres. Oil India is testing the oil.

Oil India Rajasthan project in-charge and general manager GK Bargoi said, "Oil testing is being done. Both the quantity and quality of oil are being ascertained."

He added, India does not have the technique to exploit this heavy oil and tenders have been invited from global players.

Bargoi said that few years ago, Oil India in Vaghewala area in Jaisalmer had dug wells and had found reserves of heavy oil. Help was sought from experts from Venezuela but oil could not be produced with that technique. Now tenders have been invited from international consultants. It must be mentioned that the Vaghewala area has 25 million tonne heavy oil reserves and 53 tonne bitumen reserves.

Principal secretary mines and petroleum Sudhansh Pant said, "Talks are on with the officers on how to exploit the heavy oil. Strategy to exploit oil will be decided after discussion with senior officers."

किशनगढ़ एयरपोर्ट को केंद्र ने दी हरी झंडी

जयपुर. केंद्र सरकार ने अजमेर जिले के किशनगढ़ में लंबे समय से प्रतीक्षित एयरपोर्ट बनाने को सैद्धांतिक सहमति दे दी है।

हाल ही में नई दिल्ली में केंद्रीय नागरिक उड्डयन सचिव की अध्यक्षता में हुई बैठक में इस पर चर्चा के बाद सचिव ने इस एयरपोर्ट के लिए क्लियरेंस दे दी है और साथ ही इसके चरणबद्ध निर्माण में 150 करोड़ रुपए की राशि उपलब्ध कराने का भरोसा दिलाया है।

राज्य सरकार की ओर से इसके लिए निशुल्क भूमि उपलब्ध कराई जाएगी। पीडब्ल्यूडी के नाम दर्ज हवाई पट्टी की 46.2 एकड़ भूमि, अवाप्त की गई 14.04 एकड़ और सिवायचक 175 एकड़ भूमि एयरपोर्ट ऑथोरिटी ऑफ इंडिया को उपलब्ध करवाई गई है। इसके बाद 328.72 एकड़ भूमि में से 249.32 एकड़ भूमि का कब्जा लिया जा चुका है। इस एयरपोर्ट के निर्माण के बाद पीपीपी मोड में जलाने पर विचार किया जा रहा है। इस बारे में अभी फैसला होना बाकी है।

केंद्रीय नागरिक उड्डयन सचिव के साथ बैठक करके लौटे मुख्य सचिव सी.के. मैथ्यू ने बताया कि इसके लिए राज्य सरकार के स्तर पर तैयारियां शुरू कर दी गई है। मुख्य सचिव ने बैठक में उठे विषयों को लेकर संबंधित विभागों के अधिकारियों को आवश्यक दिशा निर्देश जारी किए हैं। इसमें प्रस्तावित भूमि पर बसे 80 परिवारों को किशनगढ़ में पुनर्वास करने के लिए नगरीय विकास विभाग के एसीएस जी.एस. संधू को निर्देश दिए गए हैं। इसी प्रकार 132 केवी विद्युत लाइन को भूमिगत करने के लिए 53.17 करोड़ रुपए पीडब्ल्यूडी को आरवीपीएन को देने हैं। आरवीपीएन को केबल भूमिगत जल्द करने की हिदायत दी गई है।

मुख्य सचिव ने कहा कि एयरपोर्ट के लिए संपर्क सड़क और पेयजल की व्यवस्था राज्य सरकार के स्तर पर की जानी है। साथ ही एयरपोर्ट की सुरक्षा का काम भी राज्य की पुलिस फोर्स को दिए जाने की संभावना है। उन्होंने सभी संबंधित विभागों के अधिकारियों को वांछित काम समय पर जल्द करने के निर्देश दिए।

रिफाइनरी के लिए मांगा नया पैकेज

राहत पैकेज तय करने के लिए राज्य सरकार ने प्रमुख सचिव वित्त गोविन्द शर्मा व पेट्रोलियम सचिव सुधांश पंत को मुम्बई एचपीसीएल के मुख्यालय भेजा था। बैठक के आधार पर एचपीसीएल प्रस्ताव सरकार को भेजेगी। केबिनेट इसे पास करती है तो यह प्रस्ताव एचपीसीएल के पास जाएगा और वहां से वित्तीय मामलों की केन्द्र की समिति में पारित होने पर रिफाइनरी पर अंतिम मुहर लगेगी।

केंद्र को प्रजेन्टेशन

राजस्थान में बड़ी रिफाइनरी के लिए एचपीसीएल को भारत सरकार ने डिटेल फिजीबिलिटी रिपोर्ट तैयार करने को कहा था। एचपीसीएल पिछले दिनों इसका प्रजेन्टेशन भारत सरकार को दे चुकी है।


ये होंगे भागीदार...

