The PMO tries to cut through red tape for megaprojects

New body for faster clearance of infra projects
BS Reporter/New Delhi Jul 20, 2012, 00:07 IST

To expedite project implementation, the government on Thursday announced a single-window mechanism under the Cabinet secretary for review and issue of clearances associated with major projects.

After putting in place a problem-resolution mechanism for infrastructure projects and an investment tracking system for projects over Rs 1,000 crore directly under the Prime Minister’s Office
(PMO), the government has decided to set up a project clearance board, on the lines of the Foreign Investment Promotion Board (FIPB), chaired by the Cabinet secretary, for review and issue of one-time clearances, including security clearance.

The Board will include representatives from the ministries of home, defence, environment and forests, commerce, coal, departmenmt (sic) of space and other infrastructure and energy-related ministries and departments.
The decision was taken at a meeting held at the PMO to review the status of clearances of oil and gas blocks awarded under the New Exploration Licensing Policy.

The Board will meet monthly. Ministries would report to the Board on the status of clearances after following their internal processes.

For the petroleum and natural gas sector, the special cell for clearances being set up in the Directorate General of Hydrocarbons will act as the secretariat. A common mechanism for all sectors will be evolved soon and the Board set up in the coming weeks, said a government.

Explaining the need for such an entity, the PMO said one of the biggest hurdles to speedy implementation of projects was the delays faced by project implementing agencies and private companies with concessions, in obtaining security-related clearances from diverse agencies.

“For example, progress in exploration work in over 70 oil blocks awarded under Nelp has slowed due to lack of clearances. There are similar problems in other areas such as ports and infrastructure sectors,” it stressed.

There was a need to have an institutionalised mechanism for issuing time-bound clearances on the lines of the model for clearing foreign investments in the form of the FIPB, where foreign investment clearances were given through regular meetings, outlined the PMO. “A need for a similar mechanism was felt for other clearances, so that the issue of delayed clearances is resolved.”

-------------------------------------------------------------------------

This is very encouraging. The Cabinet Secretary (right now Ajith Seth) is the highest ranking bureaucrat in the IAS. Home, Commerce, Environment, Coal and other ministry reps will be meeting in the PCB chaired by the Cabinet Secretary. He will have to explain himself to the PMO if there are any delays in the clearance of major projects.

pm-lays-foundation-stone-of-850-mw-hydel-project-in-jammu-and-kashmir

http://economictimes.indiatimes.com/...w/20758287.cms

KISHTWAR: Prime Minister Manmohan Singh today kick-started work on a mega 850 megawatt hydro-electric project on the River Chenab as part of efforts to tap the hydroelectric potential in Jammu and Kashmir.

The 850 MW Ratle project, which is the nation's first hydroelectric project that was bid out through tariff based international competitive bidding, will cost Rs 5,500 crore, Singh said laying foundation stone of the project.

"I hope that every effort will be made to complete the project by its scheduled deadline of February 2018," he said adding electricity generated from the Ratle project will bring prosperity to the people of Jammu and Kashmir.

The project was awarded to GVK Power which offered the lowest tariff for generating power.

Prime Minister said the state is back on path of progress after some difficult times. "Besides other things, power is essential to our efforts to bring development to the state."

As against a potential of generating 14,000 MW of power from rivers like Chenab, Jhelam and Sindh, only 2,500 MW is currently being generated in Jammu and Kashmir, he said.

"Central and state government are trying to harness the remaining potential," he said.

Despite power generation in the state rising to 1,664 MW, Jammu and Kashmir continues to be a power deficit state, he said announcing supply of 150 MW of electricity from Central pool to the state.

Also, state-owned National Hydroelectric Power Corp (NHPC) has recently completed two projects in the state to make available 89 MW of electricity.

Prime Minister said a sum of Rs 262 crore is being spent on environment management and rehabilitation and resettlement of those affected by the Ratle project.

Speaking on the occasion, UPA Chairperson Sonia Gandhi said the ecology and biodiversity should be protected while carrying out development projects.

"I believe that the ecology and biodiversity should be protected," she said.
