It is kind of, but considered city centre (by the council) these days, with Upper Parly forming a boundary with Toxteth. I think the 'georgian quarter' is a touristy name and a bit misleading, probably better called Canning.

I remember a picture you posted a while ago of some beautiful wooded coastal road, it may have been a road into a town. Can you think where that is?

I'm not sure whether the town side of Upper Parly could ever have been considered Toxteth. I think any confusion lies in that both sides are Liverpool 8. Parliament St gets its name apparently from the parliamentary boundary it traces between the townships of Liverpool and Toxteth Park.

see, and people in Leeds bitch about West Riding House but if it wasn't there we would get those view of the city. nice to see a different angle of our skyline

The view from West Riding House isn't even that good - I don't really like it at all, but I think the building itself is alright considering the decade it was built in. It's really imposing when you're walking up Albion Street. I always used to gawk at it when I was a child - never even blink an eye at Bridgewater Place though.

Fair dos, I've always assumed Upper Parly was Toxteth, maybe due to the riots?