रिफाइनरी में एचपीसीएल सहित चार भागीदार होंगे। एचपीसीएल की भागीदारी 50त्न से अधिक और 5त्न इंजीनियर्स इण्डिया लिमिटेड की होगी। शेष में राज्य सरकार व ओएनजीसी बराबर के हिस्सेदार होंगे।

मुम्बई में एचपीसीएल के अधिकारियों के साथ वार्ता हुई है। अंतिम निर्णय राज्य सरकार करेगी।

3000 करोड़ सालाना

एचपीसीएल ने राज्य सरकार से करीब तीन हजार करोड़ सालाना 'इन्ट्रेस्ट फ्री लोन' की राहत मांगी है। 15 साल तक दी जाने वाली यह राहत राज्य सरकार को 40 हजार करोड़ की पड़ेगी। राज्य में पहले 45 से 60 लाख टन के बीच की रिफाइनरी लगनी थी। इसके लिए 16 हजार करोड़ का राहत पैकेज बनाया गया था। लेकिन अब क्षमता बढ़ा कर 90 लाख टन की जा रही है। इसके साथ पेट्रोकेमिकल कॉम्प्लेक्स भी लगेगा। इस पर 35 हजार से 40 हजार करोड़ रूपए लागत आ रही है। इसलिए एचपीसीएल सरकार से अधिक राहत मांग रही है।

रिफाइनरी : नया पैकेज प्रस्ताव फायदेमंद

क्या होगा इंसेंटिव का स्वरूप :

पता चला है कि रिफाइनरी को उसके पूरे कार्यकाल तक मांग के अनुरूप स्थानीय स्तर पर ही कच्चा तेल मिलता रहेगा तो उसके लिए इंसेंटिव की मात्रा कम रहेगी। वहीं, जैसे ही रिफाइनरी को स्थानीय स्तर पर कच्चे तेल की मात्रा कम मिलेगी और बाहर से आयात करना होगा तो इंसेंटिव बढ़ता जाएगा। इससे पहले राज्य सरकार की ओर से घोषित पैकेज में 16-17 साल के लिए पेट्रोलियम उत्पादन पर दिए जाने वाले टैक्स को ब्याज मुक्त ऋण के रूप में देना तय था।

इसे कंपनी समय सीमा के बाद हर साल लौटाती। ब्याज मुक्त ऋण की स्थिति तो अब भी रहेगी, लेकिन इसकी मात्रा कितनी होगी, यह तय होना बाकी है।


राजस्थान को कैसे फायदा

प्रदेश के बाड़मेर सांचौर बेसिन में पेट्रोलियम के 7.3 बिलियन बैरल (757.44 मिलियन टन) के अप्रूव्ड भंडार हैं। इस भंडार का अगर 50 प्रतिशत ही दोहन किया जाता है तो भी 9 मिलियन टन सालाना क्षमता वाली रिफाइनरी को अगले 40 साल तक कच्चे तेल की आपूर्ति होती रहेगी।

ऐसे में प्रदेश को अतिरिक्त इंसेंटिव देने की स्थिति आने की संभावना नहीं के बराबर है। इस बात को पेट्रोलियम विभाग के सचिव सुधांश पंत भी मानते हैं। उनका कहना है कि फाइनेंशियल इंसेंटिव पर अभी कवायद चल रही है। अगर राजस्थान में पर्याप्त कच्चा तेल मिल जाता है तो देने वाला इंसेंटिव उसी अनुपात में कम हो जाएगा। यह इंसेंटिव पेट्रोलियम उत्पादन से मिलने वाले राजस्व के ब्याज मुक्त ऋण के रूप में हो सकता है या नकद के रूप में भी हो सकता है।

वैसे प्रदेश में भंडार पर्याप्त है और खोज का काम जारी है। ऐसे में और भंडार मिलने की संभावना से भी इनकार नहीं किया जा सकता। उल्लेखनीय है कि रिफाइनरी के लिए बाड़मेर जिले में तीन गांवों और ढाणियों की 8000 बीघा से अधिक भूमि पर अवाप्ति की कार्रवाई की जा रही है। पानी की व्यवस्था के लिए योजना तैयार हो रही है और सड़क बिजली के लिए काम जारी है।

India Cements plans to up capacity at Rajasthan unit

India Cements is looking at expanding its capacity in Rajasthan with an investment of Rs 650-700 crore. The plan comes in view of the growing demand in Gujarat and Madhya Pradesh.

N Srinivasan, vice chairman and managing director, India Cements, said, “We are examining whether we can expand the capacity at the Rajasthan plant.” The present capacity of the plant is 1.3 million tonnes, and the company is planning to add one more line with similar capacity.

India Cements’ current manufacturing capacity is 15.5 mt with plants in Tamil Nadu, Andhra Pradesh and Rajasthan.

The company’s capacity utilisation is around 70 per cent in South India, which reported a flat growth, while the all-India demand grew six per cent. “The industry is linked with the economy, so the growth is based on economy,” he said.

Its Vishnupuram plant in Andhra is expected to go on full stream by July and this would help the company address power issue.

India Cements net profit dropped to Rs 26.12 crore in third quarter from Rs 56.31 crore, a year ago. Total income rose to Rs 1083.88 crore from Rs 943.95 crore.

Srinivasan said the company was facing operational challenge, especially on the cost front. “The fourth quarter will be better than the third, since demand is expected to pick up. Next year, it will be much better as government spending will increase, since election is around and interest rate is expected to soften,” he said

जयपुर में लगेगा स्पोर्ट्स कार बनाने का कारखाना ; कैबिनेट की बुधवार को हुई बैठक में 3260 करोड़ रु. के नए निवेश को मंजूरी दी गई।

4. इसी तरह बॉश लि. कंपनी सीतापुरा औद्योगिक क्षेत्र ऑटो पार्ट्स निर्माण में 225 करोड़ रुपए का अतिरिक्त निवेश करेगी। ऑटोमेटेड टेलर मशीन (एटीएम) और कैश डिसपेंसर मशीन (सीडीएम) बनाने के लिए बहुराष्ट्रीय कंपनी पटरे अजमेर रोड स्थित महेंद्रा वल्र्ड सिटी सेज में 144.9 करोड़ रुपए का निवेश करेगी।

5.रामको इंडस्ट्रीज कोटपूतली में 125 करोड़ रुपए का निवेश करेगी। इनके साथ ही

6. त्रिनेत्रा सीमेंट कंपनी बांसवाड़ा में 640 करोड़ रु. का सीमेंट प्लांट,

7. जेबीएस एलायज जेडी मेटल एलॉयज आबूरोड में स्टेनलेस स्टील प्लांट और

8. ग्रेट ईस्टर्न इन्फ्रा. ऑटो कंपोनेंट और

9.वंडर सीमेंट कंपनी के निवेश प्रस्तावों को भी मंजूरी दी गई।

प्रदेश में पीपीपी मॉडल पर चल रहे निजी अस्पतालों और डिस्पेंसरियों में भी अब सेवानिवृत्त लोगों को चिकित्सा सुविधा मिलेगी। राज्य कर्मचारियों को मेडिकल राशि का पुनर्भरण भी किया जा सकेगा।

जैसलमेर यूआईटी का क्षेत्र बढ़ेगा:

जैसलमेर नगर सुधार न्यास (यूआईटी) का एरिया बढ़ाया जाएगा। इसकी सीमा में 12 गांव और शामिल करने को कैबिनेट ने मंजूरी दे दी। इनके साथ ही उदयपुर में आशा धाम संस्था को 2.5 हैक्टेयर और बालोतरा में खेतेश्वर शिक्षण संस्थान को आरक्षित दर के 10 प्रतिशत पर 5 बीघा जमीन देने का फैसला किया गया।

कैबिनेट के अन्य महत्वपूर्ण फैसले:

पीपीपी मॉडल पर चल रहे अस्पतालों में हुए चिकित्सा खर्च का भी पुनर्भरण हो सकेगा।

राजकीय उच्च माध्यमिक विद्यालय शाहपुरा का नाम अब बाबा सरदाराराम राजकीय उच्च माध्यमिक विद्यालय होगा।

प्रदेश में 152 बापी खनन पट्टों का नियमन करने को मंजूरी।

कृषि प्रसंस्करण एवं कृषि व्यवसाय प्रोत्साहन नीति के तहत फूड पार्क की परिभाषा में बदलाव होगा।

कुलपति की सेवानिवृत्ति आयु 70 साल हुई

मुख्यमंत्री अशोक गहलोत की अध्यक्षता में हुई कैबिनेट बैठक में मेडिकल यूनिवर्सिटी समेत सभी छह सरकारी विश्वविद्यालयों के नियमों को भी समान बनाने का फैसला किया गया। इसके साथ ही कुलपति की सेवानिवृत्ति आयु मेडिकल यूनिवर्सिटी के लिए भी 70 साल होगी। उल्लेखनीय है कि सरकारी विश्वविद्यालयों के अलग-अलग नियम होने आपत्ति जाहिर करते हुए राज्यपाल मारग्रेट अल्वा ने सभी यूनिवर्सिटी के नियमों को एक समान बनाने को कहा था। अब सभी विश्वविद्यालयों के नियमों में आवश्यकतानुसार संशोधन किए जाएंगे।

सीमावर्ती इलाकों में जमीनों की खरीद पर रोक के लिए कानून

बाड़मेर और जैसलमेर सीमावर्ती इलाकों में जमीनों की पिछले दिनों हुई अवैध खरीद-फरोख्त को देखते हुए सरकार ने इन पर रोक के लिए इसी सत्र में नया कानून लाने का फैसला किया है। इस विधेयक का मसौदा तैयार कर लिया गया है।

Cabinet clears Rs 3260cr investments

JAIPUR: The state cabinet on Wednesday cleared proposal for eight industries that promise to bring investments worth Rs 3,260 crore and generate employment opportunities for around 2,900 people. One of the investment proposals is related to setting up a sports car manufacturing unit near Jaipur by the Indo-US joint venture company Eicher Polaris. The other investment proposals are about automobile parts, batteries, cement factories, steel and ATM machine parts.

Proposals related to amendment in the Rajasthan Universities' Teachers and Officers (Selection for Appointment) Act, 1974, amendment in various Universities' Act for having common rules and initiate inquiry into their financial matters got the cabinet nod. The medical university vice-chancellor's retirement age would be brought at par with that of the other universities' V-Cs, which is at 70 years. The amendment bills would be tabled during the assembly budget session beginning Thursday.

Other proposals that received cabinet clearance related to the urban development and housing, revenue, forest, finance and education departments. Yet another decision taken was about reinstituting the Bapi rights to marginal quarry miners whose licences (bapi patta) were cancelled post independence. "The government till date has neither acquired these quarry lands nor is earning any royalty from them. Moreover, they are small-time and traditional miners engaged in manual labour and dependent entirely on quarry mining. The cabinet decision will give them employment and generate revenue for the government," industries minister Rajendra Pareek said. The decision would affect 152 quarry mines in Nagaur's Makrana region. A couple of matters related to the urban development and housing (UDH) department in Jaisalmer and Udaipur also got the cabinet nod on Wednesday.

The Eicher Polaris Pvt Ltd would invest Rs 500 crore for its manufacturing unit to be set up at Kukas on Jaipur's outskirts. "They will manufacture a special-wheeler for the desert areas as there is a growing interest in desert car rallies here," the industries minister said. The investment promises employment for around 700 people. The draft of Rajasthan Lands (Restrictions on Transfer) Bill, 2013, that restricts acquisition interest in lands situated in border areas notified under the Criminal Law Amendment Act, 1961, was also approved. The proposal to increase Jaisalmer's Urban Improvement Trust area too was cleared.

रिफाइनरी के लिए एचपीसीएल को 3376 करोड़ का पैकेज मंजूर

गुरुवार को मुख्यमंत्री गहलोत की इस संबंध में केंद्रीय पेट्रोलियम मंत्री वीरप्पा मोइली से फोन पर चर्चा हुई थी। इसके बाद लिखे पत्र में गहलोत ने कहा है कि राज्य सरकार ने इस परियोजना को व्यावहारिक बनाने के लिए वांछित गैप फंडिंग के लिए राज्य के व्यापक हित में यह ऐसा फैसला किया है, जो मील का पत्थर साबित होगा।

गहलोत ने अपने पत्र में मोइली से आग्रह किया कि वे अब एचपीसीएल को निर्देश दें कि राजस्थान में रिफाइनरी परियोजना को शीघ्र मंजूरी प्रदान करें। इसके अलावा यह भी आग्रह किया कि केंद्रीय पेट्रोलियम और गैस मंत्रालय से भी आवश्यक मंजूरी तुरंत जारी की जाए, ताकि रिफाइनरी परियोजना का काम शुरू किया जा सके।

Rajasthan to sign memorandum of understanding with Korean agency for industrial enclave

JAIPUR: Rajasthan government and South Korean Trade and Investment Agency (KOTRA) would sign a memorandum of understanding for setting up a dedicated industrial enclave for South Korean companies in Alwar district.

The enclave is proposed to be set up at Ghilot near Neemrana on the same lines as the Japanese Zone where 20 Japanese companies have commenced their production activity.

It was informed by a senior government official at a meeting with a Thai delegation which is visiting Rajasthan to explore trade and investment potential.

The delegation led by Thai Ambassador to India Pisan Manawapat discussed trade and investment potential in the state especially in the areas of auto components, infrastructure, energy and tourism, with additional chief secretary (Industries) Sunil Arora and other officials.

Arora gave the visiting delegation a detailed perspective of the industrial scenario in the state.

He said that over 20 major Japanese companies have commenced their production activity in Japanese zone in Neemrana and informed that the government was in talks with South Korean Trade and Investment Agency (KOTRA) for setting up an enclave exclusively for the South Korean companies in Neemrana.

"An MOU would be signed between KOTRA and RIICO soon for setting up a country specific industrial enclave for South Korean Companies," Arora said in the meeting.

The delegation met with additional chief secretary (Industries) and chairman RIICO (Rajasthan state Industrial development and Investment Corporation) Sunil Arora and other officials.

Arora said the business and trading association between Rajasthan and Thailand are very old and the entrepreneurs from Rajasthan have got strong presence in Thailand MD RIICO Naveen Mahajan explained the role that RIICO plays in facilitating the industrialization of the state and some the recent initiatives which have been taken to promote Rajasthan as a prominent business destination.

He said that the State has taken various steps for rapid industrialization through enabling legislations like Single Window Act.

Other officials from RIICO and the government were also present in the meeting.

Cairn to begin gas production from Rajasthan by March-end

After giving the nation a massive oil discovery, Cairn India is now ready to begin natural gas production from its prolific Rajasthan block and has sought government approvals to begin sale to consumers by month end.

Cairn currently produces small volumes of natural gas along with crude oil from the fields in the Barmer basin block. The gas produced in used for power generation for internal consumption.

It, however, sees the resource base supporting commercial production of about 1 million standard cubic metres per day.

Anil Agarwal, Executive Chairman of Vedanta Resources, which owns majority stake in Cairn India, has written to Oil Minister M Veerappa Moily saying the company "will be ready to achieve sale of natural gas from the block in March 2013."

Cairn and its partner Oil & Natural Gas Corp (ONGC) "have been working towards ensuring development and commercial production of the natural gas resources in the block and have achieved substantial progress," he said.
Gas sales, he said, would begin upon "approval of price and gas allocation from Ministry of Petroleum and Natural Gas as per Gas Utilisation Policy.

The company has already sent a letter seeking approval of a price for the gas to the ministry on January 30, he said.

Agarwal invited Moily to the fields to inaugurate the sale of natural gas from the Rajasthan block.

Sources said Cairn is installing equipment to remove carbon-dioxide (CO2) from the gas before it is sold to consumers like power plants.

The companycurrently produces about 170,000 barrels per day of crude oil from Mangala and Bhagyam oilfields in the Rajasthan block. Mangala and Bhagyam are the biggest among the 25 oil and gas finds Cairn has made in the desserts of Rajasthan.

Aishwariya, the third biggest field, too is ready to begin production and will contribute about 10,000 bpd at peak.

Agarwal said the block had potential to reach 300,000 bpd of crude oil production besides holding substantial natural gas resources.

Cairn is seeking single window clearance for the Rajasthan project and plans to submit one integrated field development plan for all the finds instead of submitting

separate development plans for different discoveries.

Also, it wants work programme and investment budget to be approved for a rolling three years to provide continuity. Currently, the government approves yearly work programme and budget.
